A Review on Conception of Policy for Production of Imported Tropical and Temperate Fresh Fruits Using Hot Waste Water from Power Plant (발전소 온배수를 활용한 온·열대 신선과일 수입대체 정책 방안)

  • One of the policies of the Ministry of Agriculture, Forestry and Livestock Food and Livestock aims to export $10 billion worth of products. Although it was not easy to achieve the export goal of $ 6.5 billion in 2016, the policy should be pursued continuously. Accordingly, a facility modernization project and high-tech greenhouse project are being implemented to facilitate exports. Moreover, it is possible to consider substitution of imports in the policy shift. Imports of temperate and tropical fresh fruits totaled 1.2 trillion won in 2016. Accordingly, identification of alternatives to tropical and temperate fresh fruit imports will enable farm income to increase and the fresh fruit industry to grow. The major obstacle to tropical fruit production in Korea is high heating costs. However, Jeju Island apple mango farmers found that using non-taxable kerosene and hot water from power plants could reduce heating costs by 42.5%. Indeed, using hot wastewater can reduce heating costs by more than 40%. To improve competition with imported fruits, farmers can change their heating systems using financial support plans (e.g., 20% government subsidies, 20% loans, 30% subsidies from local governments). The income effect and import substitution effect of fruit tree farmers should be carefully analyzed in the future and the study will be closed to discuss the policy direction.

An Estimation of Price Elasticities of Import Demand and Export Supply Functions Derived from an Integrated Production Model (생산모형(生産模型)을 이용(利用)한 수출(輸出)·수입함수(輸入函數)의 가격탄성치(價格彈性値) 추정(推定))

  • Using an aggregator model, we look into the possibilities for substitution between Korea's exports, imports, domestic sales and domestic inputs (particularly labor), and substitution between disaggregated export and import components. Our approach heavily draws on an economy-wide GNP function that is similar to Samuelson's, modeling trade functions as derived from an integrated production system. Under the condition of homotheticity and weak separability, the GNP function would facilitate consistent aggregation that retains certain properties of the production structure. It would also be useful for a two-stage optimization process that enables us to obtain not only the net output price elasticities of the first-level aggregator functions, but also those of the second-level individual components of exports and imports. For the implementation of the model, we apply the Symmetric Generalized McFadden (SGM) function developed by Diewert and Wales to both stages of estimation. The first stage of the estimation procedure is to estimate the unit quantity equations of the second-level exports and imports that comprise four components each. The parameter estimates obtained in the first stage are utilized in the derivation of instrumental variables for the aggregate export and import prices being employed in the upper model. In the second stage, the net output supply equations derived from the GNP function are used in the estimation of the price elasticities of the first-level variables: exports, imports, domestic sales and labor. With these estimates in hand, we can come up with various elasticities of both the net output supply functions and the individual components of exports and imports. At the aggregate level (first-level), exports appear to be substitutable with domestic sales, while labor is complementary with imports. An increase in the price of exports would reduce the amount of the domestic sales supply, and a decrease in the wage rate would boost the demand for imports. On the other hand, labor and imports are complementary with exports and domestic sales in the input-output structure. At the disaggregate level (second-level), the price elasticities of the export and import components obtained indicate that both substitution and complement possibilities exist between them. Although these elasticities are interesting in their own right, they would be more usefully applied as inputs to the computational general equilibrium model.

The Static and Dynamic Growth Patterns of High-Tech Ventures in Korea

  • This study explores on the static and dynamic growth patterns of high-tech ventures in Korea. We developed an integrative framework with target market (local vs. global), product/market maturity (existing vs. emerging), and technological capability (follower vs. pioneer). We also identified seven new ventures strategies as follows: i) reactive imitation, ii) proactive localization, iii) import substitution, iv) creative imitation, v) early market-entry, vi) global niche, and vii) global innovation. With five successful Korean new ventures, we found different competitive behaviors and performance among new venture strategic types. This study also observed two different growth patterns: growth through strategic replication and growth through strategic change. It depends on whether they are pursuing similar strategy over time or different strategy within for growth. In addition, we found that creative imitation plays a stepping-stone role in two-step internationalization processes. Although this study is exploratory and needs more empirical studies, it can provide new ventures with meaningful guidelines for growth and internationalization with a dynamic perspective.

  • Large generator of power plant is very important. In order to protect large generator from faults, digital protective relay or IED is required. However, all protective relays for generators of the domestic power plant are operated by foreign products. And now, for technological independence from foreign and improvement of import substitution effect, IEDs using domestic technology are being developed. To evaluate performance of developing next-generation power devices, the study of the dynamic characteristics of the power plant, generator system modeling, fault simulation and analysis, should be considered. Specially, To obtain IEEE Standards COMTRADE format for relay operation test, generator system modeling and fault simulation using PSCAD/EMTDC tools must be preceded. Until now, a complete modeling of generator internal windings and fault simulation techniques dose not exist. In this paper, for evaluation performance of relay elements of developing IED, the generator system modeling and various faults simulation using PSCAD/EMTDC tools were performed. And then, the various transient phenomena through obtained relaying signal of developed modeling were analyzed.

  • This study analyzes effects of the government-funded energy conservation technology research program using a simple calculation-based valuation method. Energy conservation amounts by 50 commercialized technologies are calculated and then transformed to energy conservation effect and pollution reduction effect. Export and import-substitution effects are also calculated. Empirical results show that effectiveness of the research program has been increasing rapidly after 1996 while research fund has not. We suggest rapid increase of government support of this program so that the goal of the research program can be reached.

  • A deck crane is installed on the deck of a ship when there is no adequate facility for loading and unloading in dock or harbor. Deck cranes in Korea have been imported from abroad, and the import-substitution effect will arise if its production can be localized. Now, it is required to suggest the structural design of a deck crane that meet the domestic criterion, considering loading condition. In this study, the structural analysis of a pedestal in the deck crane was peformed by finite element method to investigate the strength requirement. In addition, the structural design of a pedestal was suggested by using ANSYS and VisualDOC. The optimized structure of a pedestal was determined, considering lightweight design.

An Effect of Orange Import on Domestic Fruits and Vegetables Price in Korea (오렌지 수입이 국내산 과일 및 과채 가격에 미친 영향)

  • A Linear Approximated Inverse Almost Ideal Demand System, suggested by Eales and Unnevehr, is estimated with monthly data set of Korean fruits consumption. LA/IAIDS consists of 6 demand equations which correspond to domestically produced Hanrabong, overwintering mandarin, strawberry, melon and tomato with imported orange. The results indicate that price and scale flexibilities are negative, as expected. And the significance is that a 10% increase in imported orange quantity is associated with 5.5% declines in the price of Korean Hanrabong while the price of other fruits is minimally affected. In addition, the estimate of scale flexibility of Hanrabong (-2.96) is much smaller than any other fruit. Hanrabong farmer might be in the face of deficit operation as a consequence of the substitution effect if orange would be imported in accordance with the Korea-U.S. free trade agreement.

  • Nigeria like many other developing countries' eagerness to accelerate socio-economic development has prompted her to adopt several approaches over the years since independence. These have ranged from the import substitution scheme, the indigenisation policy, and structural adjustment programme to the national economic empowerment development strategy. Nigeria has sought to widen her economic base by engaging in increased cross-border trade and investment activities. This is with a view to spurring the process of industrialization and ultimately lowering the level of poverty in the country. This has led to the formulation of various industrial policies and processes, all geared towards integration into the world economy. Using secondary sources, this paper seeks to analyze Nigeria's journey towards industrial development especially within the context of globalization. It concludes by explaining the impact of the new economic paradigm on the country's quest to industrialize and recommends alternative path towards development and growth.

  • The venture firms originating from the government-financed research institutes of Taeduk Science Town play a dominant role in Taejon. Those venture fm have the following characteristics. First, they are innovative in the growth stage, although not so innovative in the beginning stage. Second, they still largely depend on the domestic market because of their import-substitution strategy. Third, they mostly lack administrative capabilities. Finally, the infrastructure of venture firms is not good in spite of many supporting government policies. The efficient management of the existing business incubators, the establishment of special venture capital, and continuous supports by the incubating organizations should be warranted to encourage the spin-offs from the government- financed research institutes.
