  • The pressing need to mitigate greenhouse gas emissions has stimulated a renewed interest in nuclear energy worldwide. However, while numerous countries have shown interest in nuclear power over the course of history, many of them have not continued their pursuit and chosen to defer or abandon their peaceful nuclear power projects. Scrapping a national nuclear power program after making initial efforts implies significant challenges in such a course or a waste of national resources. Therefore, this study aims to identify the crucial factors that influence a country's decision to terminate or hold off its peaceful nuclear power programs. Our empirical analyses demonstrate that major nuclear accidents and leadership changes are significant factors that lead countries to terminate or defer their nuclear power programs. Additionally, we highlight that domestic politics (democracy), lack of military alliance with major nuclear suppliers, low electricity demand, and national energy security environments (energy import, crude oil price) can hamper a country's possibility of regaining interest in a nuclear power program after it has been scrapped, suspended, or deferred. The findings of this study have significant implications for policymakers and stakeholders in the energy sector as they strive to balance the competing demands of energy security, and environmental sustainability.

  • PCR PET flake's market endeavors difficult situations of its oversupply and decreasing demands in South Korea. Since China banned the import of most recycled plastics, flake producers who mostly export the flakes lost their biggest market. The producers struggled to survive in the competitions with PCR PET flake from EU and 3rd countries but it was challenging due to substandard quality and increasing cost. Attempts to improve the quality of PCR PET flake have been made but they were only an individual company's efforts. The objective of this study was to understand the market status on PCR PET flake in South Korea and to present suggestions for improving its quality. The results of the questionnaires targeted to flake producers showed that no testing methods on PCR PET flake were standardized and there were critical factors to the quality such as moisture content, contaminants, and viscosity. Case studies of US, Japan and other countries had been done especially about testing methods and 76 samples from 21 companies were tested according to those methods. Based on the results, the final factors were decided as contaminants, moisture content, alkalinity index and intrinsic viscosity. There is a plan to standardize testing methods and they could be guidelines to improve the business competitiveness of PCR PET flake in South Korea.

  • This study is to present alternatives of strategical utilization of e-L/C in respective of transaction cost. Documentary credit is most used for trade importers' credit quality and the guarantee of the purchase price as the form of payment in export and import business dealings. The beneficiary must provide the documents required in a letter of credit in order to claim payment documents from the issuing bank, this leads to certain complexity during the procedure in practice, the preparation and the expenses of significant requirements and additional documents as well as in completing demands from the credit. In a result, there has been issues raised about the aspects of time and cost during the payment process. The outcome of such problems caused by delays in the existing trade procedure is the public to require the use of e-L/C in order to improve problems from the 'Transaction Cost' side. This study provides e-L/C's use to overcome the problems that are appearing from 'Transaction Cost' side as the aspect of time and the cost. In order to do so, we have to identify the problems in the original credit and e-L/C. Thus, provide the propose strategy of e-L/C from the Transaction Cost aspect.

  • This study intends to review the development of Large Purse Seine Fisheries in Korea and Japan, and subsequent changes in the fisheries regime as well as management conditions and to examine reorganization directions. In the Northeast Asian Fishing Area, each country has done mutual operation, which causes the fishery competition and controls fishery development. Besides, Exclusive Economic Zon(EEZ) established in 1996 resulted in the prominent changes of fishery development as well as fishery relationship among each country, demands reorganization of fisheries. In the Large Purse Seine fisheries, Korea and Japan are not decreasing, they are stable. In other words, the increase in one country does not necessarily make the decrease in the other country. This is a difference from the case of the bottom fishery. Japan is the highest in the cost, the management is getting worse due to decreasing fish price and shortage of labor. In the case of Korea, the stagnant productivity has been compensated by the rising fish price, but the fishery of low productivity to cut down the size. In addition, during the 1990s the environment of fishery is getting worse because of the free import fishery, shortage of labor, etc. Following the new fisheries paradigm, each country should reorganize its fisheries structure. The principle for reorganization of fisheries structure in each country should be focused on the establishment of sustainable fisheries. The reorganization of fisheries structure for each country by EEZ establishment does not mean only dividing fishing ground and fisheries resources by countries, but means that countries should cooperate together in fisheries management for long-run benefits from fisheries.

  • Korea's LNG and crude oil are the most important energy and export raw materials, but 100% import resources by overseas. However, tanker shipping companies, which play the most crucial role in energy cargo security, are very small in number and size, which can be a factor in the supply chain crisis. Therefore, this paper studied the policy of expanding tanker transportation necessary for the transport of crude oil and LNG in Korea. In the existing literature, there was no policy study necessary for tanker ships, but referring only to the importance of overseas energy development and transportation, so we tried to derive various demands necessary for expanding the tanker fleet through expert interviews and AHP which was conducted on 89 related energy institutions to derive policies and their priorities. The results of the study are as follows. As for the policy, the financial support policy was the highest priority, followed by the business and the mutual cooperation policy of related agencies. Tax support (22.6%) and ship financing (19.4%) were the highest priorities, followed by the Energy Intermediate Promotion Act (11.9%), Tanker Guarantee Insurance (10.6%), Energy Budget Independence (9.3%), and Korea Trader Development (8.2%). Energy governance (6.3%), information center establishment (6.2%), and energy procurement committee (5.5%) ranked seventh, eighth, and ninth. The research results show that it is necessary to supply sufficient ships to the market through the expansion of ship finance for tankers and to follow business support policies such as guarantee insurance. In addition, it was also possible to derive that the financial resources need to be determined by law and independent budgets for consistency and continuity.

  • This paper studies a fire detection system using an optical fiber linear detector which can minimize damage from a fire by the most adaptable even in poor environmental conditions such as a tunnel or utility-pipe conduit vulnerable to fire. Using a strand of optical fiber, temperature can be displayed in intervals of meters and a fire can be detected remotely from a distance of several kilometers. Thanks to its strengths such as high reliability and long life, it is widely applied in harsh environments in the overseas. Therefore demands are expected to grow greatly in Korea as well. However, all optical signal drive and analysis module except for the optical fiber linear detector, tend to rely on import. Firstly this study deduced the location and the method of processing signals measuring temperature by using the optical fiber linear detector in order to develop a technology for a domestic model of fire detection system. Secondly this study designed and manufactured the optical analysis test module, and then we checked its performance.

  • Application areas of Knowledge Discovery in Database(KDD) have been expanded to many R&D management processes including technology trends analysis, forecasting and evaluation etc. Established research field such as informetrics (or scientometrics) has utilized techniques or methods of KDD. Various systems have been developed to support works of analyzing large-scale R&D related databases such as patent DB or bibliographic DB by a few researchers or institutions. But extant systems have some problems for korean users to use. Their prices is not moderate, korean language processing is impossible, and user's demands not reflected. To solve these problems, Korea Institute of Science and Technology Information(KISTI) developed stand-alone type information analysis system named as KnowledgeMatrix. KnowledgeMatrix system offer various functions to analyze retrieved data set from databases. KnowledgeMatrix's main operation unit is composed of user-defined lists and matrix generation, cluster analysis, visualization, data pre-processing. Matrix generation unit help extract information items which will be analyzed, and calculate occurrence, co-occurrence, proximity of the items. Cluster analysis unit enable matrix data to be clustered by hierarchical or non-hierarchical clustering methods and present tree-type structure of clustered data. Visualization unit offer various methods such as chart, FDP, strategic diagram and PFNet. Data pre-processing unit consists of data import editor, string editor, thesaurus editor, grouping method, field-refining methods and sub-dataset generation methods. • When the Yongle Emperor of the Ming Dynasty seized the power as the emperor of China, he issued a royal order to Hokwang and others, to publish a book entitled "Sambudaejeon," in the name of following the death-bed instruction of Taizu. The book was completed no less then 10 months after the order was issued in September 1415(Yongle 13). With the first copy imported from the Ming Dynasty as the original script, Sambudaejeon was engraved on wood by going sharing with 3 provinces including Gyeongsang-do, Jeonlla-do, and Gangwon-do, during the period of 1427~1428(Sejong 9~10). The result of surveying and analysing the distribution of the Ming Dynasty was imported to Chosun, shows that the engraving copy of the original script from the Ming was published more then 18 times in Chosun, among which only 50 types are identified to exist currently. As a result of analyzing these 50 existing types, This status of publication suggests that the books were intensively published and distributed in Gyeonggi and Gyeongsang provinces where the demands for the books were urgent, to meet the needs when the books were rapidly lost during the period of Japanese invasion.

  • Developed countries have set seed industry as a new growth engine, which demands strong support from the government. Multinational seed companies such as Monsanto and DuPont have made huge financial investment to secure their major roles in the global market. To spur domestic seed industry performance, Korean government laid out the foundation for developing seed industry through policy promotion in the late 2000s. In this paper, I look at the current state of the domestic and international seed market to provide information for improving the efficiency of the propulsion of the Golden Seed Project (GSP) along with its vision. The increasing size of global giant companies has been regarded to monopolize the world seed industry wherein ten renowned companies occupy 73% of the overall global market. In effect, this causes a price hike due to limited seed choices. Domestic seed market has been stuck in a range due to a sustained low agricultural production resulting in decreased seed demand and market size. Though breeding technologies for rice and vegetables are world-class, the technologies for top global crops such as cabbage, paprika, and forage are insufficient therefore professionals in this field are not easily employed. Moreover, there is a lack in appropriate infrastructure set up in the universities which adds to ineffective training of professionals. Being a key-supporting industry for agriculture, seed industry should be granted with strong and sustainable investment support from the government. In view thereof, GSP, which started in 2012, ambitions to spur researches outlined by excellent professionals in universities and seed companies aimed to drive seed export volume and quality and attain domestic seed self-sufficiency through adoption of export- and import-substitution seed types (10 varieties each) development strategies. To develop Korea's seed industry excellent achievement of GSP's goals should be drawn successfully and to do this beside development of high quality seeds, support programs for promotion of seed exports are also needed.
