  • Electronic Clearance System in the Advanced Countries give sane hints Clearance System in Korea to improve. It is as follows. It is necessary to enhance the economical efficiency and rapidity on clearance system. It is important to improve the conveniency of importer and export through all day services in customs. It is necessary to control export and import goods efficiently for guarantee of security. A Study on the Improvement of Import Clearance System for Express Consignments by Increase of Electronic Commerce (전자상거래 확대에 따른 특송물품 수입통관시스템의 개선방안에 관한 연구)

  • Recently, Electronic commerce market is growing sharply for the expansion of internet and development of means of air transportation. Import Clearance System for express consignments, introduced in Korea, confers some benefit upon express consignments, ie. prompt clearance, simplification of the clearance procedure, exemption of necessary documents. But it has some problems such as lack of social security and trade compliance. So it requires some improvements as follows. Firstly, it has no legal background to clear all articles valued at US$100 or less carried by an express consignment operator. So customs brokers, not express consignment operators, should clear that articles. Secondly, it should be presented necessary documents including commercial invoice to prevent a wrong price declaration in entering express consignments valued at US$100 or less. Thirdly, X-ray inspectors must enhance their inspection ability. Customs must provide education programs for X-ray inspectors to improve their inspection ability. Lastly, Cargo selectivity system for express consignments have to be improved to operate effectively.

An Empirical Study on Trade Facilitation by the Korean Government's Single Window System

  • Purpose - Korea became a trillion-dollar trading country in 2011. With the exponential increase in Korea's trade volume over the past decades, trade-related administrative burdens per capita for Korea Customs became enormous, for which the government established the Single Window, a trade-facilitating system, in 2004 to enhance the efficiency of customs-clearing procedures for traders. This paper focuses on finding whether the Korean Single Window system affects the country's trade facilitation positively through an empirical methodology. Design/methodology - To find empirical evidence that Single Window affects trade facilitation for the customs-clearing procedure, this study assumes that a time-efficient environment enables the handling of the increase in trade volume, under which four independent variables related to import customs-clearing procedures and two dependent variables to import were adopted for empirical analysis. The import customs procedures are classified into four steps from port entry to declaration acceptance. To understand the relationship between variables, scattered plots and correlation coefficients were calculated. Eight hypotheses were set and underwent simple linear regression. The data for analysis were collected by Korea Customs, and were about the lead time of import, the volume of imports in million USD, and the number of import declarations reported to customs offices on a monthly basis from 2005 to 2013. Findings - Six of the eight hypotheses showed the statistically significant result that lead time in the import customs-clearing procedure positively affects the number of import declaration reports and import volume. Specifically, Hypothesis 1, Hypothesis 2, and Hypothesis 3 strongly support the assumption lead time in import customs declaration has an inverse relationship with the number of import declarations, which means that the shorter the import lead time, the more import declaration increases. Research Limitations/Implications - With limited data accessibility to the government's custom-sclearing procedures, only the import lead time for customs clearance were adopted as independent variables. This paper, however, successfully found that the Single Window system contributed to trade facilitation. Originality/value - This study found that the time-saving Single Window system of Korea Customs enables itself to manage an exponentially-increasing trade volume by creating a trade-facilitating environment for customs personnel and traders, which may be a unique implication found through quantitative methodology.

  • In this paper I tried to explain and survey various aspects of the Physical Distribution Service through EDI based on Automated Cargo Clearance System of Japan. As the world import-export System have gradually standardized, the Japanese system on air and sea cargo clearance system will effect on Korea promoting rationalization policy of harbor, electronic or automatic technology of import-export Clearance System. Because the rational reform of the present cargo transportation system of Korea might have been inevitable in the growth of a global Electronic Data System, Therefore the object of the paper is to suggest policy direction and provide the necessary of the Nippon Automated Cargo Clearance System, that is, NACCS about air and sea Cargo Clearance System. The most important thing in this study is that the author put the stress on research and analyzes of the application in Korea.

Case Studies on Import Clearance Disputes Facing Korean Companies' Trade Counterparts under Korea·ASEAN FTA and Countermeasures (한·아세안 FTA에서 한국 기업 거래상대방의 수입통관 분쟁 사례분석과 대응방안 연구)

  • Since entering into force on June 1st, 2007, the Korea·ASEAN FTA has had great strategic importance as it represents a massive export market for Korea. For more than 10 years since its implementation, the trade in both goods and services have greatly increased, and ASEAN has become the second largest export market for Korea. However, Korea's FTA utilization rate for exports is approximately 46%, which is far lower than the average rate of 72% for all FTAs, despite several revisions. In this study, we investigate the problems causing this low rate of FTA utilization for export by analyzing import clearance disputes faced by the counterpart. Our recommended countermeasures for such disputes are : Since form requirements for C/O (certificate of origin) are important considerations for ASEAN countries, C/O needs to be written accurately. Understanding of the administrative system and regulative procedures of ASEAN countries is also necessary. Accurate HS code of importing countries must be obtained. Korean government authorities should make diplomatic effort to ease the import clearance procedures in counterpart countries and contact customs offices to facilitate communication.

Spatial Distribution Patterns of International Physical Distribution through Clearance Depot (통관거점을 이용한 국제물류의 공간적 분포 패턴)

  • This study aims to analyze the spatial distribution pattern of international trade. The method is to analyze the principal components by changing interaction attribute matrix of four dimensions (hinterland, gateway, foreland and commodities) into two dimension matrix. The study area is the territory region of Cheongju clearance depot in inland. The result are as follows : Major spatial patterns of regional connections by hinterland, gateway and foreland are, in the case of exports, ten patterns and in the case of imports come to nine. Composition of major export and import commodities in Cheongju clearance depot are similar, but precision instrument manufactured commodity and nonmetal mineral are remarkable in export and mineral manufactured commodity machinery and electronic manufactured commodity are remarkable in import. Gateway are similar to export and import, but Incheon international airport is used more in the case of import. And Cheongiu international airport is used for some commodities and is remarkable as a foreland of import for the areas outside of Chungcheongbuk-do.

  • Globalization of consumption, expansion of cross border e-trade, increase use of internet and mobile have led to rapid growth of world e-commerce particularly in Asia and emerging markets. Impacted by Korean wave, online export is continuously increasing, yet Korea is experiencing severe e-commerce trade imbalance. Export growth rate and ratio of Korean small companies are relatively low from OECD member countries. Therefore, Korean government is currently emphasizing on vitalization of online export to China to resolve trade imbalance and to increase export of small companies. To propose detail measures to vitalize online export to China, this study is focused on export customs clearance procedure of Korea and import customs clearance procedure of China in view of online export company. Also suggested countermeasure plan and analysis for the new tax revision plan related to e-commerce which implemented on April 8th 2016. This study have grouped countermeasure plan by short term plan of firms and long term plan of the government. As for the short-term countermeasure plan for firms, first, comparison analysis of tax rate on products is need to decide type of e-commerce strategy; second, if planning to start e-commerce business to China, sales possibility and certification check is necessary; third, through preparation of customs clearance document is needed; last in order to obtain price competitiveness, new logistics strategy and packing development is required. As for the long-term countermeasure plan for the government, I have suggested cooperated bonded logistics service for small businesses and operation plan of show room for promising Korean products.

  • The purpose of this research is to analyze four models of global e-trade implementation which was suggested at the advance research of implementation global e-Trade with major trading countries. The main outcomes of this empirical study are as follows. For realizing global e-trade of G-Networking model country we have to implement e-trade in the field of "import & logistics". And for realizing global e-trade of P-Networking model country, it need to try in "settlement & clearance". Furthermore, for realizing global e-Trade of G-Penetration model country, we have known that the field of "import & logistics" would be implemented. Finally for realizing global e-Trade of P-Penetration model country, "settlement & clearance" could be implemented. Also, this study suggests that we have to do negotiation with China and Japan at first, and to try the area of settlement & clearance to implement the global e-Trade with Korea's 10 major trading countries.

  • The paper aims to introduce and to discuss seafood import systems in terms of tariff and Non-Tariff Measurements which have been changed by the establishment of WTO. The paper can be used as materials for seafood trade policy making. The Non-Tariff Measurements for seafood import control in Japan are explored as follows; Import Quota, Import License, Pre-identification, Standard system, Customs Clearance Procedure, Import Port Nomination, Import Channel, Unification. The paper is composed of six chapters. Chapter 1 shows the current situation of seafood trade of major countries and background of the research. Chapter 2 deals with fisheries negotiations in the Uruguay Round, their impacts and major issues of tariffs and Non-Tariff Measurements in seafood trade. Chapter 3 analyzes seafood import of Japan, which is the core nation in the seafood trade of Northeast Asian Region, by item and the structure and characteristics of Japanese seafood import tariff including Non-Tariff Measurements. Chapter 4 and chapter 5 tackle seafood import management system of EU and USA respectively. Chapter 6 summarizes the issues of seafood import by focusing on Japan which is the biggest import market of Korean seafood.

A Study on How to Improve the Special Customs Clearance Operator Management System (특별통관 업체 관리제도 개선 방안 연구)

  • Purpose - The purpose of this study is to examine legal problems in managing special customs clearance companies that were not covered in previous studies, and seek legal solutions. Design/methodology/approach - This study tries to analyze and the Administrative Rules related to special customs clearance and suggest alternatives since the management of the special customs clearance system is mainly carried out through Administrative Rules. Findings - The definition of a consignment carrier under the Customs Act does not reflect the reality, and the subject of registration does not coincide with the Customs Act and Administrative Rules. Article 2 of the Customs Act, the definition of consignments and the subject of registration of consignment forwarders should include international logistics forwarders who "arrange logistics of import and export cargo". In the E-commerce Administrative Rules revised in July 2023, the registration of e-commerce companies subject to special customs clearance, the registration of companies with preferential customs clearance and notification of changes, and the provision of preferential customs clearance can be seen as new legislation beyond the mandate of the Customs Act. Research implications or Originality - It it time to allow recipients and agents to submit customs clearance lists to protects the rights of goods recipients.
