A Study on Logistics Information System Integration: in case of Korea Post (물류정보시스템 통합에 관한 연구 : 한국우정사업본부의 사례를 중심으로)

  • In this paper, we analyze process of implementing and successful enabler of Postal Logistics Integrated Information Systems(PostNet) through a case study on Korea Post. PostNet was integrated by considering contingently organizational integration (organizational structure redesign), strategical integration (business process reengineering), and technical integration(data integration, application integration, and integrated platform implementation). And also integration was implemented for supporting three aspects. PostNet has implication for advanced integration with business mission and operational efficiency by comparing integration with physical level and hardware level. Korea Post has the biggest logistics network, organization, and service in logistics industry area. The results of this paper will suggest theoretical framework for the future information system integration, and will be utilized as a practical guideline for the information system integration.

  • Building Information Modeling (BIM) is utilizing CAD technology in a way that ultimately ties all the components of a building together as objects imbedded with information, and has been changing the way we design and build over the last 20-30 years. In Polytechnic Institute of NYU, there are four BIM courses offered which provide students with different levels of knowledge regarding BIM Technique, BIM Standards, BIM Guideline and Roadmap for Private and Public Implementation, BIM Application in Real Projects, the Cooperation of BIM and IPD for Public Works in New York City. With advanced BIM technology, BIM's integration into the construction process and its incorporation into project delivery systems, especially Integrated Project Delivery (IPD) are the bridges between technology, industry and research. This paper presents an integrated BIM curriculum with three modules: 1) BIM functions and Bid Preparation; 2) Time-Cost Trade-off Analysis; and 3) Problems Solving in BIM/IPD Environment. In this project-based curriculum developed by the common efforts of academia, public agency and industry, the objectives are: (1) to provide the information and skills needed to successfully implement BIM into the construction phase; (2) to identify BIM's role in construction and the project delivery system; (3) to develop a module in conjunction with leading BIM into project delivery system, particularly coordination between BIM and IPD; (4) to connect technology and research into industry. The course assessment was conducted and the results indicate that it is a successful reform in construction management education.

  • This study explores the effective utilization of generative AI for conducting in-depth interviews within the lean startup environment. With recent technological advancements, the application of generative AI in enhancing operational productivity has been on the rise across various organizations, and this trend extends to the lean startup milieu. The research develops specific guidelines and a guidebook aimed at assisting practitioners in lean startups to conduct in-depth interviews using AI, even amidst the constraints of limited time and capital. The proposed guidebook facilitates practitioners to swiftly design and conduct interviews, thereby promoting an agile and flexible working environment within lean startups. Moreover, this study investigates practical methods for applying text-based generative AI services like ChatGPT 4 and Luyten in the fields of design and interviewing, thereby contributing to the academic discussion and practical implementation in these areas. The significance of this research lies in its potential to broaden the horizon of scholarly debate and practical application of generative AI in lean startups.

  • The Broadcasting Law amended in January 2007 declared to adopt universal right to view(known more widely as Universal Access Right, UAR), the right to access broadcasting programs on such major sports or other events that are likely to catch the gaze of the public television viewers. Then its implementation rule was issued in February 2008, and under the regulations the Committee of Ensuring Universal Access Right has been established, where detailed action measures and guidelines are currently in the process of preparing. However, it is no question that an effectiveness of the implementation system of Universal Access Right presupposes sufficient amount of discussion and social consensus. At present, the major focus in this issue is on the matters including which type of events is subject to UAR and what criteria are desirable in determining which broadcasting company has priority. In this context, this study aims at identifying implications for policy by examining the precedent cases of Europe, Australia, and other countries, where UAR is enacted and implemented. Further, this study tries to draw up a specific scheme for ensuring universal right to view through conducting a survey on public television viewers. We will include specific guidelines for selecting events of public attention, criteria for selecting broadcasting companies regarding priority, and relevant operating rules regarding relayed broadcasting.

Implications for Japan's National REDD+ Strategies - Focused on Joint Credit Mechanism (JCM) - (일본 REDD+의 국가 전략 및 시사점 - 양국간 크레딧 메커니즘(JCM)을 중심으로 -)

  • The study aims to examine Japan's National REDD+ Strategies prepared for Post-2020 and the status of its implementation by organizations in Japan, and then to suggest the potential REDD+ countermeasures against Joint Credit Mechanism (JCM) for Republic of Korea and their implications. As for the technical limitations of the guidelines of REDD+ under the JCM, it is pointed out that forests located at the place with less potential safeguard intervention tend to be selected as the target area for a project and that, as reference emission trend changes depending on the basic year of the baseline, differences could occur among the amounts of greenhouse gas emission. In addition, it is pointed out that the result of the calculation of the displacement of emissions, or leakeage, in REDD+, can have an uncertainty, since the calculation is done by just multiplying leakage area by certain coefficients, without considering the size of the leakage area. Furthermore, the lack of implementation guideline or methodologies for a project level is also pointed out as a limitation, considering that there are only some national and sub-national monitoring guidelines at present. Finally, internationally accepted guidelines for safeguard and its sub-items needed to be prepared, as current safeguard policy only includes lists without detailed items. Such things mentioned above are all related to, and can lead to the problem of double counting of items in Nested Approach etc., as well as of the distribution of credits. Therefore, Republic of Korea should take these into consideration when implementing its REDD+ projects.

A Study on the 6th Middle School Science Curriculum and Its Implementation (제 6차 중학교 과학 교육과정과 그 운영에 대한 조사 연구)

  • We have investigated the 6th middle school science curriculum and its implementation based upon the results of middle school science teachers' and professors' ratings and self-reportings. The national-wide survey was administrated to obtain the data from 213 teachers of 112 middle schools and 43 professors of colleges of education. The survey items correspond to four stages of science curriculum. In the stage of the planned science curriculum, 'goals', 'framework of contents' and 'contents' are relevant to the basic guideline for curriculum revision, 'the more emphasis on inquiry activities'. However, the amount of contents is not appropriate, and 'methods' are difficult to attain. In the stage of the written science curriculum, 'goals', 'framework of contents', 'contents', 'methods' and 'evaluations' are not useful for teachers to teach science. In the stage of the implemented science curriculum, a small number of teachers use the issues of local community, organize the different group activities, develop assessment tools cooperatively, and conduct a lesson and a program considering students' diversities. This is partially because of the large amount of learning contents, the lack of materials and the weakness of supporting system. Finally, in the stage of the attained science curriculum, the students' achievements under the 6th curriculum is not higher than those under the other curricula.

Estimation of the Impact of the Inclusion of Sharks in the Appendices of the 'Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES)' on Korean Fisheries and Recommendations of the Domestic Measures on the Trade of the Listed Shark Species ('멸종위기에 처한 야생 동식물의 국제거래에 관한 협약'의 상어류 등재가 한국 수산업에 끼칠 영향과 대응 전략)

  • The Sixteenth Meeting of the Conferences of Parties of the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES), which was held in March 2013 in Bangkok, Thailand, listed five shark species and one genus, and uplisted one sawfish species. All new species listings will be come into force of the eighteen months delay, on the fourteenth of September, 2014. The purpose of the delay is to support the preparation of the domestic measures on shark trade by the parties, as there has been no previous experience in trading the commercially exploited aquatic species in the CITES. The CITES Secretary-General has visited several potential shark trade countries to encourage and facilitate the implementation of the new CITES listings. The newly listed sharks have been caught as a target or non-target species by Korean distant water fisheries and introduced into Korea. So the establishment or change of the domestic laws, regulations, and measures for the implementation of the new CITES species must be prepared before the effective entry date. This paper is prepared to assess the effects of the trade of the CITES listed shark species, and to suggest effective government service measures for the management of Korean distant water fisheries. The Ministry of Environment (MOE) is the general Management Authority of the CITES, and the Ministry of Food and Drug Safety (MFDS) is in charge of the medical trade of CITES listed species in Korea. By law, all imported medicines and medical materials must be inspected by the MFDS during the customs examination; this kind of authority sharing is reasonable and effective way of providing government service. Similarly, the designation of new CITES Management Authority for the trade of commercially exploited aquatic CITES species is critical and the Ministry of Oceans and Fisheries (MOF), which is now in charge of the trade of fisheries products, is the most appropriate governing body for this purpose in Korea. The revision of the National Plan of Action for Conservation and Management of Sharks, initially submitted to the Food and Agriculture Organization (FAO) of the United Nations in 2011 as a practical guideline for shark conservation in all Korean fisheries, could be a effective measure to achieve unification of conservation of endangered species and sustainable use of fisheries stocks. The proper CITES measures for the trade of listed species, such as the establishment of the documenting system for Non-detriment Findings, domestic measures suitable for the "Introduction from the Sea" clause, species specific Harmonized System Codes for the customs service, and an effective shark catch data reporting system should be in place prior to the fourteenth of September 2014.

  • University campus plans include urban and spatial values and identities that they emphasize. The purpose of this study is to analyze sustainable campus policy, space, and the application to architectural planning, which UBC in Canada pursues independently from a Green Campus Certificate System. Sustainable directions and architectural components are deduced. The results are as follows: 1) the correspondence between the campus plan's goal and architectural implementation is the most important. Thus, the university must build a system for the plan's goal and a strategy to make a sustainable campus. 2) A guideline and system are requested to make many experts in various fields and stakeholders participate in the initial stage through "Design Charrette." 3) A system of virtuous circulation must be built so that feedback can be applied through the real-time comparison and verification of building energy consumption. Another goal of this study is emphasizing the necessity of campus policy and plans based on the "Living Laboratory" concept to make a sustainable city. This study could be meaningful because it supports a basis for triggering the establishment of goals for a sustainable plan and implementation in Korean universities.

An Exploratory Study on the Experts' Perception of Science Curriculum Localization Policy: Focus on the Revision of the Arrangement and Implementation Guideline and the Achievement Standard of Curriculum (과학과 교육과정 지역화 정책에 대한 전문가 인식 탐색 -교육과정 편성·운영 지침 및 성취기준 개정을 중심으로-)

  • The curriculum localization policy is closely related to the decentralization and autonomy policy, which is a direction of the 2022 revised curriculum. In particular, considering the continuously expanding and changing environment and contents in science education, the localization of the science curriculum has the advantage of advancing to expertise through diversity. In this paper, through experts' perception of the science curriculum localization policy, the implications of the curriculum revision were confirmed, focusing on 'MPOE(Metropolitan and Provincial Offices of Education) curriculum arrangement and implementation guidelines(hereinafter referred to as 'guidelines')' and the achievement standards revision of science curriculum. In conclusion, study participants considered that the possibility of expanding the localization of the curriculum was high due to the unique characteristics of science practices. And they recognized the level of localization at the 'district office of education or village'-level between MPOE-level and school-level. When localization reaches the school-level in the future, it was considered necessary to discuss linkage with teacher policies such as teacher's competency, noting that the level of teachers could become the level of localization. In addition, there was a common perception that in order for the science 'guidelines' to be localized, 17 MPOE must be given the authority to autonomously organize some achievement standards in parallel. It was considered that 'restructuring or slimming of achievement standards' should precede localization of achievement standards in connection with this. On the other hand, it was predicted that the curriculum localization policy would enhance the aspect of diversification and autonomy of the science curriculum, and the establishment of achievement standards was directly related to evaluation, so it recognized the need to refine policies such as new description for evaluation clause in future science 'guidelines'. Finally, considering science and characteristics, it was mentioned that it is necessary to specify regional intensive science education policies in the 'guidelines' themselves beyond the localization of teaching materials.

A Study on the Perception Changes of Physicians toward Duty to Inform - Focusing on the Influence of the Revised Medical Law - (설명의무에 대한 의사의 인식 변화 조사 연구 -의료법 개정의 영향을 중심으로-)

  • The Medical law stipulates regulations about the physician's duty to inform to contribute to patient's self-determination. This law was most recently revised on December 20, 2016, and came into effect on June 21, 2017. There has been much controversy about this, and it has been questioned whether or not it will be effective for physicians to comply with the duty to inform. Therefore, this study investigated perceptions of physicians of whether they observed the duty to inform and their legal judgment about that duty, and analyzed how the revision of the medical law may have affected the legal cognition of physician's duty to inform. This study was conducted through an online questionnaire survey involving 109 physicians over 2 weeks from March 29 to April 12, 2018, and 108 of the collected data were used for analysis. The questionnaire was developed by revising and supplementing the previous research (Lee, 2004). It consisted of 41 items, including 26 items related to the experience of and legal judgment about the duty to inform, 6 items related to awareness of revised medical law, and 9 items on general characteristics. The data were analyzed using SAS 9.4 program and descriptive statistics, Chi-square test, Fisher's exact test and Binary logistic regression were performed. The results are as follows. • Out of eight situations, the median number of situations that did not fulfill the duty to inform was 5 (IQR, 4-6). In addition, 12 respondents (11%) answered that they did not fulfill the duty to inform in all eight cases, while only one (1%) responded that he/she performed explanation obligations in all cases. • The median number of the legal judgment score on the duty to inform was 8 out of 13 (IQR, 7-9), and the scores ranged from a minimum of 4 (4 respondents) to a maximum of 11 (3 respondents). • More than half of the respondents (n=26, 52%) were unaware of the revision of the medical law, 27 (25%) were aware of the fact that the medical law had been revised, 20(18%) had a rough knowledge of the contents of the law, and only 5(5%) said they knew the contents of the law in detail. The level of awareness of the revised medical law was statistically significant difference according to respondents' sex (p<.49), age (p<.0001), career (p<.0001), working type (p<.024), and department (p<.049). • There was no statistically significant relationship between the level of awareness of the revised medical law and the level of legal judgment on the duty to inform. These results suggest that efforts to improve the implementation and cognition of physician's duty to inform are needed, and it is difficult to expect a direct positive effect from the legal regulations per se. Considering the distinct characteristics of medical institutions and hierarchical organizational culture of physicians, it is necessary to develop a credible guideline on the duty to inform within the medical system, and to strengthen the education of physicians about their duty to inform and its purpose.
