Impact of Building Blocks on Inundation Level in Urban Drainage Area (지표 건물이 도시유역의 침수특성에 미치는 영향)

  • This study is an impact assessment of building blocks on urban inundation depth and area. LiDAR data is used to generate two original data set in terms of DEM with $5{\times}5$ meter and building block elevation layer of the study drainage area in Cheongju and then the building block elevation layer is modified again to the mesh data with same size to DEM. Two-dimensional inundation analysis is carried out by applying 2D SWMM model. The inundation depth calculated by using the building block elevation layer shows higher reliability than the DEM. This is resulted from the building block interference to surface flow. In addition, the maximum flooded area by DEM is two times wider than the area by building block layer. In the case of the surface velocity, the difference of velocity is negligible in either DEM or building block case in the low building impact zone. However, If the impact of building on the surface velocity was increase, the gap of velocity was significant.

A Study of Perception on Improvement of Environmental Impact Assessment using Strategic Environmental Assessment (전략환경평가를 통한 환경영향평가제도 개선에 대한 인식도 조사 연구)

  • Environmental Impact Assessment(EIA) in Korea has been used to improve environmental conservation and decision-making. Since environmental impact statement(EIS) was introduced in 1981 with the promulgation of the Environmental Preservation Act in 1977, which replaced the Pollution Control Act legislated in 1963. With a rapid growth of environmental perception as well as the diversification of development activities, however, it has recently bring about a strong demand for a new assessment process related to the strategic level of policies, plan, programs. Method of this study includes analyses of the situation of local EIA and its problematic issues through survey and analysis of information and data, analysis of the level of environmental awareness of professionals and case studies including analysis of foreign strategic environmental assessment. Accordingly, I have elicited a concept of SEA. In addition, I have studied on costs of environmental assessment, and efficiency of internalization of HIA. The survey was carried between September and November 2003, and 177 professionals were asks to complete a questionnaire. As a result of questionnaire survey of environmental pundits, it revealed that 83.8% of participants were in favor of introduction of strategic assessment. This result demonstrated more or less higher approval rate than those of awareness survey done by the Ministry of Environment, i.e. 86.0% ayes, and 14.0% nays. 22.8% of participants agreed to the opinion; "For introduction of this system, earlier is better," 50% reported having an opinion such as, "Will introduce this system in an earliest possible time after correcting problems," 26.3% reported having an opinion such as, "Let's decide the time for introduction of this system after correcting problems first,' and 0.9% reported having an opinion, "it's too early to introduce this system." Specifically, the ratio of ayes on introduction of the system marked 72.8%, and it revealed that a majority of respondents have an opinion such as, "Will introduce this system in an earliest possible time after correcting problems." As means of solutions for the problem regarding the limits of applications that existed in SEA System, factors, such as collecting a wide variety of opinions, securing experts, and faithful implementation, etc. were reported important, and in addition to these factors, respondents revealed having opinions such as, consistent research and development, reflection of public interest, establishment of professional organization, enforcement of after-management service, expanding investments in large, systemizing reference materials, and encouraging public participation, etc. To improve problems involving with present EIA system, it has been identified through this study that SEA is efficient and useful. In order to have SEA introduced successfully, it has been cleared that internalization of effectiveness of environmental cost together with HIA must be accomplished.

  • The purpose of this study is to improve institution of EIA(Environmenta1 Impact Assessment) in Korea. For this study, institution of EIA in Korea and other countries and copies of EIS prepared in Korea were analyzed. As a result, improvements of EIA should require introducing EIA in projects and planning level, building environmental information system, estimating appropriate costs of EIS preparation.

Proposed Methodological Framework of Assessing LID (Low Impact Development) Impact on Soil-Groundwater Environmental Quality (저영향개발(Low Impact Development) 기법 적용 지역 토양·지하수 환경 영향 평가 방법론 제안 연구)

  • The goal of this work is to develop a framework of methods to entirely evaluate effects of LID (Low Impact Development) on soil-groundwater environmental quality as well as land-scape and ecological factors. For this study, we conducted an extensive literature review. As outcomes, soil-groundwater environmental quality is newly conceptualized as a comprehensive index reflecting (i) groundwater pollution sensitivity (hydrogeological factor), (ii) biochemical contamination, and (iii) biodegradability. The methods of classifying and indexing is shown by combining selection of the items to be measured for soil-groundwater environmental quality and integrating the resulted items comprehensively. In addition, from soil-groundwater environmental quality, land-scape and ecological factors in existing environmental impact assessment a method was developed an overall index which can evaluate effects to environment by using GIS (Geographic Information System) and AHP (Analytic Hierachy Process). For optimizing LID planning, designing and post-evaluation, LCIA (Life Cycle Impact Assessment) was regarded as an appropriate method.

Suggestions for Ecological Stream Restoration (생태하천 복원 방안)

  • Urban streams have been severely degraded with wastewater and concrete structure over a prolonged period. The Chonggyecheon Restoration Project recovered a stream in the downtown Seoul with landscaping, plantings and bridges after the cover concrete and elevated asphalt road were removed. The project has been criticized partly because it is not an ecological restoration but rather the development of an urban park with an unnaturally straight flowing stream, artificial building structures, and artificial water pumping from the Han River. Nevertheless, the public have praised the project and almost 100,000 visitors per day come to see the reeds, catfish, and ducks. The stream restoration project is attractive to central and regional government decision makers because it increases the public concern of landscape amenity. Several projects such as Sanjichon and Kaeumjungchon are on going and proposed. These projects have a common and different respect in scope and procedure. The Chonggyecheon project in the process of environmental impact assessment (EIA) and prior environmental review system (PERS) reviewed the environmental impacts before development. Kaeumjungchon in the PERS and Sanjichon without EIA and PERS are reviewed. EIA and PERS systems contribute to checking the ecological sustainability of the restoration projects. A stream restoration project is a very complex task, so an integrated approach from plan to project is needed for ecologically sound restoration. Ecological stream restoration requires 1) an assessment of the entire stream ecosystem 2) establishing an ecologically sound management system of the stream reflecting not only benefits for people but also flora and fauna; 3) developing the site-specific design criteria and construction techniques including habitat restoration, flood plains conservation, and fluvial management; 4) considering the stream watershed in land use plan, EIA, PERS, and strategic environmental assessment (SEA). Additionally the process needs to develop the methodologies to enhance stakeholder's participation during planning, construction, and monitoring.

A Study on the Improvement of the EIA Items and the Operating System Based on the Analysis of EIA Items Usage (환경영향평가의 평가항목 이용현황 분석을 통한 평가항목 조정 및 운영체계 개선안 도출)

  • Selecting target items of EIA(Environmental Impacts Assessment) is very important process in conducting the EIA. In Korea, like other countries, the EIA Council selects the target items before starting the EIA process. However, the assessment items stipulated in the Enforcement Decree of the Environmental Impact Assessment Act is almost wholly applied to most businesses. Thus, the EIA is difficult to carry out reflecting the characteristics of the target business. Additionally, the items of EIA have a structure that is difficult to change, so that the items of EIA is easy to fall apart from the current social needs. Therefore, the purpose of this study is to suggest adjustment of the items of EIA by reflecting the changes in the assessment and social conditions based on analysis of the usage and effectiveness of the current EIA items. In addition, this study would like to propose a improvement of the operating system in order to ensure that EIA items can be selected effectively.

Monitoring of Brominated Flame Retardants (BFRs) for the management of Their Contamination in Environments (브롬화 난연제의 환경오염도 관리 방안)

  • Brominated flame retardants have the market share of 40%, comparing others because of their low cost and highly effective retardation against the flame. However, their toxic effects in human and properties of the accumulation in the environments have been issued among the international organization such as EU, OECD and etc. It, therefore, was surveyed the classification, toxic effects, and the usage of Brominated flame retardants, the trends for their managements in the world and Korea, and their contaminated levels in Korean Peninsula. In addition, the management directions for them were proposed. Penta, octa, and deca-BDE among brominated retardants will seem to be prohibited by the regulation as a flame retardants for plastics in Europe because of their toxic effects. Although Penta and Octa BDEs was used marginally in Korea, deca-BDE was 27% of brominated flame retardants (49,050 ton) which had been used in 2002. However, risk assessment for brominated retardants might not launched in Korea, yet. These reports demonstrate that toxic brominated retardants such as PBDEs will be assessed for their usage and the level of contamination in the environment in the area of the point sources like the industrial areas, incinerators and etc. However, the law to regulate the hazardous chemicals seems not to be dictated the monitoring of their contamination in the environment. We, therefore, suggest how to evaluate and to monitor the toxic contaminants with EIA (Environmental Impact Assessment) and LCA (Life Cycle Assessment) system. Further, to establish the management system of BFRs (such as the monitering of contamination levels in environments, life cycle assessment, and risk assessment for the toxic chemicals), It can be recommended the law to deal with the method analyzing chemicals will be established, which contains QA/QC (Quality Assurance and Quality Control) to evaluate the analytic capability of the companies to prepare EIS (Environment Impact Statement) or other institutes for analyzing chemicals.

  • The Privacy Impact Assessment, PIPA in Korea refers to the process of analyzing risk factors and identifying improvements that must be carried out by organizations that operate personal information files as stipulated in Article 33 of the Personal Information Protection Act, PIPA and Article 35 of the Enforcement Decree of the PIPA. There are two main limitations of the PIA in Korea. The first limitation is that the targets of the PIA are limited to public institutions and organizations that are legally equivalent to public institutions, and the second limitation is that only organizations with adequate manpower, facilities, and other necessary requirements which are regulated upon the Enforcement Decree of the PIPA can conduct a PIA. This paper proposes to develop a preliminary diagnostic tool that can be performed by private companies, small and medium-sized venture companies, and small businesses in the era of rapidly developing data in recent years and presents an analysis of specific assessment factors. The results of this study are provided in the form of a self-checklist, which is expected to serve as a pre-diagnostic tool for the PIA that can be easily accessed by the general public. It is also expected to contribute to strengthening privacy protection and achieving legal compliance at the national level.

The Impact of Negotiation-Based Peer and Self-Assessment Activities on Science-Gifted Students' Modeling (협상에 기반한 동료평가 및 자기평가 활동이 과학 영재 고등학생들의 모델링에 미치는 영향)

  • The purpose of this study was to investigate the impact of negotiation-based peer and self-assessment activities on science-gifted students' modeling and students' perceptions of the impact of these assessment activities on modeling. For this purpose, 92 students in the 11th grade of a science high school, in a metropolitan city, were selected to conduct peer assessment, self-assessment, and science writing activities with four topics of Advanced Chemistry. The students' modeling was analyzed in terms of 'structuring scientific concepts', 'logic', 'multiple representations' and 'communication'. Based on the results, the mean scores of modeling increased for each element of evaluation according to the progress of assessment activities. Students' responses in the survey and interviews showed that students perceived the results of student assessment activities as valid, students also recognized the benefit of these assessment activities by referring to the assessment results before their next writing assignment.
