기후변화 영향평가와 사업심사 연계를 위한 다자개발은행의 방법론 고찰 (Review of Multilateral Development Bank's Methodologiesfor Consideration of Climate Change Impactsin Project Due Diligence)

  • 다자개발은행들은 기후변화 대응에 적극적으로 동참하고 있으며, 기존 환경·사회 영향평가에서 한발자국 더 나아가 저탄소 기후금융(Climate Finance) 제공을 위한 공동의 기후금융 평가방안(Common Principles for Climate Finance Tracking)을 마련하여 운용하고 있다. 이들은 보수적인 시각에서 전체 사업 중 기후변화 적응 또는 저감으로 인정할 수 있는 부분을 단위화하여 평가하고 있으며, 그 결과를 취합하여 2012년부터 2021년도까지 총 10회에 걸쳐 기후금융 보고서를 발간하였다. 기후금융으로 판단하는 방법은 저감인지 적응인지에 따라서 다소 상이하다. 기후변화 적응 금융의 경우에는 사업의 맥락, 전후사정을 살펴 적응 금융으로 산정하며, 저감 금융의 경우에는 적용이 가능한 사업에 대한 포괄적인 리스트가 마련되어 이에 해당하는 경우 저감 금융으로 인정한다. 다자개발은행은 기후금융 평가 내용을 환경·사회 영향평가 결과와 함께 사업 심사의 주요 항목으로 활용하고 있다. 세계 각국이 사업 수준에서 기후변화를 다루기 위한 다양한 노력을 기울이고 있는 상황에서, 다자개발은행이 사업 승인 시 기후변화를 어떻게 고려하고 있는지 살펴보고 그 시사점에 대해서 고찰해 보는 것은 향후 기후변화 대응 방법론 마련 및 관련한 환경·사회 영향평가의 역할 확대에 도움이 될 것이라고 생각한다.

LCA 분석을 통한 TBM 공법과 NATM 공법의 탄소배출량 비교 연구 (Comparison of Carbon Emissions between the TBM Method and the NATM Method through LCA Analysis)

  • 터널의 대표적인 굴착방식인 TBM 공법과 NATM 공법의 지구온난화 영향도를 비교하기 위해 각 방식에 대한 전과정평가 (Life Cycle Assessment)를 수행하였다. 전과정평가는 제품 제조 전 단계, 제품 제조 단계, 사용 단계, 폐기 단계를 고려하여 탄소배출량의 합산으로 비교해야 마땅하나, TBM (Tunnel Boring Machine)의 제조 및 폐기 데이터에 대한 접근이 제한되어 사용단계에 초점을 맞추어 분석할 수 밖에 없었다. 일반적으로 제품 제조 전 단계 및 제품 제조 단계에서 배출되는 탄소 배출량이 제품수명주기의 전과정에서 배출되는 탄소배출량의 90%를 넘는 경우가 대부분이다. 따라서 사용 단계의 비교만으로는 분석 목표를 달성하기 어렵기 때문에 분석 범위를 확장하였고, 제조 데이터에 접근이 가능한 NATM 공법에 대해서는 제품제조 전 단계 및 제품제조 단계를 포함한 과정에 대한 탄소 배출량을 산출하여 비교해 본 결과, TBM 공법은 사용 단계만 고려했음에도 불구하고 전 과정을 고려한 NATM 공법에 비해 탄소 배출량이 많게 결과값이 산출되었다. 이러한 결과는 향후 터널 시공설계 시 최근 환경영향분야 중 관심이 집중되고 있는 기후 변화 (지구온난화)의 영향도를 고려할 때 NATM 공법이 상대적으로 친환경적이라 볼 수 있을 것이다.

  • Recently, balanced scorecard is widely used in the public sector as well as in the private sector. Balanced scorecard system of a particular hospital is a very useful tool in the sense that it shows various measures for the management including the traditional financial measures. However, since it does not show the impact of action items, managers have to analyze his potential decisions. On the other hand, a system dynamics model for the management of a hospital can be used to predict future management status. In this paper, a balanced scorecard system with a system dynamics model is developed for a small sized hospital, and the feasibility and applicability of the system have been tested. It turns out the combination of the balanced scorecard and system dynamics technique can be comprised each other. The balanced scorecard system can take advantage of the data forecasted by the system dynamics model including the implementation of action items taken today. On the other hand, the key performance indicators and action items from the balanced scorecard system provide guidelines the scope and direction of the system dynamics model. The additional efforts of developing a system dynamics model are well compensated by the additional colorful functionalities of the system. This paper also covers the future research areas for the combined system to be more effectively developed.

  • This research tests the effects of institutional pressures, the use of performance measurement systems and accountability, and moderation effects of human resource capability between institutional pressures and the use of performance measurement systems in the Local Government institutions in Indonesia. The research aims to provide empirical evidence both quantitatively and qualitatively that isomorphism institutional pressures occurred in the scope of implementation of the performance measurement system and accountability in the public sector organizations and to show the importance of human resource capability enhancement in reducing external pressure impact. In addition, it tries to develop the correlation model of institutional pressures, human resource capability, implementation of the performance measurement system, and accountability of public sector organizations. The research used mixed methods with sequential explanatory design. The data collection used surveys and interviews in 209 regency/Special Region of Yogyakarta and Central Java local governments as samples. The research result indicated that the institutionalization process of the performance measurement is influenced by institutional pressures, especially coercive and mimetic pressures. Human resource capability was unable to weaken institutional pressures effects in the performance measurement system implementation. The research also proved that the use of a performance measurement system was able to improve local government institution accountability.

The Impact of Financial Inclusion on Financial Stability in Asian Countries

  • This paper intends to explore the relationship between financial inclusion and financial stability under the scope of Asian economies. The linkage will be thoroughly investigated with country-level and bank-level data of 42 countries in three separate years: 2011, 2014, and 2017. In this study, an inclusive financial system is assessed by two dimensions: usage of financial services and access to the financial system. Usage of financial services ranges from account to credit, savings and payment services. Access to financial system measures the financial outreach where individuals can use financial services. Meanwhile, financial stability, which proxied by Bank Z-score is regarded as the dependent variable. We apply fixed effects regression and random effects regression to capture the impacts of financial inclusion upon financial stability. To enhance the robustness of the model, the Feasible Generalized Least Squares (FGLS) regression is therefore adopted as the solution for the random effects regression. The empirical findings exhibit an overall weak positive influence of financial inclusion on financial stability. The research results also provide both financial institutions and governments with insightful information, which helps them to have an appropriate financial development strategy, improve the regulatory framework and consequently enhance financial stability for the whole system.

국내 임상간호사의 직무배태성 연구에 관한 고찰 (Job Embeddedness of Korean Clinical Nurses: A Literature Review)

  • Purpose: This review aimed to integrate the results of studies related to job embeddedness of clinical nurses and suggest directions for future research. Methods: A search for relevant studies was conducted using six databases according to the predetermined index terms "nurse" and "job embeddedness." A total of 28 studies that met the inclusion criteria were selected and analyzed. Results: The definition of job embeddedness was consistent in the articles, but the terms, scope, and use of tools to determine job embeddedness were not. In addition, no article suggested a theoretical framework. In all the studies except one, the tool used to measure job embeddedness was one revised from Mitchell et al. (2001). In 15 articles, a negative correlation was found between job turnover and turnover intention. Job embeddedness was also found to be associated with nurses' work environment, organizational citizenship behavior, and organizational commitment, and it had a positive impact on these variables. Conclusion: Job embeddedness can be used as a major variable to explain nurses's turnover intention. Job embeddedness is multidimensional, and a theoretical framework is needed to explain the job embeddedness of clinical nurses. Tools specific to Korea should be developed to measure the job embeddedness of Korean clinical nurses.

CEO Compensation and Unobserved Firm Performance in Pakistan

  • The study examines whether higher CEO compensation is related to unobserved future firm performance in an emerging market, Pakistan. Further, it extends its scope to analyzing the impact of group affiliation and ownership concentration on the relationship between CEO compensation and future firm performance. The study uses an unbalanced panel data consisting of 1508 firm-year observations from 225 non-financial listed companies in Pakistan Stock Exchange (PSX) for period 2005 to 2012. The multiple regression models adjusted to heteroskedasticity and autocorrelation in error terms are used. The study finds that, in general, CEO compensation is positively associated with future operating performance. However, higher CEO compensation leads to lower operating performance in firms that have lower ownership concentration and are affiliated with business groups. When firms are not affiliated with any group and have high ownership concentration, the relationship between excessive CEO compensation and future operating performance becomes insignificant. Given that efficient compensation packages may lead to long term value creation to shareholders and reduce agency problems, this study highlights an important moderating role of ownership concentration and group affiliation of the firms in emerging markets.

  • The purposes of this research are to use the buildings efficiently and long, save energies, make the cozy and comfortable environment of residential and living spaces, rearrange the related acts for easy implementation of remodelling, and activate the government's support programs so as to make remodelling activated in a safe mode. The scope and methodology of this research include the review of existing literatures and data on remodelling, census on apartment residents, influence factors, and the development of methods for activation of building remodelling and strengthening of safety management, like activation measures, licensing and ordering regulation updates, etc regarding the remodelling. Safety inspection and in-depth inspection before and after remodelling should be regulated. The construction materials for remodelling should be light weighted and the construction methods which can minimize the impact and vibration during construction should be selected. The improvement of regulation on the remodelling contractor qualification and order method should be updated. If the remodelling is activated and safety management is reinforced by the suggested measures, solving of lack of house, prevention of abuse of resources, and improvement of residential environment could be accomplished rationally.

  • The engineering industry plays an important role for national competitive, since it has an high impact on other industries. With its importance, the engineering industry development largely depends on its technical manpower ather than capital factor. This study aims at estimating the additional requirement on technical manpower based on the forecasted market size which represents the structure change corresponding to economic growth in related industry. Research scope includes the twelve of fifteen field except three with insufficient historical data and technical manpower above bachelor degree. Specialty, we forecast market size with determinants resulted from historical data analysis on each field. The demand on technical manpower is derived from the forecasted market. We also estimate an additional requirement with the supply analysis. The research results show different patterns over time period. The relative ratio on chemical and construction to total market will steadily grow over short term, while applied, environment, electronic and information will rapidly grow This pattern will be stabilized over mid or long term. The additional requirement on technical manpower represents the similar pattern to market growth. The research result implies manpower policy for having high inflow of technical engineer from educational institute and the related industries through the image improvement.
