Most countries have been promoted the legislative policy for the legal employment, causing a social conflicts by illegal immigrants in any countries. Despite the efforts to alleviate the illegal aliens, there are not nearly enough successful cases, and encounter a social problem about illegal stay worker. China is no exception. At present, the issue of China's foreign illegal employment is expected to be a social problem in the present and the future. However, the legislative policy against immigration control law and illegal foreign employment in China is very neglectful. There is a lack of adjusting rule of law on illegal foreign workers in China, and the remedy is also insufficient. It is necessary to secure a legal right for the protection of the Rights of illegal foreign workers based on the international norms. For this purpose, the illegal foreign workers related law should be enacted, and based on this, administration should be strengthened. The trend of major countries of illegal aliens is centered around an employer hiring strictly regulated. There is a need to have a strengthen regulation on the employer rather than the foreign workers in China. To this end, employer who hire illegal foreign workers should be required to receive considerable disadvantages such as penalties and fines, prison sentences, as well as various kinds of burdens and repatriation costs. It is necessary to run the voluntary repatriation(Freiwillige $R\ddot{u}ckehr$) program of illegal immigrants, and there is a need to take action for illegal immigrants who voluntary return home within a certain period are exempt from penalty. In conclusion, China must push ahead with a direction of positive policy in related ministries rather than sit on its hands on the wrong choice or a confusion of an employer and foreign workers with a policy on illegal foreign residents in limbo.
Purpose: The purpose of this study was to identify foreign worker's health problem. Method: Data were collected by interview and analyzed by using the Chi-square test and Fisher's exact test. Result: The most frequent health problem was 'diarrhea' and the next, 'cold' and 'dental caries'. There were significant differences in health problem by gender. There were significant differences in health problem, regular health checkup between legal workers and illegal workers. Conclusion: Judging from this study result, health program for foreign workers should be developed according to whether they are male or female and whether they are legal or illegal immigrants.
This study speculated on a continuous issue of North Korean defectors and strategies to improve North Korean human rights. North Korean defectors have immigrated to South Korea continuously since the late 1990s. Their immigration was motivated by low financial status in the harsh marching period of North Korea until the mid-1990s. However, the defection motives changed like this: planned defection, family-based group defection and future-oriented defection. The North Korean defectors had had severe human rights abuses as illegal immigrants in the blind spots of human rights of China and the third nations until they were admitted to South Korea after defection. Although South Korea tried to help them consistently both in public and private ways, it was not satisfactory. Therefore, the government and private sectors should pay more consistent attention to the human rights issue. As the National Assembly passed the North Korean Human Rights Act on March 2016, the government should recognize the issue of North Korean defectors as that of universal value and a national issue, and cooperate each other nationally and internationally in diverse ways.
This article has analyzed the limite of integration and discrimination of Paraguayan inmigrants in Argentina. The most numerous collectivity is the Paraguayan inmigrants, with about 325,046 members that reside mainly in the Gran Buenos Aires in 2001. Paraguayan inmigrantes and their families usually undergo abuses by security forces and the over exploitation and the illegal work to a large extent work informally and for low wages. They also point out numerous problems of discrimination with respect to access to the services of public of health, education and housing. For the reason, Argentine government has established the program of Patria Grande in April 17, 2006. This program is that issue a permanent residence and DNI for Latin American immigrants from bordering countries. But the Argentine government does not maintain the program Patria Grande. This study examines the ways District 9, a film released in 2009, reworks the sci-fi genre to explore the human encounter with "other" alien populations. Like Avatar, released in the same year, District 9 addresses the tropes of conflict over land and human-alien hybridity and introduces non-humans and aliens, not as invaders, but as objects of human oppression and cruelty. Unlike many other science fiction films where the encounter between humans and non-humans occurs in an unidentifiable future time and location, District 9 crosses genre barriers to engage with urban realism, producing a social critique of contemporary urban population problems. The arrival of aliens in District 9 occurs as part of the recorded human past and the film's action is carried out in the present time in the specifically identified city of Johannesburg. A distinctly anti-Hollywood film that locates the action at the street level, District 9 plays out human anxieties about contact with others by referencing the divisions and conflicts historically attached to South Africa's sprawling metropolis and its current problems of urban poverty and illegal immigrants. Focusing on how this particular urban setting frames the film, the study investigates the ways Blomkamp's sci-fi film about extra-terrestrials presents a curious postcolonial mix of aliens and immigrants surviving in abject conditions in an urban slum and forces a realistic examination of the contemporary social problems faced by South Africa's largest city and by extension other major global cities. The paper also examines the film's representation of the human-alien hybrid and its potential as a force to resist human exploitation of the other. It also claims that though the setting is highly local, District 9 speaks to a wider global audience by making obvious the exploitative practices of profit-seeking multinationals. A sci-fi film that is keen on making a social commentary on urban population conflicts, District 9 resonates with the wider sense of insecurity and fear of others that form the horizon of the uncertain and potentially violent contemporary human world.
This paper aims to examine the third-person effect(TPE) of hate comments on online news, and analyze how the issue-relevant audience factors as well as the characteristics of the online message have influence on the TPE. More specifically, based on the distinction between hateful and logical comments regarding the issue of illegal immigration, the authors have conducted an online experiment that compares how the message-related features, i.e., ways of expressing the ideas, lead to the difference in TPE. Analysis was also conducted with regards to how political orientation and discriminatory predisposition to immigrants among the audiences, have different impacts on the TPE. The 479 participants in the experiments were randomly assigned to experimental group(exposed to hate comments) or control group(exposed to logical comments). The results reveal that the TPE of hate comments is higher than that of logical message. The same message proved to be more effective for news users with liberal orientation and discriminatory predisposition. The significance of this paper lies in that it has examined the effect of online hate comments in a rigorous experimental setting. Also the research further elaborated on the audience-related variables, for which the previous studies tended to focus those on the general psychological level rather than relate them more specifically to the issues.
With recent news reports on violent crimes committed by foreigners, public hatred toward foreign criminals and fear about such crimes are growing, calling into question public safety measures implemented by the police and the immigration system. At the same time, due to globalization and structural changes in the labor market, it is certain that the influx of migrant workers will continue to increase. Against this backdrop, this paper seeks to examine the current status of foreign nationals staying in Korea and their criminal records focusing on Suwon city, and propose public safety measures the police could take with regard to crimes committed by foreigners. Also, the paper looks into public safety measures of the Korea Immigration Service and Suwon city, and suggests short- and long-term measures to prevent crimes committed by foreigners. The paper begins by examining the current public safety measures of the police and Suwon City concerning crimes committed by foreign nationals residing in Korea. Based on such examination, it points out insufficient patrol and investigation personnel as problems, and recommends short- and long-term measures for future improvement. This paper maintains that for the Korean society to successfully deal with the increasing number of foreigners in Korea, the current immigration system and public safety measures of the police will have to change. While the police alone cannot reduce the crime rates at local and national levels, nonetheless, proactive measures by the police are needed given the growing number of migrant workers and immigrants in Korea. Also important are mindset changes not only of relevant authorities, but also of the public. The paper recommends a set of short-and long-term public safety measures the police should institute to efficiently deal with crimes committed by foreigners.

Recently there was an incident that military radars, coastal CCTVs and other surveillance equipment captured a small rubber boat smuggling a group of illegal immigrants into South Korea, but guards on duty failed to notice it until after they reached the shore and fled. After that, the detection of such vessels before it reach to the Korean shore has emerged as an important issue to be solved. In the fields of marine navigation, Automatic Identification System (AIS) is widely equipped in vessels, and the vessels incessantly transmits its position information. In this paper, we propose a method of automatically identifying abnormally behaving vessels with AIS using convolutional autoencoder (CAE). Vessel anomaly detection can be referred to as the process of detecting its trajectory that significantly deviated from the majority of the trajectories. In this method, the normal vessel trajectory is gridded as an image, and CAE are trained with images from historical normal vessel trajectories to reconstruct the input image. Features of normal trajectories are captured into weights in CAE. As a result, images of the trajectories of abnormal behaving vessels are poorly reconstructed and end up with large reconstruction errors. We show how correctly the model detects simulated abnormal trajectories shifted a few pixel from normal trajectories. Since the proposed model identifies abnormally behaving ships using actual AIS data, it is expected to contribute to the strengthening of security level when it is applied to various maritime surveillance systems.
Recent incidents of lethal violence in the Rakhine State of Myanmar between the majority Buddhist Rakhine and the Muslim Rohingya have been the source of much concern for the international community. Unlike the past, the killings and incendiary attacks by both communities have intensified to a critical level, proving to be a great liability for the forward-thinking Myanmar government, whose recent transition to civilian rule after a long military one has made it eager to move on. The roots of the conflict trace back to the military regime, who branded the Rohingyas living in Rakhine state as illegal immigrants and refused to confer upon them official recognition as Myanmar citizens. The discord then moved to an ethnic conflict, pitting the Rohingya not merely against the Myanmar government but rather the majority Buddhist Rakhine. The conflict, as it has developed into the present, is an immensely complicated one that simultaneously encompasses ethnic and religious issues, all intertwined together. This study aims to see how the two ethnic groups have come to resort to such violence, despite having lived in each other's presence for many centuries, and why the violence persists. It will attempt to reconcile the fact that Rakhine had historically been a place of convergence for two groups, the Buddhist Rakhine and the Rakhine Muslim(the Rohingya). Based on the argument, this study also seeks to uncover, identify, and understand the Rohingya identity with the extreme arguments exhibited by both sides, and from there, locate the underlying causes of the greater religio-ethnic conflict in Rakhine that has so ravaged the place as of recent.
Countries across the globe, including those in Europe, are waging a "war against terrorism" as international terrorist groups such as ISIS and lone-wolf terrorists have unleashed various large-scale attacks on rail infrastructure. Anti-South Korean sentiment exists in Muslim-majority countries because the nation has cooperated with the US for its military interventions in the Middle East, and ISIS has threatened to target South Korea four times since September 9, 2015. In addition, North Korea has been left isolated in the international community with its missile and nuclear tests, while further escalating inter-Korean tension and threatening to strike major facilities and attack important figures in the South. These situations imply that South Korea is no longer immune to terrorist attacks. If the nation fails to prevent or deter such terrorist attacks against rail networks, massive casualties, property damage and social confusion would be unavoidable, deteriorating national and international trust in its counter-terrorism policies. This may lead to a national crisis involving decreases in the number of tourists, dampened interest of foreign investors, and capital flight. This study aims to propose policy measures to enhance railroad security checks, based on the work of railroad police officers, for the sake of protecting citizens and public safety. The suggestions include an incremental expansion of railroad security checks; growth of the railroad police force and adjustment of their policing distribution with other police officers; enhancement of security systems across important rail networks; improvement of the Railroad Safety Act; Southeast Asia, including the corresponding strengthening of the national crackdown illegal immigrants, and plans for pre-emptive and regular cooperation among organizations related to the promotion of security checks and the prevention of terrorist attacks.
