Optimal Workforce Size and Day-off Scheduling with Variable Demands (가변적 수요에 대한 최적인력의 크기와 휴무계획 결정방법)

  • This paper develops an optimal manpower scheduling algorithm that gives an optimal workforce size and day-off scheduling required to satisfy following conditions. First, everyone is to have two consecutive day-off per cycle in a continuous operating environment. Second, everyone is to have at least A weekends off in a cycle of B Weeks. The model addressed is under the circumstance that the demands can vary from day to day in a weekly cycle. The proposed algorithm makes it possible to minimize the maximum workstretch and to maximize the number of weekends off. It is also possible to minimize the variance of idle manpower distribution in order that idle manpower may be utilized in case of emergency.

  • Production schedule and realization quantity of Large type bus [929(HD), 928, 928-A(SD), 937E/L, 937/L,] were analyzed in order to intruoduce FMS(Flexible Manufacturing System) appropriate for varities of customer desire and multi-item, small lot production. And this paper is aimed to propose introduction method of FMS, analyzing zig tools change times and idle times with production line and workers as an object. According to analysis results, only simple spec., depending on bus type, changed with decrease in production. For 929(HD), 928,928-A(SD), 937Eh, 937/L bus type, there was no harmony between schdule and realization. Therefore, it caused many difficulties in part supply. And there was loss of manpower and reduction of productibility due to idle time of process with bus type change. Production processes were operated inefficiently because tact time exceeded or shortaged of allow time.

Suggestion of Japanese nursing staff supply and demand plan policy (일본 간호인력 수급방안정책의 시사점)

  • The purpose of this study is to seek out effective policy measures for improving the working environment and improving the supply and demand of nursing manpower in Korea, thereby improving the quality of nursing and creating a high-quality work environment to present a plan to secure adequate supply and demand for nursing manpower. To this end, we have looked at ways to secure effective nursing manpower through literature related to Japanese nursing manpower policy, which has similar health systems to Korea. Japan has established a nursing manpower supply policy since 1974, and is making efforts to improve the working environment and re-employment of idle nursing personnel due to frequent turnover and retirement. As a result of these efforts, the turnover rate of new nurses less than one year in Japan decreased to 7.5%, while the rate of new nurses in Korea was 33.9%. In addition, it is possible to consider ways to encourage medical institutions that have actively promoted and hired idle personnel through various incentives and financial support at the central and local levels.

Comparing Stakeholder Perceptions on the Reasons for Rural Underutilization of Common Facilities (농촌지역 공동시설 저활용 원인에 대한 이해관계자별 인식비교 연구)

  • Despite the serious problem of idle communal facilities in rural areas, previous studies focused on determining their status and grasping their current status rather than proposing fundamental solutions. The purpose is to suggest a direction for activating these facilities. To identify the key factors hindering the use of idle and under-utilized facilities in rural areas, a survey was conducted on three groups of interested parties, public officials, operators, and rural residents, to identify items that were effective and examine significant cognitive differences between the groups. Based on the results of the research analysis, it was concluded that although there are differences between the groups in the level of awareness, the causes of preventing facility utilization appear to be similar. Although local governments desire to avoid criticism for idleness, it was found that they are most aware of the limitations of administrative support. Even within the village, residents do not recognize the need for additional facilities unconditionally but do realize their own inadequacies. Thus, despite the differences among stakeholders, it was found that there is a consensus regarding the problem of idle communal facilities in rural areas. As a result, the operating entity is delegated to an individual rather than a joint entity so as to allow the facility to be operated responsibly, and local ordinances are enacted by a group of local officials in order to overcome administrative guidelines limitations. It is suggested that the main issue is securing manpower.

  • The purpose of this study is to survey and analyze the conditions and automation of sewing machines and thereby, address the problems and their solutions to help local sewn products enhance their international competitiveness. The results of study can be summarized as follows : 1. It was found that most of the sample companies were getting smaller scale or pettier in terms of capital, number of employees or scale of factory. The interest in facility investment was relatively higher, which suggests high interest of our sewing companies in facility investment. 2. Most of the sample companies were well equipped with the essential and several auxiliary sewing machines, but poorly equipped with the special or automated sewing machines. 3. The ratio of idle machines was highest in sewing work, compared with cutting or finishing work, primarily due to decreased orders, aging machines or reduced manpower.

  • The results of study can be summarized as follows: 1. Few sewing companies committed their workers to a professional and systematic training course. 2. Brands as Brother, Juki, Yamato, Singer and Nara were being much used. Among them the Brother was most popular. The age of the sewing machines was between one and six years. Most companies were repairing their machines. The manual main sewing machines were more frequently out of order than other machines. The ratio of idle machines was highest in sewing work, compared with cutting or finishing work, primarily due to decreased orders, aging machines or reduced manpower. 3. Most of the sewing companies were feeling necessary for automated sewing machines.

Suggestions for Settlement Stable Employment Culture of Dental Hygienist (치과위생사의 안정적인 고용문화 정착을 위한 제언)

  • The purpose of this study was to examine the causes of career interruptions among dental hygienists, institutional measures required for their long service and ways of creating a stable employment culture for them in determine how to resolve labor shortage, create stable jobs, and step up the reemployment of idle manpower. In addition, the following suggestions are made for the establishment of a stable employment culture for dental hygienists by analyzing related literature, research materials, and information such as forums for establishing appropriate jobs for female dental workers. First, a system should be set up to prevent career interruption among dental hygienists. The work environment should be improved to prevent career breaks, and the wages, working hours, and working style should be efficiently structured to maintain the tenure of employees. Second, a plan should be devised to make use of idle manpower, and a variety of necessary programs should be developed. With respect to regular working hours, the time conversion system should be used, which reduces the amount of time one would want to work while receiving a national subsidy. Third, dental hygienists working in different occupations for marriage, childbirth, childcare, school and personal hygiene should make a way to return to the dental system immediately when they want. Fourth, the government should take institutional measures and offer down-to-earth support and benefits for women consideration their social characteristics to guarantee a balance between work and childcare.

  • The Officially Announced Land Price System has a limit, that is required to be able to reflect changes in land constantly every year, to implement Land Characteristic Survey for calculating land price during a specific period and human resources with limited. The purpose of this study is to apply the 'National Territory Space Usage status Survey' method to survey part of the territorial feature status information inside of selected the target sites, considering the core survey items (land category, the state of land use, altitude difference, standard site inclusion, etc) in the areas surrounding Yeonshinnae Station in which three dongs (Galhyeon-dong, Daejo-dong, Bulgwang-dong) of Eunpyeong-gu, Seoul share borders with. Based on the given budget, the manpower and period was taken into consideration to sort a total of 2,041 lots and conduct surveys on all sites. This study will be able to diagnose the efficient idle human resource utilization and work process construction plan through pilot projects specialized for providing real estate information services in preparation for cases in which national territory information survey projects that provide various business model, as well as major future core projects of the corporation will be carried out.
