Historical study of IFLA (국제도서관협회연맹(IFLA)의 역사적 고찰)

  • The information material in the library or in the information service center is at once its own property and the national resources, so that every citizen in the country has the right to the equal use of it for the development of the country. Library co-operation enables every citizen to use easily and equally the materials in the library. In the informational society of today, owing to the information explosion, the increase in the various user's demand of the information, and the rise of the cost of information material, even the richest and highly advanced country cannot be self-sufficient. Under these circumstances, the international co-operation among libraries seems to be the best way to solve the difficulties of selfsufficiency. Therefore, this paper aims to study the background of IFLA founded in 1927 in order to promote the international library co-operation and its development up to 1970's since its establishment, and, by introducing IFLA's programs of UBC, ISBD, and UAP, to consider the significance of IFLA's contribution to the development of library and librarianship.

  • Urban transit operation corporations perform repetitive work to investigate the EMU, electric multiple unit, by some fixed maintenance cycle. The quality of maintenance work usually depends on workers' know-how. Though some information to support the maintenance work is digitalized and provided to workers, it is not great help to them because of its non systematic structure. The information includes drawings, manuals, work results, work history, fault history, etc. The maintenance workers want to access the information anytime anywhere, and make an effect to promote the efficiency of maintenance for EMU. But it is difficult to achieve that without some structured information system which is able to use in work area. So we develop maintenance information system for EMU for about 4 years from 2002 to 2005. In this paper we present the configuration and characteristics of this system, and the results of the evaluation test. We install the system in two depots, Changdong and Jichuk, belonged to SeoulMetro to evaluate its efficiency and estimate its economic benefits.

  • The best alternative to increasing traffic problems, the Intelligent Transportation Systems (ITS: Intelligent Transportation System) has been studied. And the 2001 "National ITS Master Plan 21" is established, The project is promoting in Korea. In this paper, real-time road and traffic information services is implemented using intelligent transportation system of the domestic real-time road and traffic information services. So compatible technology with both IPv4 and IPv6 was applied to the system for using IPv6.

A Common Platform for An Internal-Based Mobile Robot and Its Operator Terminal (인터넷 기반의 이동 로봇과 조종 단말기를 위한 공용 플랫폼 개발)

  • This paper proposes a common platform for an internet-based mobile robot and its operator terminal. The common platform can reduce the cost and time to develop an internet-based robot and its operator terminal. The robot performs the role of a server and its terminal a client. One operator can use this terminal to make a command and this command can be sent to the robot through a wireless network. According to given commands, the robot moves a point and sends an image by using a camera or desired information by using other sensors. The information sent from the robot can help an operator to control the robot. The mobile robot consists of two modules, main module and motion module. Main module can exchange information with the operator terminal, process information, and send a command to motion module. Each application program for one internet-based mobile robot and its operator terminal will be developed to show that the same platform can be used for them. Also, it will be shown that the robot can be controlled easily by using its operator terminal.

A Corpus-Based Study of the Use of HEART and HEAD in English

  • The purpose of this paper is to provide corpus-based quantitative analyses of HEART and HEAD in order to examine their actual usage status and to consider some cognitive linguistic aspects associated with their use. The two corpora COCA and COHA are used for analysis in this study. The analysis of COCA corpus reveals that the total frequency of HEAD is much higher than that of HEART, and that the figurative use of HEART (60%) is two times higher than its literal use (32%); by contrast, the figurative use of HEAD (41%) is a bit higher than its literal use (38%). Among all four genres, both lexemes occur most frequently in fictions and then in magazines. Over the past two centuries, the use of HEART has been steadily decreasing; by contrast, that the use of HEAD has been steadily increasing. It is assumed that the decreasing use of HEART has partially to do with the decrease in its figurative use and that the increasing use of HEAD is attributable to its diverse meanings, the increase of its lexical use, and the partial increase in its figurative use. The analysis of the collocation of verbs and adjectives preceding HEART and HEAD, as well the modifying and predicating forms of HEART and HEAD also provides some relevant information of the usage of the two lexemes. This paper showcases that the quantitative information helps understanding not only of the actual usage of the two lexemes but also of the cognitive forces working behind it.

  • Current traffic information is collected through a loop detector or an image detector. This method is influenced by weather and time, so a traffic information generation system is needed to replace it. A system for generating traffic information using a smartphone in a vehicle is proposed and the performance of the proposed method is verified through the collection rate and the travel time error rate obtained through field tests. In addition, we propose an algorithm for generating intersection traffic information for each direction of rotation, suggest ways to increase the amount of valid information, and confirm the results.

An Anti-Interference Cooperative Spectrum Sharing Strategy with Joint Optimization of Time and Bandwidth

  • In this paper, we propose an anti-interference cooperative spectrum sharing strategy for cognitive system, in which a secondary system can operate on the same spectrum of a primary system. Specifically, the primary system leases a fraction of its transmission time to the secondary system in exchange for cooperation to achieve the target rate. To gain access to the spectrum of the primary system, the secondary system needs to allocate a fraction of bandwidth to help forward the primary signal. As a reward, the secondary system can use the remaining bandwidth to transmit its own signal. The secondary system uses different bandwidth to transmit the primary and its own signal. Thus, there will be no interference felt at primary and secondary systems. We study the joint optimization of time and bandwidth allocation such that the transmission rate of the secondary system is maximized, while guaranteeing the primary system, as a higher priority, to achieve its target transmission rate. Numerical results show that the secondary system can gain significant improvement with the proposed strategy.

A Fast Algorithm for Real-time Adaptive Notch Filtering

  • A new algorithm is presented for adaptive notch filtering of narrow band or sine signals for embedded among broad band noise. The notch filter is implemented as a constrained infinite impulse response filter with a minimal number of parameters, Based on the recursive prediction error (RPE) method, the algorithm has the advantages of the fast convergence, accurate results and initial estimate of filter coefficient and its covariance is revealed. A convergence criterion is also developed. By using the information of the noise-to-signal power, the algorithm can self-adjust its initial filter coefficient estimate and its covariance to ensure convergence.

  • The Korean government has made efforts to establish ITS (Intelligent Transport System) strategic plans and to implement ITS. Commercial Vehicle Operation (CVO) has been developed in Korea as one of five subsystems in ITS and also in the context of Integrated Logistics Information Systems (ILIS). A low-level strategic plan of CVO is fixed on October, 1997, which has two subsystems and six major services. In this paper, services, requirements and information technologies for CVO are introduced as well as operational tests, deployment cases and cost-effectiveness.

  • Current Korean ITS policies are decided by two persuading parties, so that ITS industry has great difficulties in establishing unified policies and developing ITS related industries. This paper provides the analysis of current Korean ITS policy issues, and suggests the ways how to activate the ITS industry. First, the ITS policy should be unified through agreement between related departments in government. Second, ITS should be recognized as social overhead capital and thus implemented as national infrastructure. Third, define the range of ITS services to prevent confusion with general wireless and mobile communication services.
