A Study on Transforming ICT Research Information Service into Semantic Web Environment

  • The Research on the ICT(Information & Communication Technology) is proposed the category to IT839 strategy by Government. Government is driving to researching on technology about IT839 Strategy. By transforming this category and research information into Semantic Web environment, it is possible to search function utilizing knowledge base and information object by use of TBox and ABox. In this regard, this study proposes technology for generation of Semantic Web Document about ICT Research Information. The ontology is constructed by using category to IT839 Strategy. The features of framework proposed in this study is to have used a skill to directly map Ontology instance and in case of inability of direct mapping, proposed a skill to establish reliable Semantic Web Document by suggesting indirect mapping skill using mechanical study. In addition, it is possible to establish low cost/high quality Semantic Web Document about ICT research information.

  • There are many challenges to solve on how we will use IT infrastructures accepted as the best worldwide level for strength of country's competitiveness. Over the past years, IT environment has been formed to expand the basis of e-Business by policy, but little contributed to management efficiency such as improvement of business productivity through utilization of it. This paper explores the category of the related technology policies by classifying e-Business technologies and presents the problems and developmental directions for those policies by investigating the trends of the policies which have been framed so far. Especially, this article also examines the differences between the technology policy on the road map of 2010 e-Business policy and the IT839 strategy.

  • According to the IT839 strategy which was announced by the Ministry of Information and Communication(MIC) in 2004, the convergence trend of the broadcasting and the communication would be much more promoted. Thus, the methods for protecting the broadcasting contents will be indispensible elements for the successful IPTV service achievement. This paper describes the characteristics of IPTV and the related contents protection techniques. To evaluate several security issues, we suggest a security model for IPTV, and speculate the most widespread, two security technologies for IPTV such as CAS and DRM.

  • These days, vehicle is evolving from the isolated space of transportation to the third digital life space connected to the information world via wired and wireless internet and in which the various activities are possible. According to this trend, the speed of growth in the development of Telematics technology and standard is being accelerated due to the government's IT839 strategy and market needs in Korea. ETRI, TTA, and the Telematics Standardization Forum play key role in developing domestic Telematics standard of core technology needed by industry in relation with each other. The international standards are mainly developed by de-facto standardization organizations such as OSGi, OMA, ERTICO, etc. currently. In this paper, we discuss the trends and issues in Telematics standardization and future strategy.

A Strategic Framework for Attracting R&D Centers of Foreign Companies and Its Application in the IT Industry (외국기업 R&D 센터의 국내 유치를 위한 전략 모형 개발과 정보통신분야에 대한 적용)

  • As of April 2006, Korea had successfully invited twelve global IT R&D centers to help implement the u-IT839 strategy, but there have also been some worries about their research and collaboration performance in Korea. Although it is too early to judge the invitation outcome only after two years or less of their working, the Korean government is being advised to employ a more customized invitation strategy. In this paper, an analytic framework for the attraction of global R&D centers is developed based on the attractiveness-competitiveness matrix, and is applied empirically to the IT industry. Fourteen major IT technology categories and their sub-technological areas are classified into four strategic groups (priority group, wish group, consideration group, and hold group) along the framework via expert surveys and the Analytic Hierarchy Process (AHP) technique. This study is expected to help the government to implement the 'select and focus' strategy in inviting global R&D centers and creating synergy effects between them by providing basic data on global R&D partnership priorities. The implications and limitations of the research and future research directions are discussed at the final section.

  • This study set up a hypothesis that the main variables (business environment, business strategy, business policy, logistics information system) of logistics information system utilization under ubiquitous environment would contribute to business performance, and then verified the relation between each variables that have an effect on business performance. The analysis results between each main variable can be summarized as follows. First, among main variables under ubiquitous environment, business environment closely made influence on business performance. Second, business environment, business strategy, and business policy were meaningful among other variables, whereas logistics information system was not meaningful. But, it is known that corporate performance is only meaningful to business environment and business policy. In conclusion, business performance is not achieved by each variable of business strategy, business policy and logistics information system. It is recognized that business performance is influenced by business environment that combines a given condition of business strategy, business policy and logistics information system.

Strategy to coordinate actions through a plant parameter prediction model during startup operation of a nuclear power plant

  • The development of automation technology to reduce human error by minimizing human intervention is accelerating with artificial intelligence and big data processing technology, even in the nuclear field. Among nuclear power plant operation modes, the startup and shutdown operations are still performed manually and thus have the potential for human error. As part of the development of an autonomous operation system for startup operation, this paper proposes an action coordinating strategy to obtain the optimal actions. The lower level of the system consists of operating blocks that are created by analyzing the operation tasks to achieve local goals through soft actor-critic algorithms. However, when multiple agents try to perform conflicting actions, a method is needed to coordinate them, and for this, an action coordination strategy was developed in this work as the upper level of the system. Three quantification methods were compared and evaluated based on the future plant state predicted by plant parameter prediction models using long short-term memory networks. Results confirmed that the optimal action to satisfy the limiting conditions for operation can be selected by coordinating the action sets. It is expected that this methodology can be generalized through future research.

  • Ministry of Information and Communication is pushing for IT 839 strategy that has main points : 8 major service which can develop IT industry of Korea on the whole, 3 major infra, and 9 major new growth power. Of these, RFID/USN utilizing service is expected to exert a great influence the whole industry from field that is closely related with our life to national defense, supply, construction, transportation, physical distribution, manufacture, circulation, and service. In domestic case, departure of RFID/USN field is a little bit later than advanced nation's, and a technique difference between domestic field and that of advanced nation is about 2 years. In this situation, in order to develop middleware of various field gearing RFID Tag efficiently, we have to study about user interface and data analysis technique that is used in middleware commonly. This paper searches about WPF that appears in user interface field with up-to-date technique, and embodies 3 dimension visualization information system with WPF.
