An Empirical Study on the Influence of Environmental, Organizational, IS Characteristics on the Organizational Balanced Performance of SCM Systems (환경, 조직, 정보시스템 요인이 공급사슬관리(SCM) 시스템의 균형적 기업 성과(BSC)에 미치는 영향 연구)

  • SCM is one of the important key issues in Internet-based business environment. This study intends to suggest a research model to measure the influence of environmental, organizational, information technology factors on organizational performance using the four perspectives of balanced scorecard (BSC). 9 independent variables and 4 dependent variables were adopted from existing literature review. 103 companies data were collected by survey. Four hypotheses in this study were generated to analyze the positive relationship of environmental, organizational, information systems on organizational performance with 4 perspectives of BSC. The results of hypothesis testing show as follows. First, organizational performance of learning and growth perspective has a positive influence of IS maturity, process innovation, top management support, use of SCM package, IS interoperability, and objectives sharing. Second organizational performance of infernal process perspective has a positive influence of process innovation, IS interoperability, objectives sharing, top management support, use of SCM package, competitiveness, and IS maturity. Third, organizational performance of customer perspective has a positive influence of IS interoperability, objectives sharing, process innovation, IS maturity, competitiveness, and use of SCM package. Finally, organizational performance of financial perspective has a positive influence of process in innovation, use of SCM package, IS maturity, objectives sharing, IS interoperability, and top management support. The contribution of this study is that it provides a conceptual framework and empirical evidences of the causal relationship between environmental, organizational, IS factor and organizational performance with 4 perspectives of BSC.

A Study on the Information Technology Performance Evaluation Model (정보기술 성과 평가 모델에 관한 연구)

  • Nowadays, Information Technology(IT) has become one of the most critical managerial decision areas, because its role in the business practice tends to be more important and hence the amount of the investment in growing. Since there is no dominant and promising measure to evaluate the IT performance, the managements have difficulties on the decision process for IT investment. In this paper, we propose an IT performance evaluation model. The proposed model starts with finding the business performance evaluation areas and the corresponding KPIs, and then concentrates on the IT performance evaluation areas corresponding to the business performance evaluation areas. To extract the specific and reliable KPIs for the IT performance measure, we map the business performance evaluation areas into the corresponding IT performance evaluation areas and then combine and adjust these KPIs with the KPIs obtained from the experiential field interview. Finally, We present the complete model which has 11 business performance indices and 48 IT performance indices are completed.

  • This study explores the limitation in making a causal model through an existing case and proposes an alternative plan to improve a theoretical system of causation modeling. To make a dynamic and actual model, several principles are needed such as reality based analysis of system structures and dynamics, consistent expression of causations, conversion of numerical formulas to causal relations, classification and arrangement of variables by size of concept, etc. However, it is hard to find cases to apply these considerations from existing models in System Dynamics. Therefore, this study verifies errors of derived models from literatures and proposes principles and guides that should be considered to make a sound dynamic model on a causal map. It contributes to making an opportunity for exciting public opinion to improve theory about causal maps, yet it has limitation that the study does not advance forward to the experimental step. For future study, it plans to make up by classifying and leveling causal variables, developing a dynamic BSC model.

The Development of the Performance Measurement Model for B2B e-Marketplace Using BSC (균형성과표를 이용한 B2B 전자시장 성과평가 모형 구축)

  • This paper suggests a normative performance measurement model for B2B e-marketplace. The model is for the neutral and systematic sourcing B2B e-marketplace. It is based on BSC that is very powerful and sound tool among all the available performance measurement systems. In addition, we used AHP to make the model more structured and to draw weights of performance measures from experts. We derived main features and factors affecting performance of e-business companies and especially of B2B e-marketplaces based on literature. In order to make the model usefulness, we co-worked with some experts who are engaged in real Korean B2B e-marketplaces. They included venture capitalists, top managers of B2B e-marketplaces, and consultants. By their assistances, we could find important evaluating factors and define the hierarchical structure. After defining the hierarchical structure, the expert group decided weights of performance indicators through the designed questionnaires. The weight for each measure was calculated using geometric mean of the questionnaire response. We made the case studies of two real Korean B2B e-marketplaces to apply the suggested model with some adjustments. The results of the case studies were so satisfactory that the suggested performance measurement model for B2B e-marketplace is useful and applicable to the real world.

  • Construction Research and Development (R & D) projects have been begun with the investment of 1.2 billions in 1994 and have been reached to 30 billions in 2004. During this ten-year period, a total of investment for construction R&D amounts to 125.7 billions (Total 418 construction R&D projects). However, the results of each R&D project could not apply to real construction site because each project has been performed by a small size (0.5 billions). In addition to those, the social interest on the construction R&D projects has not been received and those importance has not been recognized. Especially, there aren't still standardized methodologies or weighted measurement data for evaluating research performance of the construction R&D projects up to now. The construction R&D projects has been Invested on the basis of an annual technology demand survey rather than the research performance outcome. Therefore, it is important to establish a qualitative performance measurement model for evaluating construction R&D projects. This paper proposes a new research methodology for analyzing the performance measurement of the construction R&D projects. First of all, the Balanced Score Card (BSC) is used to evaluate the construction STAR technologies selected in this research. The performance items of BSC has been modified as four criteria such as "productivity, "knowledge accumulation," "training of students," and "welfare." The new research methodology developed in this paper is expected to use in establishing resonable construction R&D budget in the future.

  • Despite the recent growth in size and frequency of damages caused by illegal information breaches, current business counter-measures and precautionary systems are greatly limited. Some major companies have developed Information Security Management Systems (ISMS) to safeguard their vital information; however, such measures are largely based on the ISO27001 and lacks in many aspects to grasp the holistic corporate security level and reinforce precautionary measures. The information protection level evaluation model introduced in this paper is a pragmatic evaluative tool that can be utilized to devise effective corporate information security precautionary measures and countermeasures, based on the BSC (Balanced ScoreCard) method for an actual and realistic corporate information security level evaluation possible.

  • It is needed to evaluate information systems actively which has already developed to improve future performance of the organization and foster the activation of information system. The introduction or development of information system also can bring about a organizational success. To measure exactly the organizational performance of information systems, it is needed to develop a new valuation model for a specific information system from a objective pint of view, as well as to equip a standard methodology using BSC measurement. The information system valuation from a objective point of view is of importance as the basic information for the decision to obtain information system. This paper takes aim at investigating a new information system valuation model and developing a information system valuation system using case-based reasoning for predicting currency value of information system in each organization. A new information system valuation system is developed as a web-enabling base. Using this, users are able to estimate the value of specific information system on a real time efficiently.

Relevance Analysis of Performance Evaluation Systems of Government S&T Research Groups (출연연구기관의 연구회 단위 기관평가제도의 적합성 분석)

  • This research examines performance evaluatees' opinions regarding the current institutional performance evaluation systems of Government S&T Research Institutes (GRIs). Under the current evaluation systems, twenty GRIs are grouped into three Research Groups and each Group has its own evaluation systems. One problem of the current institutional evaluation systems is that the systems cannot reflect individual GRIs' characteristics. The following methods are used. First, based on four perspectives of Kaplan & Norton(1992)'s Balanced Scorecard(BSC) model, six perspectives appropriate to GRUs' characteristics are derived. Second, experts classify current performance evaluation measures into the six perspectives. This enables different evaluation systems of three GRI Research Groups to be compared under the same evaluation measures. Third, GRIs' evaluatees are asked to allocate appropriate weights on the performance measures. Evaluatees' weights of a GRI are compared with average weights of the related Group. Finally in every BSC's perspective, GRIs that have extraordinarily over-scored or under-scored weights are analyzed in terms of GRIs' missions, customers, capability of human resources, etc. In the Basic Research Group, the Korea Basic Science Institute is deviated in the financial perspective and the strategic direction perspectives. In the Public Research Group, Korea Institute of Construction Technology is significantly different from other GRIs in three perspectives. Five out of eight GRIs in the Industrial Research Group, GRIs are significantly different each other in several perspectives. It could be concluded that the current institutional evaluation systems are least appropriate in measuring performance of the GRIs of the Industrial Research Group.

  • Recently, balanced scorecard is widely used in the public sector as well as in the private sector. Balanced scorecard system of a particular hospital is a very useful tool in the sense that it shows various measures for the management including the traditional financial measures. However, since it does not show the impact of action items, managers have to analyze his potential decisions. On the other hand, a system dynamics model for the management of a hospital can be used to predict future management status. In this paper, a balanced scorecard system with a system dynamics model is developed for a small sized hospital, and the feasibility and applicability of the system have been tested. It turns out the combination of the balanced scorecard and system dynamics technique can be comprised each other. The balanced scorecard system can take advantage of the data forecasted by the system dynamics model including the implementation of action items taken today. On the other hand, the key performance indicators and action items from the balanced scorecard system provide guidelines the scope and direction of the system dynamics model. The additional efforts of developing a system dynamics model are well compensated by the additional colorful functionalities of the system. This paper also covers the future research areas for the combined system to be more effectively developed.

Perceived IT Performance and Contextual Factors of Small Firms in Korea: An Explorative Study (국내 소기업의 환경요인과 IT성과 인식: 탐색적 연구)

  • This paper proposes an empirical evidence about contextual factors which determine perceived business performances of small firms resulted from IT investment. In this paper, small firms are defined as firms of which total employees are below fifty. These small firms account for 95% of total number of private companies in Korea. We used a perceived IT performance model based on Balanced Scorecard framework to evaluate IT performance of small firms. And data were collected by Web and e-mail survey method with multiple screening. Statistical results show that business performance of small firms are differentiated in terms of firm size, location, longevity, age of owner, education level of owner, while industry sector, profitability, sex of owner don't make significant differences.
