A study on the Human Resources Development Strategy for Korean Companies in China (중국진출 한국기업의 현지인력 개발 전략에 관한 연구 - 중국 하얼빈지역 진출기업을 중심으로 -)

  • Since diplomatic relations with China in 1992, many Korean companies have entered into China and that expansion is currently continuing. But now, many of Korean enterprises tend to withdraw and return to the domestic, this is because that major factors are too much fast increasing in labor costs and the difficulty of local workforce management. In this study, it is researched that the type of human resource management of Korean firms entering into Heilongjiang Province, Harbin and the similarities and differences were investigated by comparing the form of personnel management of existing areas and Harbin area, and then this study was conducted the survey and interview of domestic companies operating in Harbin, to pursuit the efficient way to manage the workforce development and management strategies. The result of researches and workforce development strategies of entering firms are as follows; First, it is required to establish a human resource discovery system for entering companies in focusing on managerial work ability and on blue-collar which is separated by professional and technical experts and a simple blue-collar people. Second, it is required to entering companies that they have to grow up the promotion and exchange of the Department of Korean Studies in Harbin and have to build the industry and universities training programs to promote needed experts, and have to establish the expert pool systems to support the flexible labor supply.

An Exploratory Study on the Determinants of Manpower Utilization of Container Terminals in the Busan Port and Gwangyang Port (컨테이너 터미널 인력운영 변화요인의 탐색적 연구 -부산항과 광양항을 중심으로-)

  • The purpose of this study is to identify environmental factors affecting manpower utilization of container terminals. 300 questionnaires were distributed to employees working in terminal operators in Busan and Gwangyang port. Based on the results of multiple regression analysis, first, it is proved that technology development, organizational culture and social·external environment have a significant impact on manpower utilization of container terminals. Second, this study found that technology development and social·external environment have a significant impact on manpower utilization of container terminals system. Third, it is found that technology development, social·external environment, safety and security change the composition of the workforce between office and field employees. Forth, the number of workforce is expected to gradually decrease due to technology development. Finally, it is found that technology development, organizational culture, social·external environment and terminal operation have a impact on specialization and training system of human resoures.

Analysis of the Present Condition and Demand for the Assistant Workforce in Korean Childcare Center (어린이집 보조인력의 노동실태 및 요구분석: 보조교사, 대체교사, 부담임 교사를 중심으로)

  • The purpose of this study is to determine the working conditions and demands of the assistant workforce at childcare centers, and to provide suggestions on policies for childcare teachers. To achieve the purpose of the study, a total of 190 assistant teachers, nursing helpers, alternative teachers and others were surveyed online during the month of August 2017. The survey examined the employment route and working motives, working conditions and environment, job and educational difficulties for analyzing the work conditions and demands of ancillary staff. For the analysis method, SPSS 12.0 was used to analyze frequency and difference. The main findings are as follows. First, childcare center assistants were able to work at their respective times, making it mandatory for them to enter the workforce, and making job openings for ancillary teachers. Second, 73.7% said the daily working hours were '4 hours to 8 hours' under the conditions and 57.9% said 'More than 510,000 won to less than 1 million won.' Average amount of rest time per day was about 30 minutes, and 17% had no rest periods. Third, based on the job and education status, ancillary personnel performed "infant and child guidance and interaction", "Cleaning and cleanliness related tasks" most actively, and "care for cleaning and cleanliness" and "care for morning and night care". Fourth, in the job trouble and difficulty, ancillary staff found it difficult to satisfy with wage related complaints and job insecurity, and the reason for agreeing to the non-regular workforce becoming a regular worker was found to be due to the stability of employment. Lastly, the most urgent tasks to solve the problem of non-regular workers were to fill the wage gap between regular and irregular workers, shorten the working hours and improve the working conditions. The policy implications are presented based on the above findings.

Analysis Perceptions of Intravenous Injection Behavior of Contrast Medium in Radiological Technologists' Task (방사선사 직무에서 조영제 정맥 주입 행위에 대한 인식도 분석)

  • The purpose of this study was to analyze radiological technologists' (RT) task perceptions of intravenous injection behavior of contrast medium and use it as basic data for future workforce response plans. We surveyed a total of 172 RT using questionnaire terms consisting of demographic characteristics, job priorities, and RT' task perceptions of intravenous injection behavior. Statistical analysis was performed using descriptive statistics, frequency analysis, independent samples T-test, and ANOVA analysis. As a result, first, current clinical RT were highly aware of the need for intravenous injection behavior as a response to the future workforce of them, and the workload burden resulting from this was evaluated as low. Second, the fear of intravenous injection behavior was found to be significant, so it is judged to be useful to perform them as selective job actions rather than all RT' task. Third, the need for training courses and certification for RT' intravenous injection behavior is being raised, and additional specific research on this is required. Last, RT' positive perception of intravenous injection behavior could be expected as a foundation for improving national medical services, strengthening RT expertise, and expanding tasks.

  • Currently, the world has experienced a mass exodus of workforce from the manufacturing industry to service related industry. In addition, the changes of industry structure toward service industry have been gradually accelerated. We have felt that it is time to conduct researches about IT service systematizing and discovering the essence of service itself with scientific and synthetic ways based on Service Science. For Service Science researchers, service identification is regarded as a difficult activity when they contact it for the first time and they want to apply it real environment. In reality, there exist mismatches between business and IT service to identify service since service is identified from the business point of view in Service Science area and it is identified from the technical point of view in IT service area. In this paper, we have conducted researches about service identification placed on the first priority and regarded as difficult area in service-oriented business area. To lessen aforementioned difficulties, we propose procedures and methods for extracting and identifying service in the viewpoint of business process. We conducted case study and comparison with existing researches to verify the applicability and the excellence of our proposal.

Educational Policy Proposals through Analysis of the Perception of Bigdata for University Students (학부생의 빅데이터 인식 분석을 통한 교육정책 제언)

  • In Korea, despite the increase in demand for Bigdata manpower, institutions and universities to educate and train Bigdata manpower are not yet much. Therefore, this study investigated the status regarding the recognition on Bigdata of universities students and presented a direction for educating Bigdata manpower at the university. In order to accomplish this purpose, this study surveyed and analyzed the students' understanding of Bigdata, the awareness of the students about the social impact of Bigdata, the learning intention of the students on Bigdata and presented Implications for Bigdata workforce development. As a result, despite of the somewhat difference in understanding for the Bigdata, it was found that their awareness about the impact of Bigdata is very positive. And this study showed the need of universities' and government' political effort for Bigdata workforce development, because it was investigated that students' intentions of learning for Bigdata is proportional to students' understanding levels and learning experience for Bigdata.

  • This study aims to suggest methods for improving innovation capability in Daegu-Gyeongbuk's mobile industry. Before offering suggestions, it analyzes the characteristics of technological innovation based on the mobile industry's value chain in Daegu-Gyeongbuk in relation to R&D workforce, R&D expenditures, and R&D networks. Support for R&D workforce in the Daegu-Gyeongbuk's mobile industry is concentrated in the mobile device and contents sectors. In addition, it is difficult for companies to finance R&D expenditures because most are SMEs, except for some large enterprises in the mobile device sector. R&D networks are structured mainly inside of companies, and linkages among universities, research institutes, and supporting institutes are weak in all sectors. To strengthen the innovation capability in Daegu-Gyeongbuk's mobile industry, therefore, human resource projects should be dispersed, and financial support should also be spread across value chain sectors rather than concentrated. Aside from this, a place for industry, academia, institutes, and government to build and enhance innovative networks should be created in all sectors.

Nutrition Policies in the Republic of Korea : Expert Opinions and Recommendations

  • Considering the increasing global burden of disease attributable to nutrition, the demand for national nutrition policies is growing stronger and stronger. The Republic of Korea is beginning to respond to this growing demand and there have been numerous recent achievements in the area of nutrition. The purpose of this paper is two fold. In the first part of the paper, an overview is provided about existing nutrition action in Korea. In the second part, information is elicited from Korean experts in the field of public health and nutrition. A structured questionnaire was sent directly to renowned Korean experts and was disseminated through the list serve of the Korean Nutrition Society. It asked about existing nutrition related policies, obstacles to nutrition policies in Korea, which professions are 'responsible' for the prevention of nutrition-related diseases and for example about existing nutrition programs within settings. Twenty-two questionnaires were returned. Based on the results, the following actions were considered crucial to develop and implement a nutrition policy in Korea: having a clear advocacy strategy for nutrition to raise awareness about the importance of nutrition, increase transparency of nutrition-related action and make the information easily accessible for all stakeholders, ensure the enforcement of regulations regarding misleading and incorrect food advertisements, strengthening the (public health) nutrition workforce, strengthen the settings-based approach and build and maintain partnerships, and last not least: educate and empower the citizens and ensure that healthy choices are 'easy choices'! Acknowledging the past and ongoing efforts in Korea, it is pivotal that the nutrition workforce grows stronger and the voice of nutritionists even louder, in order to promote and ensure the health and quality of life of the country's citizens.
