OECD countries including Korea positively adopt performance-based budget systems which convert an input-centered system to an output-centered system to solve two baffling problems: public expense retrenchment and efficiency recovery of government management. Output management of IT project propelled in public sector becomes a prominent figure influenced by these keynote of policy. However, it is placed in difficult circumstances to develop a performance index and the methodology to cover characteristics of IT project, measuring the goal achievement of business and the customer contentment according to the phases of business progress. Existing studies of IT project accomplishment measurement have been fulfilled on the subject of business targeting on IT technology application, administrative information network business and national base of information network construction. Most of the studies have been executed using BSC or AHP to reflect synthetically business specifics of IT project from a methodological point of view. In this study, we propose a structural equation model (SEM) to develop a performance index which measures the outcome of IT project according to the phases of business progress, avoiding a simple presentation of project outcome or conceptual frame. The proposed SEM is applied to the survey results of "IT support project for Small and medium business". Based on the fitted model, we apply ACSI concept to develop an Information Technologization Success Index (ITSI). This index allows us comparison of several IT vendors as well as feedback information for further improvement.

The competitiveness of modern organizations highly depends upon organizational competencies rather than individual competencies. However, most of previous studies on project success focused on individual competencies, such as project manager's competency and leadership. Even though there are some assessment models for the organizational project competencies, they are limited in specific organizations and industries. Furthermore, it is difficult to apply them to domestic companies, especially to small and medium enterprises because some assessment items are inappropriate for them. The purpose of this study is to propose an organizational project competency assessment model that is suitable for evaluating small and medium enterprises. First, the assessment areas and items for each area are determined through extensive investigation of previous models including OPM3, CMMI, and PMBOK. Next, the weights of assessment areas and items are decided by AHP analysis of experts response in the field of the project management. Finally, a project competency assessment model with assessment sheets is proposed. The model proposed in this study might support managers of small and medium enterprises to find pros and cons of project competencies and to establish improvement plans.
This paper evaluates the economic effect of the IT SoC Industrial Foundation Composition Project. The evaluation was done in three steps. The first step was to estimate the contribution effect of the fabless small and medium venture business' sales. The step includes interview with all the CEOs of the firms under the support of the Enterprise Incubation System, The second step was to apply input-output analysis and then estimate the production inducement effect. The last step was to compare the results of estimation with the costs of the project. We have concluded this project had achieved 6.3 times greater economic effect compared to the budget. The reason for the large economic effect is that the project provided various infrastructures to the small and medium venture businesses.
Enterprise should determine the adoption and utilization of information systems would be a great help to increase management performance. So, it maintains continually the budget and the investment for informatization. However, there is a limit to clarify whether the investment in informatization is contributed to create business opportunities through corporate competitiveness certainty or not. We tend to recognize the information system as a simple means to support common business rather than being used to achieve the company's business performance and to remain competitive. It is not an easy problem for the quantitative evaluation and analysis on the effect of intangible, such as management performance measurement by introducing computerization project. Informatization level evaluation model for the harsh business environment, specifically the Small and Medium Enterprise is lacking. In this paper, we proposed the audit evaluation model of an Small and Medium Enterprise informatization level based on system quality, information quality, user satisfaction, and IT business contribution. The proposed audit evaluation model was evaluated in the information system users, and verified the suitability throughout the survey of the audit professionals.
SMBA (Small and Medium Business Administration) and TIPA (Korea Technology and Information Promotion Agency for SMEs) have operated the Business Innovation Platform for SME Informatization based on cloud computing technology with the cooperation of seven industry cooperatives since 2013. This project will evolve into the open market platform where service providers and users voluntarily participate and transact. This research conducts the literature review about the concept of open market and the empirical analysis through survey for the software providers and the future users regarding the future operation methods. The policy about how the open market strategy for the business innovation platform needs to be designed and implemented are organized as the three differentiated government support strategies. The first is to provide free IT services including specialized core operation support S/W which is developed only for the small or home office group of firms which lack minimal informatization capability and budget. The second is to augment IT platform service through incorporating ERP supplier initiated commercial S/W sales window for those firms having medium level informatization capability. This includes to provide IT support for customization and system integration with existing government subsidized S/W. The third is to provide upgrading services of existing S/W functions to facilitate better system utilization. The results provide useful insight for government role to enhance SME competitiveness using IT.
Purpose - This paper attempts to identify the problems and limitations of a market maintenance project conducted according to the 「Special Act for the Development of Traditional Markets and Shopping Street」 and to present a revised direction for the special law and lay the groundwork for market maintenance projects to be promoted smoothly. Research design, data, and methodology - The revised direction for the legislation and the proposal were written based on an investigation of the problems and the legal system, and proposed measures for market maintenance operation and system improvements to derive the improvements needed for market maintenance projects. Results - A market maintenance project has been conducted as a means to reinvigorate traditional markets that are economically depressed, and to revive the local economy. It was largely conducted in the form of reconstruction and redevelopment and represents the interests of landowners and merchants. Thus, it is most likely to contribute to the gradual disappearance of traditional markets. First, as part of a market maintenance project, many companies are building multipurpose buildings or high-rise residential buildings to increase profits. In these high-rise buildings, they can raise rents, which may not be affordable for some existing small businesses. To solve such problems, the large-scale store registration requirement needs to be relaxed or abolished once the market maintenance project is completed. If the large-scale store registration requirement is to be abolished, the term 'large retail store' should be changed in the 「Special Act for the Development of Traditional Markets and Shopping Street」. After registration, the Small and Medium Business Administration should train merchants, offer consultations, and support events, to the extent that the existing traditional market management modernization project permits, and further continue to manage and support its ongoing activities. However, unless large-scale store registration is abolished, adding an exception clause in the special law to relax large-scale store registration criteria, and permitting changes to building use is another option. At the end of a market maintenance project, empty stores should be purchased by the Small and Medium Business Administration, and local government, etc., at the actual construction cost, to utilize them as public rental shopping areas, which in turn may be re-utilized as a temporary market for another market maintenance project. The second problem in market maintenance projects is merchant-protection. Currently, the special law prescribes that a temporary market be created for merchants to conduct business during the rental period of a market maintenance project. Conclusions - In reality, a market maintenance project is conducted usually in big metropolitan cities with 500,000 residents or more. The main building type created under these projects is a multipurpose building. For this reason, it is very difficult to secure a location for a temporary market in the surrounding area of such a project. To solve this problem, this study suggests 'public rental shopping areas' as mentioned above.
The Southeastern economic zone was centered on small and medium-sized manufacturing, but industrial changes and corona 19 caused the local economic downturn. This study presented the difficulties of companies related to the aviation specialization industry and suggested ways to revitalize the local economy in order to revitalize the local economy in the southeast region. First, aeronautical specialized parts companies need various support to improve the structural problems of passive industries. Second, the industry needs a systematic education system that develops products and technologies that meet international standards and conducts international certification education to support stable supply and demand of human resources by cultivating professional manpower for systematic project performance. Third, the industry needs financial and administrative support from the government to develop technologies and products that meet high standardization standards. In addition, it is necessary to provide support to systematically improve the limitations and difficulties of companies, such as finding and expanding customers of small and medium-sized companies and supporting investment for cost reduction.
To solve the serious problem of insufficient manpower in medium and small scaled companies, our country allows introduction of foreign manpower for 5 business types such as manufacture industry, service industry, etc. and there are 226,825 people who entered by employment license system(E-9) in Sep. 2013. However, according to the results of investigation "actual status and difficulties of foreign manpower's employment of medium and small scaled manufacturing companies" of KFTA in 2013, 36.4% of respondents responded that current scale of introducing foreign manpower is insufficient to solve difficulties of insufficient manpower in industrial world and 37.7% of them responded that the quarter of new employment is insufficient. So, they hope that current quarter system of foreign manpower can be abolished. Meanwhile, introduction scale of foreign manpower was decided by 53,000 people so as to solve enterprise difficulties in manpower and vitalize economics this year, but illegal aliens are 39,623, more than 17.5%, in Sep. 2013 after employment expiration. Therefore, it becomes serious social problem. Government displays various support businesses so that foreign workers after employment expiration can return to their homeland legally. This thesis intends to find measures to maintain royalty for our country and support their smooth resettlement through the analysis on homecoming support business of foreign workers.
Purpose: The purpose of this study was to develop quality innovation techniques specialized for the small and medium-sized businesses. which account for the majority of Korean companies, were having a hard time utilizing the widely recognized quality innovation techniques due to resource constraints. Methods: First, we do review the existing Single PPM and 6 Sigma. And investigate the utilization of these methods including Toyota Production System. Second, we devised a four-step problem-solving methodology based on recent trends in quality innovation such as Simple, Speedy, and Smart. Third, we do survey on frequently used tools for quality innovation. Many opinion leaders including quality consultants and professors answered and gave us valuable comments about our selected quality tools. Finally, we do specify and map tools to each step of PASS. Results: In 2017, 167 companies participated in the quality innovation support business for small businesses according to the Korea Chamber of Commerce & Industry. We conducted performance checks on 167 companies that had completed the "PASS" projects. For the purpose of evaluating improvement performance, the survey was carried out using a structured questionnaire during the field visit of these companies mentioned above. For the reference, 165 out of 167 companies (98.8 % response rate) responded to the questionnaire and conducted performance analysis based on it. According to the survey, 97.6 percent of the respondents were very satisfied with their overall satisfaction with the quality innovation support projects for small and medium sized enterprises in 2017. Also, 93.3 % of the respondents were satisfied with the results of level of the target achievement. As a result, 160 companies (97.0 % of the participating companies) hope to partic ipate in the quality improvement project using "PASS" once again. Conclusion: In this paper, we introduce the new quality innovation methodology, which is named as 'PASS', It could support the long-range business plan of the small and medium-sized businesses to achieve total customer satisfaction resulting in increased market share and improved profit margin. The most small companies can use this "PASS" technique more easily, quickly and most efficiently than their existing known quality innovation techniques such as Six Sigma and Single PPM, etc.
Recently, ERP system is used as a important tool of management innovation for enterprise's survival and development. It is very important to recognize how much influence to organizational performance through ERP system implementation. The purpose of this study is to find out the impact of environmental, organizational, information systems characteristics on successful implementation of ERP systems in Korean SMEs(Small and Medium Enterprises). From previous researches on ERP adoption and implementation, 7 independent variables (competitiveness, government support, top management support, process innovation, project management, IS maturity, and ERP customizing), and 1 dependent variables (successful implementation of ERP systems) are identified. 3 questionnaires were removed from the study because of missing or inappropriate responses, and final samples are 91 SMEs. The results of hypothesis testing show that determinants of successful implementation of ERP systems are top management support and IS maturity. Five variables such as competitiveness, government support, process innovation, project management, and ERP customizing do not significantly influence to successful implementation of ERP systems. The contribution of this study is that it provides an empirical evidence of the causal relationship between ERP adoption factor and ERP success. This study showed that top management support and IS maturity are essential to accomplish successful ERP implementation for SMEs.
