Media Scholars and Power: The politicized intellectuals hanging on the dangerous rope (언론학자와 권력: 정치화된 지성의 위험한 줄타기)

  • Media scholars take a lion stake in power circle. Not only do they take a part in media policies but seize prestigious positions like board members in Korea Communication Commission(KCC). Unfortunately, though, little has been known about who they are, what qualifications they have, and whether they meet public interests. This paper attempts to unveil the mechanism of those politicized intellectuals who are specialized on the media. Two categories divided into 'representative' and 'expertise' are employed for this purpose. On the one hand, the representative means the degree of committment into such public services as participation in conferences or non-profit organizations. On the other hand, the number of research articles, books and projects belong to the expertise. Evaluation levels consist of 'excellence, good and average' were allocated to those scholars who are(were) in 'Power Hole,' where decision makings come into being. Some interesting observations were made though this study. First of all, such criteria as representative and expertise vaguely suggested by the laws were hardly fit into those intellectuals, Rarely did they commit into public service let alone showing vigilance in academic activities. Secondly, both ideological loyalty and political activities in line with the government had much to do with taking such positions. Thirdly, not surprisingly, it showed that to graduate from Seoul National University and have Ph.D. degree from U.S.A. was one of the most essential factors. In final, most of them were very good at taking advantage of the press in way of boosting their publicity. To attend at policy making processes either in form of board members or advisers is inevitable for media experts. However, as shown in this study, such qualification of public service and academic eagerness shouldn't be underestimated. Academic integrity not selling intelligence solely for private interests needs to be protected as well. The authors hope this study to provide a valuable opportunity to establish a kind of ethical standards in participating into politics.

Evaluation of Function of Upland Farming for Preventing Flood and Fostering Water Resources (밭농사의 수자원 함양과 홍수조절 기능에 대한 계량화 평가)

  • Multifunctionality of agriculture which is not traded on the market now has been an important international issue in that it environmental and public benefits. We carried out to modify and to update the function of upland farming on flood prevention and fostering water resources. Economic values of environmental benefits were evaluated by replacement cost methods. Models to evaluate the function of preventing flood were selected as: (1)precipitation(flood-inducing) - runoff(A), (2) soil depth ${\times}$ soil air phase, (3) precipitation (flood-inducing) - runoff(B), (4) soil depth ${\times}$ effective porosity of soil. Models to estimate the function of fostering water resources were (1) saturated hydraulic conductivity (Ks) ${\times}$ duration of saturation(days) ${\times}$ (1-ratio of water flow directly into river), (2) precipitation ${\times}$ ratio of water fostered by rain resources ${\times}$ (area of upland/total land area), and (3) soil water retention quantity(under standing crop or tree) - SWRQ(in bare soil). Function of preventing flood was $883Mg\;ha^{-1}$ of water per year and 645 million Mg for the whole upland area. Function of fostering water resources was $94.1Mg\;ha^{-1}$ of water per year and 69 million Mg for the whole upland area. The value of flood-preventing function evaluated by replacement cost methods was estimated 1,428 billion won per year as compared to the cost for dam construction. The value of water resource fostering were estimated 8.6 billion won in the price of living water.

Evaluation of N2O Emissions with Different Growing Periods (Spring and Autumn Seasons), Tillage and No Tillage Conditions in a Chinese Cabbage Field (배추의 재배시기와 경운 유.무에 따른 아산화질소 배출 평가)

  • Importance of climate change and its impact on agriculture and environment has increased with a rise of greenhouse gases (GHGs) concentration in Earth's atmosphere. Nitrous oxide ($N_2O$) emission in upland fields were assessed in terms of emissions and their control at the experimental plots of National Academy of Agricultural Science (NAAS), Rural Development Administration (RDA) located in Suwon city. It was evaluated $N_2O$ emissions with different growing periods (spring and autumn seasons), tillage and no tillage conditions in a chinese cabbage field. The results were as follows: 1) An amount of $N_2O$ emissions were high in the order of Swine manure compost>NPK>Hairy vetch+N fertilizer. By tillage and no tillage conditions, $N_2O$ emissions were reduced to 33.7~51.8% (spring season) and 31.4~76.7% (autumn season) in no-tillage than tillage conditions. 2) In autumn season than those spring season, $N_2O$ emissions at NPK, hairy vetch+N fertilizer and swine manure compost were reduced to 49.6%, 39.0% and 60.0%, respectively, in tillage treatment and 59.5%, 70.6% and 58.7%, respectively, in no-tillage treatment. 3) $N_2O$ emission measured in this study was 15.2~86.4% lower with tillage and no tillage treatments than that of the IPCC default value (0.0125 kg $N_2O$-N/kg N).

Determination of Optimum Rate and Interval of Silicate Fertilizer Application for Rice Cultivation in Korea (벼에 대한 규산질비료의 시용량 및 시용주기 결정)

  • In order to investigate the optimum rate and interval of silicate fertilizer application for rice cultivation, Chucheong byeo variety, one of commonly cultivated rice cultivar in Korea was planted on two different wetland rice soils located on Hwaseong-si from 2002 to 2005; Jisan series(a member of the fine loamy, mixed, mesic family of Fluvaquentic Endoaquepts), known as "Productive Paddy Soil", without any conspicuous limiting factor, and Seokcheon series (a member of the coarse loamy, mixed, nonacid, mesic family of Fluvaquentic Endoaquetps), known as "Sandy Paddy Soil", sandiness being major limiting factor. There were three rate treatments of silicate fertilizer application; the amount of silicate fertilizers needed to adjust the available soil silicate contents to 130, 200, and $270mg\;kg^{-1}$ was applied, in the first year only. There was an additional plot; applying the amount of silicate fertilizer needed to adjust soil available silicate to 130 ppm every year, which would serve as the base for the evaluation of residual effects of silicate fertilizers in the plots where different rates of silicate fertilizer were applied. From the yield data in first year, it was found that optimum available silica in the soil are $154mg\;kg^{-1$ and $160mg\;kg^{-1}$, in Jisan and Seogcheon soils, respectably. The duration of residual effects of silicate fertilizer was different depending upon the amount of applied silicate fertilizers and the soils. The higher the application rate, the residual effect lasted longer, and the residual effect was lasted longer in Jisan(clay loam) soil than in Seogcheon(sandy loam) soil. During four years, sum of the rate of contribution to increase available soil silica of applied silicate fertilizer in different soils ranged 18.6% and 24.1% in Jisan soil and Seogcheon soil, respectively. This may suggest that much portion of applied silicate would be either lost from the soil or remain in the soil as insoluble form. This deserves further study.

Comparative Environmental Effects of Digestates Application to the Rice Paddy Soil in Bioenergy Village : Field trial (저탄소녹색마을내 혐기소화액 순환이용에 대한 논토양 환경 영향 비교)

  • Objectives of this study were to compare the environmental effects of digestates produced in bioenergy village on the rice paddy field for recycling. Digestates were applied to the soils and the soil properties and the crop responses were analyzed according to the standard methods of soil evaluation. Plant height and the number of tiller showed similar results in both the conventional and digestate treated field, and the yield of rough rice was higher in the field treated with digestates than that with chemical fertilizer. The amounts of nitrogen absorbed in straw and grain were larger in the digestates-treated field than chemical fertilizer-treated one, and efficiency of nitrogen applied was shown to be the highest in 100% treated digestate of the pig manure. Exchangeable cation and pH increased in the soil treated with digestate after harvesting, but salt was not accumulated. With these results, it was concluded that resource recycling in green town can be facilitated through the securement of arable lands for the application of digestates and the proper use of these fertilizers. Long-term effects of digestate application on the soil environment should be sustainingly studied.

The Effect of Different Membranes on the Performance of Aqueous Organic Redox Flow Battery using Methyl Viologen and TEMPOL Redox Couple (다양한 멤브레인을 적용한 메틸 바이올로겐과 템폴 활물질 기반 수계 유기 레독스 흐름 전지 성능 평가)

  • In this study, the evaluation of performance of AORFB using methyl viologen and TEMPOL as organic active materials in neutral supporting electrolyte (NaCl) with various membrane types was performed. Using methyl viologen and TEMPOL as active materials in neutral electrolyte solution, the cell voltage is 1.37V which is relatively high value for AORFB. Two types of membranes were examined for performance comparison. First, when using Nafion 117 membrane which is commercial cation exchange membrane, only the charge process occurred in the first cycle and the single cell couldn't work because of its high resistance. However, when using Fumasep anion exchange membrane (FAA-3-50) instead of Nafion 117 membrane, the result was obtained as the totally different charge-discharge graphs. When current density was $40mA{\cdot}cm^{-2}$ and cut off voltage range was from 0.55 V to 1.7 V, the charge efficiency (CE) was 97% and voltage efficiency (VE) was 78%. In addition, the discharge capacity was $1.44Ah{\cdot}L^{-1}$ which was 54% of theoretical capacity ($2.68Ah{\cdot}L^{-1}$) at $10^{th}$ cycle and the capacity loss rate was $0.0015Ah{\cdot}L^{-1}$ per cycle during 50 cycles. Through cyclic voltammetry test, it seems that this difference in the performance between the full cell using Nafion 117 membrane and Fumasep anion exchange membrane came from increasing resistance due to chemical reaction between membrane and active material, not the capacity loss due to cross-over of active material through membrane.

Full mouth rehabilitation for a patient with vertical dimension loss using digital diagnostic analysis: A clinical report (수직고경이 감소된 환자의 디지털 진단 분석을 이용한 완전 구강 회복 증례)

  • Full mouth rehabilitation is re-organizing the occlusion of the remaining teeth and missing teeth considering the functions, esthetics, and neuromuscular harmony. With the loss of multiple teeth, the patient's occlusal plane gradually collapses and the vertical dimension can be reduced. Since reduced vertical dimension can be a potential etiology of the temporomandibular joint and masticatory muscles, prosthetic restoration with increased vertical dimension is required. This case report is about a 68 years old patient with vertical dimension loss due to worn dentition and multiple loss of teeth. In this case, the loss of vertical dimension is assessed carefully using the digital dentistry technology. Using CAD software in digital analysis step, the occlusal plane was established and evaluated using several criteria. Orienting the position of the bone and teeth using CBCT image, patient's condition was visualized in 3 dimension and treatment planning was possible virtually. The information that matches the patient's condylar position with the articulator, which is the virtual face bow, is reproduced on the actual articulator, and evaluated again. After the evaluation, provisional prosthesis was fabricated and it was confirmed that the patient adapts without any abnormality. This was implemented as a final prosthesis. As a result, the patient obtained satisfying results, utilizing the benefits of digital dentistry technology and traditional methods.

Detection of Forest Fire Damage from Sentinel-1 SAR Data through the Synergistic Use of Principal Component Analysis and K-means Clustering (Sentinel-1 SAR 영상을 이용한 주성분분석 및 K-means Clustering 기반 산불 탐지)

  • Forest fire poses a significant threat to the environment and society, affecting carbon cycle and surface energy balance, and resulting in socioeconomic losses. Widely used multi-spectral satellite image-based approaches for burned area detection have a problem in that they do not work under cloudy conditions. Therefore, in this study, Sentinel-1 Synthetic Aperture Radar (SAR) data from Europe Space Agency, which can be collected in all weather conditions, were used to identify forest fire damaged area based on a series of processes including Principal Component Analysis (PCA) and K-means clustering. Four forest fire cases, which occurred in Gangneung·Donghae and Goseong·Sokcho in Gangwon-do of South Korea and two areas in North Korea on April 4, 2019, were examined. The estimated burned areas were evaluated using fire reference data provided by the National Institute of Forest Science (NIFOS) for two forest fire cases in South Korea, and differenced normalized burn ratio (dNBR) for all four cases. The average accuracy using the NIFOS reference data was 86% for the Gangneung·Donghae and Goseong·Sokcho fires. Evaluation using dNBR showed an average accuracy of 84% for all four forest fire cases. It was also confirmed that the stronger the burned intensity, the higher detection the accuracy, and vice versa. Given the advantage of SAR remote sensing, the proposed statistical processing and K-means clustering-based approach can be used to quickly identify forest fire damaged area across the Korean Peninsula, where a cloud cover rate is high and small-scale forest fires frequently occur.

Evaluation of Oil Spill Detection Models by Oil Spill Distribution Characteristics and CNN Architectures Using Sentinel-1 SAR data (Sentienl-1 SAR 영상을 활용한 유류 분포특성과 CNN 구조에 따른 유류오염 탐지모델 성능 평가)

  • Detecting oil spill area using statistical characteristics of SAR images has limitations in that classification algorithm is complicated and is greatly affected by outliers. To overcome these limitations, studies using neural networks to classify oil spills are recently investigated. However, the studies to evaluate whether the performance of model shows a consistent detection performance for various oil spill cases were insufficient. Therefore, in this study, two CNNs (Convolutional Neural Networks) with basic structures(Simple CNN and U-net) were used to discover whether there is a difference in detection performance according to the structure of CNN and distribution characteristics of oil spill. As a result, through the method proposed in this study, the Simple CNN with contracting path only detected oil spill with an F1 score of 86.24% and U-net, which has both contracting and expansive path showed an F1 score of 91.44%. Both models successfully detected oil spills, but detection performance of the U-net was higher than Simple CNN. Additionally, in order to compare the accuracy of models according to various oil spill cases, the cases were classified into four different categories according to the spatial distribution characteristics of the oil spill (presence of land near the oil spill area) and the clarity of border between oil and seawater. The Simple CNN had F1 score values of 85.71%, 87.43%, 86.50%, and 85.86% for each category, showing the maximum difference of 1.71%. In the case of U-net, the values for each category were 89.77%, 92.27%, 92.59%, and 92.66%, with the maximum difference of 2.90%. Such results indicate that neither model showed significant differences in detection performance by the characteristics of oil spill distribution. However, the difference in detection tendency was caused by the difference in the model structure and the oil spill distribution characteristics. In all four oil spill categories, the Simple CNN showed a tendency to overestimate the oil spill area and the U-net showed a tendency to underestimate it. These tendencies were emphasized when the border between oil and seawater was unclear.

Mechanical Property Evaluation of Dielectric Thin Films for Flexible Displays using Organic Nano-Support-Layer (유기 나노 보강층을 활용한 유연 디스플레이용 절연막의 기계적 물성 평가)

  • Recently, rollable and foldable displays are attracting great attention in the flexible display market due to their excellent form factor. To predict and prevent the mechanical failure of the display panels, it is essential to accurately understand the mechanical properties of brittle SiNx thin films, which have been used as an insulating film in flexible displays. In this study, tensile properties of the ~130 nm- and ~320 nm-thick SiNx thin films were successfully measured by coating a ~190 nm-thick organic nano-support-layer (PMMA, PS, P3HT) on the fragile SiNx thin films and stretching the films as a bilayer state. Young's modulus values of the ~130 nm and ~320 nm SiNx thin films fabricated through the controlled chamber pressure and deposition power (A: 1250 mTorr, 450 W/B: 1000 mTorr, 600 W/C: 750 mTorr, 700 W) were calculated as A: 76.6±3.5, B: 85.8±4.6, C: 117.4±6.5 GPa and A: 100.1±12.9, B: 117.9±9.7, C: 159.6 GPa, respectively. As a result, Young's modulus of ~320 nm SiNx thin films fabricated through the same deposition condition increased compared to the ~130 nm SiNx thin films. The tensile testing method using the organic nano-support-layer was effective in the precise measurement of the mechanical properties of the brittle thin films. The method developed in this study can contribute to the robust design of the rollable and foldable displays by enabling quantitative measurement of mechanical properties of fragile thin films for flexible displays.
