The Influence of Core Competence on Organizational Performance of IT Small and Medium Enterprises : The Moderating Role of Entrepreneurship and Government Support (IT중소기업의 핵심역량이 기업성과에 미치는 영향에 관한 연구 : 기업가 정신과 정부지원의 조절효과)

  • The purpose of this study is to analyze the influence of core competences on organizational performance in small and medium sized IT enterprises. Especially, the moderating effects of entrepreneurship and government support variables between the core competences and organizational performance were examined. To empirically prove the hypothesis, the statistical analysis were conducted based on the response from the 502 Korean domestic IT SMEs, using AMOS 18.0 and SPSS 20.0. The results of this empirical study can be summarized as follows. First, core competences (marketing, networking, and technology competence) have positive influence on organizational performance. Second, entrepreneurship and government support have moderating effects in the relationship between core competence and organizational performance. Especially, network and marketing competence appeared to be affected by more entrepreneurship than technology competence. So this paper suggests that when the R&D of SMEs and government support are properly combined, it will directly give an effect on organizational performance. The results of this research can be used for building a better government support policies and strategic planning of small and medium sized domestic IT enterprises.

  • Since the concept of software engineering was first used in 1968 by NATO Science Committee, a lot of research work and improvements have been made on software development methodology and software quality control, but they still fall short of ensuring successful development of small and medium scale software systems. Under these circumstances, Center for Software Engineering (CSE) at National IT Industry Promotion Agency(NIPA) has been conducting studies on quality control methodologies of software visualization well-suited for small and medium scale software systems, and also working on the systemization and quantification of software quality control. In this paper, we attempt to scope on the software development management of domestic and foreign small and medium-sized enterprises that are lying in the blind spot, compared to large enterprises with well-organized software development systems. In particular, based on software visualization that CSE is pursuing for small and medium-sized developers, we propose a practical quality control methodology well-suited for small and medium scale projects, and a low-cost quality control management tool by combining open-source quality control tools. Our proposal is expected to induce developers' mind change in SI-specialized small and medium-sized software enterprises, increase their profits and improve customer satisfaction through project quality control.

  • The purpose of this study is to analyze the impact of quality management system requirements, a management innovation technique, on business performance to secure the competitiveness of SMEs in an environment of increasing uncertainty in the global economy and intensifying competition. To this end, a survey was conducted on small and medium-sized enterprises (SMEs) operating a quality management system, and statistical analysis was performed through validity and reliability analysis, regression analysis, and group analysis using IBM SPSS 26.0. As a result of the study, it was found that planning, operation, support, and improvement, which are the core requirements of a quality management system, have a positive effect on business performance. In addition, through group analysis, it was found that the effect of quality management system requirements on business performance varies according to the level of the company. This means that the importance of quality management requirements required for strategy establishment varies according to the quality management introduction level of small and medium-sized manufacturers, and it can be used for small and medium-sized manufacturers to set strategic directions.

  • The purpose of this study is verify the effects of management consultant on management performance for technical consulting through 235 small and medium sized enterprises in korea. Management effects has been applied to the industry for the strengthening the competitiveness regardless of the management consultant. however, it has been argued that the applied to the small and medium sized enterprises. The reliance analysis for the measurement material on the questionnaire was verified by Cronbach's alpha coefficient. ability of the management consultant, performance of the management consultant, conditions of the Enterprise were verified through the structural analysis by using SPSS statistic package. The influence evaluation among the groups was evaluated by the structure.

  • The fast changes of global financial environment in recent years increase the risk of trade settlement. This means are required to minimize risk of non payment and to maximize secure payment. Open Account trade accounts for 90% of global trade flows. The O/A system means that the goods, along with all the necessary documents, are shipped and delivered before payment is due, usually within a time frame from 30 to 90 days. Meanwhile, Korean small and medium-sized export enterprises are compelled to globalize their activities owing to limitation and competitiveness of domestic marketplace. To keep face with the global trade settlement system and to support globalization of small and medium-sized export firms, the BPO together with Supply Chain Finance will be solutions. The introduction of the BPO system will allow banks to broaden O/A offerings to their client base and due to secure safety, sellers could ship the goods without delay according to orders and buyers could settle promptly by payment undertaking of correspondent banks. Therefore, it is more effective for companies which have sustainable customers and stable transaction. This study take a look at the trend of the global payment systems and suggested limitation of existed payment in order to derive improvement measures of electronic payment for small and medium-sized export enterprises.

The Review on the Theory of Internationalization of Multinational Firms and SMEs

  • Purpose - to examine the theories related to the internationalization of multinational corporations as well as theories related to internationalization of small and medium-sized enterprises. Research design, data, and methodology - traditional theories, e.g. eclectic paradigm and behavioral theory and product life cycle etc. were examined and recent advances theories - network theory, entrepreneurship - were also examined to outline the theory of internationalization of firm. Results - the main schools of international researches are divided into two; one is the economics school, the other is the behavioral school. The economics school has considered internationalization as a pattern of investment in foreign markets explained by rational economic analysis of internalization, ownership, and location advantages. Apart from the economics approach, a theory relevant to smaller firms highlights slow and incremental overseas market commitment. Recent research on the network perspective is fast emerging and it can be applied and well explained on the internationalization of smaller firms, focusing on firm behavior in the context of a network of interorganizational and inter-personal relationships Conclusions - Small medium-sized enterprises have been recently rising, however, there has still been little consolidation of literature in internationalization and most of the relevant theories have been still focusing on explaining the globalization of multinational corporations. Little studied on the internationalization in the context of smaller firms which are distinctly differentiated from larger firms including international new ventures, which the motivation to study strongly calls for more information and studied on small medium-sized enterprises.

Developing a Big Data Analysis Platform for Small and Medium-Sized Enterprises

  • Big data analysis is widely used in applications such as finance and communication, whose market size is growing rapidly every year. Nevertheless, it is rarely used by SMEs (small and medium-sized enterprises) since the existing services are not fully customized for them while being offered at high price. To resolve this, we develop and propose a new platform to provide big data analysis services specialized for SMEs in this paper. First, we compare existing work discussing social big data analysis, and extract service features necessary to help their marketing effectively. Then, we present a prototype system implementing the extracted features, and discuss technical issues needed to develop a complete system which are obtained from the prototype implementation.

  • Recently, the collaboration among small and medium-sized enterprises(SMEs) has been recognized as an effective competitive tool. As several systems have been developed to boost the collaboration, it is necessary to analyze the effectiveness of the systems in terms of their contribution to enhance operational performance of SMEs through objective and quantitative validation. In particular, the analysis for SMEs rather than large-scaled enterprises has not received much attention due to lack of relevant information and difficulty of collecting data. This paper presents a framework for analyzing the effectiveness of the collaboration support system, called i-manufacturing hub, which has been implemented by Korean government. Identification of influential factors to the effectiveness of collaboration hub, and constructing necessary hypotheses are proposed. To overcome the difficulty in data collection only by means of surveys through subjective questionnaires, we exploit system log data that are generated while SMEs use the system. As an initial phase to analyze the effectiveness through hypothesis validation, we discuss several interesting observations and challenges in the direction of enhancing collaboration among SMEs for better operational performance improvement and more participation in the collaboration hub.

  • In the Knowledge-based Economic Era, all of the enterprises are facing global competitive pressure. The activities of knowledge accessing, codifying, and application will obviously become the main inner function on enterprise operation. Knowledge will be the primary competitive advantage; therefore, he who wants to hold the competitive advantage should do the knowledge management (KM) very well. In this study, we construct the research dimensions and variances by the successful factors of KM, which had been practiced very well by big enterprises inside and outside our country, and which was recommended by the related scholars. In order to approach the differences between big enterprises and small and medium-sized enterprises (SMEs) towards implementing KM, this study takes the way of questionnaire investigation to do empirical analysis and to construct the model of KM by path analysis. The study found out when implementing KM, SMEs should highlight 'leadership,' 'library-architecture,' and 'corporate culture' these three aspects, while 'information technology' and 'performance evaluation' these two aspects show no remarkable influence. It shows that he who wants to construct KM might not too overweight on information technology to build the KM system. Therefore, we suggest when implementing KM, enterprises should reinforce the corporate culture by sharing, organized KM process, learning environment for all employees, and highly authorization by top managers in order to reach the expectant success of KM. The result of this study offers practical thinking directions to reach the expectant success for the policy makers in SMEs, who are accessing to or evaluating to implement KM.

  • It has been known generally that investment in the extending ability to use the IT applications have further enhanced the productivity of effects of IT on firms by reducing costs, increasing returns, and increasing the speed of operations, etc. Notwithstanding this fact, it was very complex and difficult to evaluate concretely the effect of informatization of firm. SMEs(Small- & Medium-sized Enterprises) in particular. In this study, I point out the weakness of SMEs and analyze the effects of informatization through the count data model. For this analysis, I separate the effects into two part, such as organizational effect and personal effect. It comes to conclusion that organizational effect is larger than personal effect and the ability to practical use of IT systems is most efficient item related with informatization level. Since it will be important to cencentrate on raising this ability for heightening the competitiveness of SMEs.
