BB Pellet 재질에 따른 안구 손상 위험성에 관한 실험적 연구 (Experimental Studies on Eye Injury Risks by Different BB Pellet Materials)

  • Experimental studies were performed to investigate the eye injury risks by different BB pellet materials. Four different BB pellet materials were used: plastic (P), silicon (S), rubber (R) and plastic covered with silicon (SR). The BB pellet images penetrating into the gelatine simulant were recorded by a high-speed video camera. The results obtained from the different pellet materials were discussed in terms of impact velocity and penetration depth; threshold velocity and projectile sectional density; eye injury risks by normalized energies. It was found that the P pellets caused higher impact velocity while the lower was SR pellets. The penetration depth and threshold velocity of the pellets were dependent on the impact velocity of the pellets, and the P pellets resulted in the higher eye injury risk while the lower was SP.

  • The MIA 1906 is a very important rule for the practitioner in Korea since it is often selected as the governing law under the contract of cargo insurance. And we are using both the S.G policy and the new MAR policy. The new MAR policy has the basically different form of cover compared with the S.G policy. So we are a little confused whether some risks are covered or not under the selected clauses. The author considers which risks are covered or not under the specific clauses and compares the Institute cargo clauses with the MIA 1906.

  • 건설공사에서 발생하는 리스크는 시공단계에 많이 발생하므로 공정관리와 통합하여 관리할 수 있다면 효율적일 것이다. 본 연구에서는 공정관리 프로그램을 이용하여 공정리스크를 통합관리하는 방법을 제안하고 있다. 제안된 방법은 사용자 프로그래밍(Visual Basic Application)이 가능한 Microsoft Project에서 구현되었으며, 공사관리자가 공정표를 작성하고 일정관리를 수행하는 과정에서 리스크를 예측하는데 도움을 줄 수 있을 것이다.

Global Assessment of Climate Change-Associated Drought Risk

  • With the consequences of climate change becoming more evident, research on climate-associated risks has become a basis for climate adaptation and mitigation. Amongst the different sectors and natural resources considered in assessing such risks, drought is one impact to our environment that experiences stress from climate change but is often overlooked and has the potential to bring severe consequences when drought occurs. For example, when temperatures are higher, water demand increases and water supply decreases; when precipitation patterns fluctuate immensely, floods and droughts occur more frequently at greater magnitudes, putting stress on ecosystems. Hence, it is important for us to evaluate drought risk to observe how different climate change and socioeconomic scenarios can affect this vital life resource. In this study, we review the context of drought risk on the basis of climate change impacts and socioeconomic indicators. As underlined in the IPCC AR5 report, the risks are identified by understanding the vulnerability, exposure, and hazards of drought. This study analyzed drought risk on a global scale with different RCP scenarios projected until the year 2099 with a focus on the variables population, precipitation, water resources, and temperature.

  • Rail breaks and derailments can cause a huge loss to rail players due to loss of service, revenue, property or even life. Maintenance has huge impact on reliability and safety of railroads. It is important to identify factors behind rail degradation and their risks associated with rail breaks and derailments. Development of mathematical models is essential for prediction and prevention of risks due to rail and wheel set damages, rail breaks and derailments. This paper addresses identification of hazard modes, estimation of probability of those hazards under operating, curve and environmental condition, probability of detection of potential hazards before happening and severity of those hazards for informed strategic decisions. Emphasis is put on optimal maintenance and operational decisions. Real life data is used for illustration.

Risk Assessment in the UK Health and Safety System: Theory and Practice

  • In the UK, a person or organisation that creates risk is required to manage and control that risk so that it is reduced 'So Far As Is Reasonably Practicable (SFAIRP).' How the risk is managed is to be determined by those who create the risk. They have a duty to demonstrate that they have taken action to ensure all risk is reduced SFAIRP and must have documentary evidence, for example a risk assessment or safety case, to prove that they manage the risks their activities create. The UK Health and Safety Executive (HSE) does not tell organisations how to manage the risks they create but does inspect the quality of risk identification and management. This paper gives a brief overview of where responsibility for occupational health and safety lies in the UK, and how risk should be managed through risk assessment. The focus of the paper is three recent major UK incidents, all involving fatalities, and all of which were wholly avoidable if risks had been properly assessed and managed. The paper concludes with an analysis of the common failings of risk assessments and key actions for improvement.

  • Risk regarding the possibility of loss can be especially problematic. If a loss is certain to occur, it may be planned for in advance and treated as a definite, known expense. It is when there is uncertainty about the occurrence of a loss that risk becomes an important problem. The word risk is often used in connection with insurance. No one generally accepted definition of risk exists, however. Of the many definitions, two distinctive ones are commonly used. One defines risk as the variation in possible outcomes of an event based on chance. That is, the greater the number of different outcomes that may occur, the greater the risk. Another way of expressing this concept is to state: The greater the variation around an average expected loss, the greater the risk. The second definition of risk is the uncertainty concerning a possible loss. The definition of risk as a useful one because it focuses attention on the degree of risk in given situations. The degree of risk is a measure of the accuracy with which the outcome of an event based on chance can be predicted. For now, it will serve our purpose to note the more accurate the prediction of the outcome of an event based on chance, the lower the degree of risk. After sources of risks are identified and measured, a decision can be made as to how the risk should be handled. A pure risk that is not identified does not disappear, the business merely loses the opportunity to consciously decide on the best technique for dealing with that risk. The process used to systematically manage risk exposures is known as risk management. Some persons use the term risk management only in connection with businesses, and often the term refers only to the management of pure risks. In this sense, the traditional risk management goal has been to minimize the cost of pure risk to the company. But as firms broaden the ways that they view and manage many different types of risk, the need for new terminology has become apparent. The terms integrated risk management and enterprise risk management reflect the intent to manage all forms of risk, regardless of type. International trade transaction is called between countries has features of globalism, cultural gap, long distance and long terms for the transaction. It is riskier than domestic transaction has its specific risks, such as foreign exchange risk and political risk, and requires various active risk management skills. Risks in relation to the international trade transaction are the contract risk, transit risk and payment risk, etc. The risk management in relation to the international trade transaction is to identify and measure these risks. The purpose of this study is to analyse the practical problems and its solution plan by analyzing various cases related to the risk management of bill of lading in the international trade transaction.

소프트웨어 개발 프로젝트의 위험요인 도출에 대한 델파이 연구 (A Delphi Study on Software Project Risks)

  • Most of the software development projects bear risks that need analysis and management. Risk management plays a critical role for the success of software project management. In this study, we have used delphi method to delineate critical risk factors. The study pulls out 20 project risk factors from 21 project managers. It is certainly clear that certain features are more risky than others. Our study shows that unrealistic cost estimation and changes in scope and objective are more risky than other features.

  • 세기말 개발도상국과 선진국의 사회정책은 금융, 식량, 에너지, 기후분야 등의 복합적인 위기로 인해 새로운 도전에 직면하면서, 대응해야할 위기 구조의 변화가 명확해졌다. 2008년부터 시작된 전세계적금융, 경제 위기로 인해 세계정치경제 구조의 새로운 조건이 만들어지기도 했다. 이에 많은 발전도상국과 선진국들은 새로운 위기와 도전에 응하기 위해 사회정책의 개혁을 다양한 방식으로 추구하기 시작했다. 이들 개혁들은 어떤 특정한 위기와 도전에 대응하였는가? 이러한 다양한 개혁방안들은 사회정책 개혁을 추구하는 국가들, 특히 세계화와 불확실성 시대인 21세기에 경제성장과 사회개발을 동시에 추구해야하는 개발도상국에 어떤 교훈을 주는가? 본 논문은 새로운 도전과 위기에 대응하기 위한 사회정책 개혁 담론과 정책에서 발견되는 새로운 동향을 비판적으로 평가하는 것을 그 목적으로 한다. 이를 위해 본 논문은 첫째, 사회정책이 대응해야 할 새로운 위기와 도전의 본질과 다양한 형태를 분석한다. 둘째, 개혁담론과 정책의 한계점을 논의한 후, 신흥부국의 사회정책 개혁이 주는 긍정적인 측면과 그 정책적 시사점을 밝힌다. 이를 토대로 새로운 위기와 도전에 대응할 수 있는 사회정책의 근간이 되는 원칙과 핵심요소를 제시한다.

국내 대공간 건축물과 고층 건축물의 테러위험도 비교 (Comparison on Terror Risk of Large Space Structures and High-rise Buildings in Korea)

  • Since the 1980s, the number of large space buildings in Korea has consistently been increasing due to large scale international competitions such as the Olympics and the World Cup, demands for environmental improvement, and development of structural systems. Due to these reasons, this paper conducted a comparative analysis on terrorism risk factors of large space structure and skyscrapers in Korea. The results suggest that the total risk level of high-rise and large space structure was "medium level risk" and that the terrorism risk level for large space structure was as high as that for high-rise buildings. As it relates to the risk levels depending on scenarios, terrorism risks to large space structure were higher than high-rise buildings in the "internal explosion" and "internal intrusion" categories. And the results of analyzing explosion-related scenarios except for CBR suggest that terrorism risks to large space structure were highest when it comes to Internal-Explosive followed by Internal-Intrusion and Explosive-Zone I; and the results showed a regular pattern. On the other hand, in the case of high-rise buildings, terrorism risks were highest in Internal-Explosive followed by Explosive-Zone I and Explosive-Zone II; and the results showed an irregular pattern.
