A study on the evaluation model of project (<인생나눔교실> 사업 평가모형 개발 연구)

  • In this study, the evaluation index was developed to design the project evaluation model, and the weight was given through the AHP survey. project was evaluated for the first time by using the designed evaluation model for the field appraisal. As a result, it was revealed that the weight of the propriety index of the participant effect and the project content was the highest among 20 indexes. This study is significant in having built a base on which the evaluation system could be stabilized, by developing the integrative project evaluation model of . However, we have yet to adequately address the evaluator's acceptability and efficacy in evaluating indicators. The validity and continuity of the evaluation model will be secured through this.

Characteristic Analysis for Weight Values of Evaluation Items by Traffic Safety Project Type (교통안전사업 유형별 평가항목의 가중치 특성분석)

  • PURPOSES : The purpose of this study is to analyze the characteristics of the weight values of evaluation items by traffic safety project type. METHODS : In general, a large-scale investment in projects such as the traffic safety project requires economic analyses to be performed in advance. However, there is an argument for considering special characteristics of the traffic safety project. Therefore, this study conducted characteristic analysis of the weight values of evaluation items. The analysis consisted of two steps. The first step was hypothesis verification using analysis of variance (ANOVA). In this process, the authors examined whether the weight of evaluation items is the same regardless of the traffic safety project type. Based on the first step's results, the authors proceeded to the second step. The objective of this step was to analyze how different the weight values are by traffic safety project type using an analytic hierarchy process. RESULTS : According to the ANOVA test results, the benefit to cost ratios have different weight values based on traffic safety project type at the 0.01 significance level. The policy evaluation items, such as the plans connection, resident opinion, and regional equity, also showed the same results except that the result for the related plans connection was statistically significant at the 0.05 level. Based on the first step's result, the AHP analysis in the second step showed that the traffic safety projects for vulnerable users and pedestrians have very low weight values in economic evaluation factors compared with other safety project types. The weight values for vulnerable users and pedestrians were 0.29 and 0.26, respectively, in economic evaluation items. On the other hand, the weight values for other safety project types were around 0.6. Among the policy evaluation items, resident opinion showed a higher weight value than other factors, such as connection and regional equity items. CONCLUSIONS : The social and economic impact of a traffic safety project varies by project type and project characteristics. Although the economic approach is overarching and a reasonable methodology is applied for large-scale projects, it should be noted that the safety issue, especially for transportation of vulnerable uses, requires a non-economical approach. Based on the analysis results, this study suggests that the priority of the projects should be determined by separating them into independent assessment groups depending on their characteristics.

  • Nowadays BIM(Building Information System) is applied to the public construction delivery system. BIM can help communications between project applicants through the extraction of the exact and prompt information. It also increases the efficiency of planning, construction, economic feasibility and maintenance in the whole project. Due to increasing demands of BIM, project evaluation and its process on the final deliverables have been in major interests. Thus, through the analysis of the current BIM project, characteristics, types and applications have been researched. We have discussed completeness, relationship and planning of BIM data, which are the standards of evaluation.

A Study on Core Competencies of ITS Project Managers Using QFD and AHP (QFD와 AHP를 이용한 ITS 프로젝트관리자 핵심역량 연구)

  • ITS (Intelligent Transportation System) has been more popular but ITS project managements remain complex because of diverse stakeholders and multidisciplinary processes of ITS. The multidisciplinary process enforces specialized competencies on ITS project managers comparing to other system integration project managers. In this paper, we derived core competencies of ITS projects from previous researches, built the hierarchy of the competencies, and employed AHP (Analytic Hierarchy Process) surveying ITS project managers and auditors with the hierarchy. Finally, we analyzed the difference of evaluation model on ITS project manager between project managers and auditors using Mann-Whitney U test. Additionally we suggest a method of building MECE (Mutually Exclusive and Collectively Exhaustive) structure for AHP using the HoQ (House of Quality). We expect our model to give some inspirations for raising capable ITS project managers and selecting a proper project manager for an ITS project.

Evaluation of an Official Development Assistance (ODA) project: Focus on a forest recreation and eco-tourism site in Indonesia

  • This study is the evaluation of the 'Tunak forest recreation and ecotourism development project' which will be completed in 2018 with sole source of funding from Korea. A survey was conducted to evaluate the status of the project being carried out in Lombok island, Indonesia, through the evaluation principles and criteria of the OECD Development Assistance Committee (DAC). Survey participants were stakeholders of the Official Development Assistance (ODA) project and local residents. Overall, the respondents had a good impression of this ODA project and expected they would contribute to the development of their community and region. However, respondents were not well aware of the ODA project being carried out in the Tunak region and thus more efforts should be made to help the local residents understand the positive outcome of the project and to promote the ongoing cooperation between Korea and Indonesia in the forestry sector. Results of this study showed that the projects have been effectively carried out and the impact of the project was well perceived by the recipient country. In addition, this positive perception of Korea is expected to help recreation and ecotourism business progress in the region. Therefore, we believe that the project should continue to be carried-out in the future and we expect that related companies will be able to operate on its own eventually. As it is difficult to evaluate the outcome of an ongoing project precisely, this study should be conducted again after the project completion and the results can be compared to the present results so that the effectiveness of ODA project can be more accurately determined.

  • This paper deals with the introduction of capstone design project by team activities in Department of Electronics and Communication Engineering, Korea Maritime University. This course is referred to as Creative Engineering Design for spring semester of 4th-year undergraduates. The course focuses on creative thinking and cooperative mind to students by learning engineering design skills, realizing their idea through design project and recognizing practicality of their systems. The intent of the course is to provide a true "capstone" experience, where students can combine their skills to achieve the successful completion of a project. This paper describes class process and evaluation method, and cooperative works with mentees and industrial mentors connected through Hanium network for IT mentoring activities.

The Impact of IT Project Size and Types on IT Investment Decision Criteria (IT프로젝트 규모와 유형에 따른 IT투자 의사결정기준의 차이)

  • This study investigates the decision criteria used in the context of IT investment decision making and empirically analyzes the impact of IT project size and types on the importance of decision criteria. 5 criteria which have been extracted from the previous studies and industry practices are budget, financial benefits. strategic value. risk, and the degree of proposer's eagerness. Data of 120 IT project proposals have been collected from 5 companies including bank, insurance. and stock trading company. As results of ANOVA test. 7 out of 10 hypothesis have been accepted statistically. That is. the bigger the project size. the higher the evaluation weight of project budget and risk criteria and the lower the weight of proposer's eagerness. And in case of the infrastructure investment type. the emphasis is placed more on strategic value and risk criteria and less on financial benefit and proposer's eagerness. These findings provide insights for both IT practitioners and researchers.

  • Researchers, institutes, and government involved in research & development (R&D) are faced with the problem of performing R&D project evaluations. As a real-word case of evaluation, we elicited and reproduced the evaluation process of the national nuclear R&D projects, using a specific case study of Korea. In the methodology, the analytic hierarchy process (AHP) is employed to evaluate and rank the selected nuclear R&D projects which have a wide range of evaluation objectives and characteristics. As a result, we obtained relative ranking for research projects and importance of evaluation criteria. The method and implications can be easily understood and applied by practitioners since it follows naturally the standard practice of evaluating and relative comparisons of performance using evaluation procedures. By applying particular R&D project output to the procedures, project evaluators can compare and prioritize evaluation objectives.

  • As a separate project unit, the domestic construction policy evaluation is independently evaluated and managed by different involvements, so that it has been difficult to have a consistent policy evaluation to be performed. In this paper, thus, it is aimed to give an overview of the evaluation system and issues of domestic construction policy and suggest strategies of a improved evaluation system by a comprehensive benchmarking of construction policy evaluation system of Japan. The implications of this paper will serve a basis of improvement of a better construction policy evaluation system in Korea.

Economic Evaluation of the IT SoC Industry Infrastructure Program

  • This paper evaluates the economic effect of the IT SoC Industrial Foundation Composition Project. The evaluation was done in three steps. The first step was to estimate the contribution effect of the fabless small and medium venture business' sales. The step includes interview with all the CEOs of the firms under the support of the Enterprise Incubation System, The second step was to apply input-output analysis and then estimate the production inducement effect. The last step was to compare the results of estimation with the costs of the project. We have concluded this project had achieved 6.3 times greater economic effect compared to the budget. The reason for the large economic effect is that the project provided various infrastructures to the small and medium venture businesses.
