The Development and Simulation of Training Cost Estimating Model for the Operation of the Nurse Residency Program (신규간호사 교육 프로그램(Nurse Residency Program) 운영을 위한 교육비용 산출 모형 개발 및 모의 적용)

  • Purpose: This study aims to develop a cost model for NRP (Nursing Residency Program) operation and ultimately provide evidence for financial factors for NRP operation in the future by simulating a cost model. Methodology: This study developed a model for the NRP education cost calculation model based on the review of Hansen's model, which has systematically reported on the development and operation of NRP, and discussions with nursing education experts at a university-affiliated hospital. With the simulation, it was intended to predict nurses' supply and demand in the long term and to calculate changes in long-term education costs. Findings: Firstly, turnover model, term model, cost model necessary for calculating a model for the NRP education cost calculation model was set up. Secondly, the simulation showed the following results; 1) the proportion of newly graduated nurses less than 5 years of working decreases gradually over time, which will make the composition of nurses more balanced. 2) In the first year of the partial introduction of NRP, the cost of training new nurses was about 2.1 times higher than before. After the introduction, the training cost in the 13th year began to be lesser than before the introduction, and in the 25th year, it decreased by 28.1% compared to before the introduction. Practical Implications: Firstly, NRP would be an effective way to solve the higher turnover and frequent departure of new nurses and the imbalance of nurses' composition. Secondly, although the costs of NRP are incurred in the early stages, in the end, NRP training costs are reduced compared to before the introduction of NRP. It is necessary to systematically understand the contribution effect of NRP by analyzing the economic value of NRP considering financial and non-monetary returns in the future and providing a basis for decision-making related to NRP implementation.

  • Low carbon construction is an important operation management goal such as cost, time, and quality in construction community. This paper introduces a system which measures the variability of carbon dioxide amounts. First, this system allows creating construction operation models of which the level of detail is breakdown into the work task level. Second, the system implements sensitivity analysis along with a ranges of resources that are allocated in an operation model. It facilitates to find the optimal resource combination using the operation performances such as the amount of emissions, operation completion time, and cost. Lastly, it identifies the best fit probability distribution functions of performance criteria given a certain resource combination. It allows project manager to query the percentages to complete the operation within a limitation specified by the system users.

  • An optimization procedure was proposed to minimize construction and operation cost simultaneously. The global criterion method was exploited to find a Pareto optimum solution to the multi-objective functions. The result was compared to the data of a real pumping plant and it was found that the optimized plan of pumping plant could reduce both of the construction and operation cost.

  • In South Korea, there is no consideration for increasing labor costs and price fluctuation regarding the commission for a flight inspection. Because this causes a deficit in the flight inspection related operation, the cost system should be improved. Therefore, this research considers the first cost analysis in order to calculate a proper flight inspection commission through three different types of cost making methods. Moreover, as flight inspections are held by flights and human labors, labor costs are included as the main operation cost. According to the research, it is analyzed that the total cost to process flight inspection operations is decided by the scope of aircraft operation.

  • This paper proposes determining a optimal number, size and allocation of DGs(Distributed Generations) needed to minimize operation cost of distribution system, obtains economic benefit in operation planning of DG and improves system reliability. System reliability is assessed whether DG install and reliability cost consider. DG optimal allocations are determined to minimize total cost with power buying cost, operation cost of DG, loss cost and outage cost using GA(Genetic Algorithm).   • The micro grid considered in this paper consists of a diesel generator, a photovoltaic array, a wind turbine, a fuel cell, and a energy storage system. This paper explains and simulates the micro grid components in terms of accuracy and efficiency of having a system model based on the costs of fuel as well as operation and maintenance. For operational efficiency, the objective function in a diesel generator consists of the fuel cost function similar to the cost functions used for the conventional fossil-fuel generating plants. The wind turbine generator is modeled by the characteristics of variable output. The optimization is aimed at minimizing the cost function of the system while constraining it to meet the customer demand and safety of micro grid. The operating cost in fuel-cell system includes the fuel costs and the efficiency for fuel to generate electric power. To develop the overall system model gives a possibility to minimize of the total cost of micro grid. The application of optimal operation can save the interruption costs as well as the operating costs, and improve reliability index in micro grid.

  • In order to cope with improvement of labor cost and cargo volume, Korean ports, especially Busan port, are in need of many new facilities. Of course, current facilities should be fully used, and at the same time it needs to make every effort to maximize its productivity as well as cost saving. To this end, this study has decided to focus on automatic yard operation suitable to the domestic container terminal environments, making a survey of many advanced container terminals, trying to find out their common factors, and finally suggesting several alternatives based on the combination of these factors. Also, this study has suggested the present value of initial investment and operating cost by alternative, and at the same time presented the relationship between cargo handling volume and cost/revenue of the optimal alternative, so that it may be of help in decision making.

Sustainable Design and Its Cost: Case Study of Nanning China Resources Tower

  • Sustainability is becoming more and more important in our everyday lives. Thus, it is apparent that more sustainable initiatives are incorporated in a building design concept to reduce operation costs and environmental impacts. However, will the construction cost go up if the building is going green - especially if it is a tall building? This is the question on everyone's mind. In the following paragraphs, we will look into a case study of a skyscraper in Nanning, China. That 411-metre skyscraper, Nanning China Resources Centre East Office Tower, is currently under construction. Designed to LEED-CS Gold standards, the building has adopted a number of sustainable design elements and operation practice, which indeed only accounts for a small percentage of the total construction cost.

  • The Korean government has invested a tremendous amount of money in the last 10 years to build large public research infrastructures (LPRI). For efficient operation and maintenance of LPRI built with expensive equipment and professional engineers, reasonable budget needs to be allocated. However, it is difficult to fulfill sustainable operation and maintenance (O&M) because there is no standard on budgeting for efficient LPRI operation, including expensive equipment and manpower allocation. There have been a lot of cost assessment studies regarding O&M of high-demand facilities such as hospitals, hotels and residential buildings, but a very few on sustainable O&M of LPRI. Therefore, mid/long-term budget establishment plans for efficient LPRI O&M are required from the initial planning stage and a cost assessment model to support the plans should be developed. The objective of this paper is to propose a cost assessment model for sustainable operation and maintenance of large public research infrastructures. To do so, actual O&M data of 6 LPRI types in operation are collected, and regression analysis model (RAM) is used for development and evaluation a cost assessment model. The study result will support sustainable operation of LPRI from a business perspective and be used as basic data for continuous development of cost assessment models to establish budgets for LPRI operation from an academic perspective.

The Functions and Roles of Bimodal Tram in the Public Transportation System (대중교통체계에서 바이모달 트램의 기능과 역할)

  • The public transportation in operation or to be planned domestically includes subway, LRT, bimodal tram and bus, which are independently characterized in their passenger capacity and cost. High quality service is generally accompanied by high cost of construction and operation. Thus, ITS, BIS/BMS and BRT system are recently introduced to provide high quality service to the passengers with the cost as low as possible. The bimodal tram is under development to achieve such goals in public transportation. The passenger capacity is approximately expected to be 10,000$\sim$17,000 persons/hour and the construction cost to be 10$\sim$30 million dollars/km. It is possible to construct the infrastructure gradually depending on the demand of transportation in the planned route, which can effectively reduce the initial cost to launch the service. The bimodal tram is developed to provide the advantages of subway and bus to the passengers with respect to the scheduled operation and flexibility of the lines.
