A Study on Organizational Members' Psychological Reactance Factors on IT Governance Control (IT 거버넌스 통제에 대한 조직원의 심리적 반발요인에 대한 연구)

  • The purpose of this paper is to focus on the analysis of organizational members' psychological reactance factors on IT governance control in various types of organizations by the use spreading of individual devices. For this, a model was made based on previous researches related to IT governance control, the scale of organizational members' psychological reactance and the expectancy theory. The statistical significance of organizational members' psychological reactance factors and attitude on IT governance control was tested by the Hong's psychological reactance scale, the level of reward according to expectancy theory, the position in organization and organization size. This study shows controls for achieving the managerial goal of company and an analytical framework generated by analyzing systematically organizational members' psychological reactance factors by IT governance and managerial implications on IT governance control are also presented.

Remodeling Strategies for Governance of Trade in Services in Korea (서비스무역 거버넌스 분석과 리모델링 전략)

  • As a result of overemphasizing the goods sector in trade structure, Korea does not meet properly the global trend which has the key role of 'trade in services' as the service economy have been expanded. Hereafter, it is easily forecasted that trade in services will be one of the main factors for Korea's competitiveness and engine of growth. Nevertheless, because Korea does not equip the concreteness of governance for trade in services, it is possible that the efficiency deterioration of trade volume, confusion of Korea's trade policy, conflict among trading countries, and discordance between the interested parties may be occurred. This paper analyzes the governance system of Korea for trade in services in order to enhance the competitiveness reflecting the importance of trade in services and to draw some strategies for remodeling the service governance system. It is expected to raise the efficiency of Korea's trade policy by constructing the systematic governance for trade in services, and to remove lots of latent risks during global transactions by improving the imbalance between manufacturing and service part for the development of trade in services in Korea. Analysis revealed itself the result that Korea is weak enough to can not identify the governance system about trade in services. Except 'Extent of Services' article of the Foreign Trade Act, Korea has not prepared the governance system for trade in services so that governance system have been scattered overly or decentralized. Problems about trade in services are not limited to enterprise's side, but extended to all the players including government agency whole, academic world and research institute. Therefore, the governance of trade in services should be strengthened and systematized by making the model law for trade in services(provisional name : Master Law for Trade in Services or Promotion Law for Trade in Services) by formatting type of fundamental law or separate legislation. If the bill legislation does not meet the conditions, the Foreign Trade Act should be totally reformed to Omnibus Trade Act concept including trade in services.

Development of a Bottom-up Agricultural Water Governance Model in Korea (한국형 상향식 농업용수 거버넌스 모형 개발)

  • Recently, Korea aimed to increase water use efficiency by implementing integrated management according to the water management unification policy. Considering the enormous use of water resources in the agricultural sector, it is necessary to efficiently conserve water in terms of demand management by intensifying the stakeholders' involvement and awareness campaigns. The existing agricultural water management system in Korea is based on a top-down approach by which the government agencies directly plan budgets and policies to be enforced on and implemented by farmers, with little to no involvement of farmers in the decision-making process. However, this process has hindered the desired water resources management and the water conservation goal at the field level. Moreover, the limited research on water governance operations focusing on agricultural water creates a knowledge gap, particularly in Korea. Thus, it is necessary to investigate water governance cases with successful implementations in agricultural and rural areas to identify the factors applicable to domestic governance in Korea. In addition, a more systematic governance model should be established by identifying the subjectivity of the stakeholders' involvement in agricultural water governance. Therefore, this study proposed a new bottom-up model for agricultural water governance, which aims to raise the problem of autonomous water governance while promoting stakeholders' voluntary participation in agricultural water management and reflecting farmers' involvement in the decision-making process. Moreover, if agricultural water governance is expanded nationwide by reflecting agricultural and water resource policies in the future, it is believed that positive effects can be achieved in increasing utilization efficiency and securing sustantiality through agricultural water saving.

An Analysis for Influence Factors for IT Governance: Focusing on ITA/EA Functions (IT거버넌스의 영향요인 분석: ITA/EA 기능 중심)

  • In this paper, the function factors contributing to ITA/EA functions in their organizations, are suggested. Also the reasons to the construction of IT governance system and their effects on the their organizations are discussed and the relationships are verified by empirical model. From the survey, the data of the 227 respondents were collected and regression analysis was performed for validating the research model. ITA/EA functions consist of the IT infrastructure systemization, ITA/EA business process support, IT investment efficiency factors. And the factors of IT resource and performance management, IT process management, IT service management are included to IT governance. The main analysis results described significantly are shows as follows. At first, IT resource and performance management factor is effected by the ITA/EA business process support factor and IT investment efficiency factor. In similarly, IT service management factor is also affected by the factors such as ITA/EA business process support, IT investment efficiency, and IT infrastructure systemization. In additional analysis, IT investment efficiency factor in official sectors, ITA/EA business process support factor in private sectors respectively are described as the significant factors on the IT governance.

  • In recent years, many leading corporations are actively adopting IT as competitive resources to improve productivity and processes efficiency with strategic alignments. In effect, IT investment also continues to increase. As a vast growth of IT investment, questions and criticism on recent IT investment results are also rapidly being raised. Especially, improper decision making and management on IT investment may cause negative impact on the company's reputation and finances, therefore companies need reasonable and wise investment decision making on new IT projects. This study applies the conceptual framework of IT governance to IT investment decision making cases to examine how IT investment governance influences the quality of IT investment decision making and how business-IT strategic alignment affects the quality of IT investment decision making. This paper contributes to identify the main factors for reasonable and effective IT investment decision making and expected to provide proper guidelines for IT investment decision making.

  • University IT center usually has led IT system and headquarters have been working as a separate organization. If we apply the governance framework that is unique to the university system for IT governance in university IT project, IT transparency and efficiency are increased, and IT is no longer a simple tool but a university IT governance it will be stabilized. To improve existing problems, UCC was developed a unique framework of university organization based on CobiT Cube. So it can use effectively University IT on various side. I propose a method that can be applied to university information system sequentially through UCSP spiral process so that information service is classified into 5 areas and process is gradually applied.

  • The study is to establish the role of libraries in governance. Governance is valid when private actors participate in it. Because it emphasizes the cooperation with actors in diverse sectors for solving complex problems in society. Communities as private actors with publicness help governance actualize direct democracy by participating in governance. Libraries are institutes that foster communities, but in some cases libraries are communities themselves. Therefore, the study reviews literature to prove the relationship between communities and governance and the relationship between libraries and communities. On the basis of literature reviews, the study conducts the survey to proves the relationship between libraries and governance.

Good Governance Assessment in Community Forest of Nepal

  • The basic for the achievement of the community forestry rests within the Community Forest User Groups (CFUGs). They are responsible to establish good governance, sustainable forest management and improve people's livelihoods. The study aimed to assess the governance score prevailing in CFUGs using stratified random sampling. Our study shows the governance score of 64.17% in community forests with highest 73.94% in Bhotechaur community forest and lowest 56.60% in Tinkanya community forest. Among the eight elements of good governance, consensus-oriented was found highest while responsiveness was lowest in the study area. Further, the independent variables such as well-being ranking (χ2=21.695, df=6, p<0.01), source of income (χ2=20.474, df=6, p<0.01) and education status (χ2=17.450, df=6, p<0.01) has significant impact on governance. Based upon the findings, it is very clear that good governance in CFs are more than average but still not up to the mark. Finally, it calls for rethinking that involving all the stakeholders during planning phases delineating the responsibility and power for correspondents can make possible in achieving sustainability in community forest.

Marketing Environment and governance mechanisms: Focusing on Manufacturer's Interfirm Benevolence

  • Purpose - Manufacturers in uncertain environments need to depend on governance mechanisms to reduce the inherent risk in these environments. However, few studies have examined which governance mechanisms a given manufacturers will develop in uncertain environments for managing the relationships with its vertical partner. This study explores how different governance mechanisms function under uncertain environmental circumstances. We also try to investigate the contextual effect of interfirm benevolence as moderator. Research design, data, and methodology - This research provide the conceptual framework of interfirm benevolence on which this research's propositions are predicted. The theoretical background for environmental uncertainty, governance mechanisms and interfirm benevolence will be discussed. Results - The expected results are as follows. Manufacturers in an uncertain environments rely on different governance mechanisms under conditions of high and low interfirm benevolence. In terms of role of interfirm benevolence, interfirm benevolence provides a better understanding of how governance mechanisms can develop in an uncertain supply markets. Conclusions - This research suggests several theoretical and practical implications between channel partners, particularly, this research offers that interfirm benevolence is a crucial competitive factor under environmental uncertainty situation. In future studies, it is necessary to investigate the effect of each governance mechanism structure on performance in an uncertain environment and various level of interfirm benevolence.

Corporate Governance and Cost of Equity: Evidence from Tehran Stock Exchange

  • The purpose of this study was to investigate the impact of corporate governance index on the cost of equity in companies listed on the Tehran Stock Exchange. This study collects data from 975 observations during the period 2012 to 2018 to test the hypotheses using multiple linear regression model for the panel data. In this research, the independent variable of corporate governance index comprises of 27 specific corporate governance attributes. The results of hypothesis testing showed that corporate governance has a negative and significant effect on the rate of capital cost. In other words, the quality of corporate governance can lower the rate of capital cost. This result suggests that, by using a powerful corporate governance system and by declining the information asymmetry (increasing transparency) and agency conflict, we would be able to enhance the quality of financial reports. It would strengthen the capital market, attract financial suppliers and investors, and absorb the required financial resources of the firm by a lower rate. The findings of the study suggest that companies are able to reduce the cost of equity by establishing strong corporate governance. This conclusion suggests the importance and effectiveness of corporate governance in the cost of equity.
