A Study on the 4th Industrial Revolution and E-Government Security Strategy -In Terms of the Cyber Security Technology of Intelligent Government- (제4차 산업혁명과 전자정부 보안연구 -지능형 정부의 빅데이터 사이버보안기술 측면에서-)

  • This paper studies desirable form of future e-government in terms of intelligent government research in response to new intelligent cyber security services in the fourth industrial revolution. Also, the strategic planning of the future e-government has been contemplated in terms of the centralization and intellectualization which are significant characteristics of the fourth industrial revolution. The new system construction which is applied with security analysis technology using big data through advanced relationship analysis is suggested in the paper. The establishment of the system, such as SIEM(Security Information & Event Management), which anticipatively detects security threat by using log information through big data analysis is suggested in the paper. Once the suggested system is materialized, it will be possible to expand big data object, allow centralization in terms of e-government security in the fourth industrial revolution, boost data process, speed and follow-up response, which allows the system to function anticipatively.

  • Decentralized approaches are extensively researched by academia and industry in order to cover up the flaws of existing systems in terms of data privacy. Blockchain and decentralized learning are prominent representatives of a deconcentrated approach. Blockchain is secure by design since the data record is irrevocable, tamper-resistant, consensus-based decision making, and inexpensive of overall transactions. On the other hand, decentralized learning empowers a number of devices collectively in improving a deep learning model without exposing the dataset publicly. To motivate participants to use their resources in building models, a decent and proportional incentive system is a necessity. A centralized incentive mechanism is likely inconvenient to be adopted in decentralized learning since it relies on the middleman that still suffers from bottleneck issues. Therefore, we design an incentive model for decentralized learning applications by leveraging the Ethereum smart contract. The simulation results satisfy the design goals. We also outline the concerns in implementing the presented scheme for sensitive data regarding privacy and data leakage.

  • This urban centralization is expected to develop rapidly, with 75% of the population living in the city by 2035. Large cities are becoming unsustainable due to side effects such as environmental pollution, severe traffic jams, excessive energy depletion, and destruction of the natural ecosystem. In addition, the happiness index of citizens of large cities is also falling because of high crime rates and safety accidents, the work-life imbalance caused by inequality and polarization, and overly competitive education. To solve this problem, Smart City, an IT-based future city model, was born. The Korean government is also actively attempting to improve urban competitiveness and promote sustainable development through efficient construction and operation of smart cities as a national focus project. To support the effort, we review the basic directions and strategies of Sejong City's Smart City service infrastructure based on the comprehensive national land plan, Smart City plan, and Smart City strategy plan.

  • In 2017, amid changes in the security market such as integrated security (IS) and convergence security (CS), a variety of security paradigms in terms of operation and management have been suggested. Rather than changing existing network infrastructure and bringing about fluid, multi-dimensional changes, these solutions and technologies focus entire security capacity on a primary protection, leading to network infrastructure suffering from unexpected inherent violations and problems in a continued manner. Therefore, it is time to propose and develop a flexible network section that can protect from attacks of similar pattern and concentrated traffic attacks by applying a new concept of WB (Water-Bubble) to network infrastructure and analyzing on the basis of experiment and installation. Methodology of the WB-based highly secure flexible network section proposed in this study is expected to provide materials for studies on how to achieve network section security taking into account three major limitations and security standards: fluidity, unpredictability, and non-area scalability by contact point ratio, by changing a network area predicted to be the final target of attack into resonant network section (area) with flexible area changes.

  • An ad hoc network is a system of wireless mobile nodes that dynamically self-organize in arbitrary and temporary network topologies allowing people and devices to internetwork without any preexisting communication infrastructure. Although ad hoc network is attractive solution, there are still some major flaws that prevent commercial growth. Security is one of these main barriers; ad hoc networks are known to be particularly vulnerable to security attack. It is difficult to establish a centralized key distribution center and a trusted certification authority to provide cryptographic keys and digital certificates to nodes. To prevent attacks in ad hoc routing protocols, many algorithms have been used. In this paper, we have depicted a secure framework for multipath routing in wireless multihop network, which is comprehensive solution for secure data forwarding in wireless multihop networks. With the simulation results, the proposed scheme is compared with existing source routing scheme.

Numerical Simulation of Jet-like Currents Influenced by Irregular Waves (불규칙 파랑의 영향을 받는 유사제트류의 수치모의)

  • The effect of wave and current interactions on jet-like current flowing against waves was investigated based on numerical simulations. The numerical simulations were conducted using a model system of REF/DIF(a wave model) and SHORECIRC(a current model). In the simulations, irregular waves refracted due to the jet-like opposing current were focused along the centerline of current, and the jet-like current was spreaded earlier when the wave heights become larger. The numerical results show that the rapid change of wave height distribution in transverse direction near current inlet plays a significant role to spread the jet-like current. In other words, the radiation stress gradients acting in transverse direction have a more significant effect on the jet-like current than its gradients acting in flowing direction which tend to accelerate the current do. In conclusion, it is indispensible to take into account the interaction between waves and current when the jet-like current such as river mouth meets opposing waves.

  • This study estimates the demands for safety training courses with reference to research on safety training records, seafarer statistics, target groups for safety training, expiry dates of existing safety courses, seafarer employment rates, the retirement age, etc. These results are compared with the seating capacity of the maritime training institute to analyze the anticipated increase in and convergence of demand can be accommodated. The average annual safety training needs for the next five years according to the Seafarers Act include approximately 10,444 people, and the proper annual seating capacity of the maritime training institute is approximately 7,280 people at present. Thus, in order to respond to an increasing demand for safety training, it is necessary to expand the capacity of the safety training facility.

  • It has been widely believed that the ethnic relations in Honolulu and Hawai'i in the early twentieth century were little associated with racist ideology because the white race was minority in terms of the racial composition. In reality, however, the racial and ethnic issues have played a major role in forming the past and present relations among ethnic groups. This study shows that the white-supremacy ideology exerted a strong influence on minority groups in Honolulu throughout the immigration and settling-down process, as much as in the mainland U.S. Clear occupational stratification and residential segregation among the ethnic groups in Honolulu represented almost the same situation as in mainland cities. The social segregation and spatial propinquity of their residential neighborhoods facilitated the construction of dichotomized identity: "Local" versus "Haole". Such transformed identities were a product of on-going inter-ethnic negotiation process embedded in the non-white multi-ethnic neighborhoods.

  • This study reveals a change in the growth cycle of metropolitan with analyzing the population of Seoul metropolitan area and identifies the characteristics of each urban area. For this, the exponential growth of the city, Roxy index, which in recent years been actively studied in Japan, has applied. As a result, the entire metropolitan area and central areas, and the southern region are about to move to the accelerating centralization phase. In the phase of suburbanization are highly likely to turn into the new phase of regression phase. In addition, the northern and eastern suburbs are currently in progress with the accelerating decentralization phase and are expected to be converted in the decelerating decentralization phase. Through this implication in Seoul metropolitan area, it is necessary to carry out the policy responses about regional maintenance by connecting to the changes in direction and speed of cycle phase of city. The results of this study can be used as basic data to determine the long-term future growth and decline of the metropolitan area.

A DDMPF(Distributed Data Management Protocol using FAT) Design of Self-organized Storage for Negotiation among a Client and Servers based on Clouding (클라우딩 기반에서 클라이언트와 서버간 협상을 위한 자가 조직 저장매체의 DDMPF(Distributed Data Management Protocol using FAT) 설계)

  • This paper proposes the DDMPF(Distributed Data Management Protocol using FAT) which prevents data loss and keeps the security of self-organized storages by comprising a client, a storage server, and a verification server in clouding environment. The DDMPF builds a self-organized storage server, solves data loss by decentralizing the partitioned data in it in contrast to the centralized problem and the data loss caused by the storage server problems of existing clouding storages, and improves the efficiency of distributed data management with FAT(File Allocation Table). And, the DDMPF improves the reliability of data by a verification server's verifying the data integrity of a storage server, and strengthens the security in double encryption with a client's private key and the system's master key using EC-DH algorithm. Additionally, the DDMPF limits the number of verification servers and detects the flooding attack by setting the TS(Time Stamp) for a verification request message and the replay attack by using the nonce value generated newly, whenever the verification is requested.
