Study on the Determinants of Elderly Welfare Budget among 17 metropolises and provinces in Korea Using Fs/QCA (17개 시·도 노인복지예산 결정요인에 관한 연구: 퍼지셋 질적 비교분석을 중심으로)

  • It is critical to secure stable financial resources and efficient financial management for local governments to promote elderly welfare. Using the Fuzzy Set Qualitative Comparative Analysis method, we empirically examined the conditions under which the 17 metropolises and provinces in Korea increase or decrease their budget for elderly welfare. After examining previous studies, socio-economic variables(ratio of elderly people, ratio of elderly welfare recipients), financial variables(financial independence ratio), and political administrative variables (number of regulations on elderly welfare) were included in the analyses to determine the causal conditions of elderly welfare budget per person. Fs/QCA resulted in three combinations of elderly welfare budget per person: first, the combination of low ratio of elderly people, high ratio of elderly welfare recipients, and low number of regulations on elderly welfare; second, the combination of low ratio of elderly welfare recipients, low financial independence ratio, and high number of regulations on elderly welfare; and lastly, the combination of high ratio of elderly people, high ratio of elderly welfare recipients, and low financial independence ratio. Implications for elderly welfare were made considering socio- economic, financial, and political administrative circumstances based on the study results.

A Study on IT Outsourcing Policy Based on Operational Risks of Financial Industries (금융보안 리스크 기반의 IT도급 정책 연구)

  • For the continuous financial incidents occurred in 2011, Korean government has announced the amendment on electronic finance supervision regulation including human resources, organization and budget. The major part of the regulation is mainly focused on human resources and budget. It states that company has to employ at least 5 percent of IT staff out of total staff, and at least 5 percent of security staff in IT staff employment number. Budget for security should be at least 7 percent of total IT budgets. This paper studies IT outsourcing policy based on operational risks of financial industries caused by amendment of regulation. This paper provides the policy decision procedure for resolving the 3rd party problems and suggests the effective operation policy to 3rd party for the program quality improvement and case studies at the IT task classification.

  • u-Health 관련 보건 비용의 지속적인 증가와 건강 및 사전 예방에 대한 관심이 증가함에 따라온라인을 통한 상담, 정보제공, 동영상 서비스 및 e-commerce등 건강 관련 서비스 시장 확대가 되고 있다. 국내 의료산업은 원무행정 분야에 대한 초기 정보화 단계에 있으며, 대학/종합 병원들의 IT예산은 급속히 증가하고 있으나, 중소형 병/의원/약국의 경우 IT 투자예산 확보 문제가 있다. 이를 대처하기 위해 u-Health와 Wellness를 통합 함으로서 BT, NT 및 IT 관련 기술을 활용하여 u-Fitwellness 시스템을 구축 Ubiquitous 네트워크를 통해 고객에게 건강과 의료관련 서비스, 제품, 정보를 제공하고 개인의 삶의 질을 향상시킴으로써 홈 네트워킹 기반 u-Health Total Solution을 통한 융합형 시스템 서비스를 제공하고자 한다.

A Study on the Investigation into Obstacles in Construction Budget Estimating (건설기업 실행예산 편성업무의 애로요인 분석에 관한 연구)

  • Under the circumstances where the profitability has become a more critical issue for general contractors, the objective of the study is to identify and discuss obstacles and their key characteristics in the construction budget estimating. Through the questionnaire survey and interviews with experienced estimators of general contractors, the study identified 18 obstacles by 6 groups. It discussed that although various obstacles exist, there are key obstacles to which general contractors should pay attention for the realistic construction budget estimating. In particular, improving subcontractors' estimating competency and incubating estimating experts are identified as the key issues to overcome obstacles in the construction budget estimating.

  • The recent cultural properties utilization projects by the Cultural Heritage Administration have no rational standards to pay reasonable prices to stakeholders participating in budget compilation or projects. Therefore, there are frequent conflicts when calculating budgets between the Cultural Heritage Administration supervising projects and local governments or private organizations. Especially, as the items or detailed standard of budget compilation from planning to completion of projects are unclear, it is hard to stably operate projects, and eventually, they are no more than one-shot events without being developed into long-term projects. Thus, this study analyzes the overall operational status, systems, and problems of current cultural properties utilization projects. A national-level budget compilation standard system is then suggested, for the stable operation of cultural properties utilization projects. In addition, this study benchmarks the items and detailed standard of budget compilation used in similar areas, and also puts together actual cases.

  • Because of the difficulties on budget estimation of National R&D projects, it is expected that the errors of decision making can be reduced if the information on project performance and its evaluation result is provided to the decision stakeholders in a timely manner, as a reference. In reality, however, the result of project evaluation is not utilized in its own purpose. One reason is that the information on evaluation result and budget is not shared at the right time. The other is that the interconnection between systems to support those information is not realized yet. Therefore, the current status of National R&D projects is analyzed in terms of before and after the reign of current government. In particular, this paper is focused on the improvement through the procedural and systematic approaches and attempted to suggest the enhanced process for the seamless interconnection between National R&D performance evaluation and budget information.

  • The contract screening system is being introduced and operated as a model of advance budget reduction for local fiscal efficiency. But as the authority recognizes the contract screening system as a means of budget reduction, and companies recognize it as a means of budget curtailment, a contradictory understanding structure on the contract screening system is being formed. This research was prompted to propose a development method that will enable the contract screening system operating in Jeju Special Self-Governing Province to be appropriately established as a model of advance budget reduction. To achieve this, the operating status of the contract screening system was analyzed, and the recognition level on the contract screening system of the local government and companies was analyzed on the basis of contract screening data.

  • A large sample can Provide more information about the Population. As the sample size Increases, analysts will be more confident about the survey results. On the other hand, the costs for survey will increase in time and manpower. Therefore, determination of the sample size is a trade-off between the required accuracy and the cost. In addition, permitted error and significance level should be considered. Sample size determination in surveys for O/D estimation is also connected with confidence of survey result. However, the past methods were usually too simple to consider confidence. Therefore, a new method for O/D surveys was Proposed and it was accurate enough, but it has too large sample size when we have current budget constraint. In this research, several minimum sample size determination methods for origin-destination survey under budget constraint were proposed. Each method decreased sample size, but has its own advantages. Selection of the sample size will depend on the study Purpose and budget constraint.

A Study on the Improvement of Long-Term Continuing Construction Contracts Dispute Using FGI (FGI를 활용한 장기계속공사계약 분쟁 개선방안 기초연구)

  • Given that most government contracts are based on a fiscal year, long-term continuing construction contracts require appropriate provisions as significant amounts of budget is supposed to be invested for several years. This study drew problems and improvements of the long-term continuing construction contracts by analyzing the contents of FGI and list of construction order. We found that a number of problems, such as the mismatch between laws and enforcement decrees, difference in calculating overheads due to the extension of construction period, many construction orders that are hard to see as budget efficiency and over investment in the final annual contract, were tangled up in the process. To solve the problems mentioned, we suggested several improvements as follows: (1) effect of total construction period and total amount should be guaranteed by a law, (2) it is suggested that the scope of long-term continuing construction contract is determined by a law, and (3) it should be clear about the calculation of overheads concerned with the extension of construction period as well as the estimation of construction period to prevent over investment in the final contract.
