This paper introduces the alignment background, analyzes some alignment issues. a practical the model of Data Governance for business and IT alignment is describes to implement the alignment so as to improve organizations innovation competency. Business and Information Technology alignment plays an important role in the business operation. Data Governance is an emerging approach which has been proven in some organizations to meet alignment demand. This paper proposes the model of Data Governance and proves the effective through implementation. This could be a good model of benchmarking for the best data quality management of all organizations.

This study examines the status of Korean E-government implementation and explores the ways to contribute to governance improvement by means of the e-government. As far as the level of implementation of e-government, Korea is confirmed to have achieved upper level by global standards, but it is found that continuous efforts of improvement is still required in the area of integrative management, which is considered as a final phase of e-government development. In order to evaluate how much e-government of Korea has contributed to the improvement of governance, I tried to measure the usability of e-government from the perspective of providers and that of consumers, and also, a qualitative evaluation on the provision and usage of functions related to the governance was also adopted. It is concluded that, while Korean e-government has reached a remarkable stage in the quantitative perspectives, there are still a room for improvement from the qualitative perspective, such as its role as a means of governance improvement. Also, based on the above evaluations and consequent findings, I suggest guidelines for the improvement of governance through the development of e-government.

Operational continuity is not a simple issue that can be solved by a Back-Up center or an alternate site. Strategic issues including law, standards, etc demand a new approach in terms of the operational continuity management (OCM). Also, it is necessary to develop a new framework of OCM governance as a part of the corporate governance. Experts from corporate governance insist that OCM can be included in the corporate operational control and so it is important to set up a strategy for OCM in the organization. This paper describes how OCM governance suggests two aspects of effectively controlling corporate risks in the viewpoint of corporate governance. First of all, the top corporate management develops the strategy of operational continuity with regard to the corporate governance. Secondly, there is the aspect of how to build up and manage the strategy of operational continuity in the corporations.

정부 주도적으로 전국적으로 U-City 구축이 확산되고 있으며 특히 신도시형 U-City 사업은 동탄 U-City가 완공됨에 따라 본격적인 운영단계에 접어들고 있다. 그러나 신도시형 U-City 사업은 이원화된 사업 수행 체계로 인한 많은 문제점들이 드러나고 있다. 본 논문에서는 U-City 사업의 가치사슬을 분석하여 문제점을 도출하고 이에 대한 해결방안으로서 U-City 거버넌스 모델을 제시하고 있다. U-City 거버넌스 모델은 구축뿐만 아니라 운영 단계까지 포함한 U-City 라이프사이클을 효율적이며 효과적으로 관리할 수 있는 조직 체계를 정의한다. 이와 같은 U-City 거버넌스 모델은 국내 U-City 사업뿐만 아니라 도시수출의 성과를 극대화 할 수 있는 기반을 제공할 것으로 기대된다.

본 논문은 국방 클라우드를 기반으로 병사 스마트폰 사용에 대한 거버넌스의 방안을 연구한다. 2020 년부터 군 부대 내에서 병사의 스마트폰의 사용이 전면 시행되었다. 하지만 대량의 병사 스마트폰을 인적자원을 통해 관리하기 때문에 많은 인적자원 리소스가 필요하고, 보안이 중요한 부대 특성상 보안 점검을 사유로 인권침해가 발생하고 있다. 따라서 군 부대 특성을 고려한 거버넌스를 정의하고 도입할 필요가 있다. VMI(Virtual Mobile Infrastructure) 시스템을 이용한 국방 클라우드 기반 스마트폰 관리 시스템은 스마트폰을 군 보급품으로 지급하고 모든 스마트폰 프로세스 및 데이터를 중앙 서버를 통해 관리한다. 본 논문에서는 국방 클라우드 기반 스마트폰 거버넌스를 정의하고 중앙 서버를 통해 모든 스마트폰의 프로세스와 데이터를 관리함으로써 얻을 수 있는 기대효과를 관리적, 보안적 측면에서 연구하였다.

The academic research on data governance is still in its infancy and focused on the definition of concept and components. However, we need to study of evaluation on data governance to help make decision of establishment. The purpose of this paper is to develop of attribute index in data governance framework. Therefore, in this paper, we used RGT (repertory grid technique) and Laddering techniques for experts interview and survey for validation of disinterested third party experts and analysis statistically. We completed data governance attribute index which is composed of data compliance area including 8 components, data quality area including 16 components and data organization area including 7 components. Moreover, the evaluation attributes is prioritized and ranked using the AHP. As a result of the study, this paper can be used for the base line data in introducing and operating data governance in an IT company.

As e-commerce has led to profound changes in the way economic transactions are made and has spurred the rapid integration of global markets, governance of e-commerce has emerged as an important policy agenda around the globe. Given the broader social and economic implications of e-commerce, it is of no surprise that the rule-making process for global e-commerce has increasingly captured the attention of scholars. Despite the substantial contributions to understanding this process, a review of the literature reveals some weaknesses in the study of emerging forms of governance in global e-commerce. This paper addresses these weaknesses and proposes an alternative theoretical framework that underscores the role of ideas and discourse in the global rule-making process.

In an extended enterprise, there is a shift to shared services, cosourcing and outsourcing, and extending out to partners, suppliers, and customers to accomplish business objectives more effectively. Along with this critical need, executives should be aware of the need to focus on optimizing the value of their information technology and reducing the related risks. So IT governance is critical, and many companies including spin-off venture are providing IT governance solution, but very little is known about brand management and marketing strategy of IT governance solution provider. The purpose of this study is to investigate brand positioning of IT governance solution company focusing on spin-off venture. The results of this study are summarized as follows. First, brand management is needed in the spin-off venture. second, IT governance solution companies including spin-off venture must provide something more than functional value. That is, they actively seek to emotional or symbolic value for their customers.

The purpose of this paper is to focus on the analysis of organizational members' psychological reactance factors on IT governance control in various types of organizations by the use spreading of individual devices. For this, a model was made based on previous researches related to IT governance control, the scale of organizational members' psychological reactance and the expectancy theory. The statistical significance of organizational members' psychological reactance factors and attitude on IT governance control was tested by the Hong's psychological reactance scale, the level of reward according to expectancy theory, the position in organization and organization size. This study shows controls for achieving the managerial goal of company and an analytical framework generated by analyzing systematically organizational members' psychological reactance factors by IT governance and managerial implications on IT governance control are also presented.

There have been many conflicts in Pyeongtaek-Dangjin Port among central government, metropolitan council, and cities over the jurisdiction of reclaimed port area, an international passenger terminal construction and a bridge between the port and Dangjin area. This study found out two causes for the conflicts in terms of governance. First, the current governance structure of Pyeongtaek-Dangjin port has high levels of conflict and disputes among stakeholder. Second, there is no leading agency which is responsible for the future development of the port. It is very important to decrease the possibility of conflict and to establish leading agency. Measures to decrease the likelihood of conflict include establishment of conflict resolution mechanism, the clarification of the facts and applicable law, mutual exchanges between stakeholder. Measures to establish a leading agency include the introduction of a single governance, establishment of Pyeongtaek-Dangjin Port Authority, central-local combined governance, and empowering PA to do all port management.
