A Study on Organizational and Information System Characteristic Influencing Information Systems Planning's Performance (정보시스템계획 성과에 영향을 미치는 조직특성 및 정보시스템특성에 관한 연구)

  • Information Systems Planning(ISP) has gained considerable interest among researchers and practioners in recent years because of the impact of information systems on organization performance. This study aims at analyzing organizational characteristic factors, information system characteristic factors influencing ISP's performance. The organizational characteristic variables are considered organizational strategy, organizational culture, and managerial leadership. And the IS characteristic variables are considered IS resource and IS strategic role. The ISP's performance variables are measured BP-ISP integration effectiveness and ISP efficiency. For data on the 493 sampled company, a mail survey using a questionnaire was conducted in this study. The following results were obtained. First, there was significant relationship between organizational characteristics and ISP's performance. Specially, organizational strategy and organizational culture affect the both of BP-ISP integration effectiveness and ISP efficiency. Second, there was significant relationship between Information Systems characteristics and ISP's performance. Specially, IS resource and IS strategic role affect ISP efficiency.

  • Today many firms rely on information systems planning (ISP) to remain competitive by transforming their business model and redesigning their IT architecture. In spite of some great success stories, many firms are having a lot of difficulty with ISP. Previous research has found a number of critical factors for ISP. However, these studies have focused mainly on organizational characteristics. In contrast, our study has taken into consideration organizational work and planning process as main critical factors for ISP performance. Empirical results indicate that the ISP performance has a stronger relationship with ISP planning process rather than organizational work characteristics.

  • In the existing ISP methods, the important' role of enterprise value is usually ignored or not recognized in the information systems planning (ISP). Besides, in some ISP methods, there is a connotative precondition that the main body of value is always the enterprise stakeholder. Thus, in ISP, the enterprise stakeholders‘ value has been recognized while the value of other main bodies has been neglected, which has resulted in boycott and other problems in normalization construction. Based on the existing ISP analysis frame and ways, this article analyzes the enterprise fundamental principle of enterprise value acting on ISP and defines the formation of enterprise value. On the basis of Keeney's analysis way of value focused thinking for decision-making, we induct the factors of enterprise value into the ISP method and set forth such an ISP process: (1) identify the aggregation of enterprise value; (2) conform the objective structure of enterprise levels; (3) determine the appraisal standard for enterprise fundamental objectives; (4) determine the basic structure for information systems ; (5) confirm the data requirements for information systems; (6) give appraisal and comment.

  • It is necessary to assess and reap the benefits of integrating BP(Business Planning) and ISP(Information Systems Planning) in creating competitive advantage and ensuring superior financial performance. Securing and maintaining of integration between BP and ISP is frequently cited as a critical concern of IS managers. In general, however, BP and ISP are not integrated, and organization's strategy isn't supported effectively. Therefore, this paper identifies the current stage of BP-ISP integration of Korean insurance industry based on the survey and then reveals inhibiting factors and enabling factors for BP-ISP integration through the interview with IS managers of type 3 and type 4 companies. The results of this paper suggest factors to accomplish BP-ISP integration successfully for companies which are considering BP-ISP integration.

  • There exist a number of information systems planning (ISP) methodologies. Historically these methodologies have been evolving to reflect new technologies and business requirements. In fact, it is an uneasy task to select a methodology that fits a business need. Though there have been a number of studies proposing new ISP approaches, we are unable to find much research doing a comparative analysis on existing ISP methodologies. Our study, therefore, is to present a classification scheme for ISP approaches and to provide a guideline framework for selecting an approach most suitable to a particular firm's need. Our classification utilizes types of components covered in ISP deliverables and the peculiarity of these components. Such classification scheme and selection framework would help derive an IT-driven new enterprise model more effectively.

  • There have many studies seeking for an effective IS planning approach. These studies mainly considered organizational characteristics, external factors, and IS planning process as key factors influencing ISP outcome. ISP output, however, was less focused, which is believed to have a more direct relationship with ISP outcome. In this study we attempt to study empirically how architectural quality of ISP output impacts on ISP outcome.

  • Recently, the role of information system in a company has been changed a lot because of the rapid change in business environments and the development of information technology. It encompasses not only the supporting role which has aimed at improving business process but also the strategic role of which purpose lies in strategic use of information technology. Achieving this increased role of information system requires more emphasis on development of better and more effective ISP(information system planning). The purpose of this study is to identify organizational factors to affect successful information system planning. For this study, 240 survey questionnaires were mailed and 71 questionnaires were returned. 57 samples were used for the final analysis and 14 samples were excluded from analysis in that they didn't exercise official and systematic ISP. As the result of analysis, the factor which affect effective ISP is internal organization factors(size, ISP time frame, organizational planning resources, management style, organizational culture), not external factors(volatility and competitiveness). Among Internal factors, organizational culture and management style are the most significant factors which affect the effective ISP. The result of this study may have meaning in suggesting the way to develop effective ISP through the formalization of business process, more favorable users attitude toward IS and selection of an appropriate ISP methodology.

  • Information Systems Planning(ISP) has gained considerable interest among researchers and practioners in recent years because of the large investments that firms have made in IS and the increasingly strategic nature of the impact of information systems on organization performance. This study aims at analyzing IS process factors influencing ISP's effectiveness. The data collected were analyzed using statistical techniques if canonical correlation analysis. The following results were obtained. There was significant relationship between ISP process and ISP's effectiveness. Specially, business-led approach affects ISP problems. To conclude, the result of this study have practical implications that CEO or IS manager must consider IS process factors to improve ISP's effectiveness.

  • Recently a new IT planning effort, Enterprise Architecture (EA), is being carried out by a number of organizations. According to many previous studies, this EA effort intrinsically differs from information systems planning (ISP). In practice, however, it is often performed just like ISP, pursuing identical objectives with just a few more modeling methods. It might lead to a misunderstanding that EA is no different from ISP. In an effort to clarify the difference, we investigate how these two planning efforts differ one from another in richness of architectural description. 19 RFP(request for proposal)s were empirically analyzed to see the difference between EA and ISP in terms of the richness of architectural description.

  • As today's Information Technology (IT) becomes more global and specialized the importance of Information Technology Architecture (ITA). Based on the case study of e-commerce, this paper presents a systematic approach to Information Strategy Planning (ISP) with ITA. To implementation of strategic approach, ITA is developed to establish e-commerce projects. It is believed that the Chief Information Officer (CIO) will be more receptive to results that include ISP and ITA are combined simultaneously.
