정보시스템계획 성과에 영향을 미치는 조직특성 및 정보시스템특성에 관한 연구 (A Study on Organizational and Information System Characteristic Influencing Information Systems Planning's Performance)

  • Information Systems Planning(ISP) has gained considerable interest among researchers and practioners in recent years because of the impact of information systems on organization performance. This study aims at analyzing organizational characteristic factors, information system characteristic factors influencing ISP's performance. The organizational characteristic variables are considered organizational strategy, organizational culture, and managerial leadership. And the IS characteristic variables are considered IS resource and IS strategic role. The ISP's performance variables are measured BP-ISP integration effectiveness and ISP efficiency. For data on the 493 sampled company, a mail survey using a questionnaire was conducted in this study. The following results were obtained. First, there was significant relationship between organizational characteristics and ISP's performance. Specially, organizational strategy and organizational culture affect the both of BP-ISP integration effectiveness and ISP efficiency. Second, there was significant relationship between Information Systems characteristics and ISP's performance. Specially, IS resource and IS strategic role affect ISP efficiency.

  • Recently, the role of information system in a company has been changed a lot because of the rapid change in business environments and the development of information technology. It encompasses not only the supporting role which has aimed at improving business process but also the strategic role of which purpose lies in strategic use of information technology. Achieving this increased role of information system requires more emphasis on development of better and more effective ISP(information system planning). The purpose of this study is to identify organizational factors to affect successful information system planning. For this study, 240 survey questionnaires were mailed and 71 questionnaires were returned. 57 samples were used for the final analysis and 14 samples were excluded from analysis in that they didn't exercise official and systematic ISP. As the result of analysis, the factor which affect effective ISP is internal organization factors(size, ISP time frame, organizational planning resources, management style, organizational culture), not external factors(volatility and competitiveness). Among Internal factors, organizational culture and management style are the most significant factors which affect the effective ISP. The result of this study may have meaning in suggesting the way to develop effective ISP through the formalization of business process, more favorable users attitude toward IS and selection of an appropriate ISP methodology.

정보시스템 계획의 상황적인 연구 (A Contingent Study of Information System Planning)

  • Recently, the importance of ISP(Information System Planning) has been increased because of rapid change and severe competition in business environments. Furthermore, the role of IS in the organization has included not only the supportive activities but also the strategic activities. Organizations can get the competitive advantages through the strategic use of IT by establishing effective and systematic ISP implementation. The main focus of this study is investigate the relationship among three subunits(organizational factors, the role of IS and effective ISP) based on the contingent settings which the process of ISP is implemented. The reasons that conceptual framework of this study is based on the contingent theory are as follow: First, ISP process itself has a series of complicated work which various elements in a company are involved. ISP externally must have the process to evaluate information technology (technology related with IS). Internally ISP process has a serious of works including determining information requirements to develop successful IS for other functional departments and identifying strategic opportunity of IS aligned with business strategy. Secondly, the activity of ISP is occurring on the continual basis. Business environments in which ISP process has implemented are changing continuously. Specific ISP methodology which was appropriate in a certain period of time does not work any more because of the rapid changes in business environments. For this reason managers can hardly expect successful ISP without considering external environments or internal environments such as organizational or management side. The Study on the Effect of ISP(Information Strategic Planning) at the Institutional Sites

  • Understanding what lies beneath the relationship between ISP and its implementation is an significant area of inquiry in the ISP research. Through an empirical analysis and complementary case examples the current study examines this relationship at six different university sites which undergone both of these processes years from 1995 to 2001. The face-to-face, in-depth interviews were conducted to those participated in both of these processes. A questionnaire survey was also conducted to same participants to elevate the quality of the validity and reliability of the measures. Due to the limitation of the access to the data, it was not possible to compare how similar the final implementation outcomes are from what was originally planned in ISP to some sites. However the study finds that such organizational factors as management support, communication, and organizational culture at the ISP play an important role in the implementation process. This paper proposes that these organizational factors although little they seem to directly affect each individual elements in the implementation process, its latent impact is critical as a whole.

  • A well-established e-health strategy at the national level is necessary to successfully achieve the trust-and-consensus-based e-health goals by linking strategic information planning and the execution of an implementation plan. This paper provides a methodology of how to establish a national e-health strategy and the case of e-Health Information Strategic Planning (ISP) of the Ministry of Health and Welfare of Korea. The ISP is to improve the quality of care and contribute to the economic growth by integrating a variety of policies and providing affordable and competitive services.

  • The reason why modern companies adopt cutting-edge technologies aggressively is mainly due to maintain the competitiveness in this cut-throat business environment. One of the most important technology factors to maintain the competitiveness in this modern e-business era is how to adopt and apply information technology(IT). More and more companies are trying to implement their management strategies by applying IT, and therefore it is now important to understand IT strategy. Many of leading-edge companies believe that they need a structured and systematic approach, called ISP (Information Strategy Planning), to secure competitive IT capability, and heavily invest their resources to achieve the excellence in IT. However, eventual effects from those investments are not always proportional since every investment has its own investment parameters and objectives. In this research, we tried to develop a systematic model to verify the relation between the business competitiveness and ISP. First, in order to include the factor 'ISP', we modified the models suggested by past research results, and then analyzed the influences from IT investments and quality of ISP on the IT excellence of businesses. To prove the validity of the developed model, several sets of surveys were performed for 66 companies in various industries including electronics, manufacturing, finance, and service. The result of the research has shown that the quality of ISP impacts more on a corporate's business competitiveness, but none on business output.

  • As today's Information Technology (IT) becomes more global and specialized the importance of Information Technology Architecture (ITA). Based on the case study of e-commerce, this paper presents a systematic approach to Information Strategy Planning (ISP) with ITA. To implementation of strategic approach, ITA is developed to establish e-commerce projects. It is believed that the Chief Information Officer (CIO) will be more receptive to results that include ISP and ITA are combined simultaneously.

조선산업의 HSE 관리 정보전략계획 (Information Strategic Planning of HSE Management in the Shipbuilding Industry)

  • Shipbuilding is basically labor-intensive industry. It creates a number of job opportunities, but it is classified as a high risk industry like the construction industry. Shipyards show similarities in many aspects compared with the construction sites. There are many stakeholders of the HSE managements in the shipbuilding industry, such as ship owner, primary contractor and multi-layered subcontractors. The ship owners who are almost foreigners are treating strictly about safety and health. Therefore, it is necessary to development an appropriate HSE management systems and for the management systems it is desirable to information technology (IT) to accommodate these complex and complicated problems and situations. It was developed the ISP (Information Strategic Planning) as a HSE management system for the shipbuilding industry. It consisted of the environment analysis, the As-Is analysis and the To-Be design. In this study, the ISP is introduced and further it is suggested that it should be connected to system of HR(Human resource), PM(Plant maintenance) and KM(Knowledge Management) to make the HSE management system efficient.

  • Information Systems Planning(ISP) has gained considerable interest among researchers and practioners in recent years because of the large investments that firms have made in IS and the increasingly strategic nature of the impact of information systems on organization performance. This study aims at analyzing IS process factors influencing ISP's effectiveness. The data collected were analyzed using statistical techniques if canonical correlation analysis. The following results were obtained. There was significant relationship between ISP process and ISP's effectiveness. Specially, business-led approach affects ISP problems. To conclude, the result of this study have practical implications that CEO or IS manager must consider IS process factors to improve ISP's effectiveness.

  • 오늘날 대학은 지식 및 정보혁명에 대응하여 새로운 가상학습모델(가상대학, E-Learning)의 도입과 같은 교육 패러다임의 변화기에 놓여 있다. 이러한 변화기에 가상대학은 분명 대학에게 새로운 기회와 위협을 주고 있다. 만일 대학이 가상학습모델의 지원을 위한 가상대학시스템을 구축하고, 이를 미래의 중요한 전략적 요소로 인식한다면 가상대학시스템은 대학의 입장에서 볼 때 중요한 전략적 정보시스템이 될 수 있다. 본 연구에서는 가상대학시스템을 대학의 중요한 전략정보시스템으로 인지하고 이에 대한 체계적인 전략계획수립을 위한 하나의 프레임웍을 제시하며, 가상대학시스템 전략수립에 있어 가장 큰 영향력을 가진 집단인 교수자의 의견과 요구사항을 분석하여 이들의 요구가 가상대학 전략수립에 어떻게 반영되어야 할 것인지를 제시하고자 한다.
