There are several models for process quality assurance by quality system(ISO 9000), process capability analysis, acceptance control chart and so on. When a high level process capability has been achieved, it takes a long time to monitor the process shift, so it is sometimes necessary to develop a quicker monitoring system. To achieve a quicker quality assurance model for high-reliability process, this paper presents a model for process quality assurance when the fraction nonconforming is very small. We design an acceptance control chart based on variable quality characteristic and time-censored accelerated testing. The distribution of the characteristics is assumed to be normal of lognormal with a location parameter of the distribution that is a linear function of a stress. The design parameters are sample size, control limits and sample proportions allocated to low stress. These parameters are obtained under minimization of the relative variance of the MLE of location parameter subject to APL and RPL constraints.

This article is concerned with various aspects of establishing the global standard for occupational safety and health management system (OHSMS). The notion, main features, and brief history of the OHSMS are presented. The OHSAS 18000, its assets and liabilities, are reviewed as a prototype of the global standard. It is also addressed the possibility of combining ISO 9000(quality management system), 14000(environmental management system) and the OHSMS into the integrated management system (IMS) as a whole. The concepts of internal and external customers are presented to explain why the environment, safety and health should be incorporated into the notion of total quality 'Participation of the members' and 'standardization of the 4Ms (Man, Machine, Materials and Method)'are emphasized as the major enablers of the IMS. Finally, the industrial, academic and governmental roles are discussed for developing the IMS and setting it down into the Korean industries.

As consumer, one of the most important things how to get manufactured good is an assurance of quality. We have a consumer protection law which is weaker than product liability law(so called PL law), but stronger than civil law. In this special issue, we want to explain PL law which will be legislated within not long time and to propose a method of protection and defence in building and housing field. As the quality control of constructor, ISO 9000 series for quality assurance and CM (Construction Management) for quality assister are concerned in all construction process. Therefore, above mentioned PL law is very serious problems which are applied in apartment housing, if applied, a little part as not real estate will be possible.

An extensive literature review has been made in this paper to build the evaluation hierarchy structure for the certification of electronic commerce services. In building the evaluation hierarchy structure, major candidate evaluation factors are selected by bench marking the various certification practices, including the Malcolm Baldrige award, ISO9000, and BSC(balanced scorecard) techniques. This paper deployed principal component analysis and factor analysis techniques to develop a statistically solid and systematic evaluation model. The final evaluation model, as presented in this paper as a model for the certification of electronic commerce services, produces a numeric score on the 100% scale, which can be served as a metric for the certification decision. The AHP technique was used in converting the various qualitative and quantitative evaluation values into a single measure for the certification decision.

UN해양법협약 제94조에 따르면 기국은 자국선박의 안전 확보를 위한 총체적 역할을 다하여야 하며, 관련 조치로서 선박검사제도를 운영하여야 한다. 대한민국 정부(해양수산부)는 해사안전 증진의 목적을 위해 해양사고 저감을 목표로 설정한 관련 정책을 시행하였으나 목표를 달성하지 못하고 있다. 선박검사제도는 해양사고 예방을 위한 조치로서 실효성 있는 제도의 운영을 위해서는 현행 선박검사제도의 원류(原流)에 대한 충분한 이해가 필요하다. 이에 따라 본 연구에서는 국제적 선박검사제도의 기원과 시대적 패러다임 변화에 대한 분석을 통해 선박검사제도의 국제적 동향을 파악하였다. 최근 선박검사제도의 국제적 패러다임은 '국제표준화'와 선사(선주)의 능동적 안전관리의 중요성이 커지고 있음을 확인하였다. 이에 근거하여 국내 선박검사제도의 패러다임 전환방안으로 'PDCA Cycle 기반 자체검사제도'의 도입을 제시하였다. 이는 해사안전의 효과성을 향상시키기 위한 ISO 9000 시리즈의 기본 철학을 바탕으로 선박검사제도 이해관계자의 역할을 정립한 새로운 형태의 선박검사제도이다. 더불어 인류는 'COVID-19'의 팬더믹 상황에 따라 비대면 선박검사제도의 필요성이 대두되고 있어 이에 대한 대안으로서 'ICT기술의 빠른 발전'이란 시대적 환경변화에 따른 '모바일 애플리케이션 기반 선박검사제도' 전환을 제안하였다.

The manager of manufacturing industry just not to have known what to do related to the law of product liability(PL) that was put into operation in July 1, 2002. The law of PL is a public law about defective product, which was established in order to compensate consumer's damages of property and body caused by product, to make sound society by the safety products and to take international competitiveness. But the existing civil law has been having clause that compensation to be taken is limited. The law of PL is resolving this limitations and is characterized by the easy relief from damages of defective product. The decision in the case of Green-man has been a precedent since the court sentenced the manufacturer to liability. The law of PL has been in force in 27 countries, including all of the EU countries, Japan, Philippines and China. It has been shown that the corporations which meet the Global Standard, could survive in global competition. The economic effects by the law of PL are the increase of consumers relief production cost by the lawsuits. This paper will recommend more biref method that is able to cover PSMS by use of QMS. It will make domestic corporation improve in the plan, manufacture and sale of products to meet the Global Standard.

ISO 9001이나 QS 9000의 인증획득이 제품안전을 위한 최소한의 예방이나 방어시스템은 되지만, 제조물책임에 대한 배상청구소송의 완전한 방어대책은 아니다. 품질시스템은 제품과 서비스의 품질에 관한 것이며 이 기준이 제품안전에 대한 상세한 기준이나 규범 또는 법규를 대체하기에는 부족하다고 할 수 있다. 본 연구의 목적은 국내 제품개발프로세스에 있어서 제품안전과 관련한 문제점을 분석하고, 제조물책임대응을 위해 품질시스템의 인증 획득만으로는 충분하지 않은 부분에 대한 개선점을 제시하는데 있다. 이는 제품의 안전성을 높이고 제조물책임의 문제에 효과적으로 대응할 수 있는 가이드라인으로 활용될 수 있다.

웹 애플리케이션 개발이 보편화됨에 따라 대부분의 소프트웨어는 개발기간 단축, 에러없는 품질, 수시 유지보수에 대한 적응성, 거대하고 복잡한 소프트웨어의 필요성 등과 같은 과제가 제기되었다. 웹 애플리케이션 개발시 이러한 품질문제에 대응하기 위해 소프트웨어의 재사용성, 신뢰성, 확장성, 단순성 등과 같은 측면을 고려하지 않을 수 없는 환경으로 변화 되었다. 이같은 상황에서 전통적 개발방법론으로는 보안품질을 해결하는데 한계를 가지고 있기 때문에 품질에 기반한 시큐어코딩 방법론이 필요하다. 웹 애플리케이션 보안품질은 애플리케이션 로직, 데이터, 아키텍처 전체 영역에서 별도의 방법론으로 대처하지 않으면 목표를 달성할 수 없다. 본 연구는 시큐어코딩의 최대 현안인 웹 애어플리케이션 개발을 위하여 웹 애플리케이션 아키텍쳐 설계절차를 제안한다.

Dairy products eatable instantly have lots of nutriment, but on the other hand they are susceptible to putrefy with careless. Therefore, dairy products should be implemented the critical control points to produce both standard good qualities and hygiene ones without the contamination of hazards, because they could not been produced the perfect products only with ISO 9000 application like other industry. The application of HACCP system for dairy products produced domestically is important to certify hygiene quality and safety. It is necessary to examine regular inspection for the persistent maintenance of HACCP system. If environmental changes and improvement of manufacture facilities by expansion of new system in factory turn shift into HACCP plan, then, it is persistently accomplished the supplementation of deficiency for new hazard analysis through the periodical inspection. So far, HACCP system is mainly applied in dairy plants. If farms producing milk directly set up a sanitary plan, it can also practice sanitary control from farm to table in our country. The only dairy products produced in these conditions can be compatible to ones of other countries, they can be provided consumers over forty million with reliable foods, and contributed to the improvement of public health.

As the complexity of software development is increasing due to networking, multimedia, and diverse system architecture, the need for effective software development methodology is increasing. Especially, due to software standard and internalization of software market, it is necessary to accept international quality such as ISO 9000-3. In addition, object oriented development methodology is required due to rapid propagation of OO technology and standardization. Recently, UML was accepted by the OMG as standard object-oriented modeling language for distributed environment. When we UML was accepted by the OMG as standard object-oriented modeling language for distributed environment. When we develop Java and CORBA-based software, often UML is applied to Java and CORBA-based projects. However, current structural or OMT-based object-oriented methodologies. In this paper, we proposed UML-based development and concrete guidelines for each phase in order to apply UML to software development practically and effectively. Also, we define the transition guidelines and semantics between various development tasks. In addition, the analysis and design techniques of user interface and system development techniques needed in Web application development are presented.
