ISO international quality management system plays an important role in many organizations. It has been a basis to build quality management system in organizations to meet customer's need. Korea Institute of Science and Technology Information(hereinafter KISTI) is first ISO registered organization in field of scientific and technological information service in Korea. But many foreign organizations have been registered to ISO or have other quality management system in same field. We can find some issues from the result of KISTI's ISO 9001:2000 quality management system registration.

The ISO (International Organization for Standardization) 9000 QMS (Quality Management System) standards specify requirements that need to demonstrate an organization's ability to consistently provide products or services. Korean companies have been implementing ISO 9000 QMS to compete in global markets. ISO 9000 QMS standards have been revised in 1994, 2000, 2008, and 2015 since the first release in 1987. The key change in ISO 9001:2015 is focused on risk-based thinking. It means that risk inherent within an organization is early identified and proactively controlled by use of all aspects of QMS rather than taking preventive actions. In this article we did literature review mainly on empirical study related to motivation and operation performance of ISO 9000 implementation. We present the necessity of changeover, features of new version, and comparison between new and old version. In order to see how well organizations can implement the new ISO 9001:2015 we focus on manufacturing companies that are going to convert to ISO 9001:2015 registration. We collect their key characteristics such as yearly sales, the number of MPI (Management Performance Indicators), the number of KPI (Key Performance Indicators), the number of quality control engineers, quality control engineer work experience, and the degree of adaptiveness between new ISO 9001:2015 QMS and QMS currently operating in manufacturing companies. Especially the degree of adaptiveness is analyzed by correlation analysis, regression analysis, ANOVA, and t-tests to discover the relationships among their characteristics. We found out that the degree of adaptiveness is linearly related to quality control engineer work experience and the number of MPI and KPI that is practically utilized in manufacturing companies. We summarize the implications discovered to help manufacturing industry convert to ISO 9001:2015 registration.

As more and more companies pursue ISO 9000 certification, one of the most misconceptions about ISO 9000 is that registration is necessary only for business. ISO 9000 is being driven by commercial requirements, not legal fiat. This registration can be used as evidence of compliance to the ISO 9000 to satisfy specific customer requirements. The primary objective of this research is to provide the efficient implementation process of ISO 9000 certification on the basis of total quality management concerning with ISO/CDl 9001:2000, ISO/CDl 9004:2000 and ISO/CD2 9001:2000. Based on the result of first paper in May 1999, this study has been conducted using the data collected from 312 manufacturing companies which registered ISO 9000 certification. This analysis can be applied to Korean small and medium industrial companies in establishing and maintaining the development of qualify systems. The companies should be able to benefit if they make continuous effort to improve the quality activities based on the factors suggested in this paper.

목 적: ISO 9001:2000 품질경영시스템은 국제적인 인중 기준에 의해 제품 및 서비스의 품질을 적절하게 판정하고 이를 향상시키기 위해 시행되고 있다. 본 연구에서는 이러한 품질경영시스템을 보조생식술 센터에 성공적으로 도입하고 적용하는 과정에서 확인된 효용성에 대해 기술하고자 한다. 연구방법: 제일병원 아이소망센터는 2004년 1월부터 ISO 9001:2000 인증을 위한 활동을 시작하였으며, 고객만족도조사와 주기적인 내부심사와 사후심사를 실시하였다. 심사과정에서 확인된 부적합 사항에 대한 시정 및 예방 조치와 이에 따른 효과성을 검증하였으며, 고객불만사항에 대한 지속적인 관리와 개선을 위한 프로젝트를 진행하였다. 결 과: 본 센터는 초일류 불임센터로 성장하고 최적의 품질경영시스템을 확립하기 위한 품질방침을 설정하여, 2004년 6월에 한국품질재단 (Korean Foundation for Quality)으로부터 "체외수정 및 배아이식 시술에 관련된 연구"에 대하여 ISO 9001:2000 인증을 받았다. 이러한 품질방침을 실현하기 위해 품질경영시스템에 적합한 품질매뉴얼, 프로세스, 절차서, 지침서 등에 대한 문서화를 완료하였다. 삼 년 동안의 내부심사와 사후심사에서 각각 140건과 7건의 부적합이 확인되었으며, 이에 대한 시정조치를 실시하였다. 결 론: 본 센터에서는 ISO 품질경영시스템의 도입과 운영을 통해 고객만족도의 향상, 체계적인 문서화를 통해 업무의 투명화와 효율화가 가능하였다. 보조생식술 센터에서의 ISO 품질경영시스템은 보조생식술에 대한 국가적인 관리시스템을 효율적으로 운영하기 위한 기본적인 기관별 경영시스템으로서 활용이 가능할 것으로 생각된다.

Most organizations adopt a process-based approach to manage their operations and now business process management(BPM) is a well-established concept. Because ISO 9001:2000 emphasizes process based, Korea Institute of Science and Technology Information has taken ISO 9001:2000 certificate in November 11, 2003 and now implements quality management systems based on BPMS further applies Hypertext. We call it Online KQMS (KISTI Quality Management System). And Online KQMS is implemented under a platform independent framework based on the web environment. Online KQMS based on BPMS and Hypertext is a new example in field of ISO quality management and is expected to support process management well.

품질이 낮은 정보는 이용자의 호응을 얻지 못할 뿐 아니라 여러 측정하기 힘든 직·간접적인 손실들을 초래할 수도 있다. 따라서 질 높은 지식정보자원의 구축이야말로 국가경쟁력을 넘어 국민의 삶의 질을 향상시키는 기본 요소이다. 지식기반시대에 지식정보의 창출-가공-전달-활용보전을 위한 제반요소의 구축뿐 아니라 질적인 향상을 위한 노력은 지식정보시대를 앞서나갈 수 있는 일로 매우 중요한 일이라 할 수 있겠다. 이러한 이유로 인해 근래에 정보 유동·서비스 분야의 품질향상을 위한 품질경영시스템의 도입에 대한 연구가 진행되어지고 있다. 본 연구에서는 지식정보의 유통과 서비스에 있어서 질적인 향상을 위한 노력의 일환으로 지식정보 유통·서비스 야의 품질체계를 확립하는 ISO 9001:2000 인증제도의 도입과 운영에 대한 방향 및 사례를 제시함으로써 지식정보 유통·서비스 품질향상에 도움이 되고자 한다.

CMMI(Capability Maturity Model Integration) has been recognized as a critical method to validate the competitiveness of software development organization since its introduction. CMMI imposes additional requirements on the software development organization which has been established and certified to the ISO 9001 quality management system. This paper reviews the similarities and differences between CMMI and ISO 9001. This paper also examines what ate required to deploy the CMMI on the aircraft software development organization which has been certified to ISO 9001. The results of this study will help software development organization to provide the direction for implementing CMMI. Some suggestions are presented to identify and strengthen the weak portion of the software process quality management system.

ISO 9001 국제품질경영시스템은 조직의 품질관리시스템을 개발하기 위한 국제적인 표준이 되었다. 효과적인 품질관리 시스템은 기업의 제품 또는 서비스가 언제든지 고객의 요구를 충족시켜 줄 수 있는 환경을 제공한다. 이에 한국과학기술정보연구원은 2003년에 과학기술 정보 유통 및 서비스 분야에서 최초로 ISO 9001:2000 품질경영시스템 인증을 받았고, 현재까지 성공적으로 운영하고 있다. 효율적인 품질경영을 위해 웹 기반의 온라인 시스템인 KQMS를 구축하여 품질경영 업무를 수행함으로서, 고객 만족도 증가, 업무의 효율성 증대 및 업무처리 시간 단축 등의 효과를 얻을 수 있었다.

소프트웨어 프로세스 능력 수준에 영향을 미치는 요인을 찾아내어, 강점은 격려하고 약점을 개선하는 프로세스 개선활동은 기업의 경쟁력 향상을 위하여 매우 중요한 일이다. 본 연구에서는 이러한 요인을 찾아내기 위하여 SPICE(ISO/IEC 15504) 프로젝트에서 국제적으로 실시된 소프트웨어 심사 결과를 이용하였다. 분석 요인으로 IT부서 사원수, ISO 9001 인증여부, 안정성, 경제적 손실도, 보안성, 환경 영향도를 사용하였으며, 본 자료가 범주형이므로 분석 방법으로 통계적인 방법론인 "수량화방법 II"를 이용하였다. 수량화방법 II에서는 요인의 중요도를 나타내는 지표로 범위와 편상관을 사용한다. "범위"를 지표로 할 경우, 보안성이 능력수준과 가장 높은 관련이 있는 것으로 나타났으며, "편상관"을 지표로 할 경우, ISO 9001 인증이 가장 관련이 높은 것으로 나타났다. 이는 보안성이 높게 요구되는 회사의 경우, 품질시스템이 잘 갖춰져 있고, ISO 9001 인증을 받는 둥의 품질관리를 하여 프로세스 능력수준 또한 높게 나왔다고 추론할 수 있다.
