New paradigm to the technological advancement and policies for disaster management is required for the fast change of the social framework such as climate change, urbanization, and aging. In these circumstances, enhancing the capacity of disaster management of national has become important issues, which is based on the ISO/TC223(Societal Security) In this research, we analyzed international trend and proposed effective domestic strategy for adapting TC223; 1) establishing a new department for effective corresponding, 2) activating an accreditation related to public and private field.

This study analyzes the present state of disaster management system in Korea and the international standardization trend of disaster management systems in advanced nations. ISO has developed international disaster management standards in ISO/TC 223 Societal Security Technical Committee, and the advanced nations such as U.S.A., U.K. and Japan are in competition with each others to reflect their national disaster management standards in international standardization. Each disaster management organization in Korea separately carries on the disaster management standardization and activities because national standards for the disaster management is not established yet. The national standardization efforts for disaster management system have to be executed in Korea to raise efficiency in disaster management activities and to cope with the international standardization of disaster management.

In accelerating the industrialization, human being have been frequently experiencing man-made crisis such as technology failures, financial problem as well as natural disaster. Emergency management system based on international standard can provide an organization with a framework for continual improvement to increase the possibility of enhancing anticipation, prevention and response as well. In this paper, we introduced the emergency management system design of various organizations for societal security network. In the first, the main role of ISO/TC223 is reviewed and then, current issues of under going standardization in ISO are also addressed. Finally, we have designed a efficient disaster prevention system to minimize the potential risk as well as to improve the organizational resilience.

앞으로 다가오는 정보화 사회에서의 국가경쟁력을 키우기 위해서는 정보처리 및 운영능력이 대단히 중요하다. 지리정보는 이러한 정보화 사회에서 중요한 국가 간접자본중의 하나이다. 그리고 국가 GIS에서 가장 풍요한 요소는 지리정보의 호환, 공유, 유통 등을 포함한 지리정보의 활용이다. 따라서 국가적으로 GIS의 활성화를 위하여 지리정보의 표준화가 시급한 실정이다. 이 논문에서는 국제 표준화 기관인 ISO/TC211에서 수행중인 표준화 내용을 분석한다. 특히, 지리정보의 활용과 GIS들간의 상호 연동성을 위한 지리정보/지리공간 서비스를 중점으로 하여 IS0/TC211에서 표준안으로 제시하는 서비스 항목, 인터페이스 등 지리정보 서비스와 관련된 내용을 분석한다.

2009년 발생한 DDoS 사태는 정보통신 인프라에 대한 높은 의존도를 나타내는 국내 산업에 있어 보안사고가 심각한 업무 중단 사태를 나타낼 수 있음을 보여주었고 정보통신 인프라 측면에서 사업연속성에 대한 대비체계가 필요함을 시사하고 있다. 국제 표준화 기구인 ISO(International Standard Organization)에서는 보안 사고에 국한된 개념이 아닌 사업연속성을 방해하는 모든 재난 및 재해에 대한 대비체계를 미국, 영국, 호주, 일본 등 재난관리 선진국의 표준을 총망라하여 TC(Technical Committee) 223을 통해 표준(안)으로서 제시하고 있다. TC223 표준(안)의 핵심은 사건, 사고에 대한 대비 및 운영 연속성 관리를 의미하는 IPOCM(Incedent Preparedness and Operational Continuity Management) 프레임워크이며 이러한 IPOCM의 개념은 정보통신 인프라 측면에서 사업 연속성에 대한 가이드라인을 제공하는 SC(Standard Committee) 27의 "ISO/IEC 27031 Guidelines for ICT readiness for business continuity" 표준(안)에 기반을 제공하고 있다. 이러한 국제 표준화 동향을 토대로 본 논문에서는 사업연속성을 위한 국내 정보통신 인프라 대비체계에 포함될 주요 구성요소와 구축 요구사항을 제안하고자 한다.

Warning notification system base on mobile communication providers, is a warning information provider which senses the disaster and warning condition, provides the warning message to the entrepreneur and its mobile terminal. In this paper, for protecting our lives and properties, we study on disaster warning system ISO TC233's WG3's Public Warning model, Korea Disaster Forecasting and Warning System, disaster Forecasting and Warning System's role, and Colour-coded Alert etc.

Major accidents such as typhoon, tsunami, and chemical accidents have been continuously occurred. In this environment, Technical Commitment (TC) related to disaster management part in the International Organization for Standardization (ISO) concentrates their efforts to enact the business continuous management in emergency situation for international standard. As a result of TC223, four international standards are enacted in 2011, 2012. In the Korean industrial standard, two international standard (ISO22300, ISO22301) out of four standards were enacted in 2012. This study analyzes a recent trend and proposes a method activating of international societal security standard for chemical accidents. Disaster certificate system for developing disaster safety industry is suggested. We hope each related organization could develop our disaster safety management policy and research based on this study.

The development of Societal and Scientific technologies have increased risk of dysfunction caused by new technologies such as nuclear power, information technology. Also, urbanization and population density is increasing risk to high-rise building fires, traffic accidents, crime and etc. Implementation of wireless communication network on the societal security is very necessary for prevention, preparation and response against these risks. It always consists maintenance, management and the network must be maintained in an emergency. In this paper, we studied the societal security wireless communication network for prevention, preparation and response against complex disasters, and analyzed requirements(essential function, add-ons) for implementation network in the societal security wireless network.
