  • Recently, because of the extensive use of geographic information in the various fields, the requirement for the easy circulation and utilization of the various geographic information among the individuals, organizations, societies and countries is raised. In order to support the interoperability of the heterogeneous geographic information in the various fields, OGC(Open GIS Consortium) proposed the GML(Geography Markup Language) specification that defines the XML encoding rule about the heterogeneous geographic information. In addition, ISO/TC 211 adopted the GML specification to make it as the international standard. Therefore, in this paper, we first analyzed the GML 3.0 specification in detail that can support the interoperability of the heterogeneous geographic information. And then we suggested and applied the mapping rule that define the encoding method to improve the encoding process easily and efficiently. Finally, we designed and implemented the GML 3.0 encoding system using the mapping rule to encode the geographic information that was constructed in spatial databases into the GML 3.0 document. Especially, we used ZEUS as a spatial database system to test our encoding system in this paper.

  • IHO S-57 is the standard intended to be used for the exchange of digital hydrographic data between hydrographic offices, and for the distribution of hydrographic data to manufacturers. mariners and other data users. But it was primarily developed to meet the ENC requirement called for in an IMG-compliant ECDIS. As presently structured, it cannot support .future requirements such as gridded bathymetry or time-varying information. To improve this limitations, IHO is developing new digital hydrographic standard, S-100. In this paper, we analyze the S-100 standards and propose the method for development of digital hydrographic data according to S-100.

  • Standards are essential to facilitate the efficient use of GIS data. International Standards such as ISO TC211's 19100 series and various technical specifications from OpenGIS Consortium are some of the examples of efforts to maintain the interoperability among GIS applications. Marine GIS is no exception to this rule and in this context. developing standards for marine GIS is also in urgent needs. Using the same meaning and definition for the features commonly found in marine GIS applications is one of the ways to increase the interoperability among systems. One of the key requirements for maintaining the standard meanings for features is to build a common feature catalogue. This paper examines the concept of feature catalogue and describe the ways in which the feature catalogue can be organized. To identify the common features found in various marine GIS applications, a comprehensive search has been made to collect and analyze the features used in various applications. To maintain the interoperability with the National GIS (NGIS) system, the features used in various NGIS applications have been analyzed as well. The result of these analyses are used to create a comprehensive list of common features for marine GIS. This paper then explains the common feature catalogue for marine GIS and the provides the appropriate classification and coding systems for the common features. In addition, a registration tool for registering the common features into the standard registry has been developed in this study. This Web-based tool can be used to input features into the feature catalogue by various applications and also to maintain a standard-compliant feature catalogue by standard agencies.

International Standards such as ISO TC211's 19100 series and various technical specifications from OpenGIS Consortium are some of the examples of efforts to maintain the interoperability among GIS applications. This paper aims to provide the effective policy directions that can increase the use of GIS standards by providing the comprehensive list of priorities in developing GIS standards. This paper reviews the current status of the use of GIS standards in the field and analyses the use pattern. Also this paper examines the need for revision of the existing standards and new standardization efforts based on the current status of International Standards. Based on the analysis of the use pattern of the current GIS standard, this paper suggests a policy directions which emphasizes the need for more efforts in standardization of geographic information services standards and more coordination among all standard-related stakeholders in government and industry.

  • The main questions of this study are how to reuse GIS applications and what to do for interoperability of the applications in local governments. To answer the questions, related technologies and standards of GIS are investigated. International standard organizations, such as ISO/TC211 and OGC(OpenGIS Consortium), are working on GIS interoperability standards based on component technology and distributed computing environments. In this study, a standard model for interoperability of GIS applications in local governments is proposed based on the international standards. Standardization process of GIS interfaces in local governments is as followed: 1) modeling of GIS business and 2) establishment of GIS service architectures 3) defining GIS standard interfaces 4) GIS component. In conclusion, by developing interoperable GIS applications based on component technology the reusability in local governments can be realized.
