The economic effects of informatization are differently occurred according to industry types. Thus an evaluation methodology which reflects the industry type characteristics of informatization is needed. In this paper, we develop and analyze the indices for evaluating economic effects through informatization according to industry types, such as manufacturing, construction, financial services and marketing services. The factors related to performance of enterprise informatization can be defined as cost factors, effect factors, risk factors and influence factors. Effect factors are defined as quantitative or qualitative performance of informatization and classified into operational effect factors and strategic effect factors. The influence factor is defined as characteristics of informatization for industry types, that is, value chain of business and business products or services. Economic effect indices are classified according to the activity of business value chain. Economic effects indices of this research can be expected to play a role of general and standardized factors for economic evaluation of industry informatization.

Information technology(IT) investment evaluation requires measurements from many perspectives. Except for the case of financial performance, these measurements mostly belong to the qualitative or intangible domain. The problem with IT investment evaluation lies in the fact that it is very difficult to define the qualitative properties against which to measure the performances. This paper addresses the issue of developing the set of performance indices, and defining the structural relationships between them, such that the IT investment evaluation can be done in a systematic, objective and comprehensive manner. We introduce the balanced scorecard strategy map as the backbone reference frame for the generation of performance indices and for the description of the relationships between them. Sample indices for evaluating projects from strategic perspectives are provided with a case example. A step by step follow through of the index generation process has been presented along with the case.

DMZ is considered as an ecologically sensitive landscape and one of the highest biodiversity regions in the Republic of Korea. There have been, albeit the significant value, increased interests in developing this region for a variety of purposes including tourism and commemorative events. As this region has been already facing a range of problems derived from previous development, natural disaster and invasive species, the necessity for active management of ecological health within this region has been increased, which weighs the importance of executing ecological restoration. The objective of this study was to develop evaluation indices as an effective management means of properly evaluating ecological restoration and sustainably maintaining the restored conditions on a long-term scale. Through literature review existing evaluation indices related to restoration were collected, and then the most suitable indices were selected based upon two interviews and one questionnaire survey targeting experts in the relevant field to ecological restoration. They were categorized by two major division and their subclasses (Ecological base - vegetation structure & composition, habitat characteristics, soil environment; landscape ecology - connectivity, landscape patch, boundary & surrounding) and 40 indices. These indices were considered helpful to comprehensively evaluate ecological restoration on degraded environments within ecologically sensitive areas, and sustainably manage target areas by employing a long-term monitoring approach. As this result played a meaningful role in providing the fundamentals of evaluating ecological restoration, it should develop a suitable evaluation system through further research.

This paper presents a study on evaluating the reliability indices considering a transmission system. Because successful operation of electric power under the deregulated electricity market depends on transmission system reliability management, quantity evaluation of transmission system reliability is very important. This paper introduces features and operation modes of the Transmission Reliability Evaluation for Large-Scale Systems(TRELSS) Version 6.0, a commercial program made in EPRI, and TranRel-I V3.2, a educational program made in GSNU(GyeongSang National University) for assessing reliability indices of composite power system. The packages access not only bulk but also bus indices for reliability evaluation of composite powers system. The practicality, effectiveness and future works of this methodology are illustrated by demonstrations of two case studies of modified IEEE 25 buses reliability test system using TRELSS and TranRel-I and a brief case study for the KEPCO size system using TranRel-II made in GSNU.

서비스디자인 플랫폼(Service Design Platform)은 지식경제부에서 시행하고 있는 '서비스 융합형 디자인 컨설팅 지원기술 개발사업'의 일환으로 서비스디자인 기업들이 온라인에서 서비스디자인 과제를 원활하게 할 수 있도록 하기 위한 목적으로 개발되었다. 서비스디자인 플랫폼 개발과정에서 플랫폼의 사용성을 검증하고 개선시키기 위해서는 사용자의 참여에 의한 사용성 테스트(Usability Test)와 더불어 전문가에 의한 휴리스틱 평가(Heuristic Evaluation)가 요구된다. 본 연구는 전문가에 의한 휴리스틱 평가를 실시하기에 앞서 평가대상에 적합한 평가영역과 세부 평가항목을 도출하기 위한 목적으로 진행되었다. 연구를 위해서 내부 연구자들이 사용성 영역과 평가대상인 서비스디자인 플랫폼의 특징요소, 설계요소, 커뮤니티 요소 등을 설정하였고, 이를 세부항목에 반영해서 평가지표를 분류하고 도출하였다. 이어서 평가지표에 대한 타당성과 신뢰성 검증을 위해 전문가를 대상으로 델파이 조사를 실시해서 4개의 평가영역과 44개의 세부항목으로 구성된 평가지표를 도출하였다. 도출된 평가지표는 체크리스트로 활용해서 향후 전문가에 의한 휴리스틱 평가 시 활용될 계획이다.

정부는 '국가 연구개발 사업 등의 성과평가 및 성과관리에 관한 법률'을 제정하여 국가연구개발 사업성과의 효율성과 생산성을 제고하기 위하여 노력하고 있다. 본 연구는 범정부적인 차원에서 수행하고 있는 국가 연구개발 사업 평가시스템 중 특정평가에 대하여 메타평가방법을 통한 효율성을 분석하기 위한 평가모형 및 지표를 개발한 결과이다. 국가 연구개발 사업 평가시스템의 효율성 분석을 위한 베타평가 모형은 평가 상황 요소, 평가자원요소, 평가수행요소, 평가결과요소, 평가활용요소 등 5개 구성요소로 구분하여 평가지표를 개발하였다. 아울러 평가항목을 선정하기 위하여 분석한 평가구성요소 및 평가지표에 대한 신뢰성 검증결과 Cronbach' $\alpha$ 계수가 0.933으로서 평가지표체계는 큰 무리가 없는 것으로 나타났다. 그리고 평가구성요소 및 평가지표별 가중치 산정은 계층분석기법을 사용하여 분석하였다. 분석결과 조사자의 전체 일관성 지수는 0.1 미만으로 나타나 조사자의 일관성이 있는 것으로 분석되었다.

This study discusses the issues related to the accuracy of deflection measurement and unstable energy in the testing of FRC. Some deflection methods may include large extraneous deformations. A faulty load-deflection curve will be obtained if an unstable deflection measuring system is used, and inaccurate toughness evaluation can result from this faulty curve. Some load-deflection curve of FRC may be attributed to unstable region of the load-deflection curve. If the unstable region is not correctly evaluated toughness indices from the curve would inappropriately represent true indices. In this paper, the discussion will focus on the effects of the deflection measuring system both on the measurement of the load-deflection response of FRC and the evaluation of FRC toughness and the effects of the unstable region and the management method of unstable region on toughness evaluation of FRC. It is observed that ASTM toughness indices which is based on measured deflection at first cracking is influenced significantly by extraneous deformation of deflection measurement. Extraneous deformation in deflection measurement, however result in negligible errors in toughness evaluation if JSCE and JCI definitions are used.

Based on the characteristics of 'Korean electric power industry R&D programs', this study proposes a new performance evaluation framework where electric power industry related R&D projects are scrutinized. The abovementioned R&D programs have their own goals and especially they emphasize the effectiveness as well as the efficiency of each subordinate R&D project. Hence, in this framework, a performance evaluation procedure is established and then a mathematical model is developed according to the procedure. The model calculates performance evaluation indices for a set of R&D projects integrating the effectiveness with the efficiency of each R&D project. In a case study with an empirical dataset, statistical significance is tested on the integrated performance evaluation indices of R&D projects regarding organizational types and program categories considered.

The purpose of this study is to develop an evaluation index for evaluating the economic value of libraries. To this end, a preliminary evaluation index was derived from analyzing a total of approximately 60 domestic and foreign papers that examined the value of libraries. Based on the derived preliminary evaluation index, 11 experts were selected and the final evaluation index was developed by conducting the Delphi survey for 3 times. The final evaluation index consists of four evaluation areas, such as the economic value of the public library, economic revitalization, manpower development and job creation, and the improved investment value, seven evaluation items, and 22 evaluation indices. In the future, it will be necessary to conduct research to measure the economic value of public libraries.

Evaluation indices for products or services are important to improve the internal process of the company and to compare those with competitive ones. The sigma level in Six Sigma management does important role to evaluate the core characteristic, CTQ(Critical To Quality), derived in the considered product/service or process. In this research, we propose an overall evaluation index for the product/service or process with multiple characteristics, in other words, multiple CTQs. The proposed overall evaluation index is useful for the cases that the single CTQ is not enough to evaluate the practical interests, for example, the final products and services with complex procedures and relatively large scaled processes. This approach is discussed with sigma level for applying Six Sigma Projects, however, it is applicable to indices based on proportion or percentage as well. The practical examples with a manufacturing process and a customer survey based on focus group interview are given for illustrations.
