Relation between Science and Technology (과학과 기술의 관계)

  • In this paper, I advocate interactive model which treats science and technology as distinguishable subcultures each with their own bodies of lore and competence against the traditonal hierachical model which treats technology as applied science. For engineering science which is a component in technology as knowledge, I count design as the core part of engineering and discuss the characteristic of engineering design. I also critically assess the models of technological knowledge change, Khunian model and variation-selection model to understand the relation between science and technology. I propose a model that science and technology interaction is mediated interaction. I only outline the plausibility of this model. Industrial research is a modern form of the interaction between science and technology. I discuss Reich who focused on the broad background of industrial research and MeyerThurow who has microperspective in industrial research. The conclusion I draw from the discussion, is that through industiral research, the science-technology interaction become more structured and autonomous, and the scientists and engineers become simply patrs of the structure of industrial research rather than the personal subject.

  • The purpose of this paper is to disclose the characteristics of knowledge in the age of digital reproduction. To achieve this I extended Benjamin's concept of technological reproduction to three different stages as mechanical reproduction, electric reproduction and digital reproduction. Each stage has different degree of reproducibility and de-materialization. I also combined McLuhan's concept of the electricity at the point of de-materialization with reproducibility. The degree of materiality and reproducibility is the key concept which could scale the technical condition of knowledge production. The social condition of knowledge reproduction is controlled by economic and political factors. In this connection between technological and social condition the current knowledge production and intellectual property could be explained properly. This study could open the theoretical door to deepen such an understanding.

  • This paper analyzes the implementation of a Knowledge Management System, which helps an organization to share information. Beginning with an overview of the theoretical concepts and types of Knowledge Management System, this paper goes on to describe related information technologies in detail. This paper then proceeds to evaluate the Korea Institute for International Economic Policy's (KIEP) Research Management System as a model, analyzing the purpose, system framework and operation. This study then concludes that in general existing information technologies are sufficient for an organization to build an efficient Knowledge Management System. However, the majority of individuals are currently not fully aware of the importance of sharing individual knowledge and information throughout an organization. Until this reluctance and ignorance is overcome the process of expanding the Knowledge Management System will be a slow and arduous endeavor.

  • 글로벌 IS 소싱이 확산됨에 따라 다국적 팀원들로 구성된 글로벌 프로젝트 팀이 급격히 늘어나고 있다. 상이한 시간대에 위치한 팀원 간의 상호작용이 필수적인 글로벌 프로젝트는 이러한 시간적, 공간적 복잡성 때문에 프로젝트의 성공적 수행에 많은 어려움을 겪고 있다. 본 연구는 성공적인 글로벌 프로젝트 수행에 필요한 프로젝트 관리 역량에 대한 탐색적인 연구 조사를 하고자 한다. 본 연구는 글로벌 프로젝트 관리 역량을 정보 기술적 역량(IT capability)과 인적 자원 역량(human resource capability)의 관점에서 고찰하였다. 연구 결과에 따르면 기술적 역량으로는 팀원 간의 조정 및 지식 공유 등을 지원하는 협업 도구(collaborative tools)가 프로젝트 성공에 중요한 역할을 하고, 인적 자원 역량과 관련해서는, 기존에 중요시 여겨지던 기술적 지식들 보다는 경영학적 관리 지식 및 의사 소통 능력 등이 중요시 여겨지는 것으로 나타났다. 인적 역량의 관점에서, 본 연구 결과는 해외소싱이 활발해 짐에 따라 프로젝트 관리자(Project Manager, PM)들이 가져야 하는 주요지식으로 기존의 기술적 지식의 비중은 급격히 줄어든 반면, 의사소통 능력, 해외개발 인력관리, 소싱전략 등과 같은 관리에 대한 지식과 비즈니스 업무지식이 점차 중요해 지고 있음을 보여주고 있다. 한국의 해외 소성은 매우 초기 단계에 있지만 본 연구는 차제에 한국의 IT 인력 특히 PM 인력들이 갖추어야 하는 지식요건과 해외소성을 관리하기 위한 기술적 역량 등에 대한 방향을 제시하고 있다는 점에서 의의가 있다.

Global Technical Knowledge Flow Analysis in Intelligent Information Technology : Focusing on South Korea (지능정보기술 분야에서의 글로벌 기술 지식 경쟁력 분석 : 한국을 중심으로)

  • This study aims to measure Korea's global competitiveness in intelligent information technology, which is the core technology of the 4th industrial revolution. For analysis, we collect patents of each field and prior patents cited by them, which are applied at the U.S. Patent Office (USPTO) between 2010 and 2018 from PATSTAT Online. A global knowledge transfer network was established by grouping citing- and cited-relationships at a national level. The in-degree centrality is used to evaluate technology acceptance, which indicates the process of absorbing existing technological knowledge to create new knowledge in each field. Second, to evaluate the impact of existing technological knowledge on the creation of new one, the out-degree centrality is investigated. Third, we apply the PageRank algorithm to qualitatively and quantitatively investigate the importance of the relationships between countries. As a result, it is confirmed through all the indicators that the AI sector is currently the least competitive.

What Determines the Openness of Korean Manufacturing Firms to External Knowledge? (한국 제조 기업들의 외부지식 활용 결정요인 연구)

  • I examine what factors influence a firm's openness to external sources of knowledge in the Korean manufacturing sector. Related literature suggests a firm's appropriability strategy, absorptive capacity, technology entrepreneurship, firm size and industry-level technological opportunities as possible determinants. Using Korean Manufacturing Innovation Survey, I test how these factors influence the degree of openness of Korean manufacturing firm. I find the followings: First, when the appropriability strategy becomes tighter, a firm becomes more open to external sources. Second, when the share of highly educated employees increases, a firm becomes more open. Third, when a firm is a technology entrepreneur, the openness increases. Fourth, a large firm is likely to be more open. Lastly, ample technological opportunities increase the openness. In Korean manufacturing industries, the highly educated employees and technology entrepreneurship are more influential factors for a firm's openness.

  • A knowledge map is a diagramed network among knowledge which is related with each other in terms of the referential navigation. To formally as well as structurely represent various contextual use of knowledge, the ontology technology has been recommended to be applied. This research proposes a methodology to build the ontology-based knowledge map promoting referential navigation between knowledge. To prove the validity of the proposed concepts, an ontology-based knowledge map is designed as an example, which demonstrates whether the designed knowledge network in the knowledge map is underpinned by the referential navigation between knowledge.

  • Korean professors and students majoring IS (information systems) were asked "How much knowledge and skills will be required for entry level IS practitioners?" The result shows that there are significant perception gaps between IS academics and IS practitioners and that the perception of IS academics is obsolete. The result implies that the obsolete perception of IS academics is one of the major causes that Korean IS practitioners are experiencing so severe knowledge and skill deficiency.

  • Recently, several studies have been carried on knowledge flow of science, technology, industry to establish STI policy. Still it is in need of studies on relationship of science-industry although there have been studied only in aspect of science-technology relationship or technology-industry relationship. This paper's purpose is to propose method to measure knowledge flow among science, technology, and industry by means of patent citation by USPTO. After gathering knowledge flow data between science and technology through mapping citing patent and cited pater, it gets knowledge flows data between technology-industry by using OTC (OECD Technology Concordance), technology-industry mapping program. Based on these knowledge flow data, it examines knowledge flow science to industry by applying overlap function that is a network link weight function.

  • This paper investigates knowledge management architecture which is related to the efficient storage, search, and retrieval of knowledge. It is important considerations that should be taken account in any knowledge management system. This study reviews literature and practices of the theory of current status of knowledge management architecture (KMA). Based on the review of the current practice, the characteristics and emphasis of the KMA applications are identified. It tries to suggest how the KMA should facilitate for effective and desirable directions of the KMA.
