This study primarily concerns the Sale and Supply of Goods to Consumers Regulations 2002, focusing on the newly amended rules of the Sale of Goods Act(1979). It describes and analyzes the provisions of Regulations 2002 in a comparative way in order to provide legal advice to the sellers who plans to enter into English consumer markets. It also attempts to compare the rules of Regulations 2002 with those of CISG and to evaluate them in light of the discipline of Law and Economics the basic question of which is whether a solution from one jurisdiction may enhence 'efficiency', serving the goal of reducing negotiation costs through providing a set of default terms, and through imposing an efficient solution which may assist value maximizing exchange where disputes arise.

Background: Health care utilizations and costs of the patients with degenerative lumbar spine disease in Korea increased dramatically. We analyzed whether hospital market competition is associated with charges and length of stay for patients with degenerative lumbar spine disease. Methods: We used Medical claims data of 2002 and 2010 from the nationwide representative sample of National Health Insurance Service of Korea. The study subjects were inpatients with degenerative lumbar spine disease (N=24,768) in 2002 and 2010. We employed a multilevel linear mixed model that included patient- and hospital-level variables in hierarchical data. Results: Higher hospital competition was associated with lower charges (${\beta}=57.5$, p<.0001 in 2002; ${\beta}=353.7$, p<.0001 in 2010) and shorter length of stay (${\beta}=0.3$, p<.0001 in 2002; ${\beta}=0.9$, p<.0001 in 2010) in both 2002 and 2010. Compared to 2002, the magnitude of such association became greater in 2010. However, subgroup analyses show that the influence of competition on charges and length of stay differed by hospital size. Conclusions: This study showed that hospital market structure (e.g., hospital competition) affects hospital efficiency (i.e., hospital charges and length of stay). It is necessary to continue to monitor how changing market structure influences hospital outcomes, including more detailed outcomes such as patient satisfaction.

The purpose of this study is to examine and analyze the development process of Korean children's libraries from 1945 to 2002. The development process of Korean children's library is divided into stages as follows. First, the preparation period (after colonial liberation in 1945~1976) is the time when library services for children were started, focusing on children's rooms in public libraries. The children's libraries were not recognized enough to be established. Second, the growing period (1977~2002), was primarily aimed at providing library services to children. In this period, the children's libraries were mainly established in the private sector rather than the public sector.

This paper analyzes the procedure of calculating how the results of national control points (triangulation points), based on Bessel datum, have been transformed into those of KGD2002, based on the world geodetic system. GPS and EDM data observed from 1974 to 2008 were used for this purpose. A large-scale integrated GPS network was constructed to estimate the results of KGD2002 and new national control points about 12,000 were decided through multiple stages of data processing. The accuracy of these results is ${\pm}0.015m$ (95%) in the horizontal direction and ${\pm}0.030m$ (95%) in the vertical direction. The adjusted results verified by the construction of an integrated GPS/EDM network were compared with the results of KGD2002. In conclusion, the bulletin results are thought to be appropriate because the coordinate differences (RMSE) are ${\pm}0.0025m$ and ${\pm}0.008m$ in horizontal and vertical directions respectively.
