The International Association of Classification Societies(IACS) can trace its original back to the International Conference on Load Lines of 1930 and was established in 1968. Long before the formal foundation of IACS, a number of working parties existed to carry out studies of specific topics concerning technical rules of classification. The general terms of reference of the working groups of IACS are to draft unified rules and regulations between Societies, to study safety standards at the request of the International Maritime Organization(IMO) and to prepare unified interpretations of technical regulations of international conventions. As an associate member since 1975, the Korean Resister of Shipping has been actively attending the meeting of IACS working parties. In this paper, summaries of major agenda of the working parties including history of unified requirements and relevant technical tendencies are explained for the purpose of providing better understanding of the rule development.
There are two different groups of vessels which have a duty to avoid the other vessel in the Collision Regulations; one is a vessel to keep out of the way and the other is a vessel not to impede the passage. The definition and duty of a vessel not to impede was clarified by IMO's adoption of rule 8(f) of 1972 COLREG in 1987 revision. However, the Korean government has not inserted rule 8(f) of 1972 COLREG into Korean national collision regulations to date and so the definition and application for a vessel not to impede has not been discussed in even academic circle. Recently Korean Supreme Court rendered a verdict on a collision case involved with a vessel not to impede. The writer expresses his view on the duty of a vessel not to impede and criticizes the Supreme Court's judgment, consulting with foreign scholar's article and the relevant IMO's papers.

Lab scale experiment study was carried out for biological process development on cruise. SBR(Sequence Bath Reactor), MBR(Membrane Bioreactor), and MSBR(Membrane Sequence Bath Reactor) system were investigated for practical application on shipboard sewage treatment. From the results it was suggested that MSBR system might be suitable process for cruise in terms of pollutant removal efficiency, maintenance and special environmental conditions of cruise. Based on Res. MEPC.159(55) the MSBR system was qualified for the required regulations.

Recently, one of important resolutions of IMO MSC is an adoption of AIS in SOLAS Chapter 5. The AIS, which is a communication system to enhance safety of navigation by transmitting and receiving vessel information automatically, entered into force on July 1st, 2002. This paper provides guidelines for utilizing AIS effectively and successfully in VIS or all ships. For this, we investigated technical characteristics of AIS, the regulations related to AIS, marine accidents.
The International Maritime Organization (IMO) Marine Environmental Protection Committee (MEPC) may adopt actions after completing impact assessments and reviewing results in accordance with the original strategy and impact assessment procedure (MEPC.1/Circ.885). The assessment of the impact of greenhouse gas (GHG) reduction measures is an important step in determining whether to implement GHG regulations. This study identifies and proposes improvements in the impact assessment procedure for future mid- and long-term measures. Improvements for future measures should start with a review of "the procedure for assessing impacts on states of candidate measures" and "the actual process of the comprehensive impact assessment for short-term measures in 2021." The procedural improvements were largely derived from the order and period of task performance, the clear definition of terms, and the review of task results through lessons learned, analysis, and expert workshops. The impact assessment of future mid- and long-term measures should be procedurally improved to ensure uniformity and consistency, which will provide objective results for Member States and industries to help smooth the adoption of measures.

As the development of the 4th industiral revolution in the maritime industry has progressed, the technical development of autonomous ships, and the development of international regulations have been accelerated. In particular, the IMO Maritime Safety Committee(MSC) has established a road-map for the development of the non-mandatory goal-based MASS instrument(MASS Code) and started developing a non-mandatory MASS Code at MSC 105th meeting. Many countries are actively participating in the Correspondence Group on the development of MASS Code, and the development of detailed requirements for MASS functions in the MASS Code is underway. Especially, the concept of "Mode of Operation" for MASS functions was mentioned in the Correspondence Group for the first time, and it is expected that discussions on these modes will be conducted from the IMO MASS JWG meeting to held in April 2023. The concept of "Mode of Operation" will be useful in explaining MASS and MASS functions and will be discussed in the future for the development of MASS Code. This paper reviews the contents of the IMCA M 220 document, which provides guidelines on operating modes, to conduct research on the benchmark for setting the operating modes of MASS.

Research on eco-friendly ships is being actively conducted due to the strengthening of environmental regulations in the shipping sector by the International Maritime Organization (IMO). However, most studies are on large ships, and research on small ships is insufficient. Since most fishermen operate small boats, research on eco-friendly fuel vessels is necessary. This study performed resistance performance analysis, model tests, and POW tests to develop a hybrid electric propulsion ship, and compared and verified the CFD and model test results.
As there is growing concern about the environmental impact of greenhouse gas emissions from ships, the International Maritime Organization (IMO) has introduced several regulations targeting reductions in carbon dioxide emissions of 50% by 2050. This study pays particular attention to the carbon intensity indicator (CII) and investigates the impact of slow steaming, one of the short-term measures in the regulation, on containership operations. To this end, a dataset of 8 containerships with various ages and sizes was collected. Based on operation data in 2021, the CII ratings of the containerships were estimated in the business-as-usual scenario for the 2023-2030 period. Then, the speed reductions required to keep the minimum CII rating were calculated for individual containerships. Finally, working day losses resulting from the speed reductions were calculated. The findings in this study were threefold. First, it was found that containerships will undergo degradation in the CII rating every 3 or 4 years without slow steaming. Second, a speed reduction of 2 knots between 2023 and 2030 is required to keep the minimum CII rating. Finally, speed reductions result in the loss of as many as 6 or 7 working days per year.

Since IMO(International Maritime Organization, hereafter IMO) has decided the Wing-In-Ground craft as one of the ships, A few regulations and recommendations have been revised and approved internationally and domestically. However, the navigation rules considering types and navigation characteristics to secure the safe navigation of Wing-In-Ground craft are not sufficient and especially, there are no navigation rule between Wing-In-Ground crafts. In this situation, it is judged that the navigation rules related to the Wing-In-Ground crafts in any condition of visibility should be moved to the section of the ones in sight of one another to define the responsibilities between WIG and other vessels, and the new regulation, which Type 'B' and 'C' WIGs should avoid Type 'A' WIG, has to be established to ensure the safe navigation between WIGs on the current laws.

The International Maritime Organization (IMO) is tightening environmental regulations in the shipping sector to reduce air pollutants such as greenhouse gases emitted from ships. Meanwhile, the paradigm of the shipbuilding and shipping industries is shifting toward eco-friendly and high-efficiency ships worldwide. The Republic of Korea is also promoting a policy to expand the supply of eco-friendly ships from 2020 to disseminate them. In this article, a survey was conducted with 12 experts on the government's eco-friendly ship supply policy, and the priority of the policy was evaluated using the analytic hierarchy process (AHP). As a result of the comprehensive evaluation of the priorities for six priority tasks, "Securing the world's leading technology for future eco-friendly ships" for the development of carbon-free and low carbon ships was the highest. This study, which analyzed the importance of eco-friendly ship policies through AHP analysis, can be used as data to preemptively respond to international marine environmental regulations and to improve policy execution efficiency such as budget allocation and policy development regarding protecting national shipping and shipbuilding industries.
