본 연구는 IMO 문서 및 지식정보의 관리를 위한 정보관리시스템 구축을 제안하였다. 이를 위해 본 연구에서는 문서정보관리시스템 및 정보화와 관련하여 국내 외 시스템 구축현황을 살펴보고 시사점을 도출하였다. 또한 유사사례 분석을 통해 IMO문서 및 지식정보 관리를 위해 필요한 컨텐츠 및 세부 시스템 등을 제안하였다. 한편, 이러한 시스템 구축을 위해서는 해상교통안전법 개정과 시스템의 유지 및 관리를 위한 관련 세부지침의 제정이 필요할 것으로 판단된다.

2017년부터 현재까지 국제해사기구(IMO)에 제출된 자율운항선박 관련 의제 문서 중 인력과 관련된 의제 문서들의 내용 검토를 통해 동향을 파악하여, 현 시점까지의 운항과 관련된 용어들의 정의와 및 우리나라를 비롯한 협약국가들의 운항인력과 관련된 개발 동향을 알아보고자 한다.

The Ministry of Land, Transport and Maritime Affairs(MLTM) constructed the IMO Korea homepage to owned jointly IMO information when establishing a international standard in about marine transport and the shipbuilding, in order to speak for the profit of Korea in IMO and it was double renewal since 2004. But the newly re-opened the IMO Korea homepage is also operated to the level which simply keeps IMO documents because of limited H/W sizes. This study investigated and analyzed the domestic and similar foreign homepages to provide effectively about the IMO informations At the result, these homepages were serviced to the meeting resultants using the various contents such as Semantic search, Thesaurus search, establishment of web accessible etc. Therefore, the existing IMO Korea homepage must be re-constructed as IMO Information Portal Site to provide better information.

IMO는 e-navigation을 구현하기 위한 전략이행계획에 따라 e-navigation 소프트웨어 품질보증 가이드라인을 개발하였고 이는 IMO의 회람문서로 등재되었다. 이 가이드라인에서 e-navigation 설계 시 고려해야 하는 품질 특성으로 사이버보안에 대해 언급하고 있다. 2016년 6월 MSC 96차 회의에 미국과 BIMCO 등 주요 IMO회원국 및 기구에서 제출한 사이버보안 가이드라인을 주요 의제로 다룬다. 본 논문에서는 데이터 품질 관점에서 IMO 사이버보안 가이드라인과 e-navigation 소프트웨어 품질 가이드라인의 연계방안을 제시하고자 한다.

최초 해기면허 발급을 위해 필수적인 의무승선실습의 품질향상을 도모하고자 국제사회에서 다양한 방안이 모색되고 있다. 특히, 2022년 2월 개최된 IMO 제8차 인적요인, 훈련 및 당직 전문위원회(HTW)의 주요의제 중 승선실습 품질관련으로 제출된 6개 의제문서들이 중점적으로 논의되었다. 우리나라, 필리핀 및 일본 등 주요 회원국은 승선실습 품질 제고를 위한 승선실습/육상훈련의 체계적인 재분배, 훈련기록부 효율성 향상, 승선실습 품질표준 관련 지침 개발 등 다양한 방안을 제시하였다. 더욱이, 향후 심화 논의를 위한 회기간 실무작업반 개설이 승인된 바 있다. 한편, 최근 디지털 시대에 걸맞는 효과적인 승선실습 시행 방안 마련을 위한 움직임이 활발해지고 있다. 본 연구에서는 승선실습 품질 제고를 위한 IMO 논의동향을 살펴보고 디지털 시대의 효과적인 승선실습 시행방안을 소개하고자 한다.

IMO developed VIMSAS for effective application of IMO instruments related to maritime safety and environmental protection and was implemented from 2006 to 2016. Based on this, the purpose and procedures of VIMSAS applied to IMO member states by trial, and IMSAS was enforced from January 1st 2016. IMSAS was implemented to ensure that IMO Member States, such as flag states, coastal states and port states that ratified the IMO Convention, are properly performing their given responsibilities and to ensure the effective implementation of the IMO instruments through the improvement of identified non-conformities. In this study, the auditing contents and procedures were verified based on IMO documents in order to prepare for the IMSAS audit of Republic of Korea scheduled for 2020. For this purpose, this study proposed an update of a directory, development of monitoring system for information reporting required by IMO instruments, designation of relevant experts, preparation of an English version of related national laws, training of IMSAS auditors and establishment of an IMSAS audit response team for audit of IMSAS in 2020 by referring to the results of the VIMSAS for Republic of Korea, major findings of the VIMSAS of other IMO member states, and Consolidated Audit Summary Report (CASR), which was submitted at the 5th IMO III sub-committee.

The Ballast Water Management Convention provides that ballast water treatment systems which make use of active substances shall be approved from IMO according to the procedure developed by the IMO. The Convention described that active substance means a substance or organism, including a virus or a fungus, that has a general or specific action on or against harmful aquatic organisms and pathogens. The Marine Environment Protection Committee of IMO gave basic approval to 13 ballast water management systems and final approval to 4 systems until October 2008. This paper considered the matter of procedure and documents of the basic and final approval based on the "Procedure for approval of ballast water management systems that make use of Active Substances (G9)" and "The Methodology for information gathering and the conduct of work of the GESAMP-BWWG" and summarized the specifications of the treatment systems which was granted the basic or final approval from IMO and raised several points.

현재 IMO MSC, LEG 및 FAL 등에서는 자율운항선박의 도입을 위해 IMO 국제협약에 대한 규정검토작업(RSE)이 시행되고 있다. 본 연구에서는 대한민국이 참여하고 있는 자율운항선박 규정 검토 작업에서 STCW 1978, as amended, SOLAS 제9장 ISM code 및 자율운항선박 임시운항지침 개발에 대한 여러 논의 사항을 소개하고, 이에 대한 대한민국의 대응 사항을 분석하여 지속적인 대응 방안에 대한 안을 제시한다. STCW 1978, as amended는 미국이 주도하고 한국 및 러시아 등이 지원하여 작업을 수행하고 있으며, SOLAS 제9장은 노르웨이 주도로 대한민국이 지원하고 있다. 더불어 MASS 임시운항 지침은 노르웨이가 주도하여 비공식 작업반을 통해 개발하고 있으며, 대한민국은 MSC 101차 회의에 동 문서를 공동으로 제출하였다. 이러한 연구 및 역할을 바탕으로 대한민국의 관련 산업 생태계를 고려하여 추후 다양하게 논의될 MASS관련 기술, 정책, 교육 및 R & D에 적극적이고 선제적 대응이 가능할 것이다.

The International Maritime Organization (IMO) adopted the Circular 101 (MSC / Circ. 1604) as an interim guidelines for MASS trials at the 101st Maritime Safety Committee. This guideline will be used as a guideline for the sea trials of Maritime Autonomous Surface Ships(MASS) in the future and will be used by government authorities and stake-holders to secure infrastructure for MASS safety, environmental protection and remote operation. The purpose of this study is to analyze the Interim Guidelines for MASS Trials adopted by IMO and to clearly classify the responsibilities and obligations of governments of stake-holders, and to present the main points of risk management necessary for maritime test operation from the perspective of human factors.

국제항해에 종사하는 500GT 이상의 상선에서는 SOLAS에 의해 2012년부터 ECDIS 사용이 강제화 됨에 따라 선박에서는 기존의 종이해도 대신 전자해도를 가지고 항해해야하는 극적인 변화를 맞이하였다. ECDIS는 H/W, S/W, data가 어우러진 복합전자장비로서 안전항해를 위해서는 ECDIS에서 제공받는 데이터의 신뢰성, 시스템 안전성을 확보하고 ECDIS에 대한 사용자의 올바른 이해와 숙련이 매우 중요하다. 하지만 선박에 새로운 항해 장비가 등장함으로서 예측하지 못한 다양한 문제가 식별되었고 또다른 문제가 추가적으로 발견될 수 있는 위험성을 내포하고 있다. 이러한 문제점을 보완하고 ECDIS 장비의 안정적인 선박 도입이 진행되도록 IMO에서는 식별된 ECDIS의 이상현상과 주의사항에 대한 회람문서가 하나의 통합된 문서로 발행되었다. 이 연구에서는ECDIS의 올바른 사용을 위해서 2015년 발행된 통합 ECDIS 회람문서 'ECDIS-Good Practice'를 바탕으로 선박에서 ECDIS를 안정적으로 사용하고 받아들일 수 있는 방법에 대해서 분석하였다.
