토양속에서 자운영 종자의 휴면성 및 종자활력 변화 (Change of Seed Dormancy and Viability of Chinese Milk Vetch (Astragalus sinicus L.) in Rice Field)

  • 자운영 지속재배시 토양에 매몰된 종자의 휴면 및 발아특성을 조사하여 토양속 종자 동태를 구명하기 위해 자운영종자와 꼬투리의 토양매몰 깊이 및 기간별 휴면성과 종자활력 변화를 조사하고 또한 자운영 지속재배 포장에서 낙수후 자운영 종자의 토양속 분포 개수, 발아율 및 종자활력기간을 조사한 결과는 다음과 같다. 1. 자운영 종자 회수율은 종자 매몰 한달후부터 활력이 잃기 시작하여 낙수전 9월까지 52~65%, 낙수후 10월에는 급격히 떨어져 종자와 꼬투리 모두 30% 이하를 나타내었고, 꼬투리 매몰의 경우는 낙수전 9월까지 활력소실이 되지 않고 100%를 보였다. 2. 자운영 종자의 휴면은 수확당시는 95%로 높았으나 시간이 경과함에 따라 점차 파괴되어 9월에는 휴면율(경실율)이 종자는 12~22%, 꼬투리는 31~33%로 급격히 낮아졌고, 낙수후 10월에는 경실율이 종자는 2~8%, 꼬투리는 5~12%로 보다 더 낮아졌다. 3. 발아율은 토양 매몰전 종자는 4%로 낮았으나 토양에 120일간 매몰후 종자 및 꼬투리속 종자 발아율은 휴면이 타파되어 각각 21%~31%, 49~51%로 증가하였다. 4. 자운영 지속포장에서 9월 낙수후 토양속 잔존 자운영 종자는 로터리 부분경운이앙은 경운이앙보다 2.3~2.6배가 많았고, 자운영 종자분포 깊이는 로터리 경운은 0~15 cm 깊이에 고르게 분포되었으나 부분경운 이앙은 대부분의 종자가 5cm 이하 깊이에 분포하고 있었다. 5. 자운영 종자의 출아기간을 기준으로 한 토양 속에서 활력유지기간은 매몰 후 2년정도 인 것으로 조사되었다.

  • The Purpose of Study 1. Inspection of clinical application on TCD to CVA 2. Objective Comparement and analysis about treatment effect of Western-Medicine, Korean Medicine, Cooperative consultation of Korean and Western medicice for CVA The Subject of Study We intended for the eighty six patient of CVA who had been treated in the Oriental Medical Hospital at Dong Eui Medical Center from 1997. 8. I to 1998. 7. 31 1. View of CT, MRI : the patient of Cb infarction 2. Attack Time : The patient who coming hospital falling ill within the early one week The method of study 1. Treat four group of Korean medicine, Constitution medicine, Western medicine, cooperative consultation of Korean medicine and Western medicine. 2. Application of TCD Check the result for three times, immediatly after the attack, two months later, four months later 3. Comparative analysis of each treatment effect by clinical symptoms and pathologic examination 4. The Judgement of the patient The Result From 8/1/1997 to 7/31/1998, We have the following result by clinical analysis intended for CVA 86 patients who had been treated in the Oriental Medical Hospital at Dong Eui Medical Center from 1997. 8. 1 to 1998. 7. 31 in 1. Analysis according to Age The first stage of thirties, forties, seventies is heavier than forties, fifties in improvement and Index of improvement of symptom 2. Analysis according to sex We have no special relation in an average of symptom and improvement, Index improvement 3. Analysis according to Family History We have the better result in first stage and improvement, index improvement when no family history. 4. Analysis according to Past History We have no special relation in past history like hypertension, DM, heart problem 5. Analysis devided two group, above group and under group on the basis of the average in first stage of all patient. We have the better result when the first stage is light, that the first score of barthel index and CNS is high. 6. Analysis of the effect of treatment about Korean medical treatment, Western medical treatment, cooperative treatment. In this study, the highest group of rate of treatment at four contrast groups (Korean medicine, Constitution medicine, Western medicine, cooperative treatment according to dyagnosis and range of treatment was the patient group of doing dyagnosis and method of treatment based on constitution medicine theory. This is that of doing demostation, A-Tx, po-herb-medication according to dyagnosis and treat method of constitution of Lee Je-ma In case of left, the case of dyagnosis any disease according to doctor view but, normal in TCDwas 22-beginning of attack, 20- two weeks later, 11 case-four weeks later in case of right, 15-beginning of attack, 12-two weeks later, 9 case four weeks later. So left vessel compares to right vessel is more interference, in fact more than a 1/2 of the patients of MCA disease can't do dyagnosis. In rate of imparement, the state of pacient improved but there isn't the improved case of result in TCD. 7. In TCD dyagnosis, between the case of inconsus the doctor view specially MCA in brain blood vessel is in large numbers and in total 86's patient, impossible case of dyagnosis according to interferiance of temporal is 21 case. 7. Result study about application of Kreaan medical treatment 1) The impossible patient of observation MCA blood vescular for interference temporal bone happened in large numbers. 2) There is the case having difference result to CT,MRI, MRA result. 3) Because individual difference is large, excluding to ananalogy of symptom. This is normal numerical value that has possibility of being checked as abnormal numerical value 4) there are a lot of cases that the speed of normal part is as similarly measured as that of abnormal part. It means that we cannot judge the disease by this measure 5) It is rare that this measure represent degree of improvement in patient's condition of disease. When we observe patient's condition become better, but we have no case that the result of TCD test better. 6) The result could be appear differently by the technique of the tester or by the experience of the tester 7) In the TCD test, abnormal symptoms is checked at 0 week, but at 2th week, normal symptoms is checked, again at 4th week abnormal is checked. According to the above result, CVA diagnosis is difficult only with TCD, as it appear in diagnosis error check which is suggested in the problem connected to project, for the aged persons who have the worst hardening of part of the cranium (1998. 5. 26 77 of 83 patients is 50s) there is a lot of cases that the measurement is impossible by TCD and the correction of measurement numerical value is decreased, as the age of cerebral infarction is high, TCD is inappropriate to diagnosis equipment through this study.

공해(公害)에 관(關)한 조사연구(調査硏究) 제이편(第二編) 한강(漢江), 낙동강(洛東江) 수질오염도(水質汚染度)에 관(關)한 비교(比較) 조사(調査) 연구(硏究) (A Study on Public Nuisance in Han River and Nackdong River Part II. Survey on Water Pollution)

  • In view of ever rising water pollution problems of river in the vicinity of large urban communities, the author has made an investigation on the pollution of water sampled from Han River (Seoul area) and Nakdong River (Daegu city area) during the period from July to December, 1970. The water samples were taken twice a month during the study period of 6 months from 7 points (locations) along the main stream of Han River at Seoul city and 5 points of Nakdong River at Daegu city. The samples ware measured and analyzed in accordance with the recognized methods in the 'Standard Methods for Examination of Water and waste' by American Public Health Association. The obtained results are as follows : I. Han River. 1. Average turbidity was 5.1 units ranging from 1 to 10 units and the turbidity of down stream was higher than that of the upper stream. 2. pH value showed slight alkalinity (mean;7.2) except Yunchang-Dong (6.9). 3. The mean value of Dissolved Oxygen contents (D.O) was 7.2 ppm. (range of 3.4-10.5ppm.). D.O. of the upper stream (8.2 ppm. at Walker Hill boating place, 8.0 ppm. at the Gwangzang Bridge and Ddookdo) was higher than that of he downstream (5.6ppm. at Yumchang-Dong, 6.4 ppm. at the 2nd Han River Bridge), and D.O. in the winter season was higher than that in the summer season, respectively. 4 The mean value of the Biochemical Oxygen Demand (B.O.D.) was 28.3 ppm. (range of 6.2-64.8 ppm.). The mean value of B.O.D. was 48.7 ppm. at Yumchang-Dong, 42.3 ppm. at the 2nd Han River Bridge, 34.0 ppm. at the 1st nan River Bridge, 28.5 ppm. at the 3rd Han River Bridge, 19.2 ppm. at Dookdo, 13.2 ppm. at the Gwangzang Bridge, and 10.2 ppm. at the Walker Hill boating place in order of value. B.O.D. in July and August (35.6 and 34.5 ppm.) were the highest and that in November and December (18.6 and 21.2 ppm.) were the lowest. 5. Suspended Solids (SS) were from 15.0 to 667.0 ppm. with the mean of 222.1 ppm. 'Suspended Solids' of the water samples at Yumchang-Dong and the 2nd Han River Bridge were found to be 378.1 ppm. and 283.9 ppm. respectively which were higher than at the Gwangzang Bridge (134.1 ppm.) and at Walker Hill boating place (79.3ppm.). 6. Coliform colonies counting of the water samples ranged from $0-2,500{\times}10/100ml$. with the mean value of $205.6{\times}10/100ml$. The most contaminated water sample by coliform were from the point of the 2nd Han River Bridge with $640.8{\times}10/100ml$ while the lowest ones were from Walker Hill boating place with $17.2{\times}10/100ml$. There was also a seasonal variation in coliform contamination that is the higher in summer and the lower in winter. II. Nakdong River 1. The mean value of turbidity was 2.3 units with range of 0 to 9.0 units. The highest point was at Geumho River (7.2 units). and the lowest point was at Gangzung and Moonsan (0.45 and 0.41 units). 2. The mean value of pH was 7.5 (range of 7.1-8.5) and highest point was Geumho River with 8.5. 3. The mean value of D.O. was 8.1 ppm. (range of 3.4-11.2 ppm.). D.O. of the upper stream showed higher value than that of the down stream, and the winter season than the summer season. 4. B.O.D. ranged from 2.6 to 57.0 ppm. (mean; 20.4ppm.). The water sample at Geumho River showed the highest value (41.5 ppm.) while at Moonsan and Gangzung showed the lowest (4.6 and 4.7 ppm.). 5. The mean value of suspended solids was 48.7 ppm. (range of 4.0-182.0 ppm.). The highest month was July (63.7ppm.) and August (62.1 ppm.) and the lowest month was October (37.0 ppm.) and December (24.4 ppm.). 6. The mean value of the coliform colonies was $22.7{\times}10/100ml$. (range of $0-243{\times}10/100ml$.). The highest number of the colonies was found in the sample water at the Whawon recreation area ($50.5{\times}10/100ml$.) followed by the Geumho River ($33.9{\times}10/100ml$.), the Goryung Bridge ($28.3{\times}10/100ml$.), Gangzung($0.7{\times}10/100ml$), and Moonsan ($0.6{\times}10/100ml$.).

고려재조대장목록고 (A study on the second edition of Koryo Dae-Jang-Mock-Lock)

  • This study intends to examine the background and the procedure of the carving of the tablets of the second edition of Dae-Jang-Mock­Lock(재조대장목록). the time and the route of the moving of the tablets. into Haein-sa, and the contents and the system of it. This study is mainly based on the second edition of Dae-Jang-Mock-Lock. But the other closely related materials such as restored first. edition of the Dae- Jang-Mock-Lock, Koryo Sin-Jo-Dae-Jang-Byeol-Lock (고려신조대장교정별록). Kae-Won-Seok-Kyo-Lock (개원석교록). Sok-Kae­Won-Seok-Kyo-Lock (속개원석교록). Jeong-Won-Sin-Jeong-Seok-Kyo­Lock(정원신정석교록), Sok-Jeong-Won-Seok-Kyo-Lock(속정원석교록), Dea-Jung-Sang-Bu-Beob-Bo-Lock(대중상부법보록), and Kyeong-Woo-Sin-Su-Beob-Bo-Lock(경우신수법보록), are also analysed and closely examined. The results of this study can be summarized as follows: 1. The second edition of Tripitaka Koreana(고려대장경) was carved for the purpose of defending the country from Mongolia with the power of Buddhism, after the tablets of the first edition in Buin-sa(부이사) was destroyed by fire. 2. In 1236. Dae-Jang-Do-Gam(대장도감) was established, and the preparation for the recarving of the tablets such as comparison between the content, of the first edition of Tripitalk Koreana, Gal-Bo-Chik-Pan-Dae­Jang-Kyeong and Kitan Dae- Jang-Kyeong, transcription of the original copy and the preparation of the wood, etc. was started. 3. In 1237 after the announcement of Dae-Jang-Gyeong-Gak-Pan-Gun­Sin-Gi-Go-Mun(대장경핵판군신석고문), the carving was started on a full scale. And seven years later (1243), Bun-Sa-Dae-Jang-Do-Gam(분사대장도감) was established in the area of the South to expand and hasten the work. And a large number of the tablets were carved in there. 4. It took 16 years to carve the main text and the supplements of the second edition of Tripitaka Koreana, the main text being carved from 1237 to 1248 and the supplement from 1244 to 1251. 5. It can be supposed that the tablets of the second edition of Tripitaka Koreana, stored in Seon-Won-Sa(선원사), Kang-Wha(강화), for about 140 years, was moved to Ji-Cheon-Sa(지천사), Yong-San(용산), and to Hae-In-Sa(해인사) again, through the west and the south sea and Jang-Gyeong-Po(장경포), Go-Ryeong(고령), in the autumn of the same year. 6. The second edition of Tripitaka Koreana was carved mainly based on the first edition, comparing with Gae-Bo-Chik-Pan-Dae-Jang-Kyeong(개보판대장경) and Kitan Dae-Jang-Kyeong(계단대장경). And the second edition of Dae-Jang-Mock-Lock also compiled mainly based on the first edition with the reference to Kae-Won-Seok-Kyo-Lock and Sok-Jeong-Won-Seok-Kyo-Lock. 7. Comparing with the first edition of Dae-Jang-Mock-Lock, in the second edition 7 items of 9 volumes of Kitan text such as Weol-Deung­Sam-Mae-Gyeong-Ron(월증삼매경론) are added and 3 items of 60 volumes such as Dae-Jong-Ji-Hyeon-Mun-Ron(대종지현문논) are substituted into others from Cheon chest(천함) to Kaeng chest(경함), and 92 items of 601 volumes such as Beob-Won-Ju-Rim-Jeon(법원주임전) are added after Kaeng chest. And 4 items of 50 volumes such as Yuk-Ja-Sin-Ju-Wang-Kyeong(육자신주왕경) are ommitted in the second edition. 8. Comparing with Kae-Won-Seok-Kyo-Lock, Cheon chest to Young chest (영함) of the second edition is compiled according to Ib-Jang-Lock(입장록) of Kae-Won-Seok-Kyo-Lock. But 15 items of 43 vol­umes such as Bul-Seol-Ban-Ju-Sam-Mae-Kyeong(불설반주삼매경) are ;added and 7 items of 35 volumes such as Dae-Bang-Deung-Dae-Jib-Il­Jang-Kyeong(대방등대집일장경) are ommitted. 9. Comparing with Sok-Jeong-Won-Seok-Kyo-Lock, 3 items of the 47 volumes (or 49 volumes) are ommitted and 4 items of 96 volumes are ;added in Caek chest(책함) to Mil chest(밀함) of the second edition. But the items are arranged in the same order. 10. Comparing with Dae- Jung-Sang-Bo-Beob-Bo-Lock, the arrangement of the second edition is entirely different from it. But 170 items of 329 volumes are also included in Doo chest(두함) to Kyeong chest(경함) of the second edition, and 53 items of 125 volumes in Jun chest(존함) to Jeong chest(정함). And 10 items of 108 volumes in the last part of Dae-Jung-Sang-Bo-Beob-Bo-Lock are ommitted and 3 items of 131 volumes such as Beob-Won-Ju-Rim-Jeon(법원주임전) are added in the second edition. 11. Comparing with Kyeong-Woo-Sin-Su-Beob-Bo-Lock, all of the items (21 items of 161 volumes) are included in the second edition without ;any classificatory system. And 22 items of 172 volumes in the Seong­Hyeon-Jib-Jeon(성현집전) part such as Myo-Gak-Bi-Cheon(묘각비전) are ommitted. 12. The last part of the second edition, Joo chest(주함) to Dong chest (동함), includes 14 items of 237 volumes. But these items cannot be found in any other former Buddhist catalog. So it might be supposed as the Kitan texts. 13. Besides including almost all items in Kae-Won-Seok-Kyo-Lock and all items in Sok-Jeong-Won-Seok-Kyo-Lock, Dae-Jung-Sang-Bo­Beob-Bo-Lock, and Kyeong-Woo-Sin-Su-Beob-Bo-Lock, the second edition of Dae-Jang-Mock-Lock includes more items, at least 20 items of about 300 volumes of Kitan Tripitaka and 15 items of 43 volumes of traditional Korean Tripitake that cannot be found any others. Therefore, Tripitaka Koreana can be said as a comprehensive Tripitaka covering all items of Tripitakas translated in Chinese character.

침출용 티백 포장재의 안전성에 관한 연구 (The Monitoring on Plasticizers and Heavy Metals in Teabags)

  • 현재 침출용 티백은 그 편리성으로 인하여 전 세계적으로 녹차, 홍차, 커피 등에 다양하게 이용되고 있어 안전성 측면에서 침출용 티백에서 유래될 수 있는 가소제와 유해중금속의 잔류실태 및 식품으로의 이행정도를 조사하였다. 먼저 GC/FID를 이용하여 DEHA, DEHP등 총 16종의 가소제를 동시 분석할 수 있는 분석조건을 확립하였다. 이때 각 가소제 성분에 대한 회수율은 $82.7%\sim104.6%$ 범위였으며, RSD $0.6%\sim2.7%$, 상관계수 $0.9991\sim0.9999$로서 우수한 재현성 및 직선성을 나타내었다. 동 시험법을 적용하여 국내 유통 중인 침출용 티백 재질 143품목에 대하여 재질중에 함유된 가소제를 분석한 결과, 16종 모두 불검출이었고 침출용 티백 재질을 $95^{\circ}C$ 물에서 30분간 침출시켜 식품으로 이행되는 양을 분석한 결과에서도 16종의 가소제가 모두 불검출이었다. 또한, 티백 재질중 유해중금속인 납, 카드aba, 비소 및 알루미늄의 함유량을 ICP/AES를 이용하여 분석한 결과, 티백 재질당 납은 $trace\sim23{\mu}g$, 알루미늄은 $0.6\sim1718{\mu}g$으로 검출되었고, 카드뮴 및 비소는 모두 trace로 검출되었다. 티백 재질을 $95^{\circ}C$ 물에서 30분간 침출한 액에서는 티백당 납 및 알루미늄은 각각 $trace\sim11.5{\mu}g$$trace\sim20.8{\mu}g$으로 검출되었고, 카드뮴 및 비소는 모두 불검출이었다. 따라서 차를 음용하는 시간동안 침출용 티백으로부터 가소제 및 중금속의 이행에 따른 문제점은 없는 것으로 사료된다.X>$114.03{\pm}19.04mg%$, 된장이 $734.32{\pm}147.70mg%$, 청국장이 $600{\pm}150mg%$ 이었다. 색도를 측정한 결과 L(명도), a(적색도) 및 b(황색도)값의 평균치는 고추장은 각각 $14.49{\pm}1.44,\;15.45{\pm}1.77$$8.34{\pm}1.02$로 나타나 적색도에 있어서 다소 낮게 나타났고, 된장은 각각 $26.69{\pm}4.33,\;7.25{\pm}1.03$$12.02{\pm}1.82$로서 명도와 황색도가 다소 낮게 나타났다. 청국장은 각각 $35.62{\pm}2.05,\;6.31{\pm}0.37$$13.50{\pm}0.78$로 나타나 명도와 황색도에 있어서 다소 낮게 나타났다.m25$에 9.4%를 나타내었다. 신체발달점수에서 남대생은 68.3%가 $75\sim85$이었고, 86 이상이 25.3%로 나타난 반면, 여대생은 표준범위가 63.6%의 분포를 나타내었다. 여대생의 나트륨 섭취는 연령과 0.082의 유의성을 나타내었고, 남대생의 복부 지방률은 연령과 0.011의 유의적 차이를 나타내었으며, 여대생의 체단백질랑은 나트륨섭취와 -0.276의 음의 상관관계를 나타내었다. 따라서 본 조사에 의하면 탄수화물:단백질:지방 비율이 $46\sim54:16\sim17:30$ 이상의 수준이었고, 섬유소는 권장량의 20%, 칼슘은 권장량의 $77\sim83%$, 나트륨은 권장량의 $2\sim3$배를 섭취하였는데, 이러한 섭취경향은 체성분에서 특히 남대생 94%가 체단백질량이 표준이상인 반면 남대생

질소 소비료적성 고품질 벼 신품종 "청청진미" (A High Quality Rice Variety "Cheongcheongjinmi" Adaptable to Low Nitrogen Fertilizer Application)

  • "청청진미"는 중부평야지 및 중서부해안지 적응 소비료적성 고품질 벼품종을 육성할 목적으로 1993년 하계에 국립식량과학원 벼품종개발연구팀에서 이리401호와 일품벼를 인공교배하여 SR19633의 교배번호를 부여하고, 1993/1994년 동계에 수원에서 $F_1$ 18개체를 양성하였다. 1995년 하계에 $F_2$ 936개체를 포장에 전개하여 우량개체를 선발하여 집단으로 $F_3$$F_4$ 세대를 진전시키고, $F_5{\sim}F_9$ 세대는 계통육종법에 따라 유망개체 선발과 세대를 진전시켰다. $F_9$ 세대에서 선발된 유망계통을 '03~'05년 3개년 간 생산력검정 시험결과, 수량성이 높으며 소비료적성과 쌀 외관품위가 양호하고 밥맛이 좋은 SR19633-B-B-34-3-3-3-1 계통을 선발하여 '수원509호'로 계통명을 부여하였다. '수원509호'는 '06~'08년 3개년 간 지역적응시험을 실시한 결과, 소비료적성이 높은 중만생 고품질 다수성 계통으로 우수성이 인정되어 2008년 12월 농촌진흥청의 직무육성 신품종 선정 심의회에서 국가목록등재품종으로 선정되어 "청청진미"로 명명하였으며, 지역적응시험 결과는 다음과 같다. 1. 보통기 재배에서 "청청진미"의 출수기는 8월17일로 소비벼 보다 4일 늦은 중만생종이며, 간장, 수수 및 수당립수는 각각 82 cm, 13개 및 126개이며 등숙율은 90.2%였다. 2. "청청진미"는 잎도열병, 흰잎마름병, 바이러스병 및 멸구류 등의 병해충에 약한 품종이다. 3. "청청진미"는 내냉성 검정에서 냉수구 임실율은 61%, 등숙기 수발아율은 1.6%였으며, 포장도복은 강한 경향이다. 4. "청청진미"는 질소 시비량 6 kg/10a의 소비재배에서 총건물중, 총질소량 및 Rubisco 활성이 소비벼보다 각각 9.4%, 19.7% 및 61.6% 높았다. 5. "청청진미"의 쌀 외관은 심복백 없이 맑고 투명하며, 현미 천립중 21.1 g의 중립종이고, 단백질 및 아밀로스 함량은 각각 5.4% 및 18.1%이고, 식미치는 0.27로 화성벼 -0.04보다 높았다. 6. "청청진미"의 완전미율은 96.9%로 높아서 완전미 도정수율이 72.5%로 소비벼보다 11.3% 높았다. 7.   • Just before the Korean War, the total number of the North Korean troops was 198,380, while that of the ROK(Republic of Korea) army troops 105,752. That is, the total number of the ROK army troops at that time was 53.3% of the total number of the North Korean army. As of December 2008, the total number of the North Korean troops is estimated to be 1,190,000, while that of the ROK troops is 655,000, so the ROK army maintains 55.04% of the total number of the North Korean troops. If the ROK army continues to reduce its troops according to [Military Reform Plan 2020], the total number of its troops will be 517,000 m 2020. If North Korea maintains the current status(l,190,000 troops), the number of the ROK troops will be 43.4% of the North Korean army. In terms of units, just before the Korean War, the number of the ROK army divisions and regiments was 80% and 44.8% of North Korean army. As of December 2008, North Korea maintains 86 divisions and 69 regiments. Compared to the North Korean army, the ROK army maintains 46 Divisions (53.4% of North Korean army) and 15 regiments (21.3% of North Korean army). If the ROK army continue to reduce the military units according to [Military Reform Plan 2020], the number of ROK army divisions will be 28(13 Active Division, 4 Mobilization Divisions and 11 Local Reserve Divisions), while that of the North Korean army will be 86 in 2020. In that case, the number of divisions of the ROK army will be 32.5% of North Korean army. During the Korean war, North Korea suddenly invaded the Republic of Korea and occupied its capital 3 days after the war began. At that time, the ROK army maintained 80% of army divisions, compared to the North Korean army. The lesson to be learned from this is that, if the ROK army is forced to disperse its divisions because of the simultaneous invasion of North Korea and attack of guerrillas in home front areas, the Republic of Korea can be in a serious military danger, even though it maintains 80% of military divisions of North Korea. If the ROK army promotes the plans in [Military Reform Plan 2020], the number of military units of the ROK army will be 32.5% of that of the North Korean army. This ratio is 2.4 times lower than that of the time when the Korean war began, and in this case, 90% of total military power should be placed in the DMZ area. If 90% of military power is placed in the DMZ area, few troops will be left for the defense of home front. In addition, if the ROK army continues to reduce the troops, it can allow North Korea to have asymmetrical superiority in military force and it will eventually exert negative influence on the stability and peace of the Korean peninsular. On the other hand, it should be reminded that, during the Korean War, the Republic of Korea was attacked by North Korea, though it kept 53.3% of troops, compared to North Korea. It should also be reminded that, as of 2008, the ROK army is defending its territory with the troops 55.04% of North Korea. Moreover, the national defense is assisted by 25,120 troops of the US Forces in Korea. In case the total number of the ROK troops falls below 43.4% of the North Korean army, it may cause social unrest about the national security and may lead North Korea's misjudgement. Besides, according to Lanchester strategy, the party with weaker military power (60% compared to the party with stronger military power) has the 4.1% of winning possibility. Therefore, if we consider the fact that the total number of the ROK army troops is 55.04% of that of the North Korean army, the winning possibility of the ROK army is not higher than 4.1%. If the total number of ROK troops is reduced to 43.4% of that of North Korea, the winning possibility will be lower and the military operations will be in critically difficult situation. [Military Reform Plan 2020] rums at the reduction of troops and units of the ground forces under the policy of 'select few'. However, the problem is that the financial support to achieve this goal is not secured. Therefore, the promotion of [Military Reform Plan 2020] may cause the weakening of military defence power in 2020. Some advanced countries such as Japan, UK, Germany, and France have promoted the policy of 'select few'. However, what is to be noted is that the national security situation of those countries is much different from that of Korea. With the collapse of the Soviet Unions and European communist countries, the military threat of those European advanced countries has almost disappeared. In addition, the threats those advanced countries are facing are not wars in national level, but terrorism in international level. To cope with the threats like terrorism, large scaled army trops would not be necessary. So those advanced European countries can promote the policy of 'select few'. In line with this, those European countries put their focuses on the development of military sections that deal with non-military operations and protection from unspecified enemies. That is, those countries are promoting the policy of 'select few', because they found that the policy is suitable for their national security environment. Moreover, since they are pursuing common interest under the European Union(EU) and they can form an allied force under NATO, it is natural that they are pursing the 'select few' policy. At present, NATO maintains the larger number of troops(2,446,000) than Russia(l,027,000) to prepare for the potential threat of Russia. The situation of japan is also much different from that of Korea. As a country composed of islands, its prime military focus is put on the maritime defense. Accordingly, the development of ground force is given secondary focus. The japanese government promotes the policy to develop technology-concentrated small size navy and air-forces, instead of maintaining large-scaled ground force. In addition, because of the 'Peace Constitution' that was enacted just after the end of World War II, japan cannot maintain troops more than 240,000. With the limited number of troops (240,000), japan has no choice but to promote the policy of 'select few'. However, the situation of Korea is much different from the situations of those countries. The Republic of Korea is facing the threat of the North Korean Army that aims at keeping a large-scale military force. In addition, the countries surrounding Korea are also super powers containing strong military forces. Therefore, to cope with the actual threat of present and unspecified threat of future, the importance of maintaining a carefully calculated large-scale military force cannot be denied. Furthermore, when considering the fact that Korea is in a peninsular, the Republic of Korea must take it into consideration the tradition of continental countries' to maintain large-scale military powers. Since the Korean War, the ROK army has developed the technology-force combined military system, maintaining proper number of troops and units and pursuing 'select few' policy at the same time. This has been promoted with the consideration of military situation in the Koran peninsular and the cooperation of ROK-US combined forces. This kind of unique military system that cannot be found in other countries can be said to be an insightful one for the preparation for the actual threat of North Korea and the conflicts between continental countries and maritime countries. In addition, this kind of technology-force combined military system has enabled us to keep peace in Korea. Therefore, it would be desirable to maintain this technology-force combined military system until the reunification of the Korean peninsular. Furthermore, it is to be pointed out that blindly following the 'select few' policy of advanced countries is not a good option, because it is ignoring the military strategic situation of the Korean peninsular. If the Republic of Korea pursues the reduction of troops and units radically without consideration of the threat of North Korea and surrounding countries, it could be a significant strategic mistake. In addition, the ROK army should keep an eye on the fact the European advanced countries and Japan that are not facing direct military threats are spending more defense expenditures than Korea. If the ROK army reduces military power without proper alternatives, it would exert a negative effect on the stable economic development of Korea and peaceful reunification of the Korean peninsular. Therefore, the desirable option would be to focus on the development of quality of forces, maintaining proper size and number of troops and units under the technology-force combined military system. The tableau above shows that the advanced countries like the UK, Germany, Italy, and Austria spend more defense expenditure per person than the Republic of Korea, although they do not face actual military threats, and that they keep achieving better economic progress than the countries that spend less defense expenditure. Therefore, it would be necessary to adopt the merits of the defense systems of those advanced countries. As we have examined, it would be desirable to maintain the current size and number of troops and units, to promote 'select few' policy with increased defense expenditure, and to strengthen the technology-force combined military system. On the basis of firm national security, the Republic of Korea can develop efficient policies for reunification and prosperity, and jump into the status of advanced countries. Therefore, the plans to reduce troops and units in [Military Reform Plan 2020] should be reexamined. If it is difficult for the ROK army to maintain its size of 655,000 troops because of low birth rate, the plans to establish the prompt mobilization force or to adopt drafting system should be considered for the maintenance of proper number of troops and units. From now on, the Republic of Korean government should develop plans to keep peace as well as to prepare unexpected changes in the Korean peninsular. For the achievement of these missions, some options can be considered. The first one is to maintain the same size of military troops and units as North Korea. The second one is to maintain the same level of military power as North Korea in terms of military force index. The third one is to maintain the same level of military power as North Korea, with the combination of the prompt mobilization force and the troops in active service under the system of technology-force combined military system. At present, it would be not possible for the ROK army to maintain such a large-size military force as North Korea (1,190,000 troops and 86 units). So it would be rational to maintain almost the same level of military force as North Korea with the combination of the troops on the active list and the prompt mobilization forces. In other words, with the combination of the troops in active service (60%) and the prompt mobilization force (40%), the ROK army should develop the strategies to harmonize technology and forces. The Korean government should also be prepared for the strategic flexibility of USFK, the possibility of American policy change about the location of foreign army, radical unexpected changes in North Korea, the emergence of potential threat, surrounding countries' demand for Korean force for the maintenance of regional stability, and demand for international cooperation against terrorism. For this, it is necessary to develop new approaches toward the proper number and size of troops and units. For instance, to prepare for radical unexpected political or military changes in North Korea, the Republic of Korea should have plans to protect a large number of refugees, to control arms and people, to maintain social security, and to keep orders in North Korea. From the experiences of other countries, it is estimated that 115,000 to 230,000 troops, plus ten thousands of police are required to stabilize the North Korean society, in the case radical unexpected military or political change happens in North Korea. In addition, if the Republic of Korea should perform the release of hostages, control of mass destruction weapons, and suppress the internal wars in North Korea, it should send 460,000 troops to North Korea. Moreover, if the Republic of Korea wants to stop the attack of North Korea and flow of refugees in DMZ area, at least 600,000 troops would be required. In sum, even if the ROK army maintains 600,000 troops, it may need additional 460,000 troops to prepare for unexpected radical changes in North Korea. For this, it is necessary to establish the prompt mobilization force whose size and number are almost the same as the troops in active service. In case the ROK army keeps 650,000 troops, the proper number of the prompt mobilization force would be 460,000 to 500,000.
