The ICT Operation Performance by a New ICT Investment and Policy Consistency of Government Organizations (정부조직의 신규 ICT 투자와 정책 일관성에 따른 ICT 운영 성과)

  • The purpose of this study is to examine an organizational ICT(Information and Communication Technology) performance by ICT investment and policy consistency of government organizations. As the rapid development of ICT is becoming an essential element of social culture, the ICT operation of bureaucratic government also is becoming important. The central government has invested substantially new ICT for improving the quality of nationwide service and to promote administrative efficiency. However, various departments of government occur frequently duplication investments of ICT, and budget conflicts between organizations caused difficulties in maximizing ICT competency. I will confirm the ICT operational performance by ICT investment behavior and organizational work competency as well as the significance of ICT policy consistency. The method of study used a structural equation. The research model set ICT investment behavior as independent variables, organizational work competencies and policy consistency as mediations, and operational performance as dependencies. As a result of the research, New ICT interests show negative effects that caused work change between government organizations and government-funded body. But, New ICT convergence shows positive effects on increasing the two competency variables. The two competency variables show negative effects that caused changes in ICT policy consistency and show no impact on the ICT operational performance. The ICT policy consistency shows a positive effect on enhancing ICT operational performance. The study contribution explain updated the contingency theory and because the ICT policy consistency is essential, negotiation between government organizations will be important. Future research will require a qualitative study through interviews in government organizations about consistency enhance of ICT policy.

Analysis on Determinant Affecting Open Innovation of Korean ICT Service Industry : Focusing on Network Service (한국 ICT서비스산업의 개방형 혁신에 영향을 미치는 요소 분석 : 네트워크 서비스를 중심으로)

  • Due to the emergence of open innovation driven by development of network service technologies and convergence in ICT service industry, It is necessary for ICT service firms to examine their capabilities for open innovation. The purpose of this paper is to empirically examine determinants affecting open innovation in Korean ICT service industry. In order to analyze, this paper uses logistic and multiple regression models based on survey data of Korean ICT service firms. Estimation results show that external network for collaboration is positive on the technological innovation activity regardless of the innovation type. Specifically, user networks are significant in all types of technology innovation, revealing that it is important to innovation activities of the ICT service firms.

  • 최근 BIM(Building Information Modeling)은 건설사업의 뜨거운 이슈로 부각되고 있으며 기존의 건설공사에서 2D로 관리되고있는 각종 성과물을 3D로 관리하면서 간섭검토, 에너지분석, 시공성검토 등 기존의 2D로 하기 어려웠던 다양한 의사결정 등을 지원할 수 있는 새로운 기술이다. 하지만 이렇게 다양하게 BIM이 활용되기 위해서는 활용목적에 맞는 성과품 및 산출물이 적절하게 만들어져야 하나 건축분야만 일부 제시되고 있을 뿐 토목분야는 사례를 찾아보기가 힘들다. 이에 국외 토목 BIM 발주사례와 국내 건축 BIM 관련 가이드, 현행 2D 기반의 성과품 납품체계 등을 조사하여 도로분야의 BIM성과품 납품체계 개발방안을 제시하였다.

  • 국민의식 수준이 높아지면서 도로교통 등 SOC 시설물 이용에 대한 서비스도 다양화 고도화되면서 사용자 가치를 반영한 서비스수준 요구가 커지고 있다. 본 연구는 국내외 선행 연구사례 고찰을 통해 정보시스템과 터널시설물의 서비스수준 등의 평가항목을 도출하고 AHP기법을 사용하여 평가항목들 간의 상대적 중요성을 계산하여 정보시스템과 터널시설물의 서비스수준간의 중요도 관계분석을 통한 연구사례가 많지 않은 국도상의 터널시설물을 대상으로 향후에 사용자중심의 시설물유지관리정보시스템 개발 방안을 마련하였다.

  • 'Healthcare 3.0' paradigm, which comes from the convergence of medical and department of ICT(Information and Communication Technology), meets the government's 'creative economy'. It has emerged as new higher value-added markets and industries, created jobs, and got the 'land of opportunity'. Despite of the global recession, the health care market in the world from 2009 to now has earned a steady growth. The annual growth rate in domestic industrial scale is expected to more than 10% higher based on 153 trillion won in 2010. In particular, combination of health care and ICT, BT(BioTechnology), NT(NanoTtechnology), which is so called 'super-convergence', leap in the health care industry, is expected to open up a new paradigm. In addition, by 2020 all of the health care industry, the IT convergence industries account for the largest proportion, and more than 50,000 of the employment are to be expected. In this study, we survey and analyze problems of medical and IT convergence technology, the future of the medical and health care industry, the demanded healthcare IT staff, finally suggest education plan of human resources required in convergence industry of medical and IT.

Development of Autonomous Steering Platforms for Upland Furrow (노지 밭고랑 환경 적용을 위한 자율조향 플랫폼 개발)

  • We developed a platform that was capable of autonomous steering in a furrow environment. It was developed to autonomously control steering by recognizing the furrow using a laser distance, three-axis tilt, and temperature sensor. The performance evaluation indicated that the autonomous steering success rate was 99.17%, and it was possible to climb up to 5° on the slope. The usage time was approximately 40 h, and the maximum speed was 6.7 km/h.

  • In this paper, as a research on autonomous steering for agriculture, a sensor module for furrow recognition was developed through a low-cost distance sensor combination. The developed sensor module was applied to the vehicle, and when driving in a furrow curve, the autonomous steering success rate was 100% at a curvature of 20 m or more, and 70% at a curvature of 15 m or less. The self-steering success rate according to the ground condition showed a 100% success rate regardless of soil, weeds, or mulching film.

  • 최근 정부는 대민서비스 향상을 위해 인터넷 등 전자적으로 신청하는 민원의 신청수수료 전자납부 절차를 제공하고 있으나, 민원처리 과정에서 금액이 결정되는 허가수수료와 서면민원의 신청수수료는 전자납부 절차가 없어 수수료를 수입인지로 납부하고 있다. 본 연구에서는 기존 인터넷 민원 신청수수료 전자납부절차를 개선하여, 모든 민원수수료의 전자납부 방안을 제시함으로써 인허가기관의 민원수수료 관리의 투명성 및 업무효율성 제고와 대국민 불편해소를 도모하고자 한다.

  • 국토해양부는 합리적인 정책결정의 지원을 위해 매년 전국의 도로연장통계 등을 기재한 도로현황조서를 책자의 형태로 발간하고 있으며, 도로현황조서의 신속한 자료 취합 및 시의적절한 맞춤형 통계자료 제공 등 활용성 제고를 위해 도로현황조서시스템 구축을 진행하고 있다. 본 연구에서는 기존 도로 현황조서 작업업무 및 제한사항을 분석하여, 도로현황 정보에 대한 다양한 요구사항에 대처하기 위해 웹기반으로 전산화하는 방안에 대하여 기술하고자 한다.

  • 국토해양부는 일반국도의 적정한 도로포장 유지보수를 통한 예산의 효율적사용을 위해 일반국도 포장관리시스템(PMS)을 운영하고 있으며, 일반국도 포장상태 조사 및 유지보수실적을 관리를 위하여 포장 자료 관리용 엑셀파일을 데이터베이스로 구축하였다. 본 연구에서는 기존 일반국도 포장관리시스템(PMS)운영의 한계를 분석하고 현장의 명확한 판단 기준을 제시 할 수 있는 시스템의 개선방안을 기술하고자 한다.
