The purpose of this paper is to establish an evaluation criteria for pavement condition in bicycle road. The suggested criteria would help in the activation policy of bicycle use. The conventional evaluation criteria is difficult to be applied for the bicycle road since the bicycle road is sensitive to changes in the driving environments such as obstacles and bumps. This study presents the evaluation criteria that is suitable for bicycle road. The criteria was suggested in 5 grades through the impact acceleration range of RMSI (Road Monitoring System using ICT). The grades of the criteria are divided into a range of grade A to E. The grade A is a very good condition, while the grade E is a state that requires immediate maintenance. This study were confirmed the validity through the survey of user's satisfaction. According to the results of survey, the grade A was shown correlation of 91%. The grade E requiring immediate repair was presented correlation of 94%. It showed that the results of surveying the bicycle road users are highly correlated with the suggested criteria for pavement condition. It showed that the criteria are highly correlated with the survey results. Suggested criteria using the RMSI is expected to be effective for maintenance of the bicycle road. In addition, it is expected to ensure the serviceability and safety for the bicycle users.

Recently, with the rapid growth of the O2O market, Fintech combining the finance and ICT technology is drawing attention as innovation to lead "O2O of finance", along with Fintech-based payment, authentication, security technology and related services. For new technology industries such as Fintech, technical sources, related systems and regulations are important but previous studies on Fintech lack in-depth research about systems and technological trends of the domestic Fintech industry. Therefore, this study aims to analyze domestic Fintech trends and find the insights for the direction of technology and systems of the future domestic Fintech industry by comparing Kakao Pay and Samsung Pay, the two domestic representative mobile payment services. By conducting a complete enumeration survey about the tweets mentioning Fintech until June 2016, this study visualized topics extraction, sensitivity analysis and keyword analyses. According to the analysis results, it was found that various topics have been created in the technologies and systems between 2014 and 2016 and different keywords and reactions were extracted between topics of Samsung Pay based on "devices" such as Galaxy and Kakao Pay based on "service" such as KakaoTalk. This study contributes to analyzing the unstructured data of social media by period by using social media mining and quantifying the expectations and reactions of consumers to services through the sentiment analysis. It is expected to be the foundation of Fintech industry development by presenting a strategic direction to Fintech related practitioners.

The purpose of this study is to present the technology value model based on profit approach and IITP practical guide for Ethernet network technology, which is the core technology of autonomous vehicles and connected cars in the hyper-connected industry. In-vehicle network, Ethernet technology, Ethernet port count, port pricing, and application data for technology assessment are sources of global market research organizations. The data on the company's COGS (Cost of Goods Sold), operating capital requirement, capital expenditure, and income statement data are used by the Bank of Korea's Business Analysis Report. According to the results of the study, the product market size was estimated to be US $470.3 billion and the technology market size was $52.1 billion over the seven years of economic life cycle of technology. The market value of the technology was estimated to be $260 million reflecting the possibility of entry into the market. In the case of the corporate management analysis report, the average value of the IITP and the top 25% were $0.7 million and $40.2 million, respectively. -27.8 million, and -73.6 million dollars respectively. This implies that government support for policy support is needed when conducting corporate R&D with high cost-to-sales ratio. The results of this study can be used as a reference for the evaluation of technology demand based ICT R&D technology in the industrial internet market in the fourth industrial revolution era.

The purpose of this paper is to review the background and purpose of the special issue on Theory of Environment Geospatial Information and Its Applications in Korean Journal of Remote Sensing. The significance of the paper was also discussed. Environmental information refers to environment related information (literature, statistics, images, etc.) in a comprehensive manner. Such environmental information as a local change or issue of the environment is defined as environmental spatial information by developing in a spatial form. Remote sensing data is very useful as direct or indirect data including environmental spatial information on wide-area and local environment. Various applications will be possible not only in the environmental field through several improvements. For this purpose, first, refining and scientificization of technology to build environmental spatial information could be performed. Second, the application field can be expanded by developing the concept and contents of existing environmental spatial information. The third method is continuous increase of the application of existing environmental spatial information. In this paper, the direction of development was examined that reflects recent changes of environmental spatial information such as conversion of data formats and integration with ICT (Information and Communications Technologies). In particular, the basic technology for the construction of environmental spatial information was reviewed through various papers. Through the studies related to the above, utilization of domestic environmental spatial information would be diversified. Also, the development of environment policy and efficient management of environmental factors could be possible.

This study redefines the networks' connection behaviors and the terms confusion over the settlement in Netflix-SK Broadband's dispute through domestic and foreign legal references. Conflict parties, academics and the media use the terms "interconnection fee" or "Access fee" without uniformity, and in some cases mixes for strategic purposes. The use of different terms for the same phenomenon (or vice versa) has a high need for research in that it makes it difficult to reach a unified approach to the problem, to discuss it productively and rationally, and, moreover, to resolve disputes. Therefore, this study cross-referenced/analyzed terms related to network utilization and connectivity, namely "Use", "Access", "Interconnection" and thus cost-related terms as a counter-pay. In addition, it suggests that interconnection fees and access fees should be used separately, and allows them to function as a starting point in resolving future ICT sector issues. As a result of this study, the price against the network access/use between Netflix and SK Broadband is access fee or retail price, and proposes to be used uniformly in the term "interconnection fee" only for fees incurred in interconnection between ISPs that possess or operate networks.

In case that they do not have counterstrategies ready for patent disputes in advance, they would not be able to survive competitions or would fall behind in the market. Most of domestic companies are not equipped with appropriate counterstrategies, and there are only few studies on the countermeasures for patent disputes. Thus, this study examined counterstrategies for patent disputes drawn from cases of smartphone patent disputes and preceding researches, and conducted interviews and surveys with patent experts and company executives to grasp their opinions about the effectiveness of countermeasures for patent disputes related to the smartphone field. As for analysis tool, the Delphi method is selected that is usually used for analyzing relatively a small number of expert opinions. As a result of interviewing patent experts, effective countermeasures turned out to be cross licensing, counter-suit, and patent invalidation suit, in order, and as a result of surveys with company executives, they turned out to be patent invalidation suit, counter-suit, cross licensing, suit through solidarity, and loyalty agreement, in order. It is anticipated that the study results could be used for smartphone manufacturing companies and ICT companies to establish counterstrategies for patent disputes.

Smart work has recently introduced as a way to solve problems such as greenhouse gas emissions, low birth rate and aging as well as to improve productivity. Because of development of ICT infrastructure and the proliferation of smart devices, the mobile office has the most commonly used within types of smart work in Korea. But the adoption of the mobile office in small businesses is only half of that of large corporations. The security issue appears to be one of the biggest obstacles to the introduction of smart work in small businesses. Therefore, the purpose of this study is to analyze the information security factors that should be considered when the mobile office is introduced to small businesses. By analyzing the previous studies, the information security factors of the mobile office are classified 5 groups composed of 24 factors. 5 groups are terminals, applications and platforms, networks, servers and users. According to the survey result using AHP, 'User' was drawn to the most important group, and 'Data Encryption', 'Wireless LAN Control' and 'Terminal Recovery When Leaving' were drawn to the important information security factors of the mobile office among 24 factors.

This paper examined how consumers' attitude toward the telecommunication expense was affected by news reports through the experiment. Participants were randomly assigned to one of four group (control group, high-expense-claimed-media group, low-expense-claimed-media group, and both-exposed-media group), and asked to indicate credibility & neutrality toward media report, similarity between media report, and their own thought, their attitude toward the telecommunication expense. The result of ANOVA showed that the high-expense-claimed-media was perceived more credible and neutral than the low-expense-claimed-media. ANCOVA was conducted to eliminate the impact of similarity between media report and their own thought on the evaluation of credibility & neutrality toward media report, and the result showed that there was no difference. Also, participants evaluated the telecommunication service so expensive, regardless of what kind of media reports they were exposed. We found that consumers' prior belief, which telecommunication service was expensive, might interrupt consumers' learning process for new information from media. To resolve the social pressure about mobile service rate-cutting, it is necessary to investigate how to dampen consumers' stereotype about the telecommunication expense. The future research using the framing effect could be considerable.

The digital multimedia environment, centered on Information and Communications Technologies (ICT) technology, has transformed our imagination into a diverse experience. The flexible display, which was born as a means of human-machine communication required in a highly information-oriented society, It is creating a new market by linking with Internet of things. ecause the interface of a flexible display can provide a physical form as a result of input or output, user-centered interface design is paramount. Therefore, the researchers of this paper have studied the physical deformation and characteristics of flexible display by user manipulation through literature and case studies. Therefore, the authors of this paper studied the physical deformations and characteristics of flexible displays by user manipulation through literature and case studies. This research suggests the following guidelines for a flexible display interface design for the user experience. First, it must be designed to provide the functionality that users need in a variety of display environments. Second, in using the interface, external factors should be removed from the viewing angle of multi-users. Third, all possible user actions should be considered on flexible displays other than touch and contact. Fourth, flexible design of flexible display requires changing interface design for user experience.

The purpose of this study is to look at the way that speech-to-text (STT) services are used at present, and to explore measures to institutionalize such services for ease of communication for the hearing impaired. The results of this study show the following: 1) 17.8% of those surveyed had experience of using STT services, with younger individuals showing a higher rate of use; and 2) In terms of organizations providing STT services, social welfare organizations followed by civic groups (18.3%) and public organizations (18.3%). The following institutional measures are needed for STT services. First, STT services should be actively promoted as one of the reasonable conveniences defined in the 'Act on the Prohibition of Discrimination Against Disabled Persons, Remedy Against Infringement of Their Rights, etc.' Second, STT services should be additionally listed as one of the clauses of the 'Act on Welfare of Persons with Disabilities'. In particular, establishing a communication system for those with hearing impairments should serve as a catalyst for integration with sign language interpretation and welfare services. If STT services for face-to-face contacts can be improved or further enhanced using ICT, it will not only open the way for a new influx of disabled workers to join vocational rehabilitation, but also help to improve quality of life for the hearing impaired.
