Characteristics of ICT-Based Converging Technologies

  • The rising pace of technological change in information and communications technology (ICT) has provoked technological convergence by providing a new mode of diversification. This paper investigates the nature of ICT-based converging technologies by examining comparative empirical evidence on converging versus nonconverging technologies in relation to the following issues: patent application trends, concentration across technologies, the concentration of patenting activity across firms, R&D efforts, and a technology impact index. For this study, a new operational definition of ICT-based converging technology is derived, and a massive quantity of patents, up to around 600,000, is analyzed. This study follows the International Patent Classification as well as the modified European Commission's industry classification system for the classification of technologies and industries, respectively.

A Study on Economy Effects of ICT Industry on Transportation Industry -For Convergence of ICT and Transportation- (정보통신산업이 운송산업에 미치는 경제적 효과에 관한 연구 -정보통신과 운송의 융합을 위한-)

  • This study investigates effects of hardware and telecommunication and software service divided by ICT service on each 5 transportations to explore convergence of ICT and Transportation. Research models are production inducing effects, Added Value inducing effects of Demand-Driven model and Shortage cost effects of Supply-Driven model by using data for 2010~2012 of Input-Output Table. Results are that network and software service effects are more impact than hardware effects on transportations. Especially, hardware is impacted heavily on production inducing effect, telecommunications and software services has had a significant impact on the production inducing effect and Shortage cost effects. In addition, by each detail the transportation industries, packages and other transport and road transport is influenced greatly from ICT. On the other hand, rail and water transport are relatively lower impact by ICT, However, the effects of rail and water transport by ICT is grater than investment ratio of ICT. As a result, increasing investment in the ICT services could contribute to development of rail and water transport development.

The ICT Operation Performance by a New ICT Investment and Policy Consistency of Government Organizations (정부조직의 신규 ICT 투자와 정책 일관성에 따른 ICT 운영 성과)

  • The purpose of this study is to examine an organizational ICT(Information and Communication Technology) performance by ICT investment and policy consistency of government organizations. As the rapid development of ICT is becoming an essential element of social culture, the ICT operation of bureaucratic government also is becoming important. The central government has invested substantially new ICT for improving the quality of nationwide service and to promote administrative efficiency. However, various departments of government occur frequently duplication investments of ICT, and budget conflicts between organizations caused difficulties in maximizing ICT competency. I will confirm the ICT operational performance by ICT investment behavior and organizational work competency as well as the significance of ICT policy consistency. The method of study used a structural equation. The research model set ICT investment behavior as independent variables, organizational work competencies and policy consistency as mediations, and operational performance as dependencies. As a result of the research, New ICT interests show negative effects that caused work change between government organizations and government-funded body. But, New ICT convergence shows positive effects on increasing the two competency variables. The two competency variables show negative effects that caused changes in ICT policy consistency and show no impact on the ICT operational performance. The ICT policy consistency shows a positive effect on enhancing ICT operational performance. The study contribution explain updated the contingency theory and because the ICT policy consistency is essential, negotiation between government organizations will be important. Future research will require a qualitative study through interviews in government organizations about consistency enhance of ICT policy.

  • '4th Industrial Revolution' is accelerating as a core part of creating new growth engines and enhancing competitiveness of businesses. The fourth industrial revolution means the transformation of society and industries that are brought by IoT (Internet of Things), big data analysis, AI (Artificial Intelligence), and robot technology. Information and Communication Technology (ICT), which is a major factor, is affecting production and manufacturing systems and as ICT technologies become more advanced, intelligent information technology is generally utilized in all areas of society, leading to hyper-connected society where new values are created and developed. ICT technology is not just about connecting devices and systems and making smart, it is about constantly converging and harmonizing new technologies in a number of fields and driving innovation and change. It is no exception to the agro-fisheries trade. In particular, ICT technology is applied to the agricultural sector, reducing labor, providing optimal environment for crops, and increasing productivity. Due to the nature of agriculture, which is a labor-intensive industry, it is predicted that the ripple effects of ICT technologies will become bigger. We are expected to use the Smart Concentration using ICT convergence technology as a useful resource for changing smart farms, and to help develop new service markets.

  • Our government has concentrated its policy capabilities on Software industry in order to realize software-centric society. Through such efforts, software industry has developed continuously. As well, it has been a high-valued industry by the association with other various industries, so its importance has been great and its market has grown explosively. However, owing to the hasty support policies focused on software industry, various problems and adverse effects, such as the decline of construction quality due to the confusion of business operator selection and the business area conflict, has occurred. Therefore, in this thesis, I will find the problem and its cause about software support policies and relevant laws according to rapid market change, and will suggest the improvement plan about them. So, I intend to minimize the problems associated with the confusion of business operator selection, through the business area clarification(software industry and information communication construction industry) about complex ICT industry.

  • Korea has high quality level of ICT Technologies, however it still have a long way to go before invigoration of ICT in agriculture industry. The government of Korea supply to agriculture ICT systems, however these are the enclosed type and insufficient the level of connectivity, compatibility, and integrity between ICT systems. Farmers can not share crop information and one system can not use with others in combination. Recently, IoT(Internet of Things) become popular to emphasize the vision of a global internet and ICT industry. The IoT is a critical technology that leads future internet generation. We believe that IoT will change status of agriculture industry and appearance of various agriculture business model. Using IoT technology is provided a platform of opportunities to optimize work processes and efficient use of energy, time and labour in farm. It can automatically control temperature, humidity, sunshine system and so on for optimal growth conditions at greenhouse and plant factory. Growth setting can even be controlled and monitored crop condition and disease by a smartphone app or PC. It is possible to improve quality of farming and farm product. We suggest that construction of IoT platform through open API in agriculture industry.

A Proposal of New Policies for Improving the Performance Analysis on Government R&D Expenditure in ICT Industry (ICT 분야 국가연구개발사업에 대한 성과분석 개선을 위한 정책제언)

  • This paper proposes various policies for improving the process of performance analysis on R&D expenditure of the public funds in the Korean ICT industry. In order to do so, this paper figures out the present issues relating to performance indicators, methodologies for performance evaluation, release and comparison of evaluation results, follow-up study, integrated management system for performance analysis in ICT industry. In this paper, we suggest some new policies such as consulting an expert for improving performance indicators, maintaining the pre-determined performance indicators, introducing the qualitative performance indicators for measuring effectiveness, adopting the new methodologies reflecting R&D characteristics, introducing the new performance index for comparing annual performance, requiring follow-up study for major ICT R&D, introducing the independent and temporary organization for R&D performance analysis in ICT industry. In conclusion, these new policies will raise effectiveness and efficiency of the government R&D expenditure in ICT industry as well as strengthen the industry competitiveness.

  • In recent years, industrial convergence centered on ICBM (internet of things (IoT), cloud, big data, mobile) has been experiencing rapid development in various fields such as agriculture and the financial industry. In order to prepare for cyber threats, one of the biggest problems facing the convergence industry in the future, the development of the industry must proceed in tandem with a framework of information security. In this study, we analyze the details of the current industrial development policy and related information protection policies using cross impact analysis and present policy priorities through the expert questionnaire. The aim of the study was to clarify the priorities and interrelationships within information security policy as a first step in suggesting effective policy direction. As a result, all six information security policy tasks derived from this study belong to key drivers. Considering the importance of policies, policies such as improving the constitution of the security industry and strengthening of support, training of information protection talent, and investing in the information security industry need to be implemented relatively first.

  • Korea's laws regarding ICT must follow the Void for vagueness doctrine, the Principle of forbidden general delegation, the Principle of justification of system and the Principle of balancing test in the Constitution. The Act for the Promotion and Convergence and so on of Information and Communication in the Future should be improved as follows. It is desirable to improve the part where the principle of system justification of the Constitution is problematic in relation to existing laws. It is desirable to improve the ICT's policies on industry and convergence technologies so that they are well balanced between promotion and regulation of ICT's industries. It is desirable to improve the information service policy and legislative makeup relationship between various government agencies related to ICT. It is therefore desirable to improve the institutional complement to the post-regulatory framework for the protection of users of ICT in the future. It is desirable to create a device to replace the functions of the Information Service Budget Council in the special law of ICT.
