A Study on the PSP-Platform for the Atomicity of Distributed Ledger

  • In Korea, a budget of tens of trillion won is put into the national R & D project every year. Thanks to these efforts, Korea's ICT industry is gaining global attention. However, there are still a lot of problems that are lacking in terms of the cycle of managing national ICT R&D projects. In particular, the issue of sharing is very insufficient throughout the cycle of the national ICT R&D. In this paper, In this paper, We propose a platfom that can be shared throughout the cycle of managing blockchain-based national ICT R&D projects. This platform we call the Perfect Sharing Project Platform (PSPP). We describe that PSPP can achieve excellent research results through information sharing of project process[1-2]. To support the perfect sharing, this platform uses a new notion of consensus algorithm, called POA (Proof of Atomicity). This platform is suitable for sharing information.

  • 최근 들어 우리나라는 재정 건전성이 악화되는 가운데 경제성장률이 해마다 낮아지고 있다. 이는 향후의 R&D 재정투자가 양적 확대보다는 선택과 집중을 통한 지출 효율화 노력이 필요한 시점이 되었다는 것을 의미한다. 2016년 1월, 마이너스 기준금리를 도입하기로 결정해 세계의 이목을 집중시키고 있는 일본은 한국에 앞서 이미 수십 년간 구조적 저성장을 경험하고 있다. 본고는 과학기술 혁신정책을 지속 가능한 성장과 사회적 혁신을 위한 중요 수단으로 인식하고 저성장 경제를 극복하기 위한 다양한 시도를 하고있는 일본의 R&D 정책수립 및 예산배분체계의 분석을 통하여 한국의 상황에 적용할 수 있는 정책적 시사점을 도출하고자 한다.

Investigation of Research Topic and Trends of National ICT Research-Development Using the LDA Model (LDA 토픽모델링을 통한 ICT분야 국가연구개발사업의 주요 연구토픽 및 동향 탐색)

  • The research objectives investigates main research topics and trends in the information and communication technology(ICT) field, Korea using LDA(Latent Dirichlet Allocation), one of the topic modeling techniques. The experimental dataset of ICT research and development(R&D) project of 5,200 was acquired through matching with the EZone system of IITP after downloading R&D project dataset from NTIS(National Science and Technology Information Service) during recent five years. Consequently, our finding was that the majority research topics were found as intelligent information technologies such as AI, big data, and IoT, and the main research trends was hyper realistic media. Finally, it is expected that the research results of topic modeling on the national R&D foundation dataset become the powerful information about establishment of planning and strategy of future's research and development in the ICT field.

The Effect on Technology Innovation Performance of Private-Public R&D Cooperation of ICT SMEs: Focused on Collaboration with Government-funded Research Institutes (ICT 중소기업의 산·연 R&D협력이 기술혁신성과에 미치는 영향: 출연연구기관과의 협력을 중심으로)

  • In Korea, small and medium-sized enterprises (SMEs) play an pivotal role in the national economy, accounting for 99.9% of all enterprises, 87.9% of total employment, and 48.3% of production. In spite of their crucial role in the national development, most of SMEs suffer from a lack of R&D related resources. Public R&D organizations such as government-funded research institutes can provide SMEs with valuable supplementary technological knowledge and help them build technological capacity. In this regard, this study estimated the effect of internal R&D investment and private-public R&D cooperation on technological innovation of ICT SMEs based on 2016 ETRI Survey. Building on previous literatures, the study established and tested a research model using binary logistic regression analysis. First, internal R&D investment and preferences for open innovation demonstrated the strengthening of R&D collaboration. Second, internal R&D investment and R&D cooperation showed a positive effect on both product and process innovation. Therefore, internal R&D capability and taking advantage of R&D collaboration are needed to achieve technological innovation for SMEs in ICT sector. This study also discuss implications for encouraging private-public R&D cooperation.

2015년 창조융합 R&D 추진방향

  • ICT 기술이 타 산업과의 융합으로 새로운 산업과 일자리를 창출하는 창조경제 실현의 핵심수단으로 재조명되면서, 국가의 산업 경쟁력 제고와 전반적인 사회문제 해결은 물론 저출산 고령화, 산업 기술 패러다임 변화 등에 따른 장기적인 국가적 수요를 해결할 수 있는 대안으로 인지되고 있다. 이러한 이유로 ICT 기반의 융합 R&D형태를 갖는 창조융합분야의 R&D역할과 중요성은 더욱 커지고 있는 실정이다. 본 고에서는 이와 관련된 미래창조과학부의 2015년 창조융합분야의 R&D 추진방향을 소개하고자 한다.

Overseas Research and Development Activities of Korean ICT enterprises in Emerging Countries

  • With the globalisation of the world's economies and the increasing role of multinational corporations in the generation of knowledge, global research and development (R&D) activities in emerging countries are following a new trend. This paper describes case studies of two large companies and discussion of the motives (demand vs. supply) and tasks (demand-driven vs. supply-driven) of R&D activities outside their home country. This work is based on an analysis of four overseas R&D units of two Korean ICT companies - here, ICT refers to goods and services in the information technology and communication technology fields - in India and China. The research findings are as follows: (1) The overseas R&D activities of Korean ICT enterprises in emerging countries may be driven by a combination of demand and supply factors of host countries; and (2) Korean overseas R&D centres in emerging countries may need to carry out both demand- and supply-driven tasks in view of the overlap between demand and supply factors of the host countries. Based on the results of this research, the following policy implications can be drawn for encouraging more effective overseas R&D activities of Korean enterprises in emerging countries. First, the government needs to expand the support systems so that enterprises can manage local R&D centres more effectively and actively use the variety of local support systems and useful information. Second, the government needs to expand the support systems so that the overseas R&D centres of Korean enterprises revitalise collaborations with locally excellent universities and research institutions.

  • 오늘날 ICT는 타산업과의 융합을 통한 경제성장의 핵심수단 및 사회이슈를 해결할 도구로서 인식되고 있으나, 우리나라의 R&D 성과활용은 기술개발의 성공률에 비해 매우 낮은 수준이다. 이는 R&D의 공급자인 연구자 중심의 기획, 기술개발 추진이 주된 원인으로 지적되고 있다. 이에 따라, 수요자의 요구에 부합되는 시장성 있는 제품 서비스 구현이 R&D 추진의 중요한 요소로 대두되고 있으며, 기획에서부터 실사용자의 요구사항을 도출하고 기술개발과정에서 지속적으로 사용자의 피드백을 통해 수정해 나가는 리빙랩 방식의 적용이 절실히 필요한 상황이다. 그러나, 그동안 리빙랩 R&D는 사회문제해결형 또는 지역환경개선형에 집중해서 추진되어 왔다. 본 논문에서는 중소기업 R&D사업에의 리빙랩 도입 방안에 대해 검토해보고 이를 통해 기술개발 결과물의 사업화 가능성을 향상시키기 위한 효율적인 R&D 추진방안에 대해 제안하고자 한다.

Improvement of ICT SMEs Technology Support Programs using Exploratory FGI and Delphi techniques (탐색적 FGI와 Delphi기법을 활용한 ICT 중소기업 기술지원 프로그램 개선 방안 연구)

  • This study aim to figure out the limitation of existing ICT SMEs technology support programs conducted by Government Funded Research Institute. To investigate the limitations of SMEs programs, we conducted Focus Group Interview(FGI) with staff in charge of R&D department of beneficiaries(ICT SMEs). The results of FGI show that SMEs have troubles with the lack of R&D manpower, R&D infrastructure and non-R&D activities. Then, we conducted Delphi survey(derived from FGI) with related field experts to ask the problems and limitations of SMEs programs. The Results of Delphi show that SMEs programs has limitations with avoiding of SMEs support staff, lack of public R&D infrastructure sharing center, incompleteness of policies. Based on the results of FGI and Delphi, we suggest the several ways to improving SMEs programs.

A Study on Sensor Modeling for Virtual Testing of ADS Based on MIL Simulation (MIL 시뮬레이션 기반 ADS 기능 검증을 위한 환경 센서 모델링에 관한 연구)

  • Virtual testing is considered a major requirement for the safety verification of autonomous driving functions. For virtual testing, both the autonomous vehicle and the driving environment should be modeled appropriately. In particular, a realistic modeling of the perception sensor system such as the one having a camera and radar is important. However, research on modeling to consistently generate realistic perception results is lacking. Therefore, this paper presents a sensor modeling method to provide realistic object detection results in a MILS (Model in the Loop Simulation) environment. First, the key parameters for modeling are defined, and the object detection characteristics of actual cameras and radar sensors are analyzed. Then, the detection characteristics of a sensor modeled in a simulation environment, based on the analysis results, are validated through a correlation coefficient analysis that considers an actual sensor.
