Critical Review of Government3.0 in KOREA

  • E-Government is an administrative innovation that utilizes information technology and is the most powerful means to strengthen government competitiveness. At this moment, countries around the world are continuously improving government competitiveness by continuously implementing government innovation through the implementation of e-Government. Many scholars argue that e-Government should be changed in response to the Fourth Industrial Revolution. Therefore, Korea adopted the government 3.0 instead of the e-Government and promoted the information policy. But the result was a failure. Korea was once a leading country in e-Government, but now it is falling due to government 3.0. The reason can be analyzed in various ways. First of all, over the past decade, Korea's e-Government has been neglected without obtaining the permanence of policy. And the Korea government pursued a new strategy under the name of disconnecting from the past and lost policy permanence. Therefore, future information policy, especially e-Government policies, should be pursued from a politically neutral point of view. The lesson of government 3.0 failure in Korea is clear. Regardless of the government's replacement & regime change, the information policy should be pursued with consistency.

A Study on the National Spatial Data Infrastructure of U.S.A

  • By the rapid development of Information Communication Technology (ICT) and Geo-spatial Technology (GT) and the increased usage of spatial data for planning and infrastructure management, the National Geographic Information System (NGIS) for more efficient and effective utilization of spatial information has been developed by the central government in Korea since 1995. NGIS is the base of Spatial Data Infrastructure (SDI). SDI is developed as one of National Information Infrastructures (NII). Among the hierarchy of SDI, National Spatial Data Infrastructure (NSDI) has very important role in the success of SDI development. Many research articles show that the USA's NSDI initiatives, development strategy have been strongly influenced all over the world. In these viewpoints, to propose the future directions of Korean NGIS, the development of NSDI strategy of USA is reviewed by literature through published book and internet resources. The conclusions of this study are as follow: 1) top-down and bottom-up approach are needed for integrated data sharing and standardization. 2) the creative and evolutionary vision and strategy has to be suggested. 3) the training program and lecture material has to be developed and diffused to the users and providers of spatial data. 4) governance system has to be built for NSDI evaluation. 5) the formation of geo-spatial forum to discuss the spatial-related problems and make research agenda, etc.

A Study on Utilization Effect and Implementation Model of Directory Service Based Information Resource Management System (디렉터리 서비스 기반 정보자원 관리시스템의 활용 효과 및 구축 모델에 대한 연구)

  • Introduction of new information systems due to continuous progress of ICT has made the enterprise IT environment into a mixed pot of various IT resources. Rapidly changing business situation has emphasized the integration of organizational IT resources as one of key competitive advantages. Those distributed IT resources are now demanding to solve the problems not only on their own effective management but also on security and control issues against unauthorized infiltration and information leakages. Under the situation that the number of IT resources is constantly increasing, it is needed to study a management model and its implementation that integrally solves above all problems. In this paper, it is revealed that a directory service can be used to integrally manage distributed IT resources and a directory service based system model for distributed IT resource management is suggested. By implementing an HR solution over active directory service, it is demonstrated that our integrated management model for distributed resources is applicable to real business cases. It is expected that for small and medium sized enterprises with limited IT investments, directory service based IT resource management system can be a cost-effective solution for increasing security threats and lack of governance.

Study on International Bases for Improving International Competitiveness of Korean ICT Industries (국내 SW기업의 해외진출을 지원하기 위한 해외거점 정책 연구)

  • The research tries to find appropriate nations and cities of the international supporting centers according to Korean firms' requests. It also tries to find out proper designs of governance structure and strategic and operational control system of the center. Two methods are used to find out Korean firms' requests. One is the expert interviews and the other is the questionnaire survey. The email survey is sent to 120 firms of IT service, package software, telecom facilities and broadcasting equipment industries. Their opinions in addition to interview results are used as a basis of selecting potential regions for new centers and types of their services. According to survey results, southeast asia is the most preferred region and Indonesia, Vietnam, Thailand, Malaysia and Singapore are selected as potential nations for a location of the center in southeast asia. However, the survey result is not fully agreed with the interviewees' opinions. The interviewees tell that there are not much demand in nations with low purchasing power and low IT industry level. That is, Indonesia and Vietnam are not proper places for the centers.

  • How the port, shipping, shipbuilding, and vender industries in Korea can have a seamless value chain through their digitally smooth cooperation by applying the latest information and communications technology through the "4th industrial revolution" was examined. Also considered was the proposition that the value chain should be a smart, seamless value chain among industries with successful hyperconnection. Their cooperative relationships were defined, and the crucial elements for the sustainable development of these industries were considered. As a result, the direction for achieving environmental, social, and governance management by realizing decarbonization through today's digitalization could be studied. In particular, the importance of digitization as a way to respond to the future market from the perspective of small and medium-sized enterprises and the role of digitization realized by small and medium-sized equipment companies in the overall industry were examined. The results simultaneously show the state of linkage between industries and the reason why the value chain must maintain a smooth relationship. In addition, using the lessons learned from recent failure cases from the Korean shipbuilding industry as a cornerstone, the direction for creating a strategic pathway for intelligent connection was investigated.
