IT convergence with agriculture is expected to bring more efficiency and quality improvement in producing, distributing, consuming of agricultural products with the aid of information processing and autonomous control technologies of the IT area. In this paper, it is required to consider the actualized IT convergence case for agriculture, namely Smart Farming as a solution to cope the presented problems. In addition, suggest to ICT standardization road map for the smart farming based on network.

With the advent of smart age, the competitiveness among companies and countries to preoccupy the advanced ICT technologies which lead the economic growth in the future have increased more than ever before. So have global standard competitiveness done under the situation of using international standardization as practical strategy for dominating market. It is essential to make standardization strategy and do systematic implementation for core technology which leads global market in order to fit such an environment and introduce smart society as soon as possible. Therefore, this paper suggests systematic approach and framework to make standardization roadmap in relation to R&D through analysing the current technology roadmap framework and standardization roadmap case and provides infrastructure to promote international standardization of domestic technology.

And also, it is capable of coping with environment and technical problems with the actualized IT convergence case for agriculture. More interests are expected to attain the successful results that ultimately contribute to innovate in the lifestyle. The risk mitigation service based on network provides monitoring of the risk event data to be inputted and analyses its big data to be stored in real time. Furthermore, it performs the analysis of the plant disease risk such as a red tide, and livestock disease risk such a food-and-mouth disease, avian influenza, and rinderpest, and provides the mitigation service. The standardization road map for risk mitigation is the real time acquisition monitoring of risk events, and mitigation service for the risks.

Under the situation of the world becoming a unified global economy, our country should make efforts to get standard patents as well as to take out essential patents in order to maintain the competitiveness against advanced country. In recent years, R&D related standardization is very important. Besides, R&D planning considering standardization becomes more important than ever before. It is very essential issue in industrial advancement and company survival for international standard body to adopt standards including ICT that domestic company or our country owns. Also, advanced countries fiercely contest in order to include domestic technology in international standard and make every effort to secure essential patent relating to core and basic technology in international standard. In this circumstances, it is necessary to develop standardization strategies and take systematic approaches in an attempt to upgrade our country to strongly knowledge-based country in 21th century and achieve a leading position in ICT market. Therefore, this paper will suggest systematic and comprehensive approaches from planning of technology development to securing essential patent of international standard and have the purpose of making standardization base as well as promoting international standardization of domestic technology.
