Policies for Seizing the Benefits of ICT for Business: Focused on Joint ICCP/CIBE Forum (OECD ICT 편익 확대를 위한 정책과 시사점: ICCP/CIBE 공동 포럼을 중심으로)

  • 본 포럼은 ICT의 편익과 이를 확대하기 위한 정부의 정책적인 노력에 관련된 행사로서 포럼에서는 무엇보다도 ICT 이용확산을 위한 정부의 주도적인 역할의 필요성이 확인되었다. 이러한 ICT 편익의 확대를 위해서는 ICT에 우호적인 환경 조성이 요구되며, 이를 위한 콘텐츠 공급, ICT에 대한 기업과 정부의 마인드 변화, ICT 사용자를 위한 정보보호, 보안 등 신뢰환경 확보 등이 강조되었다. 또한 본 포럼을 통해 ICT 편익 확대와 이용확산을 위한 지속적인 ICT 투자가 요구되지만, 모든 ICT 분야에 투자하는 것보다는 특정분야의 선택과 집중이 필요하다는 공감대가 형성되었다. 한편, 현재 ICT 편익에 대한 긍정적인 측면이 너무 강조되고 있으나, 여러 연구에서 살펴볼 수 있듯이 ICT에 대한 부정적인 측면 등이 있음을 인식할 필요가 있으며, 향후 지속적인 연구와 벤치마킹 분석을 통하여 ICT의 문제점을 보안하고, 핵심 애플리케이션을 개발함으로써 ICT 편익의 확대가 강조되었다.

Establishing the Concept of ICT-Based Creative Talented Persons (ICT기반 창의인재상 정립에 관한 연구)

  • This study proposed the concept model of ICT-based Creative Talented Persons as the type of persons that gifted education in the ICT area should cultivate for the 21st century. The model of ICT-based Creative Talented Persons is made of three dimensions by 3 core competencies, 9 traits, and 27 characteristics. The field experts, that is, teachers on elementary and secondary school levels evaluate the validity of the model. Teachers expressed positive opinions about the validity of the multi-dimension model of ICT-based Creative Talented Persons. We expect that this model can provide a useful guide to designing and operating ICT education and ICT gifted education for cultivating talented persons to contribute for the future society.

  • 본 논문에서는 서비스용 다관절 로봇팔의 주요기능인 다양한 컵의 검출과 조작, 이동등을 지능적으로 구현하기 위해 로봇 오픈소스 운영체제인 ROS(Robot Operation System)을 기반으로 관련 프로 그램을 개발하고 기능을 구현하였다. 연구의 주요 목표인 다양한 종류의 컵, 병과 같은 물체를 실수없이 집어서 옮기기 위한 처리과정으로 관심물체인식, 3D좌표생성, 결과데이터의 역 기구학 해석등을 수행하였으며, 이를 통해 각 기구부의 축들이 물체에 정확히 도달하고 동작의 오류를 최소화하기 위해 ROS기반의 6축 서비스 로봇팔을 활용한 경로 생성과정과 물체의 검출 성능 과정 및 실험등을 제시하였다.

Teachers' Recognition on Enhancing ICT-related Capabilities of Gifted Students (영재교육에서의 ICT 교육 도입에 대한 교사들의 인식)

  • The purposes of this study were to find out what attitude teachers have toward adopting ICT education to educational programs for gifted students, and how ready they are for carrying out ICT education for gifted students. For these purposes, this study surveyed 191 teachers that are currently working for gifted students in various school levels, from elementary schools to junior high and high schools. The major results of this study were as follow: (1) most teachers recognized that enhancing ICT-related capabilites of gifted students is very important, and (2) ICT-related activities in current education programs for gifted students are limited to the basic level, such as web searching for collecting information and making visual presentations using well-known commercial software. Based on the common recognition on the importance of ICT-related capabilites for gifted students, this study suggests that training teachers, as well as employing well-trained teachers, should be the first and most important step for ICT education for gifted students.

  • 우리나라는 2009년 OECD DAC 회원국으로 가입하면서 6.25전쟁직후 세계 최빈국으로써 원조를 받는 국가에서 60년만에 국제사회에 원조를 제공하는 공여국으로 성장한 국제사회의 유일무이한 사례이다. 우리 나라의 ODA(Official Development Assistance)는 ICT, 교육 분야 등과 같이 우리나라가 세계적으로 경쟁력을 가지고 있는 분야를 특성화하여 제공하고 있다. 모로코는 2012년까지 9,000여개의 모로코 초중등학교에 ICT를 보급한다는 계획과 ICT 산업 육성을 국가 주요 정책으로 추진하고 있는 있어 금번 프로젝트는 모로코 교사의 ICT 역량 강화를 지원하기 위하여 한국의 ICT 교육시스템을 모로코 초중등 교사에게 제공하는 것이다. 본 프로젝트는 교육쎈터 리모델링, ICT 기자재설치, 교사 커리큘럼 개발, 홈페이지 개발, 정책보고서 발간, 모로코 교사 초청 연수로 구분되어 있으며, 2009년 1월에 시작되어 2010년 11월에 완료된다. 본 프로젝트를 통해 모로코 초중등 교사 23만명중 년간 1,000명을 교육하고, 교육을 받은 교사는 소속지역에서 ICT Master Teacher 역할을 담당하게 된다. 본 프로젝트를 통하여 우리나라는 모로코 교육 선진화에 기여하며, 한국 ICT 기자재를 활용함으로써 한국산 H/W, SW 및 교육컨텐츠의 우수성을 모로코와 인근 국가에 홍보하고, 이를 통해 국내 기업의 북아프리카 진출을 간접 지원하였다. 또한, 본 프로젝트를 통하여 모로코를 비롯하여 2000년도부터 년평균 5.3%의 경제성장을 지속하고 있는 아프리카지역에 한국 ICT제품이 진출할 수 있는 방안으로, 국산 e-러닝 개발툴을 영어, 불어와 아랍어 버젼으로 추가 개발하였으며, 모로코 대학과 합작기업을 설립을 추진하고 있다.

Comparative Analysis on ICT Supply Chain Security Standards and Framework (ICT 공급망 보안기준 및 프레임워크 비교 분석)

  • Recently, ICT companies do not directly design, develop, produce, operate, maintain, and dispose of products and services, but are outsourced or outsourced companies are increasingly in charge. Attacks arising from this are also increasing due to difficulties in managing vulnerabilities for products and services in the process of consignment and re-consignment. In order to respond to this, standards and systems for security risk management of ICT supply chain are being established and operated overseas, and various case studies are being conducted. In addition, research is being conducted to solve supply chain security problems such as Software Bill of Materials (SBOM). International standardization organizations such as ISO have also established standards and frameworks for security of ICT supply chain. In this paper, we presents ICT supply chain security management items suitable for domestic situation by comparing and analyzing ICT supply chain security standards and systems developed as international standards with major countries such as the United States and EU, and explains the necessity of cyber security framework for establishing ICT supply chain security system.

  • 21 세기 정보화 사회에 따른 급격한 변화에 적응하기 위해 교육계에서는 학교의 학사 및 교무 업무를 전산화하는 등 여러 가지 사업을 추진하고 있으며, 제 7차 교육과정에서는 국민공통기본교과수업에 ICT(Information & Communication Technology)를 10%이상 활용하도록 하고 있다. 그러나 교육현장에서는 하드웨어 장비의 노후, 행정적인 지원 부족, 정보화 담당자의 과중한 업무, 교사들의 ICT 활용에 대한 인식 부족 등으로 인한 정보화의 문제점이 대두되고 있다. 따라서 본 연구는 Unix 학습을 위한 WBI를 구현하여 ICT 저작도구를 활용한 학습프로그램을 소개함으로써 교사들의 ICT에 대한 인식의 폭을 넓히며, Unix 교육을 통해 학생들을 재교육시키는데 목적이 있다. 이에 ICT를 활용하여 Unix 명령어에 대한 이론과 실습을 겸비한 WBI를 제작하였으며, 기존의 텍스트 위주의 학습방법과 ICT 저작도구를 이용하여 음성, 판서 등의 부가기능을 제공하는 동영상 학습프로그램을 제시하였다.

Analysis and Optimization of ICT Application in Construction Phase (시공단계 ICT 도입 효과분석 및 최적화 방안)

  • This paper presents a modeling prototype that optimizes construction processes implementing information communication technology (ICT). Using "IAMB", each and every actual steps of the construction process may be defined visually and explicitly by elaborating ICT to improve productivity and management efficiency. It contributes to identify the features on what parts of construction task are covered by ICT, and the effects of ICT on process performance. After analyzing 10 real project cases, ICT application types are classified into four categories according to ICT type, job functions that ICT applied, and the project phase in which ICT used. As a reuslt, it was confirmed that the positive outcomes on the construction process were beneficial to mostly the general contractors and mainly obtained by automated information processing, external consignment and consistent information use. Negative effects, which were occurred by mainly manual manipulation and duplication of information handling, were accrued to general contractors minimally, but to subcontractors maximally. Expert focus group commends that several important issues should be considered when implementing ICT.

A Study on the Critical Success Factors and Policy Direction of ICT-based Convergency Company (ICT기반 융합기업의 성공 요인 및 정책방향에 대한 연구)

  • ICT convergence has attracted attention as a major means of corporate innovation. In this study in-depth interviews was had to analyze the success factors of ICT-based companies that created a performance through the convergence. The success factors of ICT convergence were analyzed by differentiating your company's products and services through the integration of ICT skills, securing convergence technologies with enhanced R&D investment, and the strong leadership of CEO and collaborative relationships at home and abroad for convergence. It is a positive impact on success of ICT convergence to try the innovations in products, to invest R&D aggressively and to construct a global partnership network. As these results, they was proposed as a policy direction for the diffusion of ICT convergence.

  • The ICT policy domain is one of the most important policy domains in terms of national development and continuity. It is primarily because the contemporary society has been continuously developed and changed based upon the advanced information technologies. Recently, the Moon Jae-in Administration reorganized the Ministry of Science and ICT, and transferred a few of the key ICT related functions to other ministries as an attempt to develop the national ICT policies. However, critics in this domain argue that various problems still exist in the ICT policies in Korea. Therefore, the purpose of this research is to verify the empirical validity of the existing problems in the ICT policies in Korea, and develop alternatives to solve those problems. In order to serve the research purpose, this study employs multiple methods; a quantitative method which is a survey involving experts in ICT policies, and a social network analysis involving public officials in ICT related ministries. Research results show that the Korean government needs to enhance its capacity to make adjustments in ICT-related policies as the current decentralized system continuously creates various types of problems. The second possible solution to the problem is to change the national ICT policy system to a centralized one. However, this requires various efforts such as cooperation among ICT related government agencies, separation of ICT policies from science and technology policies, and increased government capacity to implement the ICT policies.
