The Korean government has selected job creation policy as first goal in order to overcome the recession and response of 4th industrial revolution. Technology based start up is worth noting in order to job creation. Because the ripple effect of technology based start up is higher than self-employment. Therefore, the government and the private sector conduct various policies and services for the vitalization of technology based start up. In order for technology based start up to be successful, it is necessary to maximize personal (founder) capacity. In this study, the correlation between "features of personal (motivation, capability, experience, entrepreneurship)", "competitiveness of company" and "corporate performance" was analyzed using structural equation modeling (SEM). Also, in this study analyzed the differences between 2 groups based on the career of CEO (work for government funded research institutes VS the others). This study can be utilized when policy making and practice about technology based start-up.

The level of ICT in the country affects economic performance as a basic infrastructure that has a significant impact on the competitiveness of the country. With the proliferation of globalization, ICT-related economic activities such as electronic trade are becoming more active, and the importance of ICT in the country is increasing. This study sought to analyze the impact of ICT level on the economic performance of the nation by subdividing it into three dimensions: accessibility, usage, and utilization skill. In particular, we sought to find ways to effectively resolve the digital divide between developed and developing countries by analyzing the difference in economic impact of ICT level. Furthermore, we tried to verify whether the government regulation and firm's nature of competitive advantage in the international markets play a moderating role in the economic impacts of ICT in the country. As a result of panel analysis with data collected from ITU, WEF and World bank national ICT level has consistently significant influence on economic growth in terms of access and usage. In addition, it was confirmed that the competitive advantage of companies in developed countries and the government regulation in developing countries have a significant moderating effect on the relationship between ICT level and economic growth.

4차 산업혁명시대가 도래함에 따라 해운항만기업에서 4차 산업혁명을 주도하는 ICT를 활용하기 위한 노력이 다양하게 전개되고 있다. 특히 해운항만물류분야에서는 IoT센서가 만들어내는 다양한 데이터를 분석하여 도출된 인사이트를 기반으로 업무효율성을 높이고자 빅데이터분석 기법을 적용하기 시작하고 있다. 본 연구에서는 해운항만기업들 중 빅데이터분석을 도입해서 활용하고 있거나, 빅데이터를 업무에 활용하기 위해 도입의도를 가지고 있는 기업의 종사자들을 대상으로 어떤 요인들이 빅데이터 사용의도를 높여주는 지에 대하여 실증분석.

캄보디아는 한국의 정보통신 분야의 성공 사례를 자국의 발전모델로 삼아 정보통신 분야를 미래 성장동력으로 빈곤 극복과 경제성장을 추진하고자 한다. 그러나 세계 최빈국 중 하나이며, 사회간접자본과 정보통신 인프라가 매우 낙후된 캄보디아가 선진국의 원조나 외국 기업의 직접투자 없이 정보통신 분야의 발전과 이를 통한 사회경제개발을 단기간에 달성하기는 어려울 것으로 보인다. 우리나라의 입장에서 캄보디아는 협소한 시장과 낮은 전략적 가치로 인해 정보통신 기업의 시장 진출이 활발하지 않고 KOICA와 KOEXIM의 정보통신 분야에 대한 개발협력 사업의 비중도 매우 낮은 실정이다. 그러나 최근 들어 양국 간 관계가 급속히 강화되고 있고 아세안 시장 진출의 교두보로서 캄보디아의 중요성이 증대하고 있다. 따라서 본고에서는 우리 정보통신 기업의 캄보디아 시장 진출을 지원하기 위한 사전 연구로서 정보통신 시장 현황을 파악하고 각 정부기관의 역할 등을 정리하였다. 그리고 우리 기업의 현지 시장 진출 시 고려할 요인들을 소개하고 정책 방향을 제시하였다.

본 연구에서는 내 외부 환경, 혁신활동이 기업성과에 어떠한 영향을 미치는지를 파악하기 위해 탐색적 요인분석(Exploratory Factor Analysis), 군집분석(Cluster Analysis), 구조방정식모형(Structural Equation Modeling)을 이용하여 실증분석을 실시하였다. 탐색적 요인분석을 통해 7개의 요인이 추출하였으며, 추출된 요인을 기반으로 군집분석을 시도하였더니 총 4개의 군집(n=1,022)이 형성되었다. 군집 4개의 대해 구조방정식 모형을 활용하여 실증분석을 한 결과, 기술 경쟁 환경에 민감하며, 혁신적인 성향을 가진 군집1은 자체기술개발만이 기업성과에 긍정적 영향을 미치는 것으로 나타났다. 시장 환경에 민감하며, 내향적인 성향을 가진 군집2는 자체기술개발과 공동연구를 통해서만 기업성과에 긍정적 영향을 미치는 것으로 나타났다. 경쟁적인 환경에 민감하며, 혁신적이고 정부/관련기관과의 협력적 성향을 가진 군집3은 공동연구 그리고 매개변수인 정부지원프로그램 활용을 통해 기업성과에 긍정적 영향을 미치는 것으로 나타났으며, 기술도입은 기업성과에 부정적 영향을 미치는 것으로 나타났다. 개방적이고 외부협력적 성향이 강한 군집4는 자체기술개발과 매개변수인 네트워크 활용 및 정부지원프로그램 활용이 기업성과에 긍정적 영향을 미치는 것으로 나타났다.

In Korea, small and medium-sized enterprises (SMEs) play an pivotal role in the national economy, accounting for 99.9% of all enterprises, 87.9% of total employment, and 48.3% of production. In spite of their crucial role in the national development, most of SMEs suffer from a lack of R&D related resources. Public R&D organizations such as government-funded research institutes can provide SMEs with valuable supplementary technological knowledge and help them build technological capacity. In this regard, this study estimated the effect of internal R&D investment and private-public R&D cooperation on technological innovation of ICT SMEs based on 2016 ETRI Survey. Building on previous literatures, the study established and tested a research model using binary logistic regression analysis. First, internal R&D investment and preferences for open innovation demonstrated the strengthening of R&D collaboration. Second, internal R&D investment and R&D cooperation showed a positive effect on both product and process innovation. Therefore, internal R&D capability and taking advantage of R&D collaboration are needed to achieve technological innovation for SMEs in ICT sector. This study also discuss implications for encouraging private-public R&D cooperation.

The aim of this paper is to evaluate policy impact of Inno-biz verification and Venture verification, especially focusing on the complementarity effect according to the overlapped support in Korean ICT industry. Alongside the implementation of various government innovation policies, discussions regarding evaluations of such policies have been consistently undertaken in economics, because it is very important to evaluate whether public policies have played a proper role. However, one of the distinguished point of this research from previous studies is that this paper not only includes evaluations of a single policy, but also the discussion about interaction between different innovation policies. The main result of this paper is that, in the case of overlapping homogeneous policies such as Inno-biz and venture verification, the complementarity effect is negative. Compared with previous studies, the uniqueness of this research is as follows. First, deviating from the view of previous studies that focused on the evaluation of a single policy, this paper has considered interactions and the complementarity effect of innovation policy through "policy mix," an economic term. Second, based on this concept, the paper suggests an analysis framework for the evaluation of interactions and the complementarity effect of innovation policy.
