  • 최근 수돗물 공급과정에 있어 적수, 유충 발생 등 지역 단위의 수질문제로 국민의 직간접적인 피해가 발생된 바 있다. 수질문제 발생 시, 소셜네트워크서비스(SNS)에 게시되는 피해 관련 의견은 시공간적으로 빠르게 확산되며, 궁극적으로는 물공급과정 전체의 부정적 인식증가와 신뢰도 저하를 초래한다. 따라서, 물공급시스템에서의 수질사고 발생을 빠르게 인지하는 다양한 방법론의 적용을 통한 피해 최소화를 위한 노력이 반드시 필요하다. 일반적으로 수질사고는 다양한 항목의 실시간 계측기에서 획득되는 시계열자료의 변화양상을 통해 판단할 수 있으나, 이와 같은 방법론의 효율적 적용을 위해서는 선진계측인프라의 도입이 선행되어야 한다. 본 연구에서는 국내의 발달된 정보통신기술환경을 활용하여, 물공급네트워크 내 수질사고인지를 위한 SNS 별 웹크롤링 방법론을 제안하고, 적용결과를 분석하였다. 방법론의 구현에 앞서, 각종 SNS 별(트위터, 인스타그램, 블로그, 네이버 카페 등) 프로그래밍을 통한 웹크롤링 가능여부, 정보획득 기간 등을 확인하였으며, 과거 유사 수질사고 발생 시 영향력과 관련 게시글이 크게 나타난 네이버 카페와 트위터를 중심으로 웹 크롤링 절차를 제시하였다. 네이버 카페의 경우 대상급수구역 내의 시민들이 다수 참여하는 카페를 목록화하고, 지자체명과 핵심 키워드(수돗물, 유충, 적수) 조합을 활용한 웹크롤링을 수행하여, 관련 게시물 건수와 의미를 실시간으로 분석하는 절차를 마련하였다. 개발된 SNS 별 웹크롤링 방법론에 따라 과거 수질사고가 발생된 바 있는 2개 이상의 지자체에 대한 분석을 실시하였으며, SNS 별 결과에 있어 차이점을 확인하여 제시하였다. 향후 제안된 방법을 적용하여 시공간적 수질사고 정보의 전파 및 확산양상을 추가적으로 분석할수 있을 것으로 기대된다.

Analysis on ISMS Certification and Organizational Characteristics based on Information Security Disclosure Data (정보보호 공시 데이터를 이용한 정보보호 관리체계 인증과 조직의 특성 분석)

  • The Information Security Management System (ISMS) is a protection procedure and process that keeps information assets confidential, flawless, and available at any time. ISMS-P in Korea and ISO/IEC 27001 overseas are the most representative ISMS certification systems. In this paper, in order to understand the relationship between ISMS certification and organizational characteristics, data were collected from Korea Internet & Security Agency (KISA), Ministry of Science and ICT, Information Security Disclosure System (ISDS), Financial Supervisory Service, Data Analysis, Retrieval and Transfer System (DART), and probit regression analysis was performed. In the probit analysis, the relationship with four independent variables was confirmed for three cases: ISMS-P acquisition, ISO/IEC 27001 acquisition, and both ISMS-P and ISO/IEC 27001 acquisition. As a result of the analysis, it was found that companies that acquired both ISMS-P and ISO/IEC 27001 had a positive correlation with the total number of employees and a negative correlation with business history. In addition, the improvement direction of the ISMS-P certification system and information security disclosure system could also be confirmed.

Exploring Enhancements of Data Industry Competitiveness in the Agricultural Sector (농업 부문 데이터 산업 경쟁력 제고 방안)

  • Data is indispensable for digital transformation of agriculture with the development of innovative information and communication technology (ICT). In order to devise and prioritize strategies for enhancing data competitiveness in the agricultural sector, we employed an Analytic Hierarchy Process (AHP) analysis. Drawing from existing research on data competitiveness indicators, we developed a three-tier decision-making structure reflecting unique characteristics of the agricultural sector such as farmers'awareness of the data industry or awareness of agriculture among data workers. AHP survey was administered to experts from both agricultural and non-agricultural sectors with a high understanding of data. The overall composite importance, derived from the respondents, was rated in the following order: 'Employment Support', 'Data Standardization', 'R&D Support', 'Start-up Ecosystem Support', 'Relaxation of Regulations', 'Legislation', and 'Data Analytics and Utilization Technology'. In the case of experts in the agricultural sector, 'Employment Support' was ranked as the top priorities, and 'Legislation', 'Undergrad and Grad Education', and 'In-house Training' were also regarded as highly important. On the other hand, experts in the non-agricultural sector perceived 'Data Standardization' and 'Relaxation of Regulations' as the top two priorities, and 'Data Center' and 'Open Public Data' were also highly rated.

  • The importance of cultural arts education utilizing digital tools is increasing in terms of enhancing tech literacy, self-expression, and developing convergent capabilities. The creation process and evaluation of innovative multi-modal AI, provides expanded creative audio-visual experiences in users. In particular, the process of creating music with AI provides innovative experiences in all areas, from musical ideas to improving lyrics, editing and variations. In this study, we attempted to empirically analyze the process of performing tasks using an Audio and Music Generative AI platform and discussing with fellow learners. As a result, 12 services and 10 types of evaluation criteria were collected through voluntary participation, and divided into usage patterns and purposes. The academic, technological, and policy implications were presented for AI-powered liberal arts education with learners' perspectives.

  • The advent of information communication technology or the Fourth Industrial Revolution facilitated the fusion of equipment and management systems, such as Manufacturing Execution System, Enterprise Resource Planning, and Product Lifecycle Management, in the successful implementation of smart factories. The government supports the early adoption of these systems in small and medium companies to enhance their global competitiveness in producing products that can be recognized in a dramatically changing manufacturing environment. This study introduces smart factories to improve company competitiveness and address influences from the government assistance, CEO leadership, external consultancy, and organizational participation. We analyzed 101 results received from the questionnaires circulated to small- and medium-sized manufacturing companies. Given a successful smart factory implementation, company competitiveness is the factor that mostly influences organizational participation, government assistance, external consultancy, and CEO leadership. This study suggests several perspectives to implement a smart factory, which is the most important aspect of company competitiveness.

A Comparative Analysis Study of Relevant Statistics for Understanding the Structure of the Software(SW) Industry (소프트웨어(SW)산업구조 이해를 위한 유관 통계 간 비교분석 연구)

  • To grasp the structure of an industry and monitor its changes, it is essential to utilize relevant statistics. Various statistics are being compiled regarding the software (SW) industry, presenting diverse numerical values. However, without a precise understanding of the scope and measurement methods inherent to each statistic, gaining a rigorous understanding of the industry's structure and evolving trends becomes challenging. Moreover, significant discrepancies between similar statistics often lead to confusion among users. In the software (SW) industry, key statistics commonly used include SW production value and SW market size. As of 2022, the annual domestic SW production value is reported as 77.4 trillion KRW (based on ICT Survey), while the SW market size for the same year is stated as 38.5 trillion KRW (according to IDC data). Although production value and market size may seem conceptually similar, there is approximately a twofold difference between the figures provided. Without understanding the meanings of each statistic and the differences between them, there are limitations in utilizing these statistics effectively. While statistics are utilized for various purposes such as policy development or causal analysis of policy using statistical raw data, research that presents and analyzes the precise meanings and limitations of each SW-related statistic is virtually non-existent. Thus, this study aims to compare and analyze the methodologies and differences among key statistics used to represent the SW industry: SW production value, SW market size, and SW GDP statistics. Through this analysis, the goal is to contribute to a better understanding of the SW industry's structure and enable more accurate and rigorous utilization of relevant statistics.

  • With the advancement of science and technology, new threats have emerged, ranging from anti-tank guided missiles and rockets to FPV drones. The threat of FPV drones against tanks has been very evident in the recent Ukraine-Russia war, but the ways to counter them are also evolving. While previous threats have been overcome through increased armor, The current threat demands fundamental changes in tactical doctrine and weapon systems. We need to improve our APS to deal with low-altitude, low-speed drones, and apply automated hard-kill methods by attaching drone detection sensors to key equipment and integrating them with firepower systems. Tactically, we should avoid deploying our core forces within the range of the enemy's small drones, and strengthen nighttime maneuvers and combat. Allies should also utilize drones early to ensure that our forces have the ability to obtain the necessary information through constant aerial reconnaissance.

A Development of Monitoring System for Evaluating Factors of Road Serviceability: Road Surface Temperature and Dynamic Loads (도로 공용성 평가를 위한 모니터링 시스템 개발: 노면온도 및 동적 하중)

  • Pavement management systems (PMS) provide procedures to quantify road serviceability based on pavement conditions such as cracks and plastic deformation and suggest proper maintenance methods. The deterioration of the road pavement is relevant to the time although the quantifications on road serviceability in PMS present road surface conditions at the evaluation. More systematic evaluation on road serviceability may need time-dependent factors of road environments and that can improve PMS. Rainfall, temperature and vehicle loads can be environmental factors for road serviceability evaluation. As no data are avablie that can link between road conditions and environmental road factors, we conducted experiments to suggest economical devices and methods to obtain relevant data. We used temperature sensors and accelerometers with Arduino to measure road surface temperature and dynamic loads and provide data to improve pavement serviceability evaluation.

Design and Implementation of Social Media Platform for Sound Communication: POCHAK (건강한 소통을 위한 소셜 미디어 플랫폼의 설계 및 구현: 포착)

  • The original purpose of SNS was to facilitate online networking among people. However, in recent years, this purpose has been faded, and the platform has become more of a means of self-promotion than genuine self-expression. This paper proposes and implements POCHAK, a social media platform designed to address the aforementioned issues and facilitate "sound communication." The POCHAK platform does not permit the users to take their own photos, thereby eliminating the potential for photos being manipulated and retouched. The POCHAK platform only allows other people to take photos of users only through the in-app camera. Furthermore, the photos cannot be edited during the upload process and cannot be saved before uploading, thus requiring users to upload the photos in their original form. In this paper, we implemented the POCHAK platform as an iOS app, application server, data management server, and photo storage server, and verified its feasibility by utilizing it in the field. We are sure that the POCHAK platform will be a new type of SNS platform that regains the original purpose of SNS and enables sound communication.

  • As COVID-19 pandemic sweeps across the world, more than 45 million confirmed cases and over 1,000,000 deaths have occurred till now, and this situation is expected to continue for some time. In particular, more than half of the infections in European countries such as Italy and Spain occurred in nursing homes, and it is reported that over 4,000 people died in nursing homes for older adults in the United States. Therefore, the issues that need to be addressed after the COVID-19 crisis include finding a fundamental solution to group care and shifting to family-centered care. More specifically, it is expected that there will be ever more lively discussion on establishing and expanding hyper-technology based community care, that is, family-centered care integrated with ICT and other Industry 4.0 technologies. This poses a challenge of how to combine social security and social welfare with Industry 4.0 in concrete ways that go beyond the abstract suggestions made in the past. A case in point is the proposal involving smart welfare cities. Given this background, the present paper examined the concept, scope, and content of non-face-to-face care in the context of previous literature on the function and scope of the social security platform, and the concept and expandability of the smart welfare city. Implementing a smart city to realize the kind of social security and welfare that our society seeks to provide has significant bearing on the implementation of community care or aging in place. One limitation of this paper, however, is that it does not address concrete measures for implementing non-face-to-face care from the policy and legal/institutional perspectives, and further studies are needed to explore such measures in the future. It is expected that the findings of this paper will provide the future course and vision not only for the smart welfare city but also for the social security and welfare system in administrative, practical, and legislative aspects, and ultimately contribute to improving the quality of human life.
