  • As the ICT is an industry which is the basis of the technology convergence, it is the driving force of development for new business opportunities and existing industries. But, most of the existing studies for ICT convergence have identified the trend for convergence in technological terms. So, it is difficult to identify the convergence trend in the subject innovation perspective which leads the innovation activities In the ICT industry. The newly entered companies in the ICT industry are key indicators to identify the convergence trend. They have two specific characteristics that show the wide range of the convergence technology and the application rate of the convergence. Because previous studies did not take into account these two characteristics of the newly entered companies, so it is hard to analyze the exact convergence trend. Therefore, in this paper, we classify the patents for the ICT industry depending on the subject innovation. Then, we deduct the core convergence technology in the ICT industries and application area of the non-ICT industries.

  • The main purpose of this study is to analyse the digital divide and th determinants of ICT diffusion rate in Korean industries. We estimate the ICT diffusion function using the pooling data for this analysis. The results are as follows. First, the ICT capital accumulated in machinery & equipment, electrical machinery and construction industry is estimated to be 83% of total In capital stock in the 90s. Second, using the panel analysis, we find positive correlation among ICT diffusion, network effect and accumulation of human capital, which is more prominent in the service sector. Third, the estimation results show that the additional 1% increase of human capital accumulation will allow to increase the 0.69% of ICT capital intensity in Korean industries.

  • The purpose of this research is to represent how ICT relatedness and organization environment influence on interactions between healthcare specialist and patients, and how knowledge sharing influence on healthcare innovation, and how service innovation influence on service performance through structured research model. This research also has applied to resource based view, adaptive structuration theory, service innovation, ICT relatedness to find out performance effect on healthcare service innovation and service performance. In other words, organization structure environment and ICT relatedness are important factors to promote interaction between healthcare service providers and customers like patients each other, moreover, to share the tacit knowledge by creating in the interaction. Moreover in order to verify model fitness, this research has surveyed among healthcare specialists, technicians and other staffs. Model verification result, all hypotheses have been found to give a positive effect on the creation and significantly. Structured organizational environment and ICT association is to promote the organization's functions by influencing the behavior of the service organization and patient interaction and knowledge sharing, and suggests that the major factors influencing the innovation performance of hospitals and health care services.

  • The growth of information and communication technology (ICT) has led to a rapid of business paradigm shift incurred in the creation of new social/market value, changes of a value chain and elements producing a value creation, and enlargement of the scope of market competition. It leads to the change and evolution of industrial structure, requiring innovations of policy and institution. However, most studies that have focused on the effect of policy and institution on innovation are based on thick description and qualitative evidence, while paying little attention to these linkages in an empirical way. Hence this study has attempted to empirically analyze policy and institutional factors affecting innovation performance, particularly attention to ICT industry in OECD countries. The findings derived from the empirical analysis provide important implications for catch-up countries in relation to the innovations of policy and institution for effective innovation system and start-up ecosystem.

  • Innovation system is a framework concept that can be classified in many ways, namely-national, regional, sectoral and technological. Regardless of classification, all these systems have some common features and characteristics as a system. Before the innovation system concept, Mongolia developed and implemented a system to maintain nation's capacity to acquire, absorb and disseminate technologies like other countries. There were two important practices in the system development. Firstly, Mongolia modified and implemented a system "ShBOS" (meant "Invention and Innovative Idea System") that met its unique features to create innovative culture in the nation. Secondly, newly emerged ICT sector was quickly scaled up to be able to export technological products. The main objective of this article is to study modern experience of developing the national innovation system in Mongolia, assess current state of the system, innovation awareness and readiness, and carry out recommendations on its improvement with particular focus on the capacity of ICT sector as a pilot sector. The paper suggests that the above mentioned two achievements can be applied for developing the national innovation system through technological innovation system approach.

  • Although the telecommunications service industry has become a basic infrastructure component of the information and communication technology (ICT) industry, it is now losing its reputation as a cash cow due to achieving a saturation of service subscribers, especially in South Korea. With the exception of improving network speeds, network operators are experiencing difficulties in creating new innovations. Therefore, new innovations for the telecommunications service industry should be identified in conjunction with government policies for industry promotion. To examine the innovative capabilities of a specific industry, innovation system theories were used as a framework for research. However, existing innovation systems are limited with regard to explaining the openness of relationships and user participation which are general properties of the ICT industry. Moreover, as sources of innovative activity, additional values such as financial support and collaboration are more appropriate. This study presents a new innovation system based on innovation values. We analyze the telecommunications service industry and prioritize the importance of telecommunication policies within South Korea. An in-depth interview with experts based on the innovation system framework is conducted first. Next, innovation factors derived from the interview are applied within an analytic hierarchy process (AHP), leading to a prioritization of innovation factors for the telecommunications service industry.

  • This paper aims to provide a better understanding about how Information and Communication technology (ICT) has diffused. The investigation is conducted with the consideration of ICT evolution in terms of technological change and usage pattern. The definition used is presented as 'the ICT is a process of convergence of technologies between information-processing and information-transforming technologies, mainly due to the advent of microelectronlcs'. After examining technological changes of ICT, the diffusion path of ICT is traced through the usage ratio in total input and/or investment based on Input-Output tables (I-O). It shows that the evolution of ICT from the change of usage pattern is an up-and-down usage pattern rather than a uni-modal usage time path. With this recognition, the diffusion index is prepared. • Purpose: the study aims to examine the impact of ICT on the formation of digital hubs in regions of Kazakhstan, specifically the influence of ICT costs on the level of innovation activity of enterprises, the number of its actors as legal entities by size and region, small and medium enterprises, universities and research and development organisations. Research design, data and methodology: the research methodology is based on the collection of secondary data from the official statistical yearbooks of the Bureau of National Statistics of the Republic of Kazakhstan and the use of quantitative methods, in particular, correlation analysis and multiple regression. Five indicators related to the formation of digital hubs in the regions of the country were selected. Results: the study revealed that ICT spending has an impact on the formation of digital hubs in regions, in particular on the development of the number of legitimate enterprises, SMEs and R&D organisations as actors in digital hubs. A positive dynamic in the growth of the number of actors is visible. However, the hypotheses on the impact of ICT costs on the number of universities and the level of innovation activity were not supported. Conclusions: based on the results of the study, recommendations such as government proposals on strategy development, funding projects of innovation and digital hubs, and business proposals on engaging local entities in digital transformation for the formation of digital hubs in the country's regions have been developed.

  • With changing to the new information technology society, education has also been urged to utilize the Information Ccmmunication Technology(ICT). Thanks to the recent efforts by the government, a large number of schools has been equipped with advanced educational technologies. While there has been a lot of studies on how to use ICT more effectively, relatively few is the studies about the activating factors of ICT utilization. More than often than not, those studies have been conducted about the survey of current situations of ICT utilization and have never had implemented based on the theory of diffusion of innovation. As a result, the current study surveyed the previous studies about encouraging and resistance factors of ICT utilization in light of the theory of diffusion of innovation and environmental encouraging factors by Ely. Then, the efforts were made to present suggestions to encourage the utilization of ICT in schools.
