In terms of the maritime accident prevention, risk analysis at targeted warterways is important for planning safety waterways. This paper analyzes the maritime accidents probability in the Mokpo waterways, South Korea, based on the IWRAP(IALA Waterway Risk Assessment) of the quantitative accident probability tool. Vessel collision probability cate is calculated by vessels meeting direction, using IWRAP. This paper contribute to advance improvement of vessel traffic service by VTS sector providing vessel fairway risk data.

The International Association Marine Aids to Navigation and Lighthouse Authorities (IALA) proposed guidelines for VTS manual operation in 2016 for safe and efficient operation of ship. The Korea Coast Guard (KCG) established and operated 19 VTS centers in ports and coastal waters across the country by 2022 based on the IALA VTS manual and VTS operator's education and training guidelines. In addition, IALA proposed the Inter-VTS Exchange Format (IVEF) Service recommendation (V-145), a standard for data exchange between VTS, in 2011 for efficient e-Navigation system services and safe and efficient VTS service support by VTS authorities. The IVEF service in a common framework for ship information exchange, and it presents seven basic IVEF service (BISs) models. VTS service providers can provide safer and more efficient VTS services by sharing VTS information on joint area using IVEF standards. Based on the BIS data, interaction, and interfacing models, this paper introduced the development of the cloud-based VTS integration services performed by the KCG and the results of the VTS integration platform test-bed for IVEF service implementation. In addition, the results of establishing a cloud VTS integrated platform test-bed for the implementation of IVEF service and implementing the main functions of IVEF service were presented.

본 연구는 다양화, 정밀화, 현대화되고 있는 해상교통관제 환경에 맞추어 신체적, 제도적, 환경적인 근무요건들을 분석하여 관제사의 집중도 향상을 위한 Workload 경감 방법에 대하여 고찰하였다. IALA Guideline No. 1045 - On Staffing Levels at VTS Centers Edition 1에 언급된 workload에 영향을 끼치는 요소들을 중심으로 현재의 국내 해상교통관제센터의 여건에 대하여 분석하였다. 항공관제센터 등의 순환근무체제를 비교 분석하고, 관제집중도 향상을 위해 보완해야 할 사항에 대하여 검토하였다.

우리나라는 1993년 포항항 VTS 센터를 시작으로 전국의 주요 항만과 연안, 내륙수로에 세계적 수준의 VTS 시스템을 구축하여 운영중에 있다. 하지만 높은 수준의 VTS시스템을 가지고 있음에도, 국제사회에서 VTS 업무협력 및 정책 홍보 등의 활동력은 상대적으로 빈약한 편이다. 현재의 우리나라 VTS의 조직, 예산, 인력 측면의 문제점을 살펴보고 향후 국제 VTS에서 주도적 역할과 위상제고를 위한 개선점을 살펴보았다.

21세기 지식기반사회에 더불어 문화예술의 중요성 한층 부각됨에 따라 해안경관이 수려한 등대를 이용 등대해양문화공간 운영 활성화을 위하여 국제항로표지협회(IALA) 등대 보존 매뉴얼과 외국 등대 관광 발전 계획을 비교 연구하여, 등대의 해양문화공간의 역할 기능적 분석 및 문화 관광적 유형 분석을 통하여 우리나라 실정에 맞는 등대해양문화공간 운영 방안을 제시하고자 한다.

The purpose of this paper is to suggest the development of the Guidelines on VTS English language competency test, according to IALA Guideline 1132 - VTS Voice Communications and Phraseology. As the foundation for improving VTSOs' communication capabilities throughout their career lifecycle in terms of training, accreditation, and revalidation, a development of a VTS-specific language testing system with explicit language testing evaluation criteria becomes more critical. With the aim of facilitating the discussion, a range of suggestions to be considered in the development of Guidelines on the VTS English competency test are made

오늘날 자율운항선박의 성능시험이 관제구역 내에서 시행되고 있으며 상용화를 앞두고 있다. 국제항로표지협회(IALA)에서는 자율운항선박 관제에 관한 지침을 마련하고 있으며 외국의 사례를 고려하였을 때 자율운항선박의 성능시험 단계부터 VTS의 참여 및 개입은 해상교통안전을 위하여 중요한 의미를 지닌다. 따라서 관제구역 내 해상교통안전을 도모하고 비상 상황 시 효과적으로 대응할 수 있도록 자율운항선박을 고려한 선박교통관제에 관한 제도적 개선방향을 제시하였다.

현재 진행 중인 '스마트 항로표지 현장시설 고도화 연구'는 '확장이 용이한 다목적 플랫폼 설계', '스마트 항로표지용 최적 통신장치 개발' 등이 포함되어 있다. 이 중 AIS-ASM은 AIS를 기반으로 특정 응용에 특화된 메시지를 보낼 수 있는 수단이며, ASM에 대한 활용 가능성이 증대됨에 따라, ITU-R M.2092-0에서는 두 개의 AIS 채널과는 별도로, 두 개의 ASM 채널을 새로 할당하였다. IALA-AISM에서는 각국의 ASM 메시지를 수집하여 제공하고 있는데, 본 논문에서는 이들을 분석하여 현재 운용하고 있는 항로표지 관련 메시지를 살펴보고, 향후 스마트 항로표지에서 활용 가능할 것으로 기대되는 메시지들을 정리한다.
