ATYPICAL EMPLOYMENT IN TAIWAN'S CONSTRUCTION INDUSTRY

  • Responding to the fierce market competition and trying to cut personnel costs, the construction industry in Taiwan is adopting atypical employment in human resource. To discover this trend, this study employed a questionnaire survey to investigate the current use of atypical employment by domestic contractors and its possible impacts on the industry. According to the 103 returned valid questionnaires, 40.8% of the respondent contractors have applied some atypical employment types in recent three years and most of them used fixed-term employment. The major reasons the contractors used atypical employees are to reduce personnel costs, to deal with business fluctuations and to streamline personnel. According to the respondents, there is no significant difference between the advantages and disadvantages of using a large number of atypical employees in the short term. However, in the long term, atypical employment is generally more disadvantageous than advantageous.

  • A shortage of construction field workers has been a serious problem, both in the developed and in the developing countries. As a solution for conquering this problem, these countries import foreign laborers from nearby less-developed countries. While this contributes to lessening the labor deficiency, foreign workers are relatively inefficient in productivity and are often exposed to the cross-cultural risks due to cultural differences, communication difficulties, different work ethics and customs, etc. Despite these facts, construction firms do not well address these issues and are lagged in establishing an appropriate management strategy against it. This paper presents a practical management plan for foreign construction workers through Focus Group Interviews (FGI) and survey investigation. On this basis, this study examines the level of awareness and important managerial aspects of the issue of foreign laborers. Finally, it suggests a cross-cultural and ready-to-use practical human resource management plan for facilitating the foreign worker's productivity.

  • Delay, cost overrun and inferior quality in public works are common in Nepal and Cambodia. Almost 90 percent of the civil construction engineers working in the industry were one-degree graduates without appropriate training. The civil engineering education had provided elemental engineering knowledge to the graduates however integrated engineering and management knowledge and skill are essential for efficient infrastructure development. ODA in developing countries had been concentrated in hard infrastructure development without improving the quality of higher education. Integrating ODA to engineering education system would help develop qualified technical manpower and appropriate technology domestically, and improve the efficiency in infrastructure development in developing countries.

  • Electrical impedance tomography (EIT) is a new non-invasive, mobile screening method which does not use ionizing radiation to the human breast. It is based on the theory that cancer cells display altered local dielectric properties, thus demonstrating measurably higher conductivity values. This article reviews the utilisation of EIT in breast cancer detection. It could be used as an adjunct to mammography and ultrasonography for breast cancer screening.

  • This paper shows that various fractionally integrated univariate and multivariate are remarkably successful in representing annual temperature series and also very long series of tree ring widths, which are often used as a proxy for temperature. The analysis also suggests that human recorded temperature series are not inconsistent with being generated by a stationary, long memory process. From the empirical results, we should be noted that the statistically significant positive trend coefficients may well be due to small sample sizes. These results cast some doubt on the basic assumption that global warming is definitely occurring.

  • This paper gropes how to connect philosophy of household management(PHM) to real life. PHM is to think and to act for better quality of life, so PHM should contain not only theory but also practice in itself. In that sense, PHM is consist of two parts: one is viewpoints how to deal with home management and the other is practice. This paper presents 5 main viewpoints of PHM.   • Railway system which has latent loss of lives and property by big accident with that human error such as locomotive driver, manager, signaller, and the others involved. So human error management is needed to control this complex system and to confirm safety of it. Rail human error research for managing human resource has grown rapidly in both quantity and quality of output over the past few years. The continual influences of safety concerns, new technical system opportunities, reorganization of the business, needs to increase effective, reliable and safe use of capacity, and increased society, media and government interest have now accelerated rail human factors research programmes in several countries. The objective of this research is to improve safety and to reduce accidents in korean railway system, through the application of research results to the investigation of requirement for human error.

Issues in S&T Human Resources Development in Korea

  • It is frequently pointed out that the Korean economy, with its scarce natural resources, would never have been able to achieve current levels of economic development without the massive provision of well-educated, hardworking human resources. Throughout the industrialization process ,full-fledged deployment and mobilization of qualified human resources have been the foundation to industrial policy and S&T policy. This paper describes the development of S&T human resources in Korea using various statistics including educational enrollment rates, unemployment rates, the allocation of researchers and R&D expenditures among sectors of performance, educational composition of employment within and across industries, technical human resource shortage rates, relative wage levels of SMEs, and composition of labor force by age-group and gender. While analyzing S&T human resources development, this paper discusses issues such as the mismatched demand and supply of skill and knowledge levels of the highly educated, the unbalanced distribution of S&T human resources between sectors, and the low utilization of the female and aged labor force. This paper suggests that the policy maker applies a hybrid of quantitative and qualitative policies to reduce the mismatches of supply and demand of skill and knowledge levels for each labor market categorized according to supply side.
