A Case Study on Ethical Management of Public Enterprises: Focusing on the Case of Korea Gas Technology Corporation (공기업 윤리경영 사례 연구: 한국가스기술공사 사례를 중심으로)

  • Purpose: As an excellent example of ethical management of public enterprises, it provides implications for excellent management strategies through continuous ethical management promotion to domestic public enterprises and general enterprises through case analysis of the Korea Gas Technology Corporation's ethical management system and implementation. Methods: A case analysis was conducted on the ethical management system and implementation of the Korea Gas Technology Corporation, focusing on ethical management, human rights management, and social contribution activities. Results: The Korea Gas Technology Corporation's ethical management case is significant as an example showing the long-term progress and development process of establishing and implementing the ethical management system. Starting with the establishment of a basic plan for ethical management in 2004, the Korea Gas Technology Corporation has continuously advanced its ethical management system and practical capabilities. Through this, it is possible to provide implications to other companies through benchmarking on major implementations at each stage, such as the introduction, institutionalization, settlement, and maturity of the ethical management system. Conclusion: It proposes ethical management execution performance management centered on the performance of each stakeholder, linkage between the ethical management strategy system and the organization's strategy system, classification of related subjects and roles in the ethical management promotion system, and active external communication.

  • Capitalism is based on a material desire of the human being. the social control of capital value and the management of capital ability reflects the actual condition of the capitalism well. The unconstrained growing and the expansion of capitalism, it finally lost social meaning and an importance of human being element and the safety of the civilian life, began to threat the security of citizen by forming over the material center structure of society. Improving human life quality and material richness on their life leads positive factor of capitalism whereas is causing several crimes through the society which is being threatened around a human being life for a negative factor of the capitalism. Therefore capitalistic social system has offered both a positive factor 'growing' and 'richness' and that of a negative 'structural poverty' and 'lack of security' and they have been remaining the assignment of capitalism 'poverty' and 'security' by settlement in the society for a extremely phenomenon of both sides. The objective of this research is to build its study theory and establish its causal relation by illuminating for the social environment of capitalism for a private guard or a development background of the civil security contributing for citizen security, as well as gets the clue of the development possibility of the civil guard and escort field and the development of capitalism. In Korea because their recognition of the study approach and the social safety for social security control function is still staying first step and our daily life is annoying from various threat of the society, many studies and the realistic necessity of experience related with social security is being studied. In addition, The development possibility of the civil guard and defense at the civil field which will be keep the social security has a wide position but its study approach and realistic comprehension is still in insufficient condition. Consequently, this research is started to grasp the security of civil fiend and to grope a development possibility through the research of capitalism.

  • Recently the demand for civil security and security guards shows rapid growth. However the supply and training system have some limitations. Educational and training systems for civil body and security guards are in the basic level and private organizations trained the professional work force.   • With the recent increase in the number of foreign settlers in our country, we need a societal system which they can adapt well in. In order to successfully settle in our society, the marriage immigrants who especially plan a life in a new environment should be supported with support programs, especially to help them adapt to their very basic housing environment as their daily environment. From this research, through a program analysis of multi-cultural family support centre, the societal support helping to adapt to the residential environment for marriage immigrants in each nation was examined, and grasp an understanding on their adaptation to the housing environment by conducting interviews about housing environment adaptation examples. From the result of analyzing the 100 programs of the multi-cultural family support system, it could be seen that for the marriage immigrants to adapt, various programs are needed. In other words, there are effective programs for the early settlement of the marriage immigrants such as Korean education, tradition culture education, provision of district daily information, but it could be seen that heavier education was needed for, than for the sake of the marriage immigrants who took such education. Through adaptation case examples of 8 marriage immigrants from 5 different countries, it was realizable that the housing problems the marriage immigrants go through, are not limited to themselves, but also are related to the safety of their family and adaptation problems with their children. Therefore, by developing an adaptation program to help with housing environmental adaptation, the lives of the marriage immigrants' families will be supported, and will support early settlement, which then basic preparation for human resources as district societal use will be needed. By developing a program with a housing environmental professional, and if there is a positive effect and achievement, it is expected that there will be a standard program system available for all marriage immigrants.

Improvement of Land Cover / Land Use Classification by Combination of Optical and Microwave Remote Sensing Data

  • Optical and microwave remote sensing data have been widely used in land cover and land use classification. Thanks to the spectral absorption characteristics of ground object in visible and near infrared region, optical data enables to extract different land cover types according to their material composition like water body, vegetation cover or bare land. On the other hand, microwave sensor receives backscatter radiance which contains information on surface roughness, object density and their 3-D structure that are very important complementary information to interpret land use and land cover. Separate use of these data have brought many successful results in practice. However, the accuracy of the land use / land cover established by this methodology still has some problems. One of the way to improve accuracy of the land use / land cover classification is just combination of both optical and microwave data in analysis. In this paper for the research, the author used LANDSAT TM scene 127/45 acquired on October 21, 1992, JERS-1 SAR scene 119/265 acquired on October 27, 1992 and aerial photographs taken on October 21, 1992. The study area has been selected in Hanoi City and surrounding area, Vietnam. This is a flat agricultural area with various land use types as water rice, secondary crops like maize, cassava, vegetables cultivation as cucumber, tomato etc. mixed with human settlement and some manufacture facilities as brick and ceramic factories. The use of only optical or microwave data could result in misclassification among some land use features as settlement and vegetables cultivation using frame stages. By combination of multitemporal JERS-1 SAR and TM data these errors have been eliminated so that accuracy of the final land use / land cover map has been improved. The paper describes a methodology for data combination and presents results achieved by the proposed approach.

  • An environmental problem is the important issue of mankind. It should be treated main discourse in our period. There are many assertions related to environment but they are not to be clearly classified because of miscellaneous paradigm. It is possible to classify into two category on the basis of human attitude toward nature and environmental problem. One of them is anthropocentrism and the other is ecocentrism. This classification is helpful to understand various environmental discourses. Owing to different paradigm approach, anthropocentrism and ecocentrism have different concept for environmental problem. Anthropocentrism is powerful to the real life in behalf of economic rationalism. But ecocentrism is important for the only settlement of environmental problem in ecocentric perspectives. Therefore a new scheme for environmental problem solving is necessary through combining the merits of anthropocentrism and ecocentrism.

A Study on the Basic Needs of Rural People for the Better Rural Human Settlement (농촌주민(農村住民)의 기초수요(基礎需要) 조사연구(調査硏究))

  • The purposes of the study were to find out the basic needs of rural people and to get some implications for the integrated rural regional development. The data were gathered from 376 local government officers and change agents in 8 Provinces. Major results of study were as follows ; (1) Average income of rural households meet $90{\sim}100$ present of average income of urban households. (2) Most of respondents replied that average labor inputs should not exceed $7{\sim}8$ hours per a day. (3) Basic requirement of school career for the rural life was high school graduate. (4) Education expenditure should be less then 6 percent of total consumption expenditure. (5) Rural people should be able to access to basic public facilities such as school, hospital and drag store within thirty minitues. (6) Desirable housing space for rural life was $66{\sim}72.5m^2$. (7) Rural people should enjoy $3{\sim}4$ times of cultural activities and $3{\sim}4$ times of tours in a year.

  • The landscape structure of the both pre-industrial and industrial cities should be influenced to the topographical feature , religious thoughts, political ruling system and history. In the major socio-cultural factors in the pre-industrial townscapes in korea, the Feng - Shui(poongsu) which is an acient human settlement organization system based on the “Yin - Yang” principle and “Five Elements” and “Chryaegogong”system were the most important factors to the formation of traditional town scape in Korea. The landscape during the Japanese colonial periods were basically reorganized through change of “Boundary”, “Center” “Direction(path)” and “Domain” which were expressed by distinct traditional townscape in Yi dynasty. The physical shapes, meanings and behaviors of townscape were expressed properly of the intention of the colonization. As changes to the mordern industrial cities, the townscape had been amended landscape elements of the Japanese imperialism to an ideology of rebirth nation. Also as changes to the modern industrial cities, “Boundary”, “Center”, and “Domain” spreaded into the suburbs by funtionalsm and these were expressed an incoherent value system which were the advancement of growth, pursuit policies as well as an advancement of science techniques.

  • Environmental Impact Assessment(EIA) was first formally established in the Korea in 1981. Subsequently there has been a rapid growth in EIA activity, and over one hundred fifty environmental impact statements are now published in Korea each year. Although EIA now has almost 20 years of history in the Korea, elsewhere the development of roles and practice is more recent. Development is moving apace in many countries, including the Japan and the EU Member States. Such progress has not been without its problems, and a number of the current issues in EIA-scope of the assessment, the relative roles, the quality of assessment and monitoring and auditing after decision, and so on- are highlighted. So the purpose of this article is to reform the EIA roles and process, in extending the scope of activity, and assessing effectiveness. This article suggested improving the effectiveness of project assessment, widening the scope: stretegic environmental assessment, and extending EIA to project design process, environmental monitoring and feedback system.
