매립장 조성사업에 대한 건강영향평가 - 매립가스의 호흡노출로 인한 인체위해성평가를 중심으로 - (Health Impact Assessment on Construction of Landfill Site - Focused on Human Risk Assessment due to Inhalation Exposure to Landfill Gas -)

  • 환경부에서 추진하고 있는 "환경보건법" 이 2008년 2월 국회를 통과함에 따라 향후 법 제13조(건강영향 항목의 추가 평가 등) 제1항의 규정에 따라 사전환경성검토 또는 "환경영향평가법"에 따른 환경영향평가의 대상이 되는 행정계획 및 개발사업 중 대통령령으로 정하는 행정계획 및 개발사업에 대하여는 검토 평가 항목에 환경유해인자가 국민건강에 미치는 영향을 추가하여 평가하도록 하는 건강영향평가제도가 시행될 것으로 예상된다. 이에 본 연구에서는 주요 개발사업 중 인체 건강에 미칠 영향이 클 것으로 예상되는 매립장을 대상으로, 매립장에서 배출되는 매립가스의 호흡노출로 인한 인체위해성평가를 실시하여 향후 추진될 건강영향평가제도의 국내 적용 가능성을 파악하고자 하였다. 이를 위해 첫째, 미국 EPA의 매립장 배출가스 산출 추천모델인 LandGEM v. 3.02(Landfill Air Emissions Estimation Model v. 3.02)를 이용하여 매립장에서 배출되는 매립가스의 배출량을 산정하였고, 대기확산모델인 K-SCREEN을 수행하여 매립장 주변지역에 미치는 확산농도를 예측하였다. 마지막으로 K-SCREEN 모델을 통해 예측된 유해 오염물질의 확산농도를 토대로 발암성 물질에 대해서는 여러 노출변수들을 적용하여 인체노출량을 산출한 후 발암위해도 평가를 수행하였고 비발암성 물질에 대해서는 위해도지수를 계산하였다. 본 연구에서 수행한 매립가스의 호흡노출로 인한 인체위해성평가 기법은 향후 매립장 조성사업에 대한 건강영향평가 시행시 의사결정자들과 일반대중이 과학적 기반 위에서 합리적인 의사결정을 하는데 필요한 정보를 제공하는데 있어 적용이 가능할 것으로 사료된다. 또한, 본 연구에서 제시한 몇 가지 연구의 한계점들은 관련 연구자들의 체계적인 연구를 통해 극복할 필요가 있으며, 이러한 한계점들이 개선된다면 좀 더 신뢰성 있는 결과를 산출할 수 있을 것으로 판단된다.

한국어 퍼지 언어변수를 이용한 리스크 평가 (Risk Assessment using Fuzzy Linguistic Variables in Korean)

  • Usually risk assessment is performed for the safety of diverse industries though, many kinds of risks cannot be analyzed effectively by using classical probability models due to lack of experience data and impreciseness of human decision making. For these reasons, fuzzy risk assessment utilizing subjective judgment and experience of skillful experts has been considered as a solution. In this study, to comprehend the relationship between conventional fuzzy theory and human conceptual images on risks, linguistic variables were reviewed with reference to fuzzy membership functions, especially in the Korean language. As interviewees, about a hundred people including students as well as safety engineers voluntarily participated. The research results showed that most people were in favor of adjective expressions decorated with adverbs rather than naive expressions such as "high" or "low", and that directly translated linguistic variables were not appropriate for the Korean people in risk assessment as far. Therefore, with consideration of the selection tendency by the Korean people in linguistic variables, it could be concluded that 5 level expressions would be most favorable for linguistic variables in risk assessments in Korea.

  • Recently, failures of equipments are linked directly to extensive damages of human lives or financial losses from the increasing uses of train control equipments utilizing computers. Then safety activities have to progress for guaranteeing safety during the system life-cycle. In this paper, we examine the methods for risk analysis and assessment of safety activities and propose optimized one method for risk assessment. There are original risk assessment methods; risk graph and risk matrix method under the qualitative analysis, IRF(Individual Risk Formula) calculations and statistical calculations method under the quantitative analysis. Best-Practice(BP) risk analysis method is proposed for combining advantages of the qualitative and the quantitative analysis. In the comparison of risk graph and risk matrix method for safety estimation, BP method has no applications published up to now, but we can expect that this method will be utilized widely for the risk assessment due to various strong points.

철도정비부지 내 매립된 폐기물에 의해 중금속으로 오염된 토양의 인체위해성 평가 (Human Risk Assessment of Soil Contaminated with Heavy Metal by Waste Reclaimed in Railway Maintenance Site)

  • 본 연구에서는 대규모 철도부지를 상업부지로 개발함에 따라 과거 부지 내부에 산업 폐기물 등이 부적절하게 처리되어 중금속 폐기물로 오염된 토양의 Cu, Pb, Zn, Ni 에 대한 인체 위해성 평가를 수행하였다. 위해성 평가는 토양의 복원 및 복원과정에서 필요한 고려요소를 도출하는데 주요한 과정이다. 본 연구에서는 위해성 평가를 위해 환경부 위해성평가지침을 준용하여 노출농도 결정, 노출량 산정, 발암 및 비발암 위해도를 결정하였다. 이를 통해 철도부지의 중금속 오염토양의 인체 위해성 평가 결과를 제시하였다. 노출농도 산정결과 토양내 중금속 함량은 621.3 Cu mg/kg, 2,824.5 Pb mg/kg, 1,559.1 Zn mg/kg, 45 Ni mg/kg이고, 독성금속별 인체 노출량 결과, 노출경로별로는 토양의 실외비산 > 토양섭취 > 토양 접촉 순으로 나타났으며, 오염물질별로는 Pb > Zn > Cu > Ni 순으로 나타났다. 발암위해도 평가 결과, USEPA에서 제시한 허용발암위해도(TCR > $10^{-6}$) 보다 높게 나타났으며, 독성위해도(비발암성) 평가 결과, HI 지수(HI< 1.0)도 성인 3.5, 어린이 4.85, Cu 1.94 ~ 2.16, Pb 1.37 ~ 2.90으로 나타났다. 따라서 대상부지의 중금속으로 오염된 토양의 복원관리가 필요할 것으로 판단된다.

식품 환경 오염 미세플라스틱의 인체 영향과 위해평가 동향 (Microplastics in foods: the hazardous characteristics and risk on human health)

  • Microplastics with a size of less than 5 mm have emerged as an important environmental and food safety issue, as they have been detected not only in marine but also in terrestrial ecosystem and drinking water. Although many studies have been conducted on the exposure of microplastics and the effects on human health, the lack of standardized experimental methods for microplastics has been reviewed as a major problem. In order to overcome this, European countries such as the Netherlands and Germany are conducting a project to develop detection methods for microplastics as well as to establish the risk assessment methodologies for microplastics. Being the microplastics suggested to have a substantially potential risk on human health, reliable risk assessments should be conducted considering the various sources of microplastics, chemical pollutants and biological factors. In addition, international standards and regulations should be applied.

생태수질기준설정을 위한 대상물질의 생태위해성 평가 (Ecological Risk Assessment of Chemicals of Concern for Initiation of Ecorisk-based Water Quality Standards in Korea)

  • Current water quality standard (WQS) in Korea is based on the protection of human health, not considering the protection of aquatic organisms. Most of chemicals can be toxic to ecological biota as well as human. Health of aquatic biota is closely related to the human health via food chain, therefore ecological risk based-WQS needs to be developed to protect the aquatic ecosystem. In this study, we selected the 31 chemicals in the Project entitled 'Development of integrated methodology for evaluation of water environment'. The methodology for calculating water quality criteria was derived from the Australian and New Zealand processes for deriving guideline trigger value for aquatic ecosystem. The available ecotoxicity data were collected from US EPA's ECOTOXicology Database (ECOTOX), TOX-2000 Database, European Chemicals Bureau (ECB)'s International Uniform Chemical Information Database (IUCLID) and Environmental Protection Agency (US EPA)'s report 'Ambient Water Quality Criteria (AWQC)'. The aquatic toxicity data for the Korean species were selected for risk assessment to reflect the Korean water environment. The monitoring values were calculated from the water quality monitoring data four main Korean rivers. We suggested the order of priorities of chemicals based on ecological risk assessment. We expect that these results can be useful information for establishing the WQS for the protection of aquatic ecosystem.

CalTOX 모델을 이용한 벤젠 종합위해성평가의 불확실성 분석과 민감도 분석 (Uncertainty and Sensitivity Analyses of Human Aggregate Risk Assessment of Benzene using the CalTOX Model)

  • Objectives: The purpose of this study was to perform an aggregate human risk assessment for benzene in an industrial complex using the CalTOX model and to improve the reliability and predictability of the model by analyzing the uncertainty and sensitivity of the predicted assessment results. Methods: The CalTOXTM 4.0 beta model was used to evaluate a selected region, and @Risk 7.6 software was used to analyze uncertainty and sensitivity. Results: As a result of performing the aggregate risk assessment on the assumption that 6.45E+04 g/d of benzene would be emitted into the atmosphere over two decades, 3% of the daily source term to air remained in the selected region, and 97% (6.26E+04 g/d) moved out of the region. As for exposure by breathing, the predicted LADDinhalation was 2.14E-04 mg/kg-d, and that was assessed as making a 99.99% contribution to the LADDtotal. Regarding human Riskcancer assessment, the predicted human cancer risk was 5.19E-06 (95% CI; 4.07E-06-6.81E-06) (in the 95th percentile corresponding to the highest exposure level, a confidence interval of 90%). As a result of analyzing sensitivity, 'source term to air' was identified as the most influential variable, followed by 'exposure time, active indoors (h/day)', and 'exposure duration (years)'. Conclusions: As for the results of the human cancer risk assessment for the selected region, the predicted human cancer risk was 5.19E-06 (95% CI; 4.07E-06-6.81E-06) (in the 95th percentile, corresponding to the highest exposure level, a confidence interval of 90%). As a result of analyzing sensitivity, 'source term to air' was found to be most influential.

Determining the reuse of metal mine wastes based on leaching test and human health risk assessment

  • Meeting the regulations based on the short-term leaching tests may not necessarily assure the environmental and human health safety of reusing mine wastes. This study investigated heavy metal leachability of four metal mine waste samples (e.g., Z, Y, H, and M) and human health risk of reusing them as construction materials. The heavy metal leachability did not depend on the total heavy metal contents. For example, the Z sample contained greater amounts of As and Fe than Zn, but the leachates contained only Zn at a detectable level. This can be attributed to the crystalline structure and heavy metal fractions of the mine wastes. The leaching test results suggested that the four mine waste samples are potentially reusable. But the Z and M samples reused in industrial areas imposed carcinogenic risks. This was largely attributed to As that is exposed via dermal contact. The Y and H samples reused in residential areas imposed carcinogenic risk. The major exposure route was the ingestion of crops grown on the mine wastes and Cr was the major concern. The two-stage assessment involving leaching tests and risk assessment can be used to promote safe reuse of mine wastes.

화학물질의 건강 위해성 평가를 위한 수학 통계적 추계 모델링의 응용 (Application of Mathematical Modeling to Extraplate from High Dose to Low Dose for Risk Assessment of Vinyl Chloride)

  • 본 연구에서는 유해한 화학물질인 vinyl chloride에 대한 건강 위해성 평가의 주요한 단계인 용량-반응 평가(dose-response assessment)를 수행함에 있어서 실험동물을 대상으로 한 발암성 자료를 사용하여 인체 위해도(risk)를 예측하고자 하였다. 용량 반응 평가에서는 고농도의 독성 자료로 부터 인체에 노출되는 수준인 저농도로 외삽을 위하여 computer software를 사용하지 않고 직접 다양한 통계 모델링을 사용하여 위해도를 산출하였다 이는 추후 국내 화학물질의 위해도 평가시 광범위하게 활용될수 있는 기초자료를 제공할 것이다.

지하수로부터의 실내 라돈오염시 인체노출평가 (Assessment of Human Exposures to Indoor Radon Released from Groundwater)

  • A report by the National Research Council in the United States suggested that many lung cancer deaths each year are associated with breathing radon in indoor air. Most of the indoor radon comes directly from soil beneath the basement of foundation. Recently, radon released from groundwater is found to contribute to the total inhalation risk from indoor air. This study presents the assessment of a exposure to radon released from the groundwater into indoor air. At first, a 3-compartment model is describe the transfer and distribution if radon released from groundwater in a house through showering, washing clothes, and flushing toilets. The model is used to estimate a daily human exposure through inhalation of such radon for adults based on two sets of exposure scenarios, Finally, a sensitivity analysis is used to identify important parameters. The results obtained from the study would help to increase the understanding of risk assessment issues associated with the indoor radon released from groundwater.
