  • The unsafe act and unsafe condition is due to human error that experience 80% of safety accidents. Accordingly, one of the most important issues to reduce industrial accidents as a whole, is how to reduce the accident rate by the human error. Therefore, this paper describes the development of quantitative risk assessment (QRA) model by ergonomics for reform of safety consciousness on the semiconductor industry. Unconsciousness, disregard, ignorance, recklessness, and stress among the human factors are selected for conscious reform. Finally, the QRA model is efficiently expected to contribute towards improving continuous self-safety and health and safety culture campaign in order to prevent industrial accidents.

  • Arsenic (As) is a ubiquitous element found in several forms in foods and water. Although certain foods, such as marine fish, contain substantial levels of organic arsenic forms, they are relatively low in toxicity compared to inorganic forms. in contrast, arsenic in drinking water is predominantly inorganic and highly toxic. Chronic ingestion of arsenic-contaminated drinking water is therefore the major pathway posing potential risk to human hearth. since the early 1990s in Bangladesh ozone, arsenic exposure has caused more than 7,000 deaths and uncounted thousands shout symptoms of long-term arsenic poisoning. Significant portion of world populations are exposed to low to moderate levels of arsenic of parts per billion (ppb) to hundreds of ppb. As a consequence, the World Health Organization (WHO) and U.S. environmental health agencies, such as the Environmental Protection Agency (EPA) made arsenic their highest priority. Recently, the WHO, European Union (EU), and US. EPA lowered an acceptable level of 10 ppb for arsenic in drinking water In this article, various health effects of arsenic in drinking water were reviewed and the current status for risk assessment to regulate arsenic in drinking water was discussed.

Odor Thresholds and Breathing Changes of Human Volunteers as Consequences of Sulphur Dioxide Exposure Considering Individual Factors

  • Objectives: Though sulfur dioxide (SO2) is used widely at workplaces, itseffects on humans are not known. Thresholds are reportedwithout reference to gender or age and occupational exposure limits are basedon effects on lung functioning, although localized effects in the upper airways can be expected. This study's aim is to determine thresholds with respect to age and gender and suggests a new approach to risk assessment using breathing reflexes presumably triggered by trigeminal receptors in the upper airways. Methods: Odor thresholds were determined by the ascending method of limits in groups stratified by age and gender. Subjects rated intensities of different olfactory and trigeminal perceptions at different concentrations of $SO_2$. During the presentation of the concentrations, breathing movements were measured by respiratory inductive plethysmography. Results: Neither age nor gender effects were observed for odor threshold. Only ratings of nasal irritation were influenced bygender. A benchmark dose analysis on relative respiratory depth revealed a 10%-deviation from baseline at about 25.27 mg/$m^3$. Conclusion: The proposed new approach to risk assessment appearsto be sustainable. We discuss whether a 10%-deviation of breathingdepth is relevant.

지하수로부터의 실내 라돈오염시 인체노출평가 (Assessment of Human Exposures to Indoor Radon Released from Groundwater)

  • A report by the National Research Council in the United States suggested that many lung cancer deaths each year are associated with breathing radon in indoor air. Most of the indoor radon comes directly from soil beneath the basement of foundation. Recently, radon released from groundwater is found to contribute to the total inhalation risk from indoor air. This study presents the assessment of a exposure to radon released from the groundwater into indoor air. At first, a 3-compartment model is describe the transfer and distribution if radon released from groundwater in a house through showering, washing clothes, and flushing toilets. The model is used to estimate a daily human exposure through inhalation of such radon for adults based on two sets of exposure scenarios, Finally, a sensitivity analysis is used to identify important parameters. The results obtained from the study would help to increase the understanding of risk assessment issues associated with the indoor radon released from groundwater.

채소류 중 발암성 농약의 위해성 평가 (Risk Assessment on Carcinogenic Pesticides of Vegetables in Korea)

  • Objectio ostinato the carcinogenic risks from the ingestion of some carcinogenic pesticides (CPs) in vegetables sampled at a local agricultural product market in Seoul. Methods: After applying a hazard identification step, we selected four pesticides, such as DDT, dieldrin, folpet, and heptachlor epoxide, for this risk assessment. Concentrations of each pesticide were measured from randomly sampled vegetables. In order to estimate the human exposure levels, we combined the concentration of pesticides in the vegetables with consumption rate of those vegetables. Three scenarios were hypothesized for human exposure assessment. Scenario I was the most conservative which supposed the undetected CPs would be the detection limit values. Scenario II was assumed that the undetected CPs would be a half of the detection limit values, and finally scenario III merely considered only values greater than the detection limit values. We finally presented the estimated carcinogenic risks on the basis of the traditional risk assessment procedure suggested by U.S. EPA. Results: Pesticides including DDT, dieldrin, folpet and heptachlor epoxide were detected in 9 samples (6%) in the range of $0.0006\sim0.09ppm$. The daily intake levels of carcinogenic pesticides were estimated in the range of $0.0009\sim0.0079{\mu}g/day$. As we expected, excess cancer risks based on scenario I was also the highest $(1.1\times10^{-8}\sim5.5\times10^{-5})$. Conclusions: We found that the estimated risks from the pesticides we investigated were not serious. We, however, propose that a continuos monitoring is needed to make sure for the protection of public health.

강원도 횡성지역의 지하수 수질 모니터링 및 인체 위해성 평가 (Water Quality Monitoring and Risk Assessment for Groundwater at Hoengseong, Gangwon-do Province)

  • Background: Concerns have been raised regarding the criteria of groundwater, in particular in Gwangwon-do Province where many residents drink groundwater due to the poor supply of tap water and a high nonconformity rate with water quality criteria nationwide. Objectives: Water quality monitoring and risk assessment were conducted for groundwater in Hoengseong, Gangwon-do Province. Methods: A total of 46 items required for meeting drinking water criteria were analyzed from 258 samples collected from March 2017 through August 2018 (152 sites in 2017 and 106 sites in 2018). Risk assessment was conducted for two non-carcinogens (F- and NO3-N), and one carcinogen (i.e., arsenic) based on their high nonconformity to water quality criteria. Results: Water quality analysis revealed that the total proportion of nonconformities was determined to be 27.9%. The nonconformity rate for each content item is as follows: total colony counts (1.6%), total coliform (6.2%), Escherichia coli (1.2%), F- (8.1%), arsenic (4.7%), NO3-N (8.1%), pH (1.2%), manganese (0.4%), and turbidity (5.8%). Risk assessment indicated that fluoride induced a hazard quotient greater than 1 with the 95% UCL (Upper Confidence Limit) concentration of the total 258 sites and average, median, and 95% UCL concentrations of nonconformity sites. For NO3-N, there was no human health risk. For arsenic, the excess cancer risk exceeded the acceptable cancer risk of 1×10-6 with the average and 95% UCL concentrations of total 258 sites and average, median, and 95% UCL concentrations of nonconformity sites. Conclusions: This study suggests that it is necessary to expand water quality monitoring of groundwater and conduct a more detailed risk assessment in order to establish a health care plan for the residents of Hoengseong, Gangwon-do Province.

  • PCBs are classified as B2 (Probable human carcinogen) based on the induction of hepatocellular carcinomas in rats and mice from IRIS (Integrated Risk Information System). About 20 years ago, PCBs were phased out for electrical use in Korea, but PCBs were continuously used in the other field. Lately, there has been increasing concern on possible effects of contaminated soil to the other environment and human health. The purpose of this study is to determine PCBs level in soil at some site and to assess the human exposure doses according to exposure routes for people living within sites which expected to be exposed to PCBs. Pollution level of PCBs on the site was monitored using gas liquid chromatography. To assess the transport of PCBs in soil to plant and to air, various transfer factors(diffusion coefficient, bioconcentration factor etc.) were considered in simple calculations. To calculate the residential exposure doses by routes, some equations were considered using assumption value, which define inhalation, ingestion (soil, plant) and derreal uptake pathway. Computated results will be used as risk assessment information for human health evaluation on contaminated soil.

우리나라 먹는물의 크립토스포리디움에 의한 건강위해도 평가 연구 (Health Risk Assessment of Cryptosporidium in Tap Water in Korea)

  • Objectives: Cryptosporidium, a protozoan parasite, has been recognized as a frequent cause of waterborne disease due to its extremely strong resistance against chlorine disinfection. Although there has as yet been no report of a Cryptosporidium outbreak through drinking water in Korea, it is important to estimate the health risk of Cryptosporidium in water supply systems because of the various infection cases in human and domestic animals and frequent detection reports on their oocysts in water environments. Methods: This study evaluated the annual infection risk of Cryptosporidium in tap water using the quantitative microbial risk assessment technique. Exposure assessment was performed upon the results of a national survey on Cryptosporidium on the water sources of 97 large-scale water purification plants in Korea, water treatment efficacy, and daily unboiled tap water consumption. The estimates of the US Environmental Protection Agency on the mean likelihood of infection from ingesting one oocyst were applied for effect assessment. Results: Using probabilistic methods, mean annual infection risk of Cryptosporidiosis by the intake of tap water was estimated to fall within the range of $2.3{\times}10^{-4}$ to $1.0{\times}10^{-3}$ (median $5.7{\times}10^{-4}$). The risk in using river sources was predicted to be four times higher than with lake sources. With 0.5-log higher removal efficacy, the risk was estimated to be $1.8{\times}10^{-4}$, and could then be lowered by one-third. Conclusions: These estimations can be compared with acceptable risk and then used to determine the adequacy and priority of various drinking water quality strategies such as the establishment of new treatment technology.

대산 석유화학 산업단지 인근 지역에서의 BTEX 인체 위해성 평가 (Human Health Risk Assessment of BTEX from Daesan Petrochemical Industrial Complex)

  • 본 연구에서는 대산 석유화학 산업단지에서 배출되는 BTEX (benzene toluene, ethylbenzene, and xylene)의 농도 및 분포 특성을 조사하여 지역주민에 대한 잠재적 위해성을 파악하였다. 산업단지 인근 지역주민들은 다양한 매체(공기, 물, 토양), 특히 공기를 통해 화학물질에 노출될 수 있다. 이 연구는 결정론적 및 확률론적 위해성 평가 접근 방식을 모두 사용하여 흡입에 의한 인체 건강 위험을 평가하였다. 결정론적 위해성 평가 결과 모든 지점에 대해 비발암 위해도의 유해지수(HI) 1.0보다 훨씬 낮은 결과가 나타났다. 그러나 발암 위해성 평가 결과, 산업단지 내에 위치한 A 지점에서 벤젠에 대한 초과발암위해도는 2.28×10-6로 기준치인 1.0×10-6을 약간 상회하는 것으로 나타났다. 또한, 해당 지점에 대한 확률론적 위해성 평가 결과, 보수적 기준인 1.0×10-6을 초과하는 Percentile은 45.3%로 나타났으며, 민감도 분석 결과 노출시간(ET)가 결과에 미치는 영향이 가장 크다고 판단되었다. 인체 위해성 평가 결과, 에틸벤젠, 톨루엔, 자일렌에 대해서는 인체에 위해한 영향이 적은 것으로 판단되었으나, 벤젠은 초과발암위해도 기준(1.0×10-6)을 초과하는 것으로 나타났다. 산업단지에서 공기 중 VOCs에 대한 광범위한 모니터링을 통해 이러한 잠재적 위험을 평가하기 위한 추가적인 연구가 필요하다.

수도수중 염소 소독부산물로 인한 건강위해성 평가에 관한 연구 - 서울시 수도수중 Trihalomethanes 및 Haloaceticnitriles을 중심으로 - (Health Risk Assessment of Disinfection By-products by Chlorination in Tap Water Ingestion)

  • Public concerns about hazardous health effect from the exposure to organic by-products of the chlorination have been increased. There are numerous studies reporting that chlorination of drinking water produces numerous chlorinated organic by-products including THMs, HAAs, HANs. Some of these products are known to be animal carcinogens. The purpose of this study was to estimate health risk of DBPs by chlorinated drinking water ingestion in Seoul based on methodologies that have been developed for conducting risk assessment of complex-chemical-mixture. The drinking water sample was collected seperately at six water treatment plant in Seoul at March, April, 1996. In tap water of households in Seoul, DBPs were measured wilfh the mean value of 36.6 $\mu$g/L. Risk assessment processes,. which include processes for the estimation of human cancer potency using animal bioassay data and calculation of human exposure, entail uncertainties. In the exposure assessment process, exposure scenarios with various assumptions could affect the exposure amount and excess cancer risk. The reference dose of haloacetonitriles was estimated to be 0.0023 mg/kg/day by applying dibromoacetonitrile NOAEL and uncertainty factor to the mean concentration. In the first case, human excess cancer risk was estimated by the US EPA method used to set the MCL (maximum contaminant level). In the second and third case, the risk was estimated for multi-route exposure with and without adopting Monte-Carlo simulation, respectively. In the second case, exposure input parameters and cancer potencies used probability distributions, and in the third case, those values used point estimates (mean, and maximum or 95% upper-bound value). As a result, while the excess cancer risk estimated by US EPA method considering only direct ingestion tended to be underestimated, the risk which was estimated by considering multi-route exposure without Monte-Carlo simulation and then using the maximum or 95% upper-bound value as input parameters tended to be overestimated. In risk assessment for Trihalomethanes, considering multi-route exposure with adopting Monte-Carlo analysis seems to provide the most reasonable estimations.
