가능최대홍수량(PMF)은 가능최대강수량(PMF)을 입력으로 한 강우-유출해석의 결과이다. 대상유역의 가능최대강수량을 산정하여 시${\cdot}$공간분포를 고려한 가능최대호우를 결정한 후, 강우-유출관계를 적용하여 가능최대홍수량을 산정하는 것이다. 이러한 과정을 통하여 산정된 가능최대홍수량은 실무에서 댐설계를 위해 이용되어 오고 있다. 하지만, 댐설계기준(건설교통부, 2001)에 가능최대홍수량 산정을 위한 방법론은 제시되어 있지만, 이에 내한 이론적인 토의가 충분치 않다. 본 연구에서는 국내의 가능최대홍수량 산정절차에 대한 문제점을 제시하고, 이에 대한 논의를 하고자 강우분포와 강우-유출매개변수에 따른 가능최대홍수량의 변화를 검토하였다. 먼저, 강우의 시간분포방법으로 blocking 방법, huff 방법, mononobe 공식을 채택하여 그 문제점을 세시하고, 시간분포방법별 가능최대홍수량의 변화를 비교${\cdot}$검토하였다. 강우-유출 매개변수에 따른 가능최대홍수량의 변화를 검토하기 위해서, 먼지 평균개념의 기존단위도와 최대개념의 단위도에 대해 평가하였으며, 두 단위도 적용에 따른 가능최대홍수량의 변화를 비교${\cdot}$검토하였다. 최대개념의 단위도는 강우-유출관계의 적용을 위해 그동안 우리나라에서 주로 이용되어 왔던 Clark 단위도를 선정하였고, 실측강우-유출자료의 해석을 통해 가능최대홍수량의 개념에 부합되는 매개변수를 산정하였다. 또한, 가능최대강수량의 차이, 강우손실방법, 기저유량 고려유무에 따른 가능최대홍수량의 변화를 검토하였다.

본 연구에서는 미국의 Environmental Modeling Research Laboratory(EMRL)에서 개발한 지리정보시스템과 수문유출모형이 접목된 WMS(Watershed Modeling System) Ver.6.1 모형을 HEC-1모형과 연계하여 한강수계 안성천의 제1지류인 한천의 유출 해석을 실시하였다. 이를 위해 유역내의 지형특성인자 추출 및 하천망 구성(WMS), 재현기간별 지속시간별 확률강우량 산정(FARD2002), Huff분포법을 이용한 시간분포, ARF(Area Reduction Factor)적용, HEC-1내의 SCS단위도법, Snyder 단위도법, Clark의 유역추적법에 포함된 각각의 매개변수의 최적화를 시도하여 분석하고, 설계 홍수량 산정시 이용될 수 있는 지침 마련을 목적으로 하였다.
This study is to propose the temporal pattern of design rainfall which causes maximum peak discharge, and to analyze the relation of catchment characteristics and critical durations for gauged midsize catchment. Hydrologic analysis has done over the 44 midsize catchments with 50-5,000$\textrm{km}^2$. The type of temporal pattern of design rainfall which causes maximum peak discharge has resulted in Huff's 4 quartile distribution method for effective rainfall(AMC III) The peak discharges of 24hr rainfall duration are similar to those of critical duration for 50-600$\textrm{km}^2$, and the peak discharges of 48hr rainfall duration are similar to those of critical duration for 600-5,000$\textrm{km}^2$. Therefore, if the proper rainfall intensity formula is selected, 24hr or 48hr rainfall duration may be regarded as the critical duration of midsize catchment. A simple regression equation is derived by using a catchment area and critical duration with high correlation for the case of effective rainfall(AMC III). Therefore, it can be used to determine the critical duration of ungauged catchment with 50-5,000$\textrm{km}^2$. Also, dimensionless regression equation is derived by using characteristic values of unit hydrograph.
The influences of the space allocation of design rainfall and partition of the subbasin on the characteristics of urban storm runoff was investigated for the 6 drainage basins by applying SWMM model. It show the deviation of -54.68∼18.77% in the peak discharge when we applied the composed JUFF quantiles to the two zones which are divided by upper and lower region of the basin. Then it is compared with the value for the case of using uniform rainfall distribution all over the drainage. Therefore, it would be helpful to decrease the flood risk when we adopt the space distribution of the design rainfall. The effects of the partitioning the drainage on the computing result shows various responses because of the surface characteristics of the each basin such as slope, imperviousness ratio, buy we can get closer result to the measured value as we make the subbasin detailed. If we use the concept of the skewness and area ratio when we determine the width of subbasin, we can improve the computed result even with fewer number of subbasins. We expect reasonable results which close into the measured results in the range of relative error, 25%, when we divide the basin into more than 3 subbasins and the total urban drainage area is less than 10$\textrm{km}^2$.

최근 다변량 확률모형 연구 및 기후변화에 따른 강우패턴 연구의 증가에 따라 시계열로 기록되어 있는 강우량 자료로부터 강우사상(Event)을 분리하는 연구 또한 활발히 이루어지고 있다. 일반적으로 강우사상은 최소무강우시간(Inter-Event Time)을 기준으로 전후강우가 독립적인 강우인지 연속적인 강우인지 구별하는데 이 최소무강우시간을 결정하는 방법이 각 사용되는 분야마다 일관되지 않은 점이 있다. 본 연구에서는 30년 이상 기록된 기상청 강우관측소 자료를 이용하였으며, 설계강우의 시간분포를 위한 Huff 4분위법에서 사용되는 6시간의 최소무강우시간분터 지수확률분포 방법으로 얻어지는 최소무강우시간(일반적으로 12시간 내외)까지 최소무강우시간의 변화에 따라 분리된 강우사상의 특성을 분석하였다. 또한 강우사상의 이변량 빈도해석 적합성을 검토하기 위해 연최대강우량 사상을 선정하여 빈도해석을 수행하였으며 최소무강우 시간에 따라 이변량 확률분포형 적합성을 검토하였다.

최근 반복적인 도시침수 피해가 발생하고 있으나 다양한 강우 및 홍수 자료를 이용하여 실시간으로 침수분석을 실시할 수 있는 기술력이 부재한 실정이다. 한정된 시나리오에 따라 다양한 강우패턴에 의한 침수지역 파악에 어려움이 있으며, 불필요한 자료의 사용으로 인해 짧은 시간에 발생하는 도시침수에 대해 실시간으로 대응하는 데에 한계가 있다. 본 연구에서는 다양한 강우패턴과 극치강우 사상을 반영하기 위한 강우시간 분포법을 나타내고자 하였으며, 강우-유출 자료에 대한 최적의 자료조합을 선정하는 정량적 기준을 제시하고자 하였다. 지역 특성에 따른 극치강우사상의 시간분포에 대한 연구가 다양하게 진행되어 왔지만, 기존의 강우시간분포는 다양한 강우의 집중현상을 나타내기에는 한계가 있음을 보였다. 따라서 본 연구에서는 기존 강우시간분포 기법의 단점을 보완하고 극치강우사상의 집중지속시간 특성을 반영한 강우시간분포 방법과 Huff에 의한 강우시간 분포법을 사용하여 다양한 강우시나리오를 생성하였다. 본 연구에서는 부산 및 울산 연구대상지역의 도시유출해석의 입력 자료로서 사용하였다. 강우 및 유출 자료의 상관성 분석과 불확실도 분석을 기반으로 추후 홍수예측을 위한 최적의 입력 자료를 선정하고자 하였다. 위의 과정들을 통해 다양한 강우조건에 따른 연구대상 지역에서의 침수예상도를 분석할 수 있었으며, 선정된 극치강우사상을 통해 다양한 강우의 집중현상을 나타낼 수 있었다. 1차원 도시유출해석을 실시하여 구축한 강우-유출 데이터베이스의 최적화를 위해 불확실도 분석을 실시하였으며, 수리학적 특성이 고려된 입력 및 출력자료에 대한 사용자의 합리적인 판단을 위해 정량적 기준을 제시하고자 하였다. 더욱이 제시된 방법론을 이용함에 따라 지속적으로 나타나는 국지성 호우와 급변하는 수재해 양상에 능동적으로 대처하는데 도움을 줄 수 있는 기초자료를 제공할 것으로 판단된다.
We study the basic theory and applicability of the WQUAL block in the FFC2Q model and the characteristics of non-point pollutant loads during the early stage of runoff. Study is also performed on selection of the values of the related parameters and their effect on the simulation results. FFC2Q simulation results are compared for verification with the measured data for three rainfall events in the Gunja Subbasin and found to be similar to the measured data in peak-flows, total runoff volumes, total loads, peak concentrations and times of peak concentration. This model thus shows results very close to those applying the SWMM and MOUSE models, even though it uses simplified input data. Related to rainfall distribution, under the condition of Huff 1st quartile distribution the pollutant loads occurred earlier than under other conditions, and in the early stage of rainfall the BOD and COD loads increased faster than the SS loads. The NPS loads were concentrated in the early stage of rainfall and finally reached total loads, so the rainfall after that could not contribute so much to the NPS loads.

In this study, we analyzed the extreme rainfall distribution scenarios based on probable rainfall calculation and applying various time distribution models over the landslide high risk zones in urban areas. We used observed rainfall data form total 71 ASOS (Automated Synoptic Observing System) station and AWS (Automatic Weather Station) in KMA (Korea Meteorological Administration), and we analyzed the linear trends for 1-hr and 24-hr annual maximum rainfall series using simple linear regression method, which are identified their increasing trends with slopes of 0.035 and 0.660 during 1961-2014, respectively. The Gumbel distribution was applied to obtain the return period and probability precipitation for each duration. The IDF (Intensity-Duration-Frequency) curves for landslide high risk zones were derived by applying integrated probability precipitation intensity equation. Results from IDF analysis indicate that the probability precipitation varies from 31.4~38.3 % for 1 hr duration, and 33.0~47.9 % for 24 hr duration. It also showed different results for each area. The $Huff-4^{th}$ Quartile method as well as Mononobe distribution were selected as the rainfall distribution scenarios of landslide high risk zones. The results of this study can be used to provide boundary conditions for slope collapse analysis, to analyze sediment disaster risk, and to use as input data for risk prediction of debris flow.
The purpose of this study is to analyze whether design rainfall and hyetograph, which are the main elements of design rainfall, can properly reflect the those of observed rainfalls through inundated rainfall events. The target areas were selected at seven large cities with high damages regarding to the flooding. Comparative analysis between probability and observed rainfall shows that 57% of the cases, in which rainfall amount through the IDF curve is estimated lower than the observed rainfall, do not properly reflect the observed rainfalls. In particular, this trend is exacerbated by the cases in low return period and the rain type of typhoon or frontal rain. The comparative results of rainfall intensity formula showed that the Talbot and Japanese formula were stable in the short- and long-term return periods, respectively. The comparison of hyetograph results also showed that the Mononobe method properly reflects the maximum rainfall intensity and the Huff method properly reflects the shape of rainfall pattern.
The purpose of slope stability analysis is to predict the location and occurrence time considering the rainfall, topographic and soil characteristics, etc. In this study, infinite slope stability analysis considering the time distribution characteristics of the daily maximum rainfall was conducted using a model that combines a digital terrain model and a groundwater flow model. As the results of slope stability analysis, 69.1~70.0% of Fs < 1 cells are in the range of slope angle $20{\sim}50^{\circ}$ and Fs < 1 starts to appear in 2 hours for $Q_1$ model, 5 hours for $Q_2$, 7 hours for $Q_3$ and 6 hours for $Q_4$. Furthermore, the maximum number of Fs < 1 cells appear in 6 hours for $Q_1$ model, 12 hours for $Q_2$, 16 hours for $Q_3$ and 20 hours for $Q_4$, and the area of Fs < 1 is 14.3% for $Q_1$ model, 15.0% for $Q_2$, 15.6% for $Q_3$, and 16.3% for $Q_4$.
